EPNG is also providing an explanation pursuant to an informal inquiry from the Commission’s Office of Energy Projects (“OEP”) regarding EPNG’s noise report that was provided as part of its previous Project Status Report No. 9 filed on April 9, 2020.2 Specifically, the OEP is seeking to understand the difference between anticipated noise levels and higher noise levels measured during HDD activities.
EPNG notes that the estimated modeled day-night average sound level (Ldn)
presented in the February 21, 2020 noise mitigation plan for the closest noise-sensitive receptor, NSA 1, was estimated to be approximately 57.5 dBA. This modeling data used information provided by Behrens and Associates for HDD equipment that is similar to what was actually used at the Montana Ave. HDD entry site, the equipment layout, and the estimated locations and heights of noise barriers. The model only included those pieces of equipment considered as the major contributors of noise for these activities (i.e., the power unit, the drill rig, trackhoe and the mud equipment).
The noise monitoring survey included in the report filed on April 9, 2020 showed
a noise level of 63.1 dBA Leq that was recorded at NSA 1 while HDD drill rig equipment was running at full capacity.
Based on a follow up review of HDD activities, there were two main contributors
to the higher modeled noise levels that were actually observed. 1. Short-term (1 hour) monitoring was conducted following the completion of the
HDD activities on the day that the noise survey was taken. The resulting 1-hr Leq value was reported as 50.2 dBA. When compared against the Lday value from EPNG’s July 20, 2018 monitoring survey and included as Table 4 in the noise mitigation plan (i.e., 46.7 dBA), an increase of 3.5 dBA was experienced with respect to the Lday level recorded during the noise survey for the HDD. In other words, the ambient background noise levels observed while conducting HDD activities were higher than when the baseline was originally established.
2. In addition, during the HDD monitoring survey, additional noise-emitting sources that were not anticipated were observed. Specifically, there were various contractor pick-up trucks and a semi-trailer truck operating within the construction area during the data collection period. The additional noise emitted from these transient noise sources elevated the noise levels above what was considered in the February 21, 2020 modeling exercise.

(“HDD”) entry site near Montana Avenue in El Paso County, Texas. The report indicated that HDD noise related noise levels were higher than the predicted mitigated levels presented in a pre-construction noise mitigation plan previously filed on February 21, 2020.
