This appendix updates that analysis to determine if the modifications in the OMP construction phasing would contribute to cumulative impacts of projects that were not foreseeable at the time the EIS was prepared. This appendix first briefly summarizes the modifications in the OMP runway construction and commissioning phasing and then assesses the possibility that these modifications could contribute to cumulative impacts that were not foreseeable at the time the EIS was prepared. G.1 CHANGES IN OMP RUNWAY CONSTRUCTION PHASING In 2011, the planned sequence of runway commissionings and closures was modified as shown in Table G1. Under the current plan, the commissioning of Runway 10R/28L, Runway 9C/27C, and the extension of Runway 9R/27L would not occur within a single year, 2013, as previously documented in the EIS. Instead, Runway 10R/28L will be commissioned in 2015, Runway 9C/27C will be commissioned in 2020, and the extension of Runway 9R/27L will be commissioned in 2021 1 . Table G1 show how the runway configurations envisioned in the current construction schedule will differ from those examined in the EIS for the years 2015 through 2020 (see also Figure 21). In 2021, the runway configuration at the Airport will be the Build Out evaluated in the EIS. Table G1 shows the current construction schedule. The construction schedule modifications would temporarily alter runway configuration and use, and associated noise exposure. These modifications could also affect air pollutant emissions from aircraft and the changes in the construction schedule could alter the timing of air pollutant emissions associated with construction activity. Changes in surrounding roadway configurations and traffic volumes compared to those evaluated in the EIS might also contribute to cumulative impacts when considered in combination with the modified construction schedule. The modified construction schedule would not alter the Build Out configuration of the airfield, landside, or terminal areas and would not change impacts to resources affected by physical development and construction rather than by operations. This evaluation of potential cumulative impacts will therefore address the following resource areas that could be affected by temporary changes in the Airport’s operational characteristics. APPENDIX G

CUMULATIVE IMPACTS The  EIS  examined  the  possibility  that  the  less  than  significant  impacts  of  the  proposed  action  could 

contribute to significant impacts when considered in combination with those of other past, present, and 

reasonably foreseeable actions. This appendix updates that analysis to determine if the modifications in 

the  OMP  construction  phasing  would  contribute  to  cumulative  impacts  of  projects  that  were  not 

foreseeable at the time the EIS was prepared. This appendix first briefly summarizes the modifications in

G‐1. Under the current plan, the commissioning of Runway 10R/28L, Runway 9C/27C, and the extension 

of Runway  9R/27L would not occur within  a  single year,  2013,  as previously documented  in  the EIS. 

Instead, Runway 10R/28L will be commissioned in 2015, Runway 9C/27C will be commissioned in 2020, 

and  the extension of Runway 9R/27L will be commissioned  in 20211. Table G‐1 show how  the runway 

configurations envisioned in the current construction schedule will differ from those examined in the EIS 

for the years 2015 through 2020 (see also Figure 2‐1). In 2021, the runway configuration at the Airport will 

be the Build Out evaluated in the EIS. Table G‐1 shows the current construction schedule.

Table G‐2 lists 170 past, present, and reasonably foreseeable projects that might contribute to cumulative 

impacts that were not addressed in the EIS.  The EIS examined 136 non OMP projects and concluded that 

no  significant environmental  impact would  result  from  cumulative  impacts. This Re‐Eval  identifies an

additional 36 projects  in  the vicinity of O’Hare  for  their potential  to  contribute  to  cumulative  impacts 

when considered  in combination with construction schedule modifications described above. Consistent 

with  the  cumulative  impacts analysis  in  the EIS,  this Re‐Eval examines  the potential  for  the  following 

types of projects to contribute to cumulative impacts.  Projects identified by Roman numerals (e.g. IV‐1) 

were  evaluated  in  the EIS.   Projects  identified  by Arabic numbers  (e.g.  4.1) were  identified  following 

publication of the EIS.   This table discloses the cumulative impacts of these 170 projects in combination 

with the 2015 and 2020 Interim Conditions. 

Previously Approved O’Hare Projects Evaluated in the EIS. The EIS examined the effects of 91 

individual non‐OMP projects at O’Hare and concluded  that none of  them had  the potential  to 

contribute  to  significant  cumulative  impacts when  considered  in  combination with  the OMP. 

These  projects,  and  15  new  or  modified  O’Hare  projects,  have  been  examined  to  disclose 

cumulative impacts  in the context of the proposed changes  in the runway construction phasing 

schedule. 

Roadway Improvements by Others. The EIS examined the effects of seven individual roadway 

improvement projects not associated with O’Hare or the OMP and concluded that none of them 

had the potential to contribute to significant cumulative impacts when considered in combination 

with the OMP. The seven previously discussed and seven new or modified projects are reflected 

in the surface transportation and air quality analyses and all potential impacts are fully disclosed 

in Sections 3.3 and 3.4 respectively, of this Re‐Eval.  

Projects  by Others.  The  EIS  examined  the  effects  of  12  projects  and  or  development  trends 

undertaken  by  various  international,  federal,  local  government,  and  private  entities.  The  EIS 

concluded  that none of  those had  the potential  to  contribute  to  significant  cumulative  impacts 

when considered in combination with the OMP.  

Air Traffic Procedures. The EIS  examined  the  effects of  seven Air Traffic procedural  changes 

and/or projects and  concluded  that none of  them had  the potential  to  contribute  to  significant 

cumulative impacts when considered in combination with the OMP. Since that time, the FAA has 

evaluated  12  additional modifications  to Air  Traffic Control  procedures. All  of  these  new  or 

modified projects are reflected in the noise and air quality analyses and all potential impacts are 

disclosed in Sections 3.1 and 3.3 respectively, of this Re‐Eval.  

Capital  Improvement Projects.  In addition  to  the previously approved projects at O’Hare,  the 

EIS  examined  the  potential  effects  of  19  reasonably  foreseeable  projects  in  the  City’s  Capital 

Improvement Program. The EIS concluded that none of them had the potential to contribute to 

significant cumulative impacts when considered in combination with the OMP. 

The  screening  of  past,  present,  and  reasonably  foreseeable  future  projects  shows  that  the  potential 

contributions  of  57  of  these  projects  have  been  previously  disclosed  and  would  not  contribute  to 

previously  unidentified  cumulative  impacts  arising  from  the  2015  and  2020  Interim Conditions.    The 

effects of 21 of these projects are reflected in the Noise, Surface Transportation, or Air Quality analyses of 

this  Re‐Eval  and  are,  therefore,  fully  disclosed  in  those  sections  of  this  chapter.    The  effects  of  the 

remaining 92 projects would not have the potential to contribute to cumulative impacts because the areas 

affected  by  those  projects would  not  coincide with  the  areas  affected  by  the  2015  and  2020  Interim 

Conditions.
