GHSASEAN AS APEC MEMBER

• Six of the ten ASEAN countries are APEC members– i.e. Brunei, Indonesia, Malaysia, Singapore, Thailand

& Vietnam

• APEC targets 2006 for voluntary GHS adoption• Countries at different stages of implementation

– APEC economies, except for Brunei, are ahead of others

• Malaysia entrusted with development of an ASEAN guidelines on the Classification, Labeling & Packaging

• Workshop in July 2002 discussed possibility of the ASEAN CLP guidelines adopting GHS as basis

• ASEAN-OSHNET Coordinating Board approved the adoption of GHS as basis for guidelines

• UNITAR willing to collaborate with ASEAN-OSHNET to conduct workshop on GHS in March 2006– Proposed ASEAN guidelines on the Classification, Labelling &

Packaging to be discussed

• SCOPE– Industrial chemicals & pesticides

• APPLICATION– Applicable to manufacturers, formulators, importers & suppliers of

chemicals & chemical products• LANGUAGES

– English + National languages• GHS BUILDING BLOCKS

– To get consensual decision– Proposal is

• to adopt full GHS classification in guidelines• individual nations to determine building blocks to be adopted in their

respective legislation• To be finalised by 2006

pesticides. Chemicals refer to pure chemical substances, their dilute solutions or to mixtures of chemical substances.

1.3 Exclusions3. Pharmaceutical products, consumer products, food additives,

cosmetics, and pesticide residues in food are not covered for intentional intake.

GHSCONCLUSIONS

• GHS to be basis of an ASEAN Guideline on the Classification, Labelling & Packaging of Hazardous Chemicals that covers only industrial chemicals & pesticides

• There is a need to harmonize hazard communication systems among ASEAN countries so as to increase worker & consumer protection & to ease the burden of implementing hazard communication
