Dear Reader

It is a privilege for me to have this opportunity to highlight the APEC SMEinnovation activities in 2009 and explain the path we will take in 2010 in ourcommon efforts to realize the SMEIC mission: promoting economic activities andco-prosperity in APEC by facilitating SME innovation.

Last year, despite the hardships amid a global economic crisis, we continued toenergize innovation, fueling innovative entrepreneurship in member economies.Designed to generate a pool of SME innovation expertise, we held related APECworkshops and carried out a pilot innovation consulting project to reinforce SMEinnovation capacity and serve as a platform for the expansion of regionalnetworks.

Showcasing the efforts to generate opportunities for innovative SMEs to accessnew markets, we hosted two fruitful events - Korea-Japan SME BusinessMatchmaking and Korea-China e-Business Cooperation activities.

This year, we are committed to making full efforts to upgrade the innovative driveof regional SMEs. The 2010 program includes APEC SME Innovation Seminar,Innovation Education, Innovation Consulting, Korea-Japan Business Matchmakingand APEC SMEIC website updates.

Nowadays, we have directed special attention to a new paradigm -- inclusivegrowth, which was raised on the agendas of the G20 and APEC at the close of2009. It can be said that the economic crisis served as a catalyst to bring collectiveawareness to the need for inclusive growth alongside sustainable growth.

Wishing all APEC member economies a tigerish take-off in the New Year, I solicityour continued interest and support for the APEC SME Innovation Center and itssecretariat staff.

Hosted by the Small and Medium BusinessAdminstration (SMBA) and the APEC SMEInnovation Center of the Small & mediumBusiness Corporation (SBC), the '2009 APECSME Innovation Seminar' was held August25~28 at the COEX InterContinental Hotel inSeoul.

The main objective of the four-day APECSME innovation seminar was the sharing ofinformation, including APEC membergovernments' SME support policies toovercome the ongoing global economic crisis.

High-level government officials of 21 APEC membernations in charge of SME policy and experts in the SMEfield, including I. Wayan Dipta, Advisor, The Office ofState Minister for Cooperation and SME, Indonesia,participated in the seminar held under the theme‘Innovation in SME Financing and Marketing.’

The seminar program was composed of a keynotespeech on survival strategies for SMEs in the globaleconomic crisis, presentations on SME innovation-

related policies and practices, a lecture on theassessment framework for the Daegu Initiative on SMEIAPs, etc.

On the last day, in particular, a networking roundtablemeeting took place to discuss opportunities for mutualcooperation among the seminar representatives ofrespective countries, Peruvian Ambassador to KoreaMarcela Lopez Bravo, commercial attaches of APECmember nations, and CEOs and representatives ofKorean SMEs and SME-related organizations.

2009 APEC SME Innovation Seminar Held in Seoul

The APEC SME Innovation Center provided SMEinnovation consulting to four economies - Indonesia,the Philippines, China and Vietnam.

The consulting program was designed to providepractical insights and inspiration leading tosuccessful innovation of the beneficiary economies.Based on Korean experience and expertise, theprogram, tailored to the specific situation andrequirements of each beneficiary, was conducted forlocal and Korean companies active in the region.

The comprehensive innovation consultingprogram features the dispatch of specialists, in-depth analysis of overall management proceduresand technology applications to provide practical

solutions for improvement and assist in theimplementation of a development roadmap jointlywith the beneficiary enterprises.




The Small & medium Business Corporation(SBC) dispatched Korean SMEs to the 'Korea-Japan Business Match-Making Session' held onJuly 2 at the Shinagawa Prince Hotel in Tokyo.

A total of 144 representatives from 104 SMEsfrom Korea and Japan participated in thematch-making session and harvested 157 casesof business talks, which are expected to lead toconclusion of about US$50 million worth ofcontracts.

SBC screened 25 Korean SMEs from the 43that had undergone its first documentary examinationafter a fact-finding investigation and collection ofopinions from local advisors in Japan. Due to individualcompany situations, etc., however, 25 SMEs were finallyselected and participated in the session.

During the event, which was promoted as part of aKorea-Japan SME cooperation project, the participatingKorean SMEs realized business discussions with morethan 100 Japanese companies owing to cooperationfrom related Japanese organizations, such as the Small

and Medium Enterprise Agency (SMEA), Organizationfor Small and Medium Enterprises and RegionalInnovation (SMRJ), Chamber of Commerce andIndustry and Japan External Trade Organization(JETRO).

SBC plans to continue to follow-up with those SMEsthat participated in the session and to actively supportthem through implementation of a fact-finding surveyto check the progress in detail by company and toidentify required support.

Korea-Japan Business Match-Making Session

Aiming to create a successful model for SMEinnovation by establishing a consistent marketeconomic environment, the APEC SME InnovationCenter is looking to produce momentum from e-business cooperation between Korea and China. Thisprogram features mutual linkage of the Korea-ChinaProduct Information Network and establishment of aKorea-China SME e-business cooperation corner.

Exploiting the advantages of digital convergence,networking and clustering of innovative SMEs, theprogram links networks of the two countries, Korea’sGobizkorea site (www.gobizkorea.com) and China’swww.sme.com, as well as the launch of the Korea-China Online Trade Corner. The latter forum links the

SME product information networks of the two countriesand provides a platform for ‘Online Trade’ and ‘TradeData Room.’

Successful Case of e-Business Cooperation



Korea, along with the UnitedStates and Peru, was picked as achampion economy in the SMEinnovation area, according to ajoint statement of the 2009 16thAPEC Small & MediumEnterprises Ministrial Meetingheld in Singapore Oct. 8-9.

Commending Korea for theinitiatives undertaken by the APEC SME InnovationCenter in facilitating SME innovation in the region,APEC SME ministers recognized the importance of theDaegu Initiative and supported the need for a self-assessment of members' innovation activities to providebest practice examples for the Daegu Initiative.

Ministers noted the relevance of the Daegu Initiativeto the innovation priority area of the Strategic Plan.

In this regard, ministers acknowledged that co-champions Korea, Peru and the United States, inworking jointly to review and plan for future initiatives,

would achieve more effective outcomes for SMEs inmember economies. And this will serve as the basis fordetermining whether to pursue a second cycle of theinitiative. The move followed Korea's presentation of aproposal at the SMEWG Oct. 5-6 calling for organizinga Daegu Initiative Review Committee as the nextSMEWG action.

Furthermore, ministers commended "SME InnovationSeminar on Innovation in SME Financing andMarketing" as an initiative to help position SMEs forgrowth after the crisis.

Daegu Initiative Assessment & 3 Champions

PNG Cheong Boon, Chair of APEC Small & MediumEnterprises Working Group (SMEWG), visited SBC,which is the secretariat of SMEIC, on April 30, meetingLee Ki-Woo, SBC president, to discuss APEC SMEinnovation and knowledge & information exchangesbetween the two organizations. PNG Cheong Boon isconcurrently chief executive of SPRING Singapore.

The two sides exchanged opinions on policy andfinancial measures to support creative SMEs combatingthe global economic crisis.

On April 29, the APEC SMEWG chair met Hong Suk-Woo, Administrator of Small & Medium BusinessAdministration (SMBA), and other SMBA and SBC

officials, where he praised the role of APEC SMEInnovation Center. He said that he would make aneffort to participate in the 2009 SME InnovationSeminar, scheduled for Aug. 25-28 in Seoul.

The APEC SME Innovation Center has published anew brochure and annual report for 2008-2009.

The publications are a result of the InnovationCenter's renewed efforts to facilitate communicationamong regional economies.

Highlighted contents of the brochure, titledPromoting Sustainable Co-Prosperity in the APECRegion Through SME Innovation, are ”Vision &Mission,” “Key Milestones,” “Track Record,” “BusinessPlan for 2009”, etc.

The annual report features “Achievements in 2008,”“Work Program for 2009” and “About SBC,” whichtook over the Center's secretariat role from the KoreaTechnology and Information Promotion Agency forSMEs (TIPA) as of Jan. 1, 2009.

In the foreword of the annual report, Hong Suk-Woo,SMBA Administrator, emphasizes that the APEC SME

innovation movement is sure to provide the rightprescription to stimulate the regional economy in thesetrying times.

“On the strength of active cooperation andcollaboration among the APEC economies, I believethat the SME innovation drive will 'move the mountain'to take advantage of the opportunities created by arapidly changing, globalizing marketplace,” Hong said.

New Brochure & Annual Report Published

The secretariat redoubled efforts to facilitatecommunication among regional member economies.

The information content of SMEIC's homepage(www.apec-smeic.org) was expanded by eightfold lastyear compared with the preceding year. Thesemeasures led to a strong 9.72% increase in the numberof website visitors.

The platform of the semiannual newsletter wasupgraded to a more reader-friendly format featuringboth PDF and HTML versions. Designed to facilitateimproved communication, the upgrade is part of thesecretariat’s pursuit of ubiquitous five-any access -anytime, anywhere, any device, any network, anyservice.

The APEC SME Innovation Center (SMEIC) will host the 2010 APECSME Innovation Seminar on June 7 (tentative date) in Hong Kong, linkedwith the meeting of the APEC SME Working Group in the same city.

The central Asian venue and timing were chosen to maximizeconvenience for participation in the seminar, which is being designedto generate opportunities to improve APEC members’ capacity toimplement and assess SME policies through the sharing of relatedinformation and experiences.

In particular, the seminar participants are expected to decide whetherto pursue a second cycle of the Daegu Initiative on SME InnovationAction Plan.

2010 APEC SME Innovation Seminar

This year’s innovation education workshop will focus on thepresentation of Korea’s expertise and experience in SME development.Inviting policymakers and entrepreneurs, the forum aims to providelessons in development that can eventually be tailored to specificmodels that match the environments in each economy in the region.

The main content of the workshop will be presentations on KoreanSME support policies as well as on Korean economic developmenthistory. These will be followed by an open discussion of SME innovationpolicy cases of the participating economies. During the workshopperiod, organizers will offer site visits to SME-related organizations andpromising SMEs and venture companies as well as Korean culture toursof a folk village, traditional markets, etc.

Innovation Education Workshop

One of the primary missions of the Center is to provide technologymanagement analysis and consulting with the dispatch of specialists inthe required fields to SMEs in developing countries throughout theregion. Based on intensive and extensive analysis of pilot innovationconsulting projects conducted in Indonesia, the Center will expand itsprojects in terms of scope, quality and beneficiary economies.

The comprehensive innovation consulting program features the dispatchof specialists, in-depth analysis of overall management procedures andtechnology applications to provide practical solutions for improvement andassist in the implementation of a development roadmap jointly with thebeneficiary enterprises.




The program to dispatch Korean SME specialists to developingeconomies in the region is designed to offer Korean economic and SMEdevelopment experience that helps policymakers and supportsdevelopment plans.

The program features research and analysis tailored to the needs ofeach economy. A team of policy specialists and professionals will becomposed based on the research and needs analysis and dispatched toconduct on-site surveys and write related reports.

Dispatch of Korean SME Policy Specialists

A Korea-Japan Business Matchmaking Session will be held to generateopportunities for innovative SMEs to access new markets. About 20Korean small and medium enterprises will be selected to participate inthe bilateral business matchmaking session with prospective partnersfrom the neighboring economy.

The Korean side will conduct a collective education session for theKorean participants in order to help them successfully generate newbusiness collaboration with their Japanese counterparts. The two sideswill give presentations on potential areas for collaboration in a preludeto specific one-on-one business discussions. The company-by-companyresults from the session will be analyzed for appropriate follow-upmeasures.

Korea-Japan SME Business Matchmaking

The Center will continue to upgrade its portal (www.apec-smeic.org)to facilitate 24-hour round-the-clock communication among APECSMEs engaged in innovation. The content will be reinforced to focus onreal-time updates of innovation activities and to serve as a knowledgegenerator to fuel the progress of SME innovation in the region.

Of particular note, the advantages of networking and clustering forinnovation will be applied to website operation. For example, cross-border links with technology-transfer-related organizations will beutilized to strengthen the foundation for global cooperation of APEC-member economies.
