Appendix II Metropolitan and Micropolitan Statistical Areas: Concepts, Components, and Population The United States Office of Management and Budget (OMB) defines metropolitan and micropolitan statistical areas accord- ing to published standards that are ap- plied to Census Bureau data. The general concept of a metropolitan or micropolitan statistical area is that of a core area con- taining a substantial population nucleus, together with adjacent communities hav- ing a high degree of economic and social integration with that core. Currently de- fined metropolitan and micropolitan sta- tistical areas are based on application of 2000 standards (which appeared in the Federal Register on December 27, 2000) to 2000 decennial census data. Current metropolitan and micropolitan statistical area definitions were announced by OMB effective June 6, 2003, and subsequently updated as of December 2003 and No- vember 2004. Standard definitions of metropolitan areas were first issued in 1949 by the then Bureau of the Budget (predecessor of OMB), under the designation ‘‘standard metropolitan area’’ (SMA). The term was changed to ‘‘standard metropolitan statis- tical area’’ (SMSA) in 1959 and to ‘‘metro- politan statistical area’’ (MSA) in 1983. The term ‘‘metropolitan area’’ (MA) was adopted in 1990 and referred collectively to metropolitan statistical areas (MSAs), consolidated metropolitan statistical areas (CMSAs), and primary metropolitan statis- tical areas (PMSAs). Each micropolitan statistical area must have at least 1 urban cluster of at least 10,000 but less than 50,000 population. Under the standards, the county (or coun- ties) in which at least 50 percent of the population resides within urban areas of 10,000 or more population, or that con- tain at least 5,000 people residing within a single urban area of 10,000 or more population, is identified as a ‘‘central county’’ (counties). Additional ‘‘outlying counties’’ are included in the CBSA if they meet specified requirements of commut- ing to or from the central counties. Coun- ties or equivalent entities form the geo- graphic ‘‘building blocks’’ for metropolitan and micropolitan statistical areas through- out the United States and Puerto Rico. If specified criteria are met, a metropoli- tan statistical area containing a single core with a population of 2.5 million or more may be subdivided to form smaller groupings of counties referred to as ‘‘met- ropolitan divisions.’’ As of November 2004, there are 361 met- ropolitan statistical areas and 575 micro- politan statistical areas in the United States. Defining New England City and TownAreas—In view of the importance of cit-ies and town in New England, the 2000standards also provide for a set of geo-graphic areas that are defined using citiesand towns in the six New England states.The New England city and town areas(NECTAs) are defined using the same cri-teria as metropolitan and micropolitanstatistical areas and are identified as ei-ther metropolitan or micropolitan, based,respectively, on the presence of either anurbanized area of 50,000 or more popula-tion or an urban cluster of at least 10,000but less than 50,000 population. If thespecified criteria are met, a NECTA con-taining a single core with a population ofat least 2.5 million may be subdivided toform smaller groupings of cities andtowns referred to as New England cityand town area divisions.

Changes in Definitions Over Time—Changes in the definitions of these statis-tical areas since the 1950 census haveconsisted chiefly of (1) the recognition ofnew areas as they reached the minimumrequired city or urbanized area populationand (2) the addition of counties (or citiesand towns in New England) to existingareas as new decennial census datashowed them to qualify.

In some instances, formerly separateareas have been merged, components ofan area have been transferred from one

area to another, or components have beendropped from an area. The large majorityof changes have taken place on the basisof decennial census data. However, Cen-sus Bureau data serve as the basis for in-tercensal updates in specified circum-stances.

Because of these historical changes ingeographic definitions, users must becautious in comparing data for these sta-tistical areas from different dates. Forsome purposes, comparisons of data forareas as defined at given dates may beappropriate; for other purposes, it may bepreferable to maintain consistent areadefinitions. Historical metropolitan areadefinitions are available for 1999, 1993,1990, 1983, 1981, 1973, 1970, 1963,1960, and 1950.

Excluding Table 26 in the Population sec-tion; Table 582 in the Labor Force section;Table 664 in the Income section, and thetables that follow in this appendix, thetables presenting data for metropolitanareas in this edition of the Statistical Ab-stract are based on the 1999 or earliermetropolitan area definitions.
