Meteohydrological modeling and monitoring in Liguria

ABSTRACT
The Liguria region, located in the North-Western Mediterranean, is the small area of Northern Italy where the southern Alps and the northern Appenines link themselves creating a mountainous chain near the sea.
Catchments extension ranges from few square km to a maximum of 1600 km2 (Magra River); floods and flash-floods occur due to heavy rain. For meteo-hydrological purposes, the aims of Liguria Regional
Agency for Environment Protection (ARPAL) are: meteorological forecast and risk condition evaluation, alert giving, nowcasting and real-time observations, discharge measurements in order to obtain the rating
curves for most of the stream level gauging stations.
The poster shows how operational ARPAL activity deals with the aims of Anywhere Project i.e. enhance risk analysis, improve the coordination of emergencies and improve the communication and information
between the actors involved through the development of tools, products and services. The ARPAL data management procedures together with the high-resolution ensemble hydrometeorological models in use are
presented. The development of the project are discussed focusing on possible improvements of the observational and modelling systems for emergency management.

Within the framework of the project, we can participate to the project activities
furnishing data recorded by our observing network (Precipitation: 184,
Temperature, Relative Humidity, Atmospheric Pressure, Solar radiation,
Hydrometric level, Snow cover, Canopy wetness) in order to contribute to
producing a new long-term and highly temporally and spatially resolved data-set
over the Mediterranean basins. The network has been working and continuosly
updating since 2001.

The observation network was designed and realised in the period 1998-
2000. Since that it allows the monitoring of meteorological conditions over
the regional territory through the use of more than 200 stations connected
to the control centre that elaborates and re-distributes the collected data.

WP1: Developing a framework for co-ownership and co-evaluation ensuring the
successful implementation of the project
Task: 1.1 - 1.2 - 1.4 - 1.5
Our contribution to the WP1 Anywhere Project is devoted to:
• Developing a co-ownership and co-evaluation ensuring the successful
implementation
• Incorporating user’ needs to ensure that tools, products and services are useful
for a large variety of users and successful implementation
• Developing a framework co-evaluate the performance of the Anywhere Products
and services
• Evaluating the benefits of the innovation and its application to the Pilot studies.
We will provide data and run hydrological models (small catchment areas and
information chain to responders); set of quality criteria for education/communication
activities; educational tools and communication material for increasing preparedness.
Expectations: definition of key indicators and definition of ethical implications related
to the necessity to reach vulnerable groups
WP5: Raising self-preparedeness and self-protection to educe population
vulnerability
Task: 5.2 – 5.6
Our contribution to the WP5 Anywhere Project is devoted to:
• Collaborate with other partners in order to improving communications
and social effectiveness of warnings
• Increasing self-awareness and self-protection in front of flooding risk in
school
Expectations: Establish a more efficient data-exchange chain (protocol)
with local authorities in order to the have a faster response of the local
system to face actual crisis situations; + Tailoring of the actual alerting
system to school organizations
WP6: User driven pilot sites implementation and demonstration
Task: 6.1 - 6.2 – 6.3 – 6.7
Our contribution to the WP6 Anywhere Project is devoted to:
• Sharing with project partners the local date necessary for the
pilot case study in the Liguria sea-region
• Give users feedback based on the experience collected during
the demonstration period on the pilot sites.
Expectations: Establish a better communication system for the
last mile (reaching the population) and a better integration of
data from different informative layers
The result shows what will be possible to adopt and use when
the system will have reached the coordination and the efficiency
requested and also how an appropriate integration between
existing informations and tools can generate different real-time
risk scenarios that are crucial in the support decision system
chain
