I've worked for Yamhill County government for approximately 20 years, with 10 being as an administrator.I have a high familiarity with the budgetary process and have worked closely with our Management Teamregarding budget issues. Currently, I participate yearly in the budget presentations of all criminal justicedepartment within the county and I feel very well versed in the issues and questions often posed andpresented by county departments. As a long-time Washington County resident, I have stayed close to notonly local political issues but also grassroots folks. Because of this, I think I can be a respectful yet truthfulsounding board for not only fiscal responsibility, but the needs of the residents. Further, as a long-timeparticipant in my local CPO, I feel connected to the issues facing the county in terms of LE and roaddevelopment/maintenance as well as the concerns of citizens.

Describe your understanding of the concerns and issues facing the Board/s you wish toserve on.
For the Budget Committee: My understanding is that there has been difficulties in how to reduce thecontinued use of General Fund dollars with the continued increasing Salary and Benefit Cost. Also itseems as though there are difficulties implementing a long term strategic plan. Another challenge wouldbe setting up a plan for unfunded liabilities and created a more transparent budget to engage the citizens. For the Planning Commission: My understanding is there may be issues with implementing new SB andHB in 2020 and the 2021 FY. I am unaware of the challenges that may face the Sheriff Patrol District atthis time other then use of space and position control and the recruitment process.

Washington County is growing. We need to ensure that we continue to have services for a diverse arrayof residents, from the upper middle class to the homeless. We also need to be aware that WashingtonCounty is home to amazing people from all walks of life. Our public health services must be able tocontinue to serve the needs of those communities within the context of their cultural and economicidentities. Our budget must continue to ensure that Washington County can provide these services whilemaintaining fiscally responsible funding that will guarantee the County's long term success.
