3 Overview of the Framework 3.1 Rationale for Framework Apprenticeships are an employer led government initiative aimed at developing intermediate level skilled staff, particularly at technical levels. They connect the employer and the apprentice supported by the Skills Funding Agency (SfA) and Habia. With an increasing number of young people staying on at school, the Apprenticeship, Foundation Apprenticeship, Level 2 ApprenticeshipNI in Beauty Therapy provides quality alternatives leading to the achievement of the Level 2 and/or Level 3 NVQ Diploma. In the UK there are 4,800 beauty salons, 36,000 hairdressing salons (5,800 of which offer beauty therapy treatments, for example, those that are in hotels and leisure centres). There has been significant growth in the number of independent nail salons and spa facilities, also in the number of existing beauty therapy salons now offering an extended range of services including nail services and spa facilities. Prior to the development of this framework, those who wanted to work in a Level 2 beauty therapy job role had to achieve the NVQ Diploma by attending a full time college based programme. This framework will allow for an alternative work based learning route to training in full time education for the beauty therapy industry at Level 2. The Beauty Therapy NVQ Diplomas provide the option for apprentices to select discrete development pathways including Beauty Therapy General and Make-Up at Level 2 and Beauty Therapy General, Make-Up and Massage at Level 3. Learners completing an Apprenticeship, Foundation Apprenticeship, Level 2 ApprenticeshipNI will have the opportunity to fulfil the role of a junior beauty therapist, or skin care and make up consultant. Their careers may take place in a variety of locations including within hospitals, care homes, beauty salons, spas and health clubs, both in this country and abroad. Learners completing an Advanced Apprenticeship, Apprenticeship, Level 3 ApprenticeshipNI will have the opportunity to fulfil the role of a beauty therapist, electrolysist, masseur or make-up artist. Their careers may take place in a variety of locations including within hospitals, care homes, beauty salons, spas and health clubs, both in this country and abroad. It is expected that the Apprenticeship, Foundation Apprenticeship, Level 2 ApprenticeshipNI in Beauty Therapy will attract 200 apprentices in England, Wales and Northern Ireland. It is expected that the Advanced Apprenticeship, Apprenticeship, Level 3 ApprenticeshipNI in Beauty Therapy will attract 200 apprentices in England, Wales and Northern Ireland.

4.2 Key Skills All apprentices must complete the transferable skills that are derived from key, functional or essential skills as part of the apprenticeship framework. The transferable skills taken by the apprentice will depend on the nation where the apprenticeship is undertaken. It is possible for Key/Functional/Essential skills to be achieved at a higher level than indicated in the framework. 4.2.1 Arrangements for key and functional skills in England from 1 July 2010 Apprentices who have already achieved the mandatory key skills at Level 1 before they enter the apprenticeship programme may be funded to achieve these key skills at Level 2 to aid progression. These skills are recognised as essential employability skills, which apprentices require in order to perform their job role effectively. Although ICT is an optional requirement

(mandatory in Wales) Habia will encourage and recommend that training providers deliver ICT within the Apprenticeship programme. The results from the consultation for the review of this framework found that 71% of employers in England, Wales and Northern Ireland agreed that ICT should remain optional in the Level 2 Apprenticeship framework and 67% of employers for England and Northern Ireland agreed that ICT should not be made mandatory for Level 3 Apprenticeship Frameworks for Beauty Therapy. ICT will remain mandatory for the Level 3 Apprenticeship frameworks for Wales. Information and Communication Technology 1 4.2.7 Proxy arrangements for Essential Skills in Northern Ireland There are no proxy qualifications for Essential Skills in Northern Ireland. 4.2.8 Concession and proxy arrangements for England, Wales and Northern Ireland Concessions If a candidate has achieved A*-C in English, Welsh, Maths or ICT, Habia will accept a certified true copy of the GCSE certificate to show attainment has been met for the key skill requirement, and therefore a framework completion certificate will be awarded. This concession applies only to candidates registered from 1 June 2004 and there is a time limit. The GCSE A*-C can only be claimed against the whole Level 2 Key Skill for up to five years (i.e. from the date of the GCSE certification to the date of registration for Apprenticeship programme).

Proxies There is a time limit for proxy qualifications. Exemptions must be made no longer than three years from the date of the award to the date of the claim for the particular Key Skill qualification. A full list of proxy qualifications that provide exemptions from key skills external examinations and are accepted by Habia can be obtained by contacting us on 01302 774910. There are no proxy qualifications for functional skills,13 Essential Skills Wales or Essential Skills in Northern Ireland.

4.3 Additional Employer Requirements There are no mandatory additional employer requirements. However, most employers expect apprentices to take part in in-house service, treatment, product and equipment training sessions. 4.4 Employment Rights and Responsibilities

It is important for all apprentices to be aware of their rights and responsibilities within employment. Following the consultation with employers, the ERR aspect of the framework has been extended and there are two new subject areas that must be delivered. The content for ERR for Beauty Therapy must cover:

Issues of Public Concern15 The NVQ Diploma includes Health and Safety. The other requirements will be covered primarily at induction, with the remaining aspects delivered at appropriate times during the Apprenticeship programme. Evidence of delivery of ERR is required for a framework completion certificate. SASE guidance published December 2009 states that ERR must be formally assessed. However there is flexibility for the Issuing Authority and framework developers to determine the method of assessment and whether it should be accredited. Evidence can be a provider-devised ERR Certificate of Achievement, or the Habia ERR certificate that is awarded on completion of the Habia Employment Rights and Responsibilities Booklet16. Information about the induction process, which includes the delivery of ERR, can be found in the Habia Induction Pack17. 5 Implementation of Framework 5.1 Employed Status All apprentices on a Level 2 or a Level 3 apprenticeship programme in Beauty Therapy must have employed status from the outset. 5.2 Entry Requirements There are no formal barriers to entry to the apprenticeship programmes described in this framework. Learning providers and employers are advised to use a range of initial assessment techniques to ensure that those who begin have the potential to complete the apprenticeship programme. What follows is guidance about the personal attributes, skills and academic achievement relevant to beauty therapy which can be used as guide to determine the potential of a candidate to complete all the components of the apprenticeship programme. General The selection of an individual for an apprenticeship place is the responsibility of the employer with the assistance of the careers service and the learning provider. The key criterion will be assessing whether the candidate is likely to be capable of achieving NVQ Diploma Level 2 or Level 3 and the key/functional/essential skills. To assist in this process, the characteristics that should be considered are listed below. Habia and the government are committed to Equal Opportunities in their training programmes and to ensuring that everyone has the best chance of success in their chosen profession. The indicators below are intended to offer an overview of factors that potential apprentices, their employers and careers advisors should consider when an individual is considering a career as the Beauty Therapy. Therefore, although these are listed as Entry Requirements, employers and learning providers are expected to make all reasonable adjustments to support as wide a range as possible of people to participate on the programme.

There are additional sources of help available for people who are assessed as suitable for an apprenticeship programme but who need additional support, through the funding agencies or, where the issue is linked to disability, Jobcentre Plus’s Disability Employment Advisers (DEAs). Their help can be accessed through the local Jobcentre Plus office. Personal Presentation Potential apprentices need to be award that the Beauty Therapy have high client expectations. Therefore it is particularly important to present themselves appropriately and reflect the image of the salon or spa. They will, therefore, need to be able to demonstrate that whilst they are working in the salon or spa, their clothing, hair and personal hygiene will be of an appropriate standard.

Important Attributes Potential apprentices should have a disposition towards practical, organisational and social skills. There should be recognition that the role requires attention to detail and cleanliness.

Disposition

A good sense of humour or amicable nature is important in all service industries whether dealing face to face with clients or speaking on the telephone. Beauty Therapy salons rely heavily on repeat business from satisfied clients, so patience, tolerance and a good sense of humour are important.

Circumstances

Willingness to work flexible hours and days of the week as laid down in the Contract of Employment when this applies. The apprentice needs to be aware that there are likely to be peaks and troughs in customer demand (e.g. busy evenings, longer working hours in December) and that, naturally, employees in these industries must remain at the salon or spa until their clients’ treatments or services are completed. However, we would wish employers to offer family-friendly employment policies wherever possible. There may be sources of local support for example, the local authority, SfA or voluntary organisations may be able to advise on sources of childcare.

Communication skills

Good verbal communication skills are essential. Apprentices should have an appreciation and understanding of the personal nature of the Beauty Therapy industry and the ability to demonstrate tact and diplomacy. Dexterity Apprentices need to have a high degree of dexterity i.e. the ability to use and manipulate hands and fingers in a sequence of movements. Beauty Therapy is a practical skill based industries, so having good hand/eye co-ordination is important. This needs to be ideally combined with interpersonal skills. Attainment Many successful beauty therapists have relied on natural aptitude and good on the job training. The ever increasing complexity of techniques, products and the operation of a business mean that good educational achievement at school will be a good indicator of likely future success. However, some successful beauty therapists have no formal qualifications prior to entering the industry. Level 2 NVQ Diploma and Level 3 NVQ Diploma requires evidence to be generated and collated in a portfolio, this demands that the apprentice has the ability to organise their own work. 5.3 Minimum Duration of Training To ensure completion of the full framework, the recommended amount of off the job training is 288 hours for each year of the Apprenticeship. This equates to 8 hours each week for 36 weeks attendance off the job and 6 hours each week for 48 weeks attendance off the job.

Following consultation, Habia estimates that the Apprenticeship/Foundation Apprenticeship/Level 2 ApprenticeshipNI Framework will take a new starter an average of 1 year and 6 months to achieve. Following consultation, Habia estimates that the Advanced Apprenticeship/Apprenticeship/ Level 3 ApprenticeshipNI Framework will take an average of 1 year to achieve if the potential apprentice already achieved a Level 2 NVQ Diploma, or sufficient prior industry experience before beginning the apprenticeship, or 2 years and 6 months to achieve if the potential apprentice has to achieve both Level 2 and Level 3 qualifications. However, these timescales are indicative only, as the pace of the apprentice’s progress will depend on a number of internal and external factors. 5.4 Health and Safety Health & Safety are integral to the training programmes that lead to NVQ Diploma assessment. Implementation is monitored through Environmental Health Practitioners and Awarding Organisation systems. Within the Level 2 and Level 3 NVQ Diploma there is a separate unit defining the Health & Safety competence, in addition health and safety is a consistent theme in all units and therefore inclusive within the whole training programme. At the commencement of the Apprenticeship the induction process should take account of elements of health & safety, including, organisation’s safety policy encompassing the responsibilities of the employer and employees; procedures for accidents, fire and emergencies; restrictions on any activities, equipment or products; correct and safe use of equipment and protective clothing; risk assessments of relevant processes. All partners involved in the implementation of Apprenticeships must adhere to their statutory responsibilities for health and safety as follows:

awareness of and compliance with legislation relating to the Health & Safety at Work Act 1974, the Working Time Regulations 1988 and other relevant legislation must be demonstrated

the Apprentice must be aware of and comply with their statutory responsibility for health & safety at work. This relates to their own safety and to the safety of others in the workplace. They must also be aware of and comply with any additional health & safety procedures laid down by their employer/provider

Apprenticeship funding bodies are responsible for monitoring the compliance of partners with their statutory health and safety obligations and will carry this out through their Quality Assurance procedures. 5.5 Equality and Inclusion Habia and the Government are committed to Equal Opportunities in their training programmes and ensuring everyone has the best chance of success in their chosen profession. Apprenticeships shall be open to all candidates who satisfy the entry criteria regardless of race, gender or disability except where disability is a barrier to being able to carry out usual duties in the beauty industry. Males are currently under-represented in the Beauty industry. However, the development of the new National Occupational Standards is likely to attract artistic and creative males to the industries. It is important that any marketing materials produced for Apprenticeships in Beauty Therapy represent different races and genders. Equal Opportunities Monitoring Procedures Providers will monitor equality of opportunity, practice and procedures within their own organisation and take positive action when necessary. It is also recommended that employers/providers conduct an exit interview if the apprentice leaves the programme before completion. The apprenticeship funding body has overall responsibility to monitor practice to ensure that providers meet the criteria specified in their quality management systems. This includes monitoring the representation of apprentices in terms of gender, ethnicity and disability to ensure that it reflects, as far as possible, the levels of representation within the local community Habia will retain overall responsibility for the development of the Apprenticeship framework and for the monitoring equality of opportunity, primarily by the analysis of the apprenticeship funding body has. Where questions arise concerning policy and practice, Habia will work closely with the apprenticeship funding body has concerned to identify causes and to implement positive action where appropriate. 5.6 Transfer Arrangements from Previous Framework Individuals transferring from a programme of full-time study or from an indentured apprenticeship on to an Apprenticeship/Foundation Apprenticeship/Level 2 ApprenticeshipNI or the Advanced Apprenticeship/ Apprenticeship/Level 3 ApprenticeshipNI should have their capabilities of achieving the programme outcomes judged on their individual merits. The decision to retain existing apprentices under the previous framework or transfer them on to the revised framework must be made in the best interests of the apprentice, by liaising with the employer and reflect the working practices and client demand in their salons. By transferring to the new framework the apprentice would have the opportunity to take the new qualifications within this framework. The last date for registrations under Version 2 of this framework is 31 July 2010 and the start date for registrations on Version 3 is 1 August 2010.

5.7 Monitoring Arrangements for the Framework The Individual Learning Plan and the progress of apprentices should be reviewed regularly. More frequent reviews should take place where lack of progress or other factors are causing concern. Any change to the Individual Learning Plan must be agreed with the

apprentice. Where additional help has been identified, the review will include the extent to which extra support is successfully addressing those needs. Habia will monitor the take up and achievement of the frameworks through funding body data and through our links with the Inspectorates for Work Based Learning.

6 Achievement and Progression 6.1 Certification In England,18 Wales and Northern Ireland the successful apprentice will receive an Apprenticeship Completion Certificate from Habia. This is separate from and additional to those certificates awarded for the achievement of the individual components of the framework e.g. NVQ Diploma and key/functional/essential skills. Providers are responsible for claiming the National Completion Certificate and for providing evidence of completion of the mandatory outcomes. They are also responsible for ensuring that the apprentice receives the completion certificate. This is a requirement of the apprenticeship funding body and the ACSL Act 200819.

Evidence needed for provision of an Apprenticeship National Completion Certificate:

copy of the NVQ Diploma certificate(s) at the right level

evidence of the achievement of the required key/functional/essential skills or evidence of key skill proxy attainment (A*-C in English, Maths or IT – copy of GCSE certificate)

evidence of the delivery of ERR

cheque or signed college purchase order for the appropriate fee (currently £30.00)

What type of job might an apprentice be doing?

The apprentice will work as an apprentice or salon junior, initially helping and assisting senior salon staff while training to be a junior therapist. Jobs will include carrying out facial skin care treatments, lash and brow treatments, carrying out waxing services, instructing clients in the use and application of skin care products and make-up and providing manicure and pedicure services. The decision on which Level 2 NVQ Diploma optional units will be studied, will be made by the employer and/or training provider in discussion with the young person. Some apprentices could carry out reception duties; others could provide make-up services, assist with spa operations, carry out ear piercing and instruct clients in the use of skin camouflage services to enhance their appearance.

How long does the apprenticeship take to complete?

It is estimated that the Apprentice/Foundation Apprenticeship/Level 2 ApprenticeshipNI Framework will take a new starter around 18 months to complete. This is based on the time that it might take an average learner to complete Level 2 NVQ Diploma in Beauty Therapy and the key/functional/essential skills at the appropriate level. However, some learners with prior knowledge and/or experience may take less than this time. Others who require additional support may take longer.

Career progression after completing this apprenticeship

From the Level 2 Apprenticeship progression may be to an Level 3 Apprenticeship and then to salon management and ownership or into Higher Education to undertake a Foundation Degree or management qualification. Jobs will include promoting products and services, providing body and facial electrical treatments, body massage treatments, electrical epilation treatments, Indian head massage, stone therapy treatments, specialist skin camouflage services, designing and creating fashion and photographic make-up and carrying out massage using pre-blended oils. The decision on which Level 3 NVQ Diploma optional units will be studied, will be made by the employer and/or training provider in discussion with the young person. Some apprentices will carry out additional skills such as planning and providing airbrush make-up, providing UV tanning services, self tanning services, male intimate waxing services and single eyelash extension treatments.

How long does the apprenticeship take to complete?

Approximately 3 years and 6 months for a learner with no previous experience or needs to complete Level 2 NVQ Diploma as part of the Apprenticeship25. Approximately 2 years for learners who already hold Level 2 NVQ Diploma or equivalent experience.
