The European Athletics voting Congress will take place in Bled/Slovenia on Saturday 11
April 2015.
Member Federations & The Congress
Each Member Federation has the following rights:
Attend, take part and vote in the Congress
Make proposals for consideration by the Congress
Nominate a candidate for election to the Council
Propose individuals for membership in the permanent two Commissions

Prior to the Congress
Announcement for the Congress will be sent in writing to each Member Federation,
including a preliminary agenda no later than 12 December 2014
Nominations of candidates for election as President, Vice Presidents or Members of the
Council may be made by the Member Federations and must be received, in writing, by
European Athletics no later than 10 February 2015
Nominations of candidates may only be made by the national federation of the
country of which the candidate is a national
There may be only one Council Member per country
A person having reached the age of 70 years on the date of the Congress shall not
be eligible for election or re-election
Prior to the Congress (New!)
At the European Athletics Indoor Championships in Prague
Presidential candidates will be invited to make a special presentation to all
members during the European Indoor Championships in Prague
Each candidate will have the same time to present her/his project
Questions & Answers session is planned for all presidential candidates to offer
the opportunity to the Member Federations to exchange with the candidates
The session will take place on Sunday morning 8th March 2015
What will happen during the Congress?
In addition to the usual formalities of the Congress, voting will take place to
elect the 17 Council Members as follows:
1 President
3 Vice Presidents
13 Council Members
Under the new elected President’s leadership, the above 17
people will be the driving force of European Athletics for
2015 up to 2019!
Equal Treatment Policy
European Athletics will produce a detailed candidates booklet after receipt of all
nominations.
To respect the “equal treatment” policy, neither campaign nor promotional material
are allowed into the Congress room and in all official Congress venues
Changes for 2015 (New!)
As per the changes to the European Athletics Constitution agreed at the last
Congress in Skopje/MKD in 2013, there will not be elections for the Commissions
Membership of the two permanent Commissions (Competition & Development) will
be decided by the new Council upon proposal by the President
Voting
Each Member shall have one vote, exercisable by one representative delegate.
Votes must be exercised in person and there shall be no proxy votes
Except as otherwise provided, all decisions require a simple majority of the votes
validly cast. For constitutional changes, the two-thirds majority of the Member
Federations is required
Electronic voting system shall be used
Elections shall require an absolute majority of the votes validly cast in the first round
and a simple majority in a second round
In case of a tie occurring in any election, a second ballot shall be held to decide
between the persons so tying. If a tie occurs also in the second ballot it shall be
decided by a draw made by the chairman of the Congress
Elections
President’s Policy (New!)
The President shall lead, direct and represent European Athletics. He/she is primarily
responsible for:
Implementing the decisions passed by the Congress and the Council through the
Head Office
Supervising the implementation of the strategic plans
Representing Europe in the IAAF Council
Interacting with the IAAF, the Member Federations, political bodies and
international organisations
Representing European Athletics in legal matters
Supervising the Director General and the European Athletics operations
President’s Policy (New!)
The position of the President is considered as a full time engagement, having her/his
head office at the Lausanne’s Headquarters
The President will have to secure the flexibility of time and the readiness for travelling
as much as needed
As a consequence, the President cannot continue her/his current professional
commitment
The President will be mandated as follows:
Annual lump sum
Additional limited amount aiming at compensating her/his current level of income
Support for social insurance if applicable
Additionally the Council Member Policy is applicable
After the Voting
The full Congress 2015 will be chaired from the beginning to the end by outgoing
President Hansjorg Wirz
The new President, the three Vice Presidents and the thirteen Council Members will
officially take office at the end of the formalities of the 2015 Congress
Who’s Who?
The Executive Board: includes the President, the three Vice Presidents , the Director
General (ex officio) and up to maximum two Council Members approved by the
Council
The Council: includes 17 Members. In addition, the Director General and IAAF President
(all of them ex officio) and the Honorary President(s) are also invited
When?
The first informal meeting of the new Council, chaired by the new President, will be on
Sunday morning 12 April 2015 in Bled
The Council normally meets twice a year (April/May and October/November)
In 2015, there will be a special coordination Council meeting in May/June 2015 to set
the scene for the years 2015 to 2019
The Head office, Lausanne/SUI
The Head Office is based in Lausanne, Switzerland, and is led by the Director General
Main responsibilities: carry out and implement all operational and administrative work
Today: 19 staff members
2016: move into new offices
