TERMS AND CONDITIONS ON ADDITIONS & ALTERATIONS (A&A) WORKS & MAINTENANCE REQUIREMENTS FOR STALLS IN MARKETS/HAWKER CENTRES 1. General Information

1.1 The stallholders are required to maintain and preserve their stall premises (including

any fittings) in good tenantable condition as stated in the tenancy agreement.

1.2 In addition, stallholders shall first obtain the written approval from National Environment Agency (NEA) before carry out any A&A works to their stalls. Failure to comply with the above will render the work as unauthorised, and the stallholder is liable to reinstate the stall to its original condition. There are two (2) types of application forms for A&A works to the stall:

a. Application Form for Permit for A&A Works b. Application Form for Electrical Extension / Rewiring to Hawker Stalls

1.3 The stallholder shall engage his own contractor for the approved works and bear all

charges and costs. The stallholder shall not hold NEA liable in any manner whatsoever for any breach of agreement between himself and his contractor, and shall at all times settle his disputes with the contractor without reference to NEA.

1.4 The stallholder shall supervise the work and ensure that work is carried out in

compliance with NEA’s requirement and in a good workmanlike manner.

1.5 The stallholder shall ensure that the renovation contractor remove the debris daily from the market/hawker centre.

1.6 No nuisance and inconvenience is to be caused to the other stalls and general public

during the course of works.

2. Details Required For Submission 2.1 The details required for submission are as follow:

a. Standard application forms for the proposed A&A works. b. One (1) set of scaled drawings (A4 or A3 size) showing the plan and elevation view

with metric measurements for the additions/alterations works. The type of material and method of installation shall be indicated in the drawings. Both the stallholder and the contractor are required to endorse on the drawings.

c. For electrical extension/rewiring applications and application for installation of new electrical meter, stallholders have to submit form CS/5 (the form is available for download at Singapore Power website). Technical brochures of the electrical appliances need to be submitted if applicable.

d. Declaration of appliances and equipment details. e. Payment of $25.00 administrative fee.

3. Location On Submission Of Application 3.1 NEA Hawkers Centres Division located at HDB Hub, East Wing #26-01, 480 Lorong 6

Toa Payoh, Singapore 310480.

4. Approval From NEA 4.1 Stallholders shall seek NEA’s written approval before carrying out any A&A works and

stallholders may be prosecuted under Environmental Public Health (Food Hygiene) Regulations of Environmental Public Health Act for carried out unauthorised A&A works. NEA will inform stallholders on the outcome of their applications with a written reply by post.

4.2 A Permit to Work (PTW) will be issued to stallholders for commencement of A&A works once the application is approved and reinstatement deposit is paid. Stallholders are given one (1) month period to complete the A&A works.

5. Reinstatement Deposit 5.1 Stallholders shall place a reinstatement deposit with NEA for the proposed works. The

amount of reinstatement deposit will be indicated on the “Proposed Additions & Alterations Works to Stall” letter. Stallholders shall pay the reinstatement deposit within fourteen (14) days from the date of the letter. Payment for reinstatement deposit can be made at Customer Service Centre at HDB Hub, East Wing #26-01, 480 Lorong 6 Toa Payoh, Singapore 310480. Alternatively, stallholders may send a crossed cheque made payable to National Environment Agency to this office with a copy of the letter.

5.2 The reinstatement deposit will be refunded to stallholder when the stall is returned

back to NEA in the original state upon termination of tenancy. 5.3 The amount of reinstatement deposit payable for various types of works is as follows:

If the stallholder fails to pay the reinstatement deposit within the time frame, the approval for the application will be treated as cancelled and withdrawn.

5.4 The deposit will be forfeited if the stallholder fails to reinstate the stall to the original

state.

IMPORTANT: STALLHOLDERS ARE TO READ THE NEXT SECTION CAREFULLY AND UNDERSTAND THE TERMS AND CONDITIONS GOVERNING THE A&A WORKS FOR MARKET/HAWKER STALLS 6. Terms & Conditions And Stallholders’ Responsibilities 6.1 The terms and conditions and stallholders’ responsibilities in carrying out A&A works

and operating the market/hawker stalls are as follow: Responsible for maintenance and repairs of the stall and installed fittings a. Stallholders shall be responsible for the installation, structural stability of any

additional fittings and safety of the proposed works. b. Stallholders shall be responsible for the maintenance, repair and replacement of all

standard fittings (floor traps, sink, taps, exhaust hood, roller shutter, power points, etc.) provided within the stall. Stallholders are to ensure damaged or worn fittings are repaired promptly.

No alterations to standard fittings c. Stallholders shall not make any alterations including any misuse to the standard

fittings provided for and shall be liable to all associated costs in making good to reinstate the stall to its original condition.

d. Stallholders shall not interfere or attempt to interfere with the proper working of any fittings, equipment and facilities provided.

Conditions/requirements of the installation works e. All fittings/fixtures shall not be higher than 2.40 m measured from floor level to the

top of the fitting. f. Stallholders shall maintain a minimum 0.60m width of stall entrance at each stall. g. There should be no loose and unsecured fittings; exposed or damaged electrical

wirings that may pose safety hazards. h. Installation of air-conditioned units is not allowed. i. Electrical appliances (TV, radio etc.) not used for business purpose are

discouraged. NEA reserves the right to ask stallholders to remove the appliances if it caused nuisance to other hawkers or members of public.

j. Installation of CCTV system shall be subjected to NEA’s approval. k. Any form of advertisement of cigarettes at the stall is not allowed. l. The stallholder shall ensure that protective measures are taken when carry out

installation or demolition work so that it will not cause nuisance including dust nuisance to the nearby stalls or member of public. In addition, the demolition work shall be carried out after peak hours and debris shall be clear immediately each day.

Use of approved electrical appliances within allowable load m. Stallholders have to ensure that the electrical consumption for their electrical

appliances is within the approved electrical load so as not to cause electrical tripping problem.

n. Stallholders are encouraged to use Light-Emitting Diode (LED) lights or other energy efficient lightings for their stalls.

o. Not to install or fix additional power points Compliance with WSHA, Tenancy Agreement, government laws and regulations p. All A&A works are to comply with existing laws, rules and regulatory requirements.

Stallholders are responsible to make good to all fittings to meet compliance.

q. It is the joint responsibility of the stallholder and his/her contractor to ensure that the works are to be carried out safely in accordance to Ministry of Manpower (MOM) Workplace Safety & Health Regulations.

r. The stall shall not be used for storage purpose or occupied for any other purposes other than what is specified in the Tenancy Agreement.

Engagement of competent, licensed or qualified person s. For A&A works that require Qualified Person (QP) submission, stallholders are to

bear the cost in engaging QP and to submit the endorsed documents to NEA. t. All gas service work must be undertaken or carried out by a Licensed Gas Service

Worker (LGSW). Such gas service work includes new pipes gas installation, maintenance and repair work. The installation, repair, replacement and testing of a piped gas appliance/equipment should also be carried out by a LGSW.

7. General Maintenance Requirements 7.1 Stallholder shall observe the maintenance requirements for the stall:

a) Stallholder shall ensure the fire safety of his/her stall by conducting regular checks

on the condition of the stall.

b) Observe fire safety including dispose of unnecessary combustible or flammable

items from the stall.

c) Conduct regular check on the safety of the electrical appliances including wire

insulation/connection.

d) The socket outlets shall not be overloaded by installation of multiple plugs as it is a

fire hazard.

e) Stallholder shall upkeep and maintain his/her stall including ensure the

cleanliness and hygiene of the stall is in the acceptable standard.

f) Stallholder shall not cause any nuisance or disturbance to the nearby stalls,

patrons or member of public while operating business.

8. Specific Terms & Conditions 8.1 Specific Terms & Conditions (T&C) to A&A works for cooked food stalls, lock-up stalls

and market slab stalls are enclosed in Annexes I, II & III respectively.

8.2 The electrical safety details are enclosed in Annex IV.

Annex I

TERMS & CONDITIONS (T&C) & MAINTENANCE REQUIREMENTS FOR COOKED FOOD STALLS 1. All the proposed additions/alterations works are strictly confined within the stall

boundary. Any fittings/fixtures protruding out from the stall is not permitted. Installation of light fittings and hanging brackets outside the stall are not permitted.

2. All existing reinforced concrete structure (RC) is not allowed to be tampered with. 3. Signboard The conditions for signboard are as follow:

a. The signboard shall be installed within the standard signboard frame provided. Altering and tampering with the signboard frame is not allowed.

b. Any additional signboards have to be installed within the stall. 4. Electrical Fittings The electrical installation works shall be carried out by Licensed Electrical Worker

(LEW) and the conditions for electrical fittings are as follow: a. All electrical works, including repositioning the electrical consumer control unit,

power points and switches for lighting points, installation of additional socket outlets, etc. shall seek NEA’s prior written approval before proceed with the installation works.

b. No light fitting is to be installed outside the boundary of the stall. c. No wiring is allowed, whether for additional lighting, power points or telephone point,

to be left loose and/or dangling. 5. Sink & Tap The plumbing installation work shall be carried out by Licensed Plumber and the

conditions for sink and tap are as follow: a. The drain out pipe must be connected to the existing floor trap if the sink and tap

are relocated or installation of additional sink and tap. b. Replacement of sink (not smaller than the existing one) for whatever reasons shall

be subjected to NEA’s approval. c. Installation of tap point or sink beside the entrance of the stall is strictly not

permitted so as to ensure the dryness of the common passageway floor.

6. Demolition of Wall Demolition of walls is subjected to case by case basis at the time of A&A application:

a. Stallholders are to submit detailed drawings indicating the proposed demolition work to NEA for approval. All demolition works shall be carried out in accordance to the approved layout plan.

b. The drawings shall be endorsed by Qualified Person (QP) if the demolition work affected reinforced concrete (RC) wall or RC slab.

c. Demolition of corner wall and rear wall is strictly not permitted. d. Stallholders shall ensure measures are in place to prevent dust and noise from

affecting the neighbouring stalls, stallholders and the patrons when carry out the demolition works.

7. Stainless Steel Cabinets/Shelves/Grilles/Plates The conditions are as follow: a. Installation work shall not be more than 2.40 m height measured from the floor level to the top of the fittings.

b. The storage cabinets shall be maintained in hygiene condition.

8. Glass Display Showcase For displaying of cooked food, stallholders are to use enclosed glass display showcase with one opening for food handling purpose. The cooked food shall be properly protected from contamination.

9. Exhaust System

The conditions for exhaust system are as follow: a. For hawker centre installed with exhaust system, all cooking activities that generated oil or fumes shall be carried out below the exhaust hood. All cooking stoves shall be installed below the exhaust hood.

b. Stallholders shall submit details during A&A application on relocation and alterations of exhaust hood including installation of additional hood subject to approval.

c. The stove should be placed within the reasonable range of exhaust hood so that the oil and fumes is effectively extracted by the exhaust system.

10. Gas cylinder is not permitted within the stall

a. Stallholders shall use approved piped gas for any cooking stoves. LPG gas

cylinder is not permitted within the stall.

b. Stallholders shall ensure the fire safety of his/her stall by conducting regular

checks on the gas stove, gas pipe connections, etc.

11. Maintenance Requirements Stallholder shall observe the maintenance requirements for the stall: a. All combustible or flammable items shall not be placed near the cooking stove.

b. Stallholders are not allowed to tamper with existing discharge system unless prior written approval is obtained from NEA. c. The exhaust hood and grease filters including cooking stove shall be cleaned regularly. Removal of grease filters from the exhaust hood is strictly not permitted. d. Cooking outside the exhaust hood (if provided) is strictly not permitted unless proper measures approved by NEA are in place to remove heat and fumes generated during cooking. e. The existing floor trap shall not be blocked or obstructed by appliance or equipment.

Annex II

TERMS & CONDITIONS (T&C) & MAINTENANCE REQUIREMENTS FOR LOCK-UP STALLS 1. All the proposed additions/alterations works are strictly confined within the stall

boundary. Any fittings/fixtures protruding out from the stall is not permitted. Installation of light fittings and hanging brackets outside the stall is not permitted.

2. All existing reinforced concrete structure (RC) is not allowed to be tampered with. 3. Signboard

The conditions of the signboard are as follow: a. The signboard should not be higher than the ceiling height of stall. b. The maximum height of the signboard is 500mm and the actual height will be

prescribed by NEA based on site condition. The length of the signboard shall follow the width of the stall.

4. Electrical Fittings

The electrical installation works shall be carried out by Licensed Electrical Worker (LEW) and the conditions for electrical fittings are as follow: a. All electrical works, including repositioning the electrical consumer control unit,

power points and switches for lighting points, installation of additional socket outlets, shall be endorsed by a Licence Electrical Worker (LEW).

b. No light fitting is allowed to install outside the boundary of the stall. c. No wiring is allowed, whether for additional lighting, power points or telephone point,

to be left loose and/or dangling.

5. Demolition of Wall The conditions for demolition work are as follow: a. Demolition of walls is subjected to approval. b. Stallholders shall submit detailed drawings indicating the proposed demolition work

to NEA for approval. All demolition works shall be carried out in accordance to the approved layout plan.

c. Demolition of reinforced concrete (RC) wall or RC slab shall be endorsed by a Qualified Person.

6. Cabinets/Shelves/Grilles/Plates

The installation work shall not be higher than 2.40 m from the floor level to the top of the fittings.

7. Display and storage of Goods

The conditions for display and storage of goods are as follow: a. No extension beyond stall boundary and display of goods outside the stalls is

strictly prohibited. b. No installation of metal brackets, shelves, or any other form of extension outside

stalls. 8. Maintenance Requirements

The maintenance requirements are as follow:

a. Take extra precaution on the fire safety for all combustible or flammable items/goods stored in the stall.

b. Cover up existing window and vents is strictly prohibited.

Annex III

TERMS & CONDITIONS (T&C) FOR AND MAINTENANCE REQUIREMENTS FOR MARKET SLAB STALLS 1. All the proposed additions/alterations works are strictly confined within the stall

boundary. Any fittings/fixtures protruding out from the stall is not permitted. Installation of light fittings and hanging brackets outside the stall is not permitted.

2. All existing reinforced concrete structure (RC) is not allowed to be tampered with. 3. Demolition of Corner Wall

Demolition of corner wall or lowering the height of the corner wall is not permitted. 4. Electrical Fittings

The electrical installation works shall be carried out by Licensed Electrical Worker (LEW) and the conditions for electrical fittings are as follow: a. All electrical works, including repositioning the electrical consumer control unit,

power points and switches for lighting points, installation of additional socket outlets, shall be endorsed by a Licence Electrical Worker (LEW).

b. No light fitting is allowed to install outside the boundary of the stall. c. No wiring is allowed, whether for additional lighting, power points or telephone point,

to be left loose and/or dangling. 5. Display Tables

For the stalls selling fresh seafood, the stainless steel table should be installed within the stall. In addition, the fixed discharge pipe shall be connected from the stainless steel table to above the floor trap within the stall instead of using rubber hose.

6. Signboard

The signboard should be installed at the entrance of the stall and the length of the signboard follows the width of the stall.

7. Roller Shutter

Roller shutter shall be installed within the stall boundary with proper support provided. The height of the roller shutter should not exceed 2.40 m height measured from the floor level to the top edge of the roller shutter.

8. Demolition of Wall

Demolition of walls is subjected to case by case basis at the time of A&A application: a. Stallholders shall submit application with detailed drawings indicating the proposed

demolition work to NEA for approval. All demolition works shall be carried out in accordance to the approved layout plan.

b. Demolition of reinforced concrete (RC) wall or RC slab shall be endorsed by a Qualified Person.

c. Demolition of corner wall is strictly not permitted. As for the rear wall demolition work, it is unlikely that approval will be given since there are water and electrical service installed on the wall.

9. Stainless Steel Cabinets/Shelves/Grilles/Plates The conditions are as follow: a. Installation work shall not be higher than 2.40 m from the floor level to the top of the

fittings/equipment. b. The storage cabinets provided shall be maintained in hygiene condition.

10. Display and storage of Goods

a. No extension beyond stall boundary and display of goods outside the stall is strictly prohibited.

b. No installation of metal brackets, shelves, or any other form of extension outside stalls.

11. Sink & Tap

The plumbing installation work shall be carried out by Licensed Plumber and the conditions for sink and tap are as follow: a. The drain out pipe must be connected to the existing floor trap if new sink is

installed. b. Installation of tap point or sink beside the entrance of the stall is strictly not

permitted so as to ensure the dryness of the common passageway floor.

12. Conditions for Installation of Display Chiller

The conditions for installation of display chiller are as follow:

a. Capable of maintaining temperature at 00 to 4

0 C.

b. Suitable for use at ambient temperature in the market.

c. Low heat emission.

d. Energy efficient.

e. Dimensions must be able to fit into stall premise i.e. without extension beyond

prescribed limits.

f. Maximum electrical load allowed: 1.5KW with 1KW for the chiller.

g. Install 13-amp splash proof plug.

h. Raised platform to prevent splashing during general market cleaning.

i. Chiller must be fitted with a temperature gauge/meter.

13. No installation of Cold Room

Installation of cold room is strictly prohibited.

14. Maintenance Requirements

The maintenance requirements are as follow: a. Stallholders are not allowed to carry out any waste pipe alteration work and prior

written approval is required before proceed with the work. b. Stallholder shall also ensure any particles in the waste water be filtered out and

removed before discharge of any waste water to the gully or floor trap. Any chokage occurred within the stall shall be rectified soonest possible.

c. Removal of the grating from the gully or floor trap for discharge of waste water is strictly not permitted.

d. The strainer within the stall shall be cleared and cleaned regularly. e. The existing floor trap shall not be blocked or obstructed by appliance or equipment.

Annex IV

ELECTRICAL SAFETY Stallholders are to note the following before carrying out electrical extension and rewiring work to their stalls:

(1) Submit application and seek approval from NEA before carrying out any electrical extension or rewiring work.

(2) The electrical extension or rewiring work has to be carried out by a Licensed Electrical Worker (LEW).

(3) The stallholder has to ensure that electrical consumption is within the approved electrical load as overloading will cause electrical tripping problem and it is also a potential fire risk.

(4) All electrical cable/wiring should be properly installed. Dangling cable/wiring is not allowed.

(5) All electrical fittings should not be located near to the water point or beside the cooking area due to heat and fire.

(6) Conduct regular inspection on the condition and insulation of the electrical cable/wiring and look out for any signs of wearing or damage for electrical sockets, plugs and cords. Repair or replace damaged/broken ones immediately.

(7) Running the electrical cables/wiring and placing portable socket outlets along the floor is strictly not permitted as these will be subjected to wear/damage and also pose a tripping hazard.

(8) Overloading the power outlet by plugging in multi-socket extension boards and multi-pin plugs is not permitted.

(9) Always use the correct rated fuse.

(10) Use electrical fittings with “Safety Mark” label. Fittings do not carry the SAFETY mark run the risk of electrical fires.

ADVISORY ON STALL ADDITION & ALTERATION (A&A) AND ELECTRICAL EXTENSION/REWIRING WORKS

1 This advisory serves to inform stallholders that you are required to engage a Licensed Electrical Worker (LEW) for all electrical works for the stalls in markets/hawker centres. For A&A works where there are no electrical works involved, stallholders are to consult LEW on proper electrical protection measures such as earth bonding works to water pipes, gas pipes and exposed metal structures (e.g. metal cabinet, metal shelves) installed within the stall. Electrical Extension/Rewiring Works 2 All electrical extension/rewiring works for hawker stalls should be carried out by LEW. Stallholders are to submit Electrical Extension (EE) application form which is available for download from NEA website www.nea.gov.sg/services-forms. 3 Electrical extension/rewiring work carried out by unlicensed electrical workers may pose safety risks and cause damage to property or injury to person. Here are some photos showing the various types of electrical works which stallholders would need to engage LEW.

Earth Bonding 4 Stallholders have to ensure that water pipe, gas pipe or exposed metallic part of building structures (e.g. metal cabinets, metal shelves etc.) must be earth bonded. A metallic conduit or trunking housing electrical cables may become electrical “live” under faulty conditions. To prevent electrical shock, these metallic parts will need to be connected to earth cable as shown below. The yellow and green cable in the photos shows the earth cable.

Search and Identity of Licenced Electrical Worker 5 All LEWs hold an identity card issued by Energy Market Authority. The card shows the photo, the name, the identity card number, and the licence number of the card holder. A sample of Electrician’s Licence is shown below.
