APPROVED ON FEBRUARY 17, 2021 BY THE BOARD OF COUNTY COMMISSIONERS AT THE WEEKLY BUSINESS SESSION General Discussion: February 9, 2021 9: 00 a. m.— BCC Office Via Zoom Commissioners Daniel E. DeYoung, Herman E. Baertschiger Jr., and Darin J. Fowler; Trish Paredes, Recorder Chair Daniel E. DeYoung called the meeting to order at 9: 00 a. m. 1. Illinois Valley Watershed Council( IVWC) Annual Report Keven O' Brien, Watershed Coordinator, explained IVWC' s mission, organization, and how it is funded. Mr. O' Brien explained the effort the IVWC provides for community outreach and education. Mr. O' Brien discussed the Community Engagement Coordinator Position funded by Oregon State University through an AmeriCorps program. The coordinator position discovered that wildfires effect on watersheds was the main interest of the community and as a direct result of these findings, the IVWC spearheaded the fire resiliency group, funding for this group sunsets on June 30, 2021. The funding supplied to the fire resiliency group will go directly to properties affected by the Slater Fire. Mr. O' Brien reported that because of Covid- 19 the coordinator position was defunded and the IVWC is operating on a bare bones budget at present. Mr. O' Brien mentioned that IVWC' s new website will be live in the next few weeks and his hopes for the effectiveness of this change. One upcoming goal for the IVWC is to update the strategic plan as it has not been updated recently. Mr. O' Brien reported that the IVWC has opened their funding possibilities to fee for service work concerning smaller river restoration work projects, IVWC had secured two of those jobs. Mr. O' Brien would like IVWC to be more involved with the Josephine County Planning Department for cannabis and water rights permits in the future as most watershed issues could be avoided at the front end of the process in a proactive process as opposed to the mitigation of issues as a reactive measure. Commissioner Fowler commented on the green rush of the cannabis industry and how it affects the watersheds. Commissioner Baertschiger thanked Mr. O' Brien for his work on watersheds. Commissioner DeYoung discussed growing season, droughts, and how the illegal or legal use of water can be damaging to watersheds. 2. Airports Quarterly Update Larry Graves, Airports Director, reviewed Josephine County Airports Department Director' s Quarterly Report: February 9th, 2021 ( Exhibit 1). Mr. Graves is planning a tentative Airport Day on June 26, 2021 if vi - 19 restrictions are decreased. Commissioner DeYounginquired if a letter of support from the Board Co d estnct q pp for HB 3055 is something the Airports Department is requesting, Mr. Graves stated that it would be appreciated. Mr. Graves and Commissioner DeYoung discussed the frequency of using a forklift and if it is more cost effective to rent a forklift when the need arises. 3. Facilities Quarterly Update Ryan Johnson, Facilities Director, gave the Commissioners an update on the status on the Justice Building Renovation. Mr. Johnson reviewed Facilities Services: Justice Building Secure Elevator ( Exhibit 2). The Board and Mr. Johnson discussed the total cost for the Justice Building Secure Elevator. Mr. Johnson inquired about which Board member he would go to in the future for anything under 50K and between 10K concerning an emergency expenditure since he reports to the whole Board, the Chair or the On- Call Commissioner? The Board stated that he could go to either. Mr. Johnson reported that the fire sprinkler main burst at the Dimmick property underneath Public Health and it needs repaired, the estimate is roughly 20K, this was an unforeseen maintenance issue and this will be brought to the Chair or On- Call Commissioner soon. Mr. Johnson discussed that Facilities and contractors are moving forward with the finance portion of the renovation in the Justice

with them. Mr. Johnson discussed the property reserve rate and the decisions that will need to be made forbudget season.

4. Additional Subjects/Matters from Commissioners— ORS 192. 640( 1)

Commissioner Fowler discussed the Local Public Safety Coordinating Council( LPSCC) Coordinator positionvacancy. The Board discussed the responsibility the Board has for this position and the management overLPSCC. The Collaborative Economic Development Committee ( CEDC) would like to fill the Three Rivers

School District Rep position but there is no interest from Three Rivers to do so and the CEDC is inquiring ifthe County has interest in dropping that position. The Board would like more information regarding a quorumfor the CEDC before they make a decision on keeping or dropping the position.

Subject: Justice Building Secure Elevator

The Justice Building secure elevator is becoming unsafe to use because of a leveling issue.This elevator is primarily used to transport inmates to court. The Esco elevator is obsoletebut can continue to be used by completing a modernization of various controls, valves andsafety devices. We have had multiple bids over the last several years from differentelevator service companies to perform the modernization. Our current service provider hasprovided the most recent bid and it is lower than others. I am requesting $ 60, 000 dollars tohave the modernization completed as soon as possible to prevent any down time andeliminate the safety issue.
