1. Iowa BIG has been in search of additional space located in the northern area of our District to accommodate the addition of Linn Mar students. Space has been identified and all 3 Districts are in agreement with the proposed Lease.
2. The leased space is located at 600 Boyson Rd NE (in the Kerndt Brothers Savings Bank
building) and would entail a 2 yr. agreement of term beginning August 1, 2017. Rent for the space will be split in thirds so that all 3 Districts will be paying their fair portion.

BA-17-338 Agreement –Reading into Success – Take 10! Program/United Way of East Central
Iowa at Pierce Elementary School (Val Dolezal) Exhibit: BA-17-338.1-2 Action Item Pertinent Fact(s):
1. The purpose of the Agreement to increase summer reading in struggling readers to maintain learning over the summer months with identified students at Pierce Elementary School. The Agreement includes providing 10 free, new books to students prior to the end of the 2016-2017 school year. A facilitator will also provide encouragement to continue reading in the form of postcards, emails, and/or phone calls during the summer months.
2. United Way of East Central Iowa will serve as the fiscal agent and agrees to provide funding for the facilitator and materials to operate the Take 10! program this summer.
Recommendation: It is recommended that the Board of Education approve the Agreement between the Cedar
Rapids Community District and Reading into Success – Take 10! Program/United Way of East Central Iowa at Pierce Elementary School.
Take 10! Agreement 2017 This Memorandum of Understanding (“Agreement”) is entered into on the date last signed below by and between Pierce Elementary School (“Recipient”), having as its principal place of business 4343 Marilyn Dr NE Cedar Rapids, IA, and Reading into Success whose fiscal agent is United Way of East Central Iowa (“Provider”), with its principal place of business at 317 7th Ave SE Ste 401, Cedar Rapids, IA for the purposes set forth hereinafter. This agreement will be in force from the date below through December 30, 2017. The intent of this agreement is for Reading into Success and Pierce Elementary School to partner to run the Take 10! Program at Pierce Elementary School. Purpose and Scope:
1) Increase summer reading in struggling readers to maintain learning over the summer months. 2) Provide 10 free, new books to students 3) Provide encouragement to continue reading in the form of postcards, emails, and/or phone calls during
the summer months.
Pierce Elementary Agrees:
1) To identify students who participated in Take 10! 2016! and provide name, grade, and contact, and permission to participate information to the Take 10! Facilitator. Pierce Elementary will only provide information it is permitted to provide to pursuant to state and federal law.
2) Send permission form home for parents. 3) Provide space for facilitator to help students make book selections. 4) Allow students to leave the classroom for approximately 20 minutes to make their book selections. 5) Provide an aggregated Spring 2017 to Fall 2017 FAST comparison for students enrolled in Take 10! to
assess learning growth or maintenance over the summer, along with a set of comparison data for non-Take 10! participants by November 15, 2017. Pierce Elementary will only provide information it is permitted to provide to pursuant to state and federal law.
RiS/UWECI AGREES:
1) Provide a program facilitator and sufficient funding for Take 10! so that the appropriate books may be purchased for all students participating.
2) Ensure all Reading into Success members has a completed background check prior to interacting with students.
3) Maintain names, contact information or other information received regarding students as confidential and only release aggregated data publicly.
RiS & Pierce Elementary AGREE:
1) All materials will be branded with RiS, Take 10!, and Cedar Rapids Community School District logos.
GENERAL PROVISIONS:
1) If, at any time during the life of this agreement, it becomes necessary to change the terms of this agreement, such changes, after being mutually agreed upon by and between Pierce Elementary School
and Reading into Success/UWECI, shall be effective when incorporated in written amendments to the Agreement.
2) RiS/UWECI reserves the right, at any time during the term of this agreement, to reduce or withhold
funding or terminate this agreement if any of the following conditions occur: a. Failure on the part of Pierce Elementary School to adhere to the standards or policies set forth
and covered by this Agreement. b. Failure on the part of Pierce Elementary School to deliver agreed upon services. c. Significant changes in conditions (revenue, facilities, staffing, client base, etc.) that result in
Pierce Elementary School’s inability to effectively operate the service(s).
3) Pierce Elementary School may terminate this agreement on sixty (60) days written notice. RiS/UWECI funding will cease on the effective date of termination. The financial liability of Pierce Elementary School to UWECI, in the event of early contract termination, is limited to (a) the actual cost of scheduled contracted services provided up to the date of notice, (b) the actual cost of contracted services provided during the 60 day notice period which is agreed upon as operationally essential. Other than these stated financial liabilities, Pierce Elementary School is not liable for any damages, which may result from early termination of this contract.

The purpose of the Agreement is to increase the academic and social readiness for incoming Kindergartners at Garfield Elementary School by providing a two-week “camp.” United Way will serve as the fiscal agent and agrees to provide $12,091 to the District to operate the Kickoff-to-Kindergarten program this summer.
Recommendation: It is recommended that the Board of Education approve the Agreement between the Cedar
Rapids Community District and Reading into Success – Kickoff-to-Kindergarten Program/ United Way of East Central Iowa to Garfield Elementary School.
Kickoff to Kindergarten Funding Agreement This Fiscal (“Agreement”) is entered into on the date last signed below by and between the Cedar Rapids Community School District (“Provider”), having as its principal place of business 2500 Edgewood Rd. Cedar Rapids, IA, and the Reading into Success Program fiscal agent United Way of East Central Iowa (“Facilitator”), with its principal place of business at 317 7th Avenue SE, Suite 401, Cedar Rapids, IA for the purposes set forth hereinafter. This agreement will be in force from the date below through June 30, 2018. The intent of this agreement is for the ‘Facilitator’ Reading Into Success (RiS) and the ‘Provider’ Cedar Rapids Central School District (CRCSD) to partner in the delivery of a summer program for upcoming kindergarteners at Garfield Elementary school to increase their readiness for kindergarten socially and academically. Funding for this partnership will be provided for costs incurred July 1, 2017 to August 31, 2017 in the amount of $12,091 for the first year of the agreement. Year two funding will be agreed upon after analysis of the 2017 program and budget. NOW, THEREFORE, in consideration of the promises made herein and other good and valuable consideration, the receipt and sufficiency of which is hereby acknowledged, the parties agree as follows:
I. SCOPE AND PURPOSE
A. This Agreement sets forth the terms and conditions pursuant to which Provider will create, implement, and manage a two week “camp” for incoming kindergarteners at Garfield Elementary School, similar to Rogers University in Marshalltown, IA. The Provider may make adjustments to the Marshalltown model to fit with their curriculum needs.
B. The Purpose of the “camp” is to increase the academic and social readiness of incoming kindergarteners. The Provider will determine activities to take place during the “camp” to develop skills they have identified as most crucial for children to develop.
II. DATA USEAGE
A. Provider agrees to provide to RiS aggregated data regarding participant’s school readiness as
measured by the fall FAST (Formative Assessment System for Teachers) by November 1, 2017. Facilitator and Provider agree to follow all applicable state and federal laws related to the release of said information, in accordance with the existing data sharing agreement between the Facilitator and Provider.
B. RiS agrees to receive aggregated data only and will use said data in keeping with the Facilitator’s
agreement with the Provider and consistent with all applicable state and federal laws. Any disaggregated data that may be shared as a part of program analysis will remain confidential consistent with all applicable state and federal laws.
III. PROVIDER’S OBLIGATIONS Provider agrees to the following: A. Provider agrees to utilize funds solely for the planning and implementation of the Kickoff to
Kindergarten program.
B. Provider agrees to hire, train, monitor, and evaluate all employees (teachers and para professionals) and volunteers working in the Kickoff to Kindergarten program. The Provider agrees to pay all employees the district’s standard rate for the respective positions.
C. Provider agrees to ensure all employees and volunteers working in the Kickoff to Kindergarten program have passed background protocols for the CRCSD.
D. Provider agrees to recruit students and determine the number of students per class. The Provider will consult the Facilitator if fewer than 15 students are registered for the camp.
E. Provider agrees to provide all appropriate insurance and/or liability coverage to cover the activities occurring during the program.
F. Provider agrees to allow program to take place at Garfield Elementary School between the dates of July 31, 2017 and August 11, 2017.
G. Provider agrees to return unused funds in excess of 5% of the total budget to the Facilitator by October 31, 2017.
H. Provider agrees to request parental consent for Facilitator to use photographs from the “camp” on the
website, social media, and printed materials of the Facilitator.
I. Provider agrees to acknowledge the “camp” as a partnership between the Provider and RiS.
IV. FACILITATOR’S OBLIGATIONS Facilitator agrees to the following: A. Facilitator agrees to provide the funds to operate the Kickoff to Kindergarten program directly to
Provider in the amount of $12,091 for the first year of the agreement. Facilitator will issue funds upon receipt of invoice from the Provider, to be issued by June 1, 2017. Expenses beyond 5% ($605) of the budgeted $12,091 must be pre-approved by Reading into Success and will be paid upon submission of an invoice by August 31, 2017.
B. Facilitator will adhere to Section II Data Agreement.
C. Facilitator agrees to provide 24-hour notice prior to observing or photographing the “camp.” V. TERM AND TERMINATION
A. This Agreement will become effective on the last date signed below and will continue until final data is
received by the Facilitator or until June 30, 2018, whichever is later.
B. Upon material breach or violation of this Agreement by Provider, if Provider does not cure such breach or violation twenty (20) business days of notice thereof from Facilitator, Facilitator may terminate this Agreement and request that Provider return unused funds and materials to Facilitator. If so requested by Facilitator, Provider will ensure that all originals and copies of Restricted Data, on all media and as held by either Provider or its agents or subcontractors, will be either returned to Provider or destroyed as requested within twenty (20) business days of termination of this Agreement and will attest in writing to such return or destruction within that time. In addition, in the event of breach or violation, regardless of whether the breach or violation results in termination, Facilitator may, in its sole discretion, take one or more of the following actions:
1. Prohibit Facilitator from obtaining future access to Provider’s data files and data elements;
2. Use any and all remedies as may be available to it under law, including seeking injunctive relief, to prevent unauthorized use or disclosure of Restricted Data by Provider; and/or
3. Require Provider to submit a corrective plan with steps designed to prevent any future
unauthorized disclosures or uses.
C. Upon material breach or violation of this Agreement by Facilitator, if Facilitator does not cure such breach or violation twenty (20) business days of notice thereof from Provider, Provider may terminate this Agreement and retain all unused funds and materials as needed to cease operation of the program. If so requested by Provider, Facilitator will ensure that all originals and copies of Restricted Data, on all media and as held by either Facilitator or its agents or subcontractors, will be either returned to Provider or destroyed as requested within twenty (20) business days of termination of this Agreement and will attest in writing to such return or destruction within that time. VI. GENERAL
A. Any ambiguity in this Agreement shall be resolved to permit Provider to comply with all applicable federal and state requirements regarding privacy and confidentiality of Restricted Data.
B. The waiver by either party of a breach or violation of any provision of this Agreement shall not operate
as, or be construed to be, a waiver of any subsequent breach of the same or any other provision hereof and shall not affect the right of either party to require performance at a later time.
C. Neither party may assign this Agreement without prior written consent of the other party. This
Agreement will be binding upon and will be for the benefit of the parties hereto and their respective successors and assigns.
VII. CONTACT PERSON
The Contact Persons shall serve until the expiration of the Agreement or the designation of a substitute Contact Person. During the term of this Agreement, each Contact Person shall be available to meet, as otherwise mutually agreed, to plan the services being provided under the Agreement. 1. This is a continuing Agreement between the Cedar Rapids Community School District and Grant Wood Area Education Agency (GWAEA) extended from July 1, 2017 until June 30, 2018.
2. GWAEA agrees to provide $265,909.00 (salary and benefits) for 2.6 FTE to support the
position of Executive Director of Instructional Services and curriculum facilitators. 3. GWAEA agrees to provide $100,000 (salary and benefits) to support the position of
