    3.8 Regulations The event is organized and conducted in compliance with:

    - the FIA Code Sportif International (CSI);- Het KNAF Reglementen Boek (KRB);- Het KNAF Regulations Historical Regularity Rallies;- This present regulation and any bulletins;- The traffic rules in the various countries concerned.

    Officially approved Supplementary Regulations (hereafter called: Regulations) can be changed “Bulletin” which will be an integral part of the regulations. Bulletins will be published on the Info Board and/or presented to the participant.

    3.9 Interpretation of the regulations The Clerk of the course is charged with the application of the Regulations. Should any dispute arise as to the interpretation of these regulations only the Dutch text will be deemed authentic.

    4 Championship The 23rd International Historic Horneland Rally 2020 counts for:

    - Dutch Historical Regularity Rally Championship 2020, category Expert;- Dutch Historical Regularity Rally Championship 2020, category Sport;- Dutch Historical Regularity Rally Championship 2020, category Tour;

    5 Description The 23rd International Historic Horneland Rally is a navigation/regularity rally for classic cars, where achieving the highest speed in no way determines the final ranking. The rally includes the "Horneland system" (Points free Route). The route runs over the public road. The final ranking is determined by the correct calling of route and time controls.

    6 Eligible cars 6.1 Eligible cars The cars must comply with the road traffic legislation of the country of registration. Standard cars built to 31-12-1985 are allowed.

    6.2 Equipment / Extra supply Mechanical, semi-mechanical and electronic tripmeters or odometers, which may or may not be equipped with average speed monitoring, are permitted during the event. However, these tripmeters or odometers must not have a GPS function. The presence of more than 6 front lights is not allowed. Violation is punishable by 300 penalty points. Xenon, Led lights or tinted (blue) bulbs or any other device to imitate gas discharge lamps are strictly prohibited. Violation is punishable by 300 penalty points. In addition to the statutory equipment, the car must be equipped with: a filled fire extinguisher (min. capacity 2 kg and suitable for liquid burning), a first aid kit with suitable contents, a warning triangle, a towing cable, a liquid-dense ground sail or drip tray, two high visibility jackets and safety belts (except, but recommended, for cars that are built before 1968). No electronic means of communication may be used during the running of the legs. Although you may have a mobile phone for emergencies in the car. Violation is punishable by 300 penalty points, per observation. The presence in the car and the use of navigation equipment is not permitted. If the team does not allow this, it will be immediately excluded from further participation. In this case there is no possibility of protest. 6.3 Categories and Classes There are three different categories with each different route assignments and lengths. All categories consist of 4 stages.

    7 Eligible teams 7.1 Teams The team must consist of a driver and navigator, as indicated on the registration form. Driver and navigator may switch functions when both have a valid driving license. If the team consists of persons other than the registration, this team will not be admitted to the start, or excluded respectively. The navigator must be minimally 15 years old. If a member of the crew is younger than 18, the registration form must be co-signed by his / her legal representative or by a person authorized by his / her legal representative with written authorization. 7.2 Approval of start Anyone wishing to participate in the 23rd International Historic Horneland Rally 2020 must be in possession of a current Rally or Historical rally license or a KNAF rally pass, valid at that time. Participants with a Dutch nationality and in possession of a valid KNAF rally or Historical rally license are exempt from purchasing a rally pass. Participants with a foreign nationality must have a valid EU Rally or Historical rally license in order to be exempt from purchasing a rally pass. Participants with a KNAF license from the motorsport components that fall under the KNAF (with the exception of the Historical and Rally licenses) or a Belgian VAS or ASAF, have an invalid license for the Historical Regularity Rally's and are obliged to take a Rally pass issued by the Section of Historical Rally Sport via the organizer. 7.3 Liability and obligations If the tenderer is a legal person or is not part of the Team, the driver, as indicated on the registration form, will be held liable for all liabilities and obligations of the Tenderer.

    8 Registration Form/Registration 8.1 Registration Can be registered in the category:

    - Expert, suitable for seasoned participants;- Sport, suitable for experienced participants;- Tour, suitable for less experienced and novice participants.

    By means of the website www.hornelandrally.nl can be registered. By submitting the registration, both members of the team are subject to the legal provisions of these special regulations and all those included. Information concerning the driver or navigator or the car may be changed until the end of the control of documents.

    8.2 Acceptance of a registration A registration is accepted and a starting number is granted once the entry fee has been received by the promoter before Friday 24 January 2020. The promoter does not provide an acceptance letter. On Friday 28 February 2020, the provisional start list will be published on the website www.hornelandrally.nl. All teams that occur are accepted.

    8.3 Refusal of registration The organizer reserves the right to cancel a registration of one or both team members or car, possibly without stating the reason

    9 Registration fee 9.1 Registration fee The registration fee is payable for 1 December 2019 695 Euro, after this date but before 1 January 2020 745 euro and after 1 January 2020 795 Euro. The registration fee can only be paid as follows: On bank Account: 14 03 94 443, Attention to Stichting IHHR, with the mention of the name of the driver. IBAN: NL71 RABO 0140 3944 43, BIC: RABONL2U.

    The registration fee includes: - Two plastic rally plates plus start number;- Two door stickers;- Roadbooks;- timecards;- Friday lunch;- Friday dinner;- Friday night accommodation (incl. breakfast),- Saturday lunch;- Saturday dinner.

    9.2 Business Registration The registration fee for a business registration is 995 Euro (excl. VAT). In this entry fee is included in addition to the above mentioned items:

    - Logo in the roadbook;- Logo on the website.

    9.3 Refund rules The entry fee will be refunded:

    - 100% If registration is not accepted; - 100% minus €100 in case the event is cancelled; - 50% When a participant withdraws his tender before 1 January 2020; - No refund will take place after 1 January 2020.

    9.4 Additional charge for a hotel room It is possible to reserve an additional hotel room (if available). This option can be given when registering. The additional costs are 125 euros (incl. VAT).

    10 Insurance/Indemnity 10.1 Insurance of the team The owner of the registered car must be in possession of a valid insurance that provides cover against third party liability in respect of personal injury and/or case damage on the public road. It is the responsibility of the team to arrange such insurance or extension of the existing insurance. 10.2 Insurance of the organizer 10.2.1 Primary liability The organizer uses the KNAF secondary insurance (above the WAM cover), to cover the legal liability of the Promoter and its employees, officials and marshals of the rally. 10.2.2 The entry fee includes the premium for secondary liability insurance. It can be summarized

    as follows:

    - The Promoter has taken measures to insure the participant/team against third parties when participating in a particular part of the rally that is being run in private areas or on roads which have been specifically concluded for this purpose.

    - The amount of the insured sum, of this special insurance, is: €7,500,000.00 per claim for liability in case of damage and/or injury. €7,500,000.00 per claim for liability in case of damage to the environment.

    - The coverage of the team starts at the start of the race and ends at the finish of the race or at the moment the corresponding team no longer participates.

    - This special insurance is valid in all so-called "green card" countries. 10.2.3 In all cases, the Insurance, as legally established, of the owner of the car will always prevail

    over the KNAF secondary insurance.

    10.3 Declaration of acceptance and indemnity clause Each team must sign the following "Statement of acceptance and indemnity clause during the control of documents. If no signature is made, the team will not be admitted to the start.

    Declaration of acceptance and indemnity clause I have read and accept the special rules of Procedure. I declare that I am physically and mentally healthy to participate in the rally and also be able to do so. I declare that I know the nature of the event and the potential risks inherent in a motorized event and declare to accept this risk. I declare that the registered car is suitable and driving to participate in the event and that it complies with road traffic legislation for use on the public road. I declare that the registered car in accordance with the law Liability Motor Vehicles (WAM) is insured for use on the public road. I declare that, as the driver of the registered car, I am in possession of a valid driver's license. The FIA, the members of the FIA, the promoter, the KNAF, board and members, the organizer, the sponsors, the members of the organizing committee, the officials, the other employees and the marshals of the event do not accept any liability for any incident or accident caused by or Participants and participating cars during the event.     11. Behavior of the team11.1 Annoying or unsportsmanlike behavior Teams are forbidden intentionally to block the passage of participating cars (e.g. at checkpoints) or to prevent them from catching up. At all times, the team must take into account that nuisance to other traffic, human beings and animals is minimized. Unsporting conduct or failure to follow instructions/indications of officials and/or employees and/or marshals is punished. Violation may be punishable by exclusion, to be assessed by the competition manager.

    11.2 Traffic violation During the rally the team must adhere to the set in the road traffic legislation. The failure to adhere to traffic rules is already sanctioned:

    - 1e offense: 20 penalty points;- 2e offense: 100 penalty points;- 3e Offense: Exclusion.

    The organization reserves the right to check the conditions set out in this article. The decision of the competition leader is final. Such a decision may be taken irrespective of a sanction taken by the police and/or officials and irrespective of the possible outcome of such actions.

    11.3 Interruption of the event A team that can no longer participate in the event is obliged to inform the organization.

    12 Rally shields / numbers / names The organizer will provide each participant with two rally plates. The rally plates must be clearly visible on the front and rear of the car during the rally, without the registration plate being covered. The competition numbers must be appear on both front doors of the car, without change. If at any time during the event it is determined that:

    - One door number or rally shield is missing, a fine of €50 is imposed;- Both door numbers or rally shields are missing at the same time, the team is excluded. The

    names of the Teams and their nationality flag may be affixed to both front screens of the car(max. Letter height is 3 cm).

    Blood groups should not be applied to the car.

    13 Advertising The space on the rally plates and next to and/or above the possible competition number is reserved for advertising of the organizer. This compulsory advertisement cannot be refused by the participant. From which the advertisement exists will be disclosed during the document verification. No advertising, no admission to the start. All other advertisements that violate the advertising of the organization must be removed or taped.

    14 Control of documents / control of conformity 14.1 Control of documents The team wishing to participate in the international historic Horneland Rally must report to the document control. If one has not been reported to the document control, the participant will not be admitted to the start of the event. During the document verification the following documents must be shown:

    - MOT certificate (for Dutch cars with a year of construction > 1960);- The registration certificate (to check the construction year of the car);- (Historische-) rally-, race-licence or Rally Pas (see art. 6.2).

    Both members of the crew will also be required to sign a declaration of acceptance and indemnity clause (see article 10.3). The control of documents is on Friday morning 13 March 2020 from 10:00 to 11:30 a.m. at Buitenplaats Vaeshartelt in Maastricht.

    14.2 Control of conformity During the control of documents, a conformity check will take place regarding the exhaust noise of the car (see article 20.4).

    15 Results 15.1 Determination of the results 15.1.1 The results are displayed in penalty points and will be determined by the merging of penalty

    points accumulated during the card reading assignments as well as any other penalty that may have been incurred.

    15.1.2 If for any reason one or more checks have to be cancelled, either before the arrival of the first participating car, or after the arrival of a (number of) participating car (s), the Clerk of the Course shall decide as follows: A-: the Control (s) shall be declared void. B-: Any time penalty points incurred by the relevant control (s) will be cancelled.

    15.1.3 In order to qualify for the final ranking, the team must have reported with the car on its own strength at the first time control (start) of the event and at the last check (finish) of the event, within the maximum allowable delay.

    15.1.4 When multiple team end with an equal number of penalty points, the best achieved result (least penalty points) at the 1st Secret Time control will be decisive. If this is not an answer then the team who has ridden the longest without penalty points will be looked at. If this does not yet provide an answer, the car will be decisive with the oldest year of construction. Finally, the highest starting number determines the final result.

    15.1.5 For the category Expert, Sport and Tour a general final ranking will be prepared. The overall winner of the international Historic Horneland Rally is the winner in the Expert category.

    15.1.6 The best ranked Ladies team and mixed team in the general classification of the category Expert, Sport and Toer is the winner of the ' Coupe des Dames ' respectively winner of the "Mixed team".

    15.2 Publication of the results At the end of a stage, results and/or rankings will be published on the information board. Questions can be asked about these results and/or rankings. The final ranking is provisionally up to 30 minutes after publication, after which it is definitively declared.

    16 Questions Any team can ask questions. A question must be submitted to the contact person participants by a query form. The accuracy of the distances and the time schedule calculated by the organizers are not open to query. On Friday March 13th, the question need to be submitted before 11.59 p.m., on Saturday March 14th before 7.00 p.m. The answer to the question is linked back by the contact person participants.

    18 Summary of Punitions General provisions 18.1 No admission to the start of the competition

    18.2 Penalties

    18.5 Exclusion - Refuse to control the car on navigation equipment/means of communication; - Composition of the team changed during the competition; - 3rd traffic violation; - The absence of either rally plates or competition numbers; - Car did not pass the last control of the race on its own power.

    19 Route 19.1 Roadbook All teams receive by stage a route book/route assignments which include details regarding the route to be followed and/or special route assignments and/or navigation systems. Separate route books are issued per class. 19.2 Driving times The permitted driving times are indicated on the time control cards. These driving times can be changed by means of a Route bulletin.

    20 Speed / traffic 20.1 Maximum speed During the entire event, the teams must adhere strictly to the maximum speed applicable at the site. The organization committee shall have official measuring equipment available. Every team will be monitored several times during the event. Any team exceeding the maximum speed at the spot shall be punished as follows: To calculate the number of penalty points, the number of kilometers exceeding the maximum allowable speed is squared by more than 10%, then multiply by 0.10 and finally rounded up. Example

    20.2 Maximum delay on a time control The maximum (cumulative) delay on a time control is 30 minutes. When the team is more than 30 minutes late, it means that the time control is missed. 20.3 Quiet-Zone (Q-zone) Q-Zones will be identified by means of a "Q" on the map fragment. In a Q-zone the maximum speed is 30 km/hour. Offences shall be punished in accordance with article 20.1.

    20.4 Exhaust sound During the rally, the exhaust sound of the car must not exceed 95 dB (A) at any time. If the car does not comply with this rule, the following penalties are imposed:

    - Observation at the start: The team will not be admitted to the start. - Observation during the rally:

    21 Reconnaissance Reconnaissance of the route and/or regularities, in any way whatsoever, by the crew or using information of other parties is forbidden.

    22 Start / restart 22.1 Start / restart 22.1.1 The cars will be started in number sequence, starting with the lowest number. When a car

    signs late at the start of a stage, the time of that moment will be indicated on the time control card and will be punished with 1 minute penalty per minute. If you appear at the start more than 30 minutes late, the team will not be admitted until the start of the event or the exclusion will take place. The teams must be present on Friday 13 March 2020 at 11:45 a.m. at Buitenplaats Vaeshartelt in Maastricht for the compulsory briefing.

    22.1.2 A sail or drip tray must be placed below the car before the start, during the breaks and at the finish. If this is not done, a penalty of €50 will be imposed.

    22.2 Time interval The time interval between the participating cars is 1 minute.

    23 Service / assistance 23.1 Repairs The participant may perform repairs themselves during the rally, possibly with the help of other participants. Any assistance from third parties and/or by a service team of the participant is not permitted and may be punished by exclusion, to the discretion of the competition leader. 23.2 Assistance Not applicable.

    24 Controls 24.1 General provisions A time control is indicated by a red board. 25 meters before and after a time check is considered as the control area. A passage control has at least one orange flag that is on the most logical side of the road. Time controls and/or (un)manned passage controls shall be opened for each participant 15 minutes before the scheduled time of arrival. Unless the Clerk of the Course decides otherwise, they will close 30 minutes after the scheduled meeting of the last participant. 24.2 Control card (Time and Passage) Teams will receive all control cards on Friday at the start of the competition, including the time required to complete the distance between two time checks (TC) and the various passage controls (PC) must be completed. These control cards must be returned to the VTC-IN of each section. Each participant is responsible for its control cards. Any improvement or addition to the control card shall be punishable by exclusion, unless such improvement or addition is authenticated by a marshal by means of a signature. The teams is responsible for the handing over and the correct usage of the control card in the various checks. Participants are not allowed to sign boxes on the control card. The control cards provided by the organization provide sufficient space to record all controls of the correct route. 24.3 Passage control (PC) Manned and/or unmanned passage controls can be placed along the route. In case of these checks, the team must stamp the control card or it must stamp it itself or it must write down the relevant number or letter of the check in the next open box on the control card. Teams shall be deemed to be in possession of a stamp pad to be used when the ink pad of a checkpoint has disappeared or is not usable. Impending passage checks will be indicated or described in the roadbook. Missing a pass control is punished with 10 penalty points. 24.4 Time control (TC) At a time control, marshals register the time of reporting on the control card. The control card may be handed over to the Marshal 1 minute before the ideal time, where the desired time must be passed on to the Marshal. A TC is recognizable by a red TC board. The scheduled passage time is the time that is obtained by counting the allowed driving time for the journey at the departure time of the preceding time control. Every minute difference between the actual passing time and the planned pass time is punished as follows:

    - Too late: 1 penalty point, up to and including the maximum slack. - Too early: 2 penalty points.

    If the team is too late at a time control, it may be the same number of minutes late in relation to the ideal passing time at the next time control, without penalty, within the maximum allowable delay. However, it is permissible to take a short time lag per route (from TC to TC), with a maximum of 10 minutes per route. More time overtaking is punished with 2 penalty points per minute. Missing a time control is punished with 30 penalty points. Missing the last control of the contest will mean exclusion. The maximum allowable delay for a time control is 30 minutes. When the team is more than 30 minutes late, it means that the time control is missed. The team must re-call the next time control at the ideal time, plus the delayed delay at the last missed time control for the time control missed by the team.

    24.5 Secret time control (GTC) A manned passage control will be a secret time control. This secret time control will only be used at an equal end result of the rally. At an equal result, the punishment will be in accordance with the prescribed article 23.5. This punishment (penalty points) applies only to calculation for the final results in case of an ex aequo. 24.6 Fixed time control (VTC) Each delay at the start of a stage (VTC-UIT) counts for calculating the maximum allowable delay. The maximum slack in the last time control of a stage(VTC-IN) is 30 min. The team can clock in early at the last time control (VTC-IN) of a stage without penalty. For all VTC-OUT you have to start again according to the time on the Time check card. 24.7 Route control (RC) At the end of a stage a manned route control can be placed, in which the timetable indicates a target time when the team should report to this RC. Reporting sooner or later than the indicated target time does not lead to punishment.

    25 Navigation section 25.1 Navigation section 25.1.1 In the route, a different map reading request can be included for each category. 25.1.2 The map fragments included in the route book must be used for the construction of the

    route. Any other card material with a scale of 1:200,000 or more accurately (for example, 1:100,000) is not allowed. Offense will be punished as follows:-1st offense: 300 penalty points-2nd offense: Exclusion. The organizer reserves the right to search the cars. If the team does not allow this, it will be excluded from further participation.

    25.1.3 A number of circled, numbered points have been indicated on the map fragments in the roadbook. Only the point in the center of the circle indicates the correct location of the numbered point to pass. All points must be passed in sequential numbering order. The route from point to point is free. The team may also use roads that do not appear on the map fragment.

    25.1.4 The Expert, Sport and Tour class each receive a route book per stage for their own classes. Because not all points are intended for all classes, the points do not have to be numbered consecutively. Numbers may be missing.

    25.1.5 There are a number of points marked in the roadbook with a green circle around the number of the point. These points should be passed in normal circumstances. The organization may decide in bad weather that the green points are no longer required, to improve the timetable. The organization shall make such a decision clear, by means of a Route bulletin and/or at a prior time control to all participants.

    25.1.6 On the map fragments in the roadbook, numbered arrows are placed. These arrows need to be included in the route. This might be checked by use of passage controls.

    25.1.7 Map characters and texts do not block the route, and crossed-out roadside lines do not exit a road.

    25.1.8 In case of unforeseen cases (e.g. roadblock) or if a point cannot be passed properly (e.g. blocked road), special information boards can be placed (example will be shown on the official board). Redirecting arrows can be placed. This arrow indicates an advised direction.
