AM-1.1 General
Tauranga City Council and Western Bay of Plenty District Council (WBoPDC) are bothcommitted to providing quality infrastructure while balancing operational and maintenancecosts at a level of expenditure aligned with community expectations.
Experience gained over many years of operation of these systems has shown that relying onlyon standard specifications for components of an infrastructure system or network does notnecessarily provide the best result.
Both Councils have agreed to operating under a combined set of Approved Materials lists tobetter support infrastructure system serviceability, support good procurement practice and toensure good quality affordable infrastructure is owned and operated by each Council.
Therefore, the two Councils have committed to maintain a formal Approved Materialsapplication and management process and publish the results of the process on combinedApproved Materials lists.
The Approved Material process will be outlined in:
a) The Infrastructure Development Code (IDC) for TCC.
b) The Development Code for WBoPDC.
Both documents are referred to in this section as "the Code".
For consistency within this section of the Code, the following definition applies:
Material/s - Any product, material, component or the like, that can be considered for ApprovedMaterial acceptance.
The materials within the approved materials lists represent infrastructure that is commonly andfrequently constructed and installed in Tauranga City and Western Bay of Plenty Councilareas that are intended for ownership by either Council.
Failure to have a material approved does not mean it can never be used. It may be appropriatefor use for a specific design reason but not be appropriate for frequent use. Approval shall beobtained from Council to allow use of non-approved materials.
The Manager:Asset and Infrastructure Planning may delegate their responsibilities underAM-1 Approved Materials to an appropriate Council professional.
AM-1.2 Minimum Requirements
a) All industry practitioners shall use the materials specified on the joint Approved Materialslists when designing, specifying, constructing or maintaining infrastructure that is:
i) To be transferred into Council ownership via a permitted activity (subdivision or landuse).
ii) To be constructed as part of a capital works project or contract on behalf of Council.

iii) To be upgraded or maintained on behalf of Council through approved maintenancework.
iv) In any situation where Council’s infrastructure or quality requirements i.e.infiltration, may be affected by private infrastructure materials or performance.
b) Care shall be taken to ensure that the latest operative version of the Approved Materialslist is used. Materials and products may be added or deleted from the list of ApprovedMaterials list in line with the Approved Materials approval process detailed in AM-1.3.2Application for Material Approval. The information is available online and Council shallmake all reasonable efforts to ensure the lists are kept up to date.
c) The Approved Materials lists shall be read in conjunction with:
i) Other sections of the Code.
ii) Any relevant contract plans.
iii) Any relevant contract specifications.
d) Materials used that are not in the Approved Materials list will be rejected unless writtenapproval from Council is obtained before installation of those materials. Rejectedmaterials will be removed at the expense of either the Consent Holder, the ConsentHolder's Representative, the designing consultant, Contractor or Supplier, whichever isappropriate.
e) Should any conflicts occur, please advise the Manager: Asset and Infrastructure Planning,Tauranga City Council who is delegated the authority to make the final decision.
AM-1.3 Process Management
The joint process will be administered by TCC and includes staff from each Council.
The Manager:Asset and Infrastructure Planning is delegated the authority to manage theprocesses outlined below and make final decisions on applications for a material to be addedto the Approved Materials list or be removed from the Approved Materials list.
Where agreement can not be reached between each Council relating to an approval orremoval of a material e.g. it may only be suited to one Council's operational requirements, thematerial will be tagged on the lists as "TCC Only" or "WBoPDC Only" to show which Councilallows the use of that material.
AM-1.3.1 Approval Considerations
In determining if a material is to be added to or deleted from the Approved Materials listswithin the Code, consideration shall be given to the following matters:
a) Information as required by AM-1.3.2 Application for Material Approval.b) Compliance with City Plan Performance Standards (TCC only)
c) Frequency and criticality of it’s use
d) Durability during transport, storage and installation.
e) Ease of Installation.
f) Ease, efficiency and cost of operation, maintenance and replacement

g) Frequency of Replacement
h) Compatibility with the balance network.
i) The track record of the manufacturer and/or supplier of the material.
j) Review of references provided.
k) Reliability.
l) Parts availability and parts life expectancy in the NZ market for the life of the material.
m) Supplier Support
Maintenance and cost benefits can be gained by limiting the range of a specialinfrastructure component (e.g. water meters) to a small range with a proven track record ofreliability, parts availability and the expectation that they will remain available within theNew Zealand market for many years.
It can not be assumed that by meeting all technical specifications of approval that amaterial will be accepted. Asset Management considerations e.g. operating, maintenanceand replacement costs, material compatibility within networks and systems are asimportant as any other criteria Council considers.
AM-1.3.2 Application for Material Approval
Applications shall be initiated by using AM-1 Apx A Application for Acceptance of Productsand/or Materials. The application form shall be completed in full for an application to beconsidered. All supporting information shall be attached and submitted to the Manager:Asset and Infrastructure Planning (TCC).
The application shall include the following information:
a) Application Form:
i) Date of application
ii) Asset Group i.e. the infrastructure group/s that the material will be used for
iii) Material Type i.e. what it is e.g. a valve, a lid, a bollard
iv) Manufacturers ID Code: The manufacturers identification code/number for thematerial
v) Material brand name i.e. it’s common trade name
vi) Proposed Purpose i.e. what is it used for e.g. conveyance of stormwater,pressure control, support structure
vii) Product Details Attached i.e. list the supporting evidence supplied with theapplication
viii) Manufacturer i.e. who makes it
ix) Applicant’s company name
x) Applicant’s contact details
xi) Asset Life i.e. the expected length of time the material can be expected to lastbefore requiring replacement (acknowledging appropriate construction,transportation, installation, use, operation and maintenance).

xii) Standards Manufactured to i.e. the New Zealand, Australian or BritishStandard/s it is compliant with
xiii) Quality Standards License Number/s i.e. the licence number or equivalentapproved independent third party certification e.g. SAI Global, British StandardsInstitution (BSI), the approval mark of standards compliance issued.
xiv) Known Material Suppliers i.e. where can it be bought or ordered from.
xv) Approval by other Territorial Authorities i.e. Confirmation that the material isapproved for use by other New Zealand Territorial Authorities.
b) Supporting Information:
i) Technical Information e.g. design, composition, dimensions, specification of useetc
ii) Proof of standards compliance and manufacturers quality assurance. Wherethere is no applicable standard, the manufacturer shall supply copies of theirquality assurance procedure and producer statements to support theirperformance and composition claims for the material concerned.
iii) Proof of license number/s
iv) Manufacturer’s instruction on how the material is to be installed and any specificinstallation training requirements.
v) Evidence of written approval by other Territorial Authorities including contactnames and details.
c) Samples
i) Where possible, it may beneficial to provide a sample of the material to allow theAsset Managers a closer look at it.
Note: Where any information is insufficient or missing, the application will be declined,highlighting that information is missing and confirming that the application is incomplete.
AM-1.3.2.1 Material Suppliers / Merchants
All applications shall include information on where the material can be obtained.Council encourages identification of local suppliers and merchants.
Where a supplier identifies a material on the Approved Materials lists that they cansupply, but they are not listed, they can apply to the Manager: Asset and InfrastructurePlanning for addition to the known suppliers list. Applications shall be in writing andinclude proof that the supplier / merchant can supply the exact material on the list.
"Like" materials or different brands will not be accepted. They must undergo the fullprocess.
AM-1.4 Pre-Approval Meetings
Merchants, suppliers and manufacturers are welcome to make contact with Council staff todiscuss a materials potential for acceptance. It is advisable that the appropriate Council AssetManager is involved in all discussions.

Acceptance on to the Approved Materials list can not be obtained this way. All applicationsmust follow the process outlined in this document.
AM-1.5 Approval Processess
The Manager: Asset and Infrastructure Planning will review the application and is delegatedthe authority to determine the approval method the application will be reviewed under. Inreviewing the application and determining which process to use, the Manager: Asset andInfrastructure Planning will consider the risks associated with and the benefits of the material.
The two approval processes are:
a) Low Risk Process.
b) Detailed Consideration Process.
Note: Examples of materials that are likely to be reviewed using the low risk process could befastenings, bolts, standard timber fencing etc.
AM-1.5.1 Low Risk Process
Where the Manager: Asset and Infrastructure Planning considers the risks associated withthe proposed material are low:
a) They will forward a copy of the application and supporting information to the relevantTCC and WBoPDC Asset Managers relating to the material that is the subject of theapplication, for their recommendation.
b) The relevant Asset Managers will respond in writing to the Manager: Asset andInfrastructure Planning recommending approval or trial installation or declining theaddition of the material onto the Approved Materials list.
c) The Manager: Asset and Infrastructure Planning will consider the response from theAsset Manager and is delegated the authority to make the final decision toapprove/decline the material, advise the applicant of the decision, and whenapproved, add the approved material to the Approved Materials lists.
d) Where approval is declined the Manager: Asset and Infrastructure Planning will advisethe applicant of this in writing within 14 days of the completed review detailing thereasons for declining the application.
e) The updated Approved Materials list will then be published on each Council’s website.
AM-1.5.2 Detailed Consideration Process
Where the Manager: Asset and Infrastructure Planning considers the material greater thana low risk, the Full Consideration Process shall apply as follows:
a) The Manager:Asset and Infrastructure Planning is delegated the authority to convenea Materials Advisory Panel.

b) The application will be reviewed by the Panel. The Panel may request additionalinformation it considers it needs to successfully undertake its review. The Panel shallassess the suitability of the material for acceptance onto the Approved Materials listsgiving consideration to:
i) The criteria outlined in AM-1.1.2 Relevant Criteria
ii) The information required by AM-1.3.2 Application for Material Approval
iii) Any other matter relevant to the particular application.In some cases the Panel may elect to have the material installed into a live Counciloperating environment on a trial basis. This trial installation is undertaken in accordancewith AM-1.6 Trial Installation.
Trial installations will be recorded in the relevant Council's Asset Management System.
The Panel will make a recommendation to the Manager: Asset and Infrastructure Planningas to whether the application should be approved/declined and specify their reasons(relevant considerations) for their recommendation.
The Manager: Asset and Infrastructure Planning is delegated the authority to make thefinal decision whether to approve/decline and application, advise the applicant of thedecision, and, when approved, add material to the Approved Materials lists.
Where approval is declined the Manager: Asset and Infrastructure Planning will advise theapplicant of this in writing within 14 days of the completed review detailing the reasons fordeclining the application.
The updated Approved Materials list will then be published on each Council’s website.
AM-1.6 Trial Installation
If trial installation is advised by the Materials Advisory Panel, then:
a) The cost of this installation shall be met by Council. However, Council may require anextension to any warranty and the payment of a bond to the value of replacing the materialand any other cost i.e. damage that may be incurred should the material fail.
b) The material shall be inspected at intervals of 3, 6, 9 and 12 months to assess durability ina live situation.
c) At the end of the specified trial period, appropriate experts chosen by the Panel shallinspect the material and determine if it is suitable for acceptance. Assessment will bemade to identify any signs of deterioration, distortion or other failure.
The Panel shall advise, after the trial period, any further requirements or trial extensionsand/or to make a final determination of the materials suitability.
Once decision has been reached, the process shall conclude as specified in AM-1.5.2Detailed Consideration Process.
Note: A material undergoing a trial installation is not deemed to be an approved material.Suppliers or manufacturers must not assume that the material is accepted. No material shallbe added to the Approved Materials lists until fully approved.

AM-1.7 Declining an Application
An application may be declined for one of or a combination of the following:
a) The application form is not completed in full
b) The requirements of AM-1.3.1 Approval Considerations are not suitably met for Council’sneeds
c) The requirements of AM-1.3.2 Application for Material Approval are not supplied in full.
The applicant shall be advised of the reason/s for decline.
AM-1.8 Materials Advisory Panel
The Materials Advisory Panel is an informal panel of experienced professionals thatcomprises the following:
a) Manager: Asset and Infrastructure Planning.
b) TCC and WBoPDC Council Asset Managers (appropriate to the asset/s affected by thematerial being applied for).
c) The Materials Advisory Panel may also comprise the following:
i) An independent industry expert (not connected in any way to the material,manufacturer, supplier or Council).
ii) Any other professional the Advisory Panel considers would assist in reviewing theapplication. (This professional may be a member of Council staff or be an externalparty. It is not envisaged that such a professional would be required very often).
The Materials Advisory Panel shall convene bi-annually or when a decision of extremeimportance is required. This is likely to be a rare occurrence. This ensures a more streamlinedand less expensive management process for the Council and applicants.
The Materials Advisory Panel is chaired by the Manager: Asset and Infrastructure Planning.
AM-1.9 Removal from the Approved Materials List
Council reserves the right to delete any material from the Approved Material lists for anyreason and at any time. The Manager: Asset and Infrastructure Planning is delegatedauthority to determine if a material should be removed/deleted from the Approved Materiallists.
Removing a material from the Approved Materials lists may occur for many reasons but islikely to be for one of the following:
a) Experience shows that the material is unsatisfactory.
b) There has been a change in quality, specifications or performance.
c) The source has changed.
d) The material is no longer available in New Zealand cost effectively.
e) The materials production line is discontinued.

f) Improved replacement material/s become available.
Where it is proposed that a material should be removed from the Approved Material lists, theManager: Asset and Infrastructure Planning will:
a) Obtain opinions from the affected Asset Manager, the Materials Advisory Panel or otherprofessional, depending on the circumstance for removal, to confirm why an ApprovedMaterial is to be removed from the Approved Materials list.
b) Use their best endeavours to consult with the manufacturer/supplier of the ApprovedMaterial and outline the reasons for removal of the material and give themanufacturer/supplier a reasonable opportunity to respond.
c) Consider the opinion of the Asset Managers and those of the manufacturer and/or supplierand make a final decision on removal of the material from the Approved Materials list.
d) Advise the manufacturer/supplier of the decision including the reason/s for removal.
The updated Approved Materials list will then be published on each Council’s website.
AM-1.10 Other Means of Approval
The process covered in AM-1 General Provisions is intended to relate to infrastructure that iscommonly and frequently constructed and installed in Tauranga City and Western Bay ofPlenty Council area. Other materials, not included on the Approved Materials lists, can beapproved on a specific design basis.
This typically relates to a specific material that requires special or larger sized infrastructuredue to the requirements and desired outcomes of the project.
AM-1.10.1 Specific Design Approval
Specific design approval is applicable for all materials that do not appear on the ApprovedMaterials lists.
Application shall be made during the design phase of any project to ensure that all affectedparties are involved in the decision making process and adequate time is given to Councilto consider the application.
The designer shall contact the relevant Council Asset Manager requesting a specificdesign approval. All specific design applications shall meet the requirements of AM-1.3.1Approval Considerations and AM-1.2 Minimum Requirements.
The Asset Manager shall manage the application and involve a Council Project Engineerand the Manager: Asset and Infrastructure Planning, with the decision making process,considering the needs of all co-stakeholders. An independent engineering professionalmay also be called upon when required to provide advice based on their expertise.
Where a unanimous decision can not be reached, the Manager: Asset and InfrastructurePlanning shall provide the final decision, giving reasons for their decision.
Approval of a material under this process does not set any precedent. The approvalrelates only to the project advised on the application.

The material will not be added to the Approved Materials list unless the Manager: Assetand Infrastructure Planning agrees it is appropriate to do so.
AM-1.11 Use of Non-Approved Materials
Materials that have not been approved by Council are not permitted for use within orconnection to Council networks. If this occurs, the material shall be removed and replaced bymaterials acceptable to Council.
All costs for the removal and replacement shall be the responsibility whomever is deemedresponsible from the following:
a) the Principal / Consent Holder; and/or
b) the Engineer/Consent Holders Representative, and/or
c) the Contractor
Material manufacturers and suppliers are expected to give correct advice when advisingindustry on whether their materials are approved or not. Retrospective applications aredeemed to be inappropriate and unfair to other manufacturers and suppliers who haveprogressed through the approval process.
AM-1.12 Approved Material List Categories
The following are the column headings within the approved materials lists:
Clause Number: The document identification number for the listed material types
Category: The type of a material
Product: The brand name and manufacturers ID number of the material
Size: The relevant diameter, area, measurements etc of the material
Application / Comment: What the material is used for / Any notable requirements for thematerial
Standard / Class: The applicable standards and class requirement for the material
Asset Life: The agreed or standard defined life of the asset before it requires replacement(assuming the manufacture, transportation, design use, construction, installation, testing,operation and maintenance of the asset has been completed to the relevant standard.
Approved Manufacturer: The company who made the material / The number or code used bythe manufacturer to identify the material
Suppliers Known to Council: Any entity or company that provides / sells the material and hasbeen identified to Council as doing so.
