2005 ANNUAL MEETING MINUTES

1.0 OPENING SESSION – First Day

1.1 The meeting was called to order by the Chairman, Robert Wright, at 1:00 PM.

1.2 Bob Wright explained the three day meeting format being used for this meeting.

1.3 New committee members were recognized. They are Samarendra Saha, pipe manufacturers, Joseph Sieve, AGA, Ken Lee the new National Electric Manufacturing Association member, and Ronnie Wise, pipeline contractors. Also, the General Interest Group members were introduced. They are Bob Huntley, Wayne Klemcke, Joel Sprague, and Yong Yi Wang.

1.4 Bob Wright invited everyone to introduce theirself and their affiliation.

1.5 The Minutes of the 2004 Annual Meeting held in Charleston, South Carolina, on January 22 and 23, 2004 were approved

1.6 The meeting agenda was modified by adding the status of the PRCI/OPS API 1104 Appendix A research.

1.7 The API 1104 twentieth edition status was discussed. API has the draft twentieth edition and their Office of General Counsel is reviewing it. The draft will next go to the editors for format layout. The editors will give Andrea Johnson “page approve” edition that she will forward to Bob Wright to forward to the subcommittee chairmen review. After their review, the draft will go back to the editors and appropriate changes made. The review/change process is then repeated as necessary. Status of the twentieth edition can be obtained by contacting Andrea by e-mail or telephone. The most optimistic printing date for the twentieth edition is May or June 2005.

1.8 Robert Gatlin reviewed the status of the PRCI/OPS API 1104 Appendix A research being conducted by Engineering Mechanics Corporation of Columbus. The research includes looking at a new approach to the Appendix methodology for determining weld flaw acceptance criteria and will include plastic behavior in the future.

1.9 Scott Metzger has replaced Frank Christensen as chairman of the Modification, Interpretation, and Policy subcommittee. Frank will remain a member of the subcommittee.

1.10 Marshall Farley discussed the work item list. Any new items can be submitted to Marshall for inclusion in the list. Robert Wright suggested Craig Dallam’s comments made during his review of the draft twentieth edition be included in the list as appropriate. Also, the repair welding task group should be added to the work list.

1.11 The committee meeting adjourned to allow the subcommittee’s to meet during the remainder of the afternoon and the morning and early afternoon of the second day.

2.0 OPENING SESSION CONTINUATION – Second Day

2.1 Bob Wright convened the opening session continuation of the meeting at 3:00 PM.

2.2 Dr. Douglas Fairchild, Exxon-Mobil, presented the construction of a one mile section of experimental X120 pipe in Artic conditions of January in Northern Alberta, Canada.

2.3 INFORMATIONAL ITEMS

2.3.1 OPS-DOT ActivitiesGery Bauman, Office of Pipeline Safety (OPS), presented a report on OPS activities that are of interest to the members.

Regulations Update: OPS has adopted the Procedure, Welder Qualification, NDT Acceptance Criteria and the Appendix A sections of the 19th edition of the API 1104 Standard.

OPS is interested in pipeline safety, if the membership of API 1104 thinks the complete Standard should be adopted into the Federal regulations, then they should submit a request for OPS to consider it.

Gas Integrity Management: OPS has a new Gas Integrity Management Regulations, which require operators to develop an integrity plan for the high consequence areas of their natural gas transmission pipelines. Today in Atlanta, Georgia, OPS is conducting training in understanding these new regulations. An archive of the meeting, which was web cast, is available at http://primis.rspa.dot.gov/ .

Research: OPS has a new research initiative with the goals to: 1) develop new technologies for leak detection and damage prevention 2) improve technology for pipeline operation, monitoring, and control 3) improving pipeline materials. OPS is partnering with industry and can provide research funds. Generally, research is funded on a cost share basis, up to 50%. Some of the projects that are associated with welding are: 1) Study of the alternate defect acceptance criteria for pipeline welds. This report has been a topic of discussion in your Appendix A subcommittee meeting. 2) Develop advanced welding repair and remediation methods for in-service welds. 3) Define and develop a phased array AUT system to detect, locate, and size flaws in pipeline welds. 4) A study of alternate welding processes for use in in-service welds. 5) Develop standards that control strength and toughness in higher strength girth welds. 6) Evaluation of hydrogen cracking in weld metal deposited with cellulosic electrodes. 7) Innovative welding processes for small and medium diameter gas transmission pipelines. Public Awareness: OPS is close to adopting API RP 1162 into federal regulations, all of the document will be adopted, except for the appendices. The time limit for operator compliance is still to be determined. Expect the final rule within the next couple of months.

Third Party Damage: OPS is continuing to stress 3rd party damage prevention and has an initiative to emphasize the results of the Common Ground Study to the states by meeting with individual Damage Prevention Councils and State One Calls.

DOT Reorganization: Finally, there is a change coming in the organization of DOT. Presently, OPS is under the Research and Special Projects Administration within DOT. The Office of Pipeline Safety will be combined with the Hazardous Materials Section and will report directly to the administration of the Department of Transportation. The new name of the department is Pipeline and Hazardous Materials Safety Administration (PHMSA).

2.3.2 API OFFICE REPORTAndrea Johnson of the API Standards Group presented a report on API activities of interest to the members.

New or Revised API Pipeline Standards: Standard 1164 “Pipeline SCADA Security, 1st Edition.

Pipeline Operation Qualification Role – Implementation: API, in cooperation with the National Center for Construction Education and Research (NCCER), has developed the API/NCCER Operator Qualification Pipeliner Training and Assessment Program. The API/NCCER OQ: Pipeliner Training and Assessment Program is the industry’s preferred method to qualify pipeline personnel under the Department of Transportation’s Operator Qualification rules. API’s Subcommittee on Pipeline Training, in conjunction with the Consortium on Operator Qualification, developed the API Covered Task List which covers common areas that a pipeline technician could reasonably be expected to know. The API/NCCER Operator Qualification Pipeliner Training and Assessment Program identifies the knowledge, skill, and overall qualification level of pipeline workers, meets the demands of DOT and pipeline operators regarding workforce qualifications and eliminates duplication of efforts and assists contractors in maximizing their training dollars.

Other Standards Relating to Pipeline (API and ISO): New API standards in development in the following subject areas:

API had published specification 6D 22nd Edition as a proposed national adoption of ISO 14313 January 2002. Revisions to 6D are in progress.

API currently working on a companion repair and remanufacture document for specification 6D, which could be either a new RP, specification, or annex to 6D.

ISO 14723 “Subsea Pipeline Valves” published. API Task Group evaluating a national adoption as a new standard.

3.0 CLOSING SESSION – Third Day

3.1 Bob Wright convened the final session of the meeting at 8:02 AM.

3.2 SUBCOMMITTEE REPORTS

3.2.1 Modifications, Interpretations, and Policy Subcommittee

3.2.1.1 Scott Metzger reported on the subcommittee’s old and new business items discussed. There were a total of 30 technical inquiries from 2003, 2004 & 2005, which required attention by the Subcommittee. The Subcommittee reviewed many of the 30 inquiries and suggested responses were prepared for 19 of the 30 inquiries.

3.2.1.4 There were two old business items for the Subcommittee noted in the Meeting Minutes of the 2004 Meeting, but due to a lack of time, these items were not discussed during the Subcommittee Meeting. These numbered items from the main Committee Meeting Minutes from 2004 included:

1.13 - Investigate the handling of abstention votes.1.19 - Investigate the by-laws’ letter ballot voting rules. This investigation to include: The members emeritus voting rights & continuing the practice of three negative votes by a represented

group preventing approval of a letter ballot. These items will be addressed at a later date.

3.2.1.5 There were a couple of inquiries dealing w/ Appendix B, which the Subcommittee tried to address, but could not come to an agreement on a response, predominantly due to questions requiring clarification from the Maintenance Subcommittee. Topics included:

1) B-3/B-1: Clarify words, “alternative/additional requirements specified below.”2) Fig B-3 and Table B-1: Refer only to Procedure Qualifications – Not clear on how welders should be qualified.3) Page 3 of 3 The use of a back-up strip on the long seams of sleeves & whether it is an essential variable.

3.2.1.6 There was an inquiry dealing with 6.6 Radiography – specifically requesting modification to API 1104 to allow use of AUT as alternative to butt weld qualification in lieu of destructive testing. (Refer to NDT Subcommittee)

3.2.1.7 There was an inquiry dealing with Section 10 – Repair and Removal of Defects – specifically requesting clarification on 10.4.1, the supervision of repair techniques and 10.5.1, the qualification of repair welders. (Refer to Task Group on Repair Welding)

3.2.1.8 Frank Christensen reported on changes to the by-laws (Revision 8 is attached to these minutes). All 2004 negative Letter Ballot votes have been resolved. The revised by-laws are effective upon closing of this annual meeting.

3.2.2 Mechanized Welding Subcommitee

3.2.2.1 Don Thorn reported all 2004 negative letter ballot votes had been resolved.

3.2.2.2 Committee reviewed mechanized operator qualification, API 1104 section 12.6.1.e of the twentieth edition, using the heaviest wall thickness to qualify for welding pipe having thinner wall thickness. If a series of procedure qualifications are combined as represented by a single welding procedure specification, then a welder could be qualified with a single test using the heaviest wall thickness pipe.

3.2.2.3 Committee discussed if guidance was needed for incorporating changes in welding parameters around the pipe circumference. It was agreed that changes successfully incorporated into testing were qualified. OPS agreed with this welding procedure qualification strategy.

3.2.2.4 A report of the results was provided of welder qualification documentation from a recent mechanized welding project using both NDE and destructive testing for qualification.

3.2.2.5 Committee discussed the 15 weld axis position angle range of AWS 3.0.

3.2.3 Welding Procedure and Welder Qualification Subcommittee

3.2.3.1 Alan Holk reported all 2004 negative letter ballot votes had been resolved.

3.2.3.2 Old Business Items reviewed:

1) Branch and Fillet Weld Revisions - This is an old item that was held back from the 20th edition in order to prevent conflicts with Appendix B. We need to see the actual 20th edition to see if any additional changes are required. This will be coordinated with the Maintenance Welding Subcommittee.Goal: letter ballot in 2006.Responsible: Alan Holk

2) Technical Inquiry 1023-01 - Qualification of welding procedures for weld-o-lets/socket welds.

We agree with the interpretation provided. The changes proposed in Item 1 will help clear up this area. No further action needed.

3.2.3.3 New Business - Review of comments submitted by Craig Dallam:

Note: Bob Wright’s email states the editorial comments will be addressed in the 20th edition. This Subcommittee only reviewed the technical comments. Most were not deemed to be of sufficient importance to require changes. The following items were felt to require changes to API 1104.

1) Definition of position welding.

We will review and change as needed.Goal: letter ballot in 2006 if needed.Responsible: Alan Holk

2) Automatic/mechanized welding in Sections 5 and 6

Clarify which sections are to be used for mechanized welding; which sections for mixed welding procedures; qualifications of mixed welders and welding operators; and qualification using AUT. This may affect Mechanized Welding Subcommittee.Goal: draft by 2006, letter ballot if practical.Responsible: Jordan Hunter and Ronnie Wise

3) Welder qualification.

Review specific test locations.Review use of segments of pipe vs. half of pipe.

4) Cutting, notching and breaking of nick break specimens.

3.2.3.4 New Items from Main Committee meeting:

1) Removal of external line up clamps.

Currently requires at least 50% of root pass be completed. This is not always possible on small diameter pipe due to the size of the line up clamp. Review wording and suggest new wording.Goal: letter ballot in 2006.Responsible: Alan Holk

2) Alternatives to API 1104 bend test fixture.

The use of ASME bend test fixtures has been discussed many times and all agree in principle that the tighter bend test should be made acceptable. Review test fixtures, roller jigs, wrap around jigs, etc. Review specimen thickness differences. Review AWS weld testing requirements.Goal: Draft by 2006.Responsible: Alan Holk

3.2.4 Maintenance Welding Subcommittee

3.2.4.1 Bill Bruce reported all 2004 negative letter ballot votes had been resolved.

3.2.4.2 Incorporation of Revisions to Appendix B for 20th Edition – Comments that were submitted with letter ballot pertaining to proposed revisions to Appendix B for the 20th Edition of API 1104 were discussed. Many of the comments pertained to the use of the word ‘should’ as opposed to ‘shall.’ When Appendix B was developed, the recommended practice nature of API 1107 was maintained by using the non-mandatory ‘should’ as opposed to ‘shall’ throughout. The group agreed that comments pertaining to the use of the word ‘should’ as opposed to ‘shall’ were therefore not technically persuasive. Issues that were raised by two voters who originally cast negative ballots and later changed these to abstentions (one each for Letter Ballots 04-13, 04-14, and 04-18) were also discussed. The group agreed that the way in which these comments were resolved was appropriate.

3.2.4.3 Branch and Fillet Weld Revisions – Revisions necessary for future editions of API 1104 to differentiate between branch and fillet welds for procedure qualification (Work Item No. 2000-01) were discussed. The

chairman of the Welding Procedure and Welder Qualification sub-committee, Alan Holk, attended the second part of the meeting and described that sub-committee’s plans to address this issue. A resolution was made for the two sub-committees to work together on this issue, since changes that are made to main body of API 1104 might have an impact on Appendix B.

3.2.4.4 Procedure and Welder Qualification for Weld Deposition Repairs – Revisions necessary for future editions of API 1104 to allow procedure and welder qualification for weld deposition repairs were discussed. The group agreed that this would be a useful addition to Appendix B and that the sub-committee should work towards this. Bill Amend agreed to work on producing a first draft of the necessary revisions.

3.2.4.5 Other Discussion Items – A wide variety of other issues were discussed. Most of these pertained to the application of Appendix B on a company-to-company basis and the need for the use of Appendix B from the perspective of state and federal regulators. The need for more-ready access to the API 1104 interpretations page on the API website, or alternatively a ‘FAQ’ page, was also discussed.

3.2.5 Nondestructive Testing Procedures Subcommittee

3.2.5.1 David Culbertson reported all 2004 negative letter ballot votes had been resolved.

3.2.5.2 The subcommittee’s old business items discussed:

1) No old business items were discussed.

3.2.5.3 The subcommittee’s new business Items discussed:

1) Review radiographic requirements for double wall exposure and selection of IQI.

Chairman Culbertson asked the NDT Subcommittee to review the present radiographic examination requirements for double wall (elliptical) exposures and consider if requirements within ASTM Standard E 1472, Annex 2 could be applied to the API Std. 1104. Culbertson agreed to prepare draft for future consideration by the Subcommittee.

2) Consider developing a draft of proposed wording describing the wire IQI images and location within the IQI packet including illustrations.

Tom Reeder has agreed to work on this item and to prepare something for the Subcommittee to review during our next meeting.

3) Consider adding a table type format for NDT acceptance

criteria.

Alan Beckett asked the Subcommittee to consider the possibility of adding to the Standard a tabular type format listing the various NDT weld acceptance criteria. The Subcommittee has agreed to take this item under consideration and will study this item in further detail.

4) Consider whether weld indications with parallel images should be evaluated as individual or separate indications.

Tom Reeder indicated that he had performed an impromptu study concerning the evaluation of parallel weld imperfections and believes the Standard does not always convey adequate interpretation instructions. Tom agreed to work on this item and to prepare something for the Subcommittee to review during our next meeting.

5) Review NDT related comments to draft of API 1104 20th Edition by Craig Dallam.

The Subcommittee reviewed Mr. Dallam’s comments as they related to NDT requirements within the Standard and determined that none of the comments were persuasive for changes in the Standard.

6) Consider modification to Paragraph 6.6.1 to include AUT.

The Subcommittee has agreed to take this item under consideration and will study this item in further detail.

7) Consider revising Section 11.4 to include a separate section for AUT and for manual UT.

Chuck Woodruff asked the Subcommittee to consider dividing the ultrasonic procedure requirements into two (2) separate sections. Chuck agreed to work on this item and to prepare something for the Subcommittee to review during our next meeting.

8) Determine how to evaluate stacked imperfections in a workmanship environment.

Chuck Woodruff agreed to work on this item and to prepare something for the Subcommittee to review during our next meeting.

3.2.5.4 The subcommittee roster will be revised to remove the names of past meeting participants that have not attended a subcommittee meeting the past two or three years.

3.2.6 Fracture Mechanics Subcommittee

3.2.6.1 Robert Gatlin chaired the subcommittee meeting and the following agenda was completed.

1) Review of the Subcommittee’s knowledge base of fracture mechanics, welding metallurgy, linepipe manufacturing, mechanized welding systems, and nondestructive testing (AUT).

2) Outstanding work items:2002-07 Cautionary note - plastic collapse not addressed2002-08 Modify CTOD criteria2002-09 Revise CTOD notch location2002-10 Addressing Transverse cracks

3) Up-date on DOT/PRCI work regarding ECA - November 2004 meeting in Houston, release of the report covering the first phase of work, address comments regarding the report, and how this work compares to the current Appendix A.

4) How to move forward - Does the sub-committee want to move forward with a new approach? If so, what are the milestones?

5) Address other issue(s) - Yong-Yi presents & discusses his November report “A Comprehensive Update in the Evaluation of Pipeline Weld Defects”, request for validation support, and input from Prof. Rudi Denys.

3.2.6.2 The proposed schedule for developing a new Appendix A based on the first phase of work follows:

3.3 REPAIR TASK GROUP

3.3.1 Alan Beckett reported the purpose of this task group was to investigate industry practices used in qualifying welding procedures and welders to perform weld repairs and if found warranted make recommended changes to API 1104

Section 10, “Repair and Removal of Defects.” A limited comparison of the requirements for weld repairs in other pipeline welding codes was also undertaken.

3.3.1.1 It was found that the methods used to qualify welding procedures

and welders to perform weld repairs varied based on the interpretation

and application of the requirements in API 1104. Some operators just

use the welding procedure used for the original weld to make repairs

where as others qualify repair procedures separately.

3.3.1.2 Methods also vary to comply with the requirements within other

codes such as CSA Z662 and BS 4515. Both CSA Z662 and BS 4515

provide detailed requirements for preparation and qualification of repair

welding procedures not addressed in API 1104. CSA Z662 differs from

API 1104 in that it addresses requirements for:

Minimum preheat and interpass temperatures

Repair weld lengths

Qualification of repair welders

Likewise BS 4515 defines types of repairs that require qualification and

provides detailed requirements for preparing and evaluating test welds.

Repair types that can be simulated for procedure qualification are:

Single full penetration repair

Double full penetration repair

Partial penetration repair

Single pass finish layer (cap) repair

Single pass back weld repair

In addition to the repair types BS 4515 requires the position of the repair

welding be defined to include the worst location for the mechanical tests,

e.g., single weld cap pass repair at 3 o’clock position.

3.3.1.3 The Task Group proposes the following be considered for

changes in Section 10:

1) Clarify the details for qualification of repair weld procedures.

Permit the use of pipe segments for weld repair procedure

qualification (e.g., ½ circumference).

2) Provide guidance on the repair types that should be qualified.

3) Require separate qualification of repair welders, and specify

essential variables, and test types. Permit the use of pipe

segments for welder qualification.

4) Address requirements for qualification of a double repair

procedure.

5) Establish weld repair length limits.

6) Change the requirement in Section 10.1.2, third sentence, by

replacing the word process to filler metal, to read “A qualified

repair welding procedure is required to be used whenever a repair

is made to a weld using a filler metal different from that used to

make the original weld or when repairs are made in a previously

repaired area.”

7) Change the requirement in Section 10.2, second sentence, by

specifying the type and number of destructive tests required for

procedure qualification. Rewrite the second sentence to

“Mechanical properties and soundness shall be determined by

destructive testing in accordance with the requirements specified

in Section 5 for butt welds.”

3.3.2 The task group recommends continuing to develop the recommended changes in more detail.

3.4 NEW BUSINESS

3.4.1 All subcommittee chairmen were asked to review their committee membership.

3.4.2 The nominating committee for the 2005 election of Committee Officers will consist of Alan Holk, chairman, Dave Culbertson, and Don Thorn.

3.4.3 Robert Gatlin will have the Fracture Mechanics subcommittee investigate stacked weld flaw acceptance when using workmanship acceptance criteria. This information will be shared with the Nondestructive Testing Procedures subcommittee.

2.4.4 The revised meeting schedule used the past three days was discussed. Most favorably commented on this schedule.

2.4.5 API 2006 Winter Work Week will most likely be convened in Savannah, Georgia or in Austin, Texas and will most likely occur the third week of January 2006.
