ManukauCityCouncilhaschosentoproduce
thistransportstrategyforthreereasons:
i. Toprovideanoverallstrategic
frameworkforcitytransportation.
ii. Todemonstratecompliancewiththe
requirementsofthelegislativeand
fundingframeworks.
iii. Toprovideclarityoftransportpriorities
andaccountabilities.
Althoughitisastatutoryrequirement
forregionalcouncilstoprepareland
transportstrategies,thereisnotastatutory
requirementforcitycouncilstodoso.
AnOverallStrategicFrameworkforCityTransportation
Thisstrategyprovidestheover-archingpolicy
frameworkandstrategicdirectionsforthe
ongoingdevelopment,fundingandoperation
ofManukau’stransportationsystem.Under
thatframeworkittiestogetheranumberof
existingplansandprogrammeswhichdeal
withcomponentpartsofthesystemsuch
as:passengertransport;roadsafety;cycling
andwalking;andanumberofroadingplans,
studiesandprogrammesofwork.
Italsomakesprovisionfornewfuturework
includingplanningandsupportfortravel
demandmanagementinitiatives.
Thepolicyframeworkcomprises:
GoalandObjectives Whichdescribethetransportoutcomesthatwill
existinthecitywhenthestrategyhasbeen
successfullyimplemented.
Policies Whichstateinbroadtermswhatthecitywillbedoing
inordertoachievethegoalsandobjectives.
Actions Specificplans,projectsandprogrammesofwork
thatwillbeundertakenonaone-offorongoing
basis(asappropriate)todeliverthepolicyand
objectiveoutcomes.
1.1 PurposeofthisTransportStrategy

Compliance with Legislative and Funding Requirements
Centralgovernmentsubsidyfundingis
providedtocityandregionalcouncils,
ARTAandtoTransitNZviaLandTransport
NZforthetransportactivities,projectsand
programmesthatarecontainedintheir
annuallandtransportprogrammes.The
LandTransportManagementActspecifies
thatinordertoreceivesubsidyfunding,
eachtransportactivitycontainedinaland
transportprogrammemustcontribute
towardsachievementofsomeoffive
nationaltransportobjectives.Regional
councilsarealsorequiredtogiveeffectto
thatsamesetofobjectivesintheirregional
landtransportstrategies.
Citycouncilsarerequiredtodemonstrate
thattheirtransportationactivitiesare
consistentwiththeobjectivesandpolicies
containedwithintheRegionalLand
TransportStrategy.
Preparationandadoptionofthistransport
strategybyManukauCityCouncilwillassist
indemonstratingoverallcompliancewith
theserequirements.Itwillalsodemonstrate
howthecouncil’svarioustransportactivities
andprojectswillcontributetothetransport
objectivesspecifiedintheActandthe
AucklandRegionalLandTransportStrategy.
Itwillbeofparticularuseinworkingwith
otherfundingorganisationsandstakeholders
inthecity’stransportsystem.
Clarity of Priorities and Accountabilities
Therehasbeenongoingreorganisationofthe
transportsectoroverthelast25years,butin
spiteoftherecentlegislativechangesaimed
atsimplifyingaccountabilitiesandreducing
thenumberofagenciesinvolved,the
transportplanningandfundingenvironment
remainscomplex.
Withintheenvironmentthereexist:
i. Multiplelevelsofaccountability
(local,regional,national).
ii. Manyagenciesinvolved.
iii. Largenumbersofstrategies,policies,
guidelinesandprogrammes.
iv. Largenumbersofplanningstudies,
projectplansandoptionspapers.
Inthiscontextitcanbedifficultforthe
variouscommunityorganisationsand
stakeholderstoobtainclarityregarding
whatthecouncilandtheotherparticipating
agenciesareeachresponsiblefor;whatthe
realtransportprioritiesare;andhowthey
arebeingaddressed.
TheManukauTransportStrategyaimsto
provideclaritywithrespecttoManukau
CityCouncil’srole,prioritiesandactions.
1.2 StyleandForm
Althoughtheaudienceforthisstrategyis
largelyaprofessionalone,itisalsointended
tobeusableandreadablebyageneralone.
Itisdeliberatelynon-technicalinstyleand
language,anddoesnotincludetechnical
backgroundmaterialorcomplexanalysis
thathasbeenutilisedtojustifythespecific
projects,prioritiesorpoliciesthatcomprise
thestrategy.Analysisandtechnicalmaterial
iscontainedinbackgroundstudyreports,
whichhavebeenproducedforspecific
projects.Similarlythisstrategydocument
doesnotreplicateother,moredetailedor
specificpolicyandstrategydocuments
thataddressspecifictransportmodesor
programmes.Rather,itincludesthehigher
levelpolicies,andspecificactionsthatwill
betakentoimplementthosepolicies.
Forexample,Chapter6-Safetyand
Securityrefersto,butdoesnotreplicate
detailedcontentfromManukau’s“Road
SafetyPlan2004-07”.

forassessingandprioritisingexpenditure
proposals(includinglocalauthorityroading)
sosubsidiescanbeallocatedaccordingto
thegreatestpriorityand/orbenefit.
ManukauCityCouncil(alongwithother
agencies)isrequiredtosubmitits
expenditureprogrammeandsubsidyrequests
toLandTransportNZ(viaARTA)intheform
ofanannualLandTransportProgramme.
Itisimportantthatallitemsforwhichsubsidy
issought,candemonstratecompliance
withthepoliciesoftheARLTSandhow
theycontributetothefiveoutcomeslisted
inFigure1.2.Oneofthepurposesofthis
strategyistodemonstratethatthepackages
ofexpenditureproposalsputforwardinthe
annualLandTransportProgrammefitwithin
andplayasoundroleintheoveralltransport
frameworkandcontributetothefivekey
outcomesandthepolicyaspirationsof
Tomorrow’sManukau.
TheLandTransportManagementAct
2003andtheLocalGovernmentAuckland
AmendmentActintroducedstructural
changestothetransportsector,eliminated
someagencies,clarifiedtherolesofothers
andcreatedARTA.ARTAhasresponsibility
forplanning,fundinganddelivering(itself
orviacontractors)acoordinatedtransport
systemtomeettheregion’sneedsin
accordancewiththeARLTS.Despitethese
changes,thefundingandplanningsystem
remainsrathercomplex.Therolesand
responsibilitiesofthekeytransportagencies
aresummarisedbelow.
ItisrelevanttonotethattheARCisno
longerpermittedtodirectlycontract
passengertransportservices,asthisisnow
partofARTA’srole.TheARCprovidesthe
policydirectionandlocalfundinginputto
ARTA.ManukauCityCouncilisnotpermitted
todirectlycontract/subsidisepassenger
transportserviceseither.Butitdoeshave
aroleinthedirectfundingofsupporting
infrastructure,suchasbusprioritymeasures,
busstopsandshelters,andtransport
interchanges,inadditiontoroading.

beenrelativelyrecentlyrevised,andincluded
extensivepublicinputandconsultation.
Activeconsultationhasbeenundertakenwith
transportagenciesandrelatedstakeholders.
Thedraftofthisstrategywasmadeavailable
forpubliccommentandinput.
TheManukauTransportStrategyisnot
astatutorydocument.Thereforeitisnot
alegalrequirementforittofollowthe
legislativerequirementsforpreparation
andconsultationwhichareprescribedfor
regionallandtransportstrategies.However
theprovisionsofSection179oftheLand
TransportAct1998havebeenusedasa
guideinthisrespecttomakethisstrategy
asinclusiveandalignedaspossible.This
isparticularlyimportantregardingother
transportagenciesandstakeholders.
