Anny Personnel Selection and Classification Testing
Summary. This revision provides updated addresses for forwarding inquiries and requests dealing with Army personneltesting; establishes more specific procedures for retesting; andupdates procedures for lest administration, particularly withregard 10 the use of proctors.
Appilcablilty. This regulation applies to Ihe Active Anny,Ihe Anny National Guard (ARNG). Ibe US Anny Reserve(USAR), 'he US Military Academy (USMAl, and the ReserveOffICers' Training Corps (ROTC). [t applies only 10 Annypersonnel tests listed in DA Pam 310-8. Components of eachtest are identified in DA Pam 3 t 0- 8 by proper titles andnumbers.

Chapter 1Introduction
1-1. PurposeThis regulation prescribes policies. responsibilities. andprocedures for the procurement, administration, safeguarding, scoring. and relcase of Army personnel tests.
1-2. ReferencesRequired and related publications are listed in appendixA.
1-3. Explanation of abbreviationsAbbreviations in this regulation are explained in theglossary.
1-4. SCope and uses of Army personnel testsa. Scope. When the term "personnel test" is used. it
includes the following:(I) The teS! booklet and magnetic tapes containing
questions.(2) All ancillary materials (answer sheets. scoring
keys, conversion tables. manuals for administration andscoring. and automated systems for administration.scoring. and recording of results).
(3) Board interview procedures and scoring forms.b. Uses. Army personncl tests are used to accomplishthe following:
(I) Select applicants for entry into the ActiveArmy. Army National Guard (ARNG), or US Army Reserve (USAR).
(2) Select applicants for appointment as commissioned or warrant officers.
(3) Initial or subsequent classification or enlistedpersonnel.
(4) Select officers, cadets. and enlisted personnelfor assignment to training or duties that need specializedaptitudes or qualifications.
1-5. Responsibilitiesa. The Deputy Chief of Staff for Personnel
(DCSPER) will-(1) Establish policies on the use of Army personnel
tests for personnel selection and classification and personnel program goals,
(2) Provide guidance on priorities for the development of new or revised Army personnel tests and relatedinstruments.
(3) Establish policy for the release of Army Personnel test materials, This does not apply to foreign language aptitude and proficiency tests.
(4) Designate a point of contact in the ODCSPERfor testing matters.
b, The Commander, US Army Research Institute forthe Behavioral and Social Sciences (USARIBSS) will-

(l) Perform professional psychological research toprovide the Army with tests and related instrUmentsneeded for effective personnel management,
(2) Provide advice and guidance for operational useof research findings,
c. The Commandant, Defense Language InstituteForeign Language Center (DLIFLC) will-
(l) Develop foreign language tests and related instruments required for effective personnel managementof the Defense Foreign Language Program (DFLP). (SeeAR 350-20),
(2) Establish standards for administering, scoring,evaluating, and recording results of foreign languageaptitude and proficiency tests for the DFLP.
(3) Establish policy on the review of requests for,and making final determination of release of forcignlanguage aptitude and proficiency tests to other US.State. and local government agencies, Also included arerequests by private organizations. individuals. and foreign governments.
d, Deputy Commander, US Army Soldier SupportCenter-National Capital Region (USASSC-NCR)will-
(l) Manage, monitor. and evaluate the administration of Army personnel tests,
(2) Manage personnel test materials; determine initial printing levels, distribution, and reprint status; deleonine funding requirements for initial printing; andarrange for centralized scoring when required.
(3) Develop procedures to safeguard Army personnel tests.
(4) Develop systems and procedures for collectingand processing operational test score data.
(5) Prepare or provide technical advice and assistance in preparation of directives that prescribe the useof Army personnel tests,
(6) Grant permission to retest except for retestingof applicants for enlistment as governed by AR601-210.
(7) In accordance with established policy. releaseArmy personnel test materials. other than foreign language aptitude and proficiency tests and information.
(8) Serve as a point of contact between HQDA andArmy field elements for all matters concerning Armypersonnel tests listed in DA Pam 310- 8.
e, The Personnel Test Program proponent will-(l) Initiate actions required to insure validity of ex
isting tests.(2) Develop personnel management systems and
procedures for the operation of the specific personnelselection and classification program.
(3) Establish policy on testing, waiver procedures,and qualifying score.
f. Commanders will-(l) provide proper command supervision of Army
personnel testing operations,

(2) Provide enough personnel and facilities for administration of Army personnel tests.
(3) Appoint test control officers (TCO) andalternate TCO, as required, for prompt compliance withpersonnel programs and responsiveness to testingrequirements.
(4) Insure that Army personnel lesls are effectivelysafeguardcd from loss and compromise; take correctiveaction when loss or compromise is indicated.
(5) Insure that Army personnel test results are correctly calculaled, entercd in personnel records, and usedas prescribed in the applicable regulations.
1-6. Methods of prescribing use of Army personnel tests
a. The use of Army personnel tests is as prescribed inthe Army rcgulation that governs the specific personnelprogram for which the test is to be used. See DA Pam

310-8 for a listing of the regulations prescribing the useof each Army personnel test. The following informalioncovering the use of Army personnel tesls will be foundin these regulations:
(I) Designation of activily or organization responsible for administering and scoring the prescribed tests,and for reponing or processing these results and relatedinformation.
(2) A description of qualifications required of e~
aminees to be eligible 10 take designated lests.(3) Instructions for recording test scores on person
nel records and repons.(4) Policies governing retesting.
b. DA circulars are issued to announce the availability of new test materials; announce changes in the use ofe~isting Army personnel teslS; and provide guidance forthe administration of new or revised tests in support ofspecific programs.

Chapter 2Test Control and Records
2-1. Test control officersa. Appointment. TCOs and alternale TCOs will be
appointed Or relieved in writing.(I) The appointment of a TCO will be made in ac
cordance wilh procedure 7-10. DA Pam 600-8. Seefigure 7-1 G- 3 for the prescribed formal.
(2) Relief of a TCO will be in accordance with paragraph 5, "Special Instructions".
(3) See paragraph I of figure 7-10-3, DA Pam60(}...8. for the appointment of a new TCO and the reliefof lhe old TCO (by lerm of vice) using thc same DAForm 2496 (Disposition Form). This procedure will reduce the workload of military personnel officers.
(4) Appendix B, NGR 31G-IO, will be used for appointmcnt and relief of ARNG TCOs.
(5) Onc copy of the written appointmenl or reliefof the TCO will be forwarded to USASSCNCR(ATZI-NCR-MS-D), ALEX VA 22332. A copywill also be sent to the Commander, US Army AG Publications Center, 1655 Woodson Road. SI. Louis, MO63114.
b. Locations served by TCOs.(I) A TCO will serve at each organizalion, aClivity
or State Adjutanl Genera! (AG) Officc where Army personnel tests are requisitioned. handled. stored, adminis·tered, and scored.
(2) A Slale AG may appoint more than one TCO ifwarranted by geographic or strength factors. The number of TCOs must be kept to thc absolute minimum in acommand, installation, or State (in the case of theARNG) to perfonn the required duties properly.
(3) One or more alternate TCOs may be appointedwhere small units are scattered, isolaled, or geographically split; where a heavy testing schedule exists; or under other circumstances where testing operations wouldbe facilitated.
(4) An allernate TCO will be appointed for eachState ARNG to function in the absence of the TCO.
c. Consolidation of TCO functions. The TCO designated under the provisions of AR 135-205. AR6OG-200, or AR 621-5, or the Personnel Survey Control Officer (PSCO) designated under the provisions ofAR 6OG-46. may also be appointed as TCO. Consolidation of TCO functions should be accomplished whenpossible. This should be done so that the experiencegained in test administration and scoring may be used tothe mallimum advantage; also, procedures and facilitiesfor safeguarding test materials may be made moreeffective.
d. Criteria for TCOs. The TCO or alternate TCO willnonnally be a commissioned officer. warrant officer, or

enlisted person in grade E-7, E-8, or E-9. A DA civilian employee or any ARNG Technician or Active GuardReserve (AGR) personnel (GS-5 or pay grade E-5 orhigher) may be appointed as TCO or alternate TCO under the following conditions:
(I) When testing under this regulation is consolidated with tesling at US Army Education Centers (normally supervised by a civilian education adviser).
(2) When there are no available commissioned orwarrant officers or senior enlisted personnel.
e. Re.,ponsibiliry of TCOs. The TCO or alternateTCO will-
(I) Advise the installation, organization, or activity commander or State AG on the administration of personnel lesting programs under the jurisdiction of thecommand.
(2) Maintain a testing facility standing operatingprocedure (SOP). This SOP will include the following:
(a) A records system for administrative operations of the testing facility.
(b) Procedures for requisitioning, handling,storing, scheduling, administration. and scoring oftests.
(e) Disposition of test materials.(d) Procedures for transmitting test results to the
proper office. board. or agency.(e) Procedures governing sccurity of lest materi
als in accordance with this regulation.(3) Designate, in writing, personnel who are au
thorized access to, and who handle test malerials.(4) Insure that all personnel in the testing facility
arc thoroughly indoctrinated regarding test security.(5) Insure that the testing facility SOP is reviewed
by all personnel on their assignment to thc testing facility, and quarterly thereafter.
(6) Monilor all procedures prescribed in the testingfacility SOP.
(7) Insure lhat all test results are reported as soonas possible to personnel tested.
(8) Inspect testing sessions to determine that teslsarc properly handled and administered. This will insurethat lest booklets, scoring keys, and completed answersheelS are handled only by authorized personnel.
(9) Insure that test results are forwarded to the military personnel office (MILPO) to be recorded on individual personnel records.
(10) Insure that personnel who administer andscore tesls are qualified to perform their duties, 10 include interpretation of tesl scores; and have demonstrated that they understand and practicc correct procedures for administering and scoring each assigned test.
(II) Provide technical assistance to selection andevaluation boards on the proper use of interview reportforms to be completed. When required, score completedinterview repon forms and compute composite scores on

test instrUmems used to screen an applicant by the selection Hnd evaluation board.
2-2. SecurityQ. General provisions.
(I) Tcst securily is a command responsibility.(2) Security measures will be established by all el
ements where Army personnel tests are handled, adminiSlered, or stored. These measures will include the following as a minimum:
(a) Maintain an Inventory of Army PersonnelTest Material using DA Form 5159-- R. (See fig 2-1.)DA Form 5159-- R (Inventory of Army Personnel TestMaterial) will be reproduced locally on gllz x 11 inchpaper. Copy for local reproduction purposes, is locatedat back of regulation.
(b) Slore test components in locked rooms orcontainers where they are not accessible to unauthorizedindividuals.
(3) Functions required to be performed in the establishment and mainlenance of adequate procedures fortest security may be delegated 10 a TCO or an alternateTCO. They must exercise close supervision over allphases of test receipt. storage. protection, issue. administration, scoring, and destruction.
(4) Security requirements established in this regulalion meet the requirements for handling FOR OFFICIAL USE ONLY (FOUO) material established in AR34(}... 16. These components bear the designation FOROFFICIAL USE ONLY or CONTROLLED ITEM(TEST MATERIAL). An exception to this will be answer sheets that have not been compleled by examinees,worksheets, and Aptitude Area Computing Templates.Tesl Componenls used by the Army are to be shown tono one unless it has been determined thaI such disclosure is essemial to the performance of official dutiesprescribed in appropriate directives and are as necessaryfor those individuals that administer and score tests.Compleled lest answer sheets will not be rerumed to theexaminees. The only information that will be furnishedto the examinee is the test score or subtest scores andother administrative information found in the identification ponion of the answer sheet.
b. Procedures concerning test security. Specific procedures concerning test security and control that will becomplied with are as follows:-
(I) The TCO or alternate TCO will make a quanerly inventory of test materials using DA Form 5159--R.The inventory will include tesl booklets, administrationand scoring manuals, scoring keys, and optical scannertest scoring machine control forms (Q & K). More frequent inventories may be made at the discretion of theTCO.
(2) If the FOR OFFICIAL USE ONLY designationhas not been preprinted on test components, the material2-2

will be so marked unless the material is excepted fromcontrol requirements as stated in a above.
(3) Test booklets, manuals, scoring keys, and optical scanner tesl scoring machine forms (Q & K) will beserially numbered for internal security control. The prefix to the serial number will consist of the office symbolof the activity or the next higher headquaners which hasan assigned office symbol. Serial numbers will be indelible. Serial number of previously destroyed materialswill not be assigned to newer test materials.
(4) DA Label g7 (FOR OFFICIAL USE ONLYCover Sheet) need not be attached to Army personneltest material when Ihe material is aClually being used fortcst administration and scoring purposes.
(5) Controlled test material will be double wrappedwhen shipped or mailed. Such material will be mailedby registered or cenified mail as shown below. The inner envelope or package (also addressed) will bestamped with the following nOlation:

TO BE OPENED BY TEST CONTROL OFFICERONLY
(a) Inner envelopes or packages will not beopened by message center or mailroom personnel, butwill be given directly to the TCO upon receipt.
(b) Test booklets, scoring keys, or devices mustbe sent by registered mail.
(c) Items with test questions will not be mailedin the same package with test answer sheets.
(d) Other accountable test materials can be sentby regular mail.
(e) Nonaccountable test materials can be sent byregular mail.
(6) All test components must be accounted for atall times. When test components, except unused answersheets, are taken from and returned to the locked cabinets, exact counts of these components will be made.They will be recorded in the "NOTE" section of DAForm 5159--R.
(7) Test components (except for test answer sheetsthat have been filled in by test examinees) that have become mUlilated or marked, through use, and cannot bemade usable by erasing, transparent tape, or restaplingwill be destroyed. Destruction will be accomplished byburning, melting, or chemical decomposition. Pulpingmachines or other methods are used to insure destrUction so as to stop recognition or reconstruction of pro~
tected information. Destruction of such test componentswill be accomplished by the TCO having eustody of orsupervision over these test materials. A destruction certificate is required.
(g) Test materials, except for blank answer sheets,will be kept in locked rooms or containers when not in

lransit or in actual use. Test scoring keys and opticalscanner control fonns (Q & K) will nol be stored in lbesame drawer as test booklets and blank answer sheets.Only persons whose duties require use of the test materials will have keys and combinations to storage facilities.
(9) Anny personnel test material is exempted fromaUlomatic timc-phased downgrading in accordance withAR 34(}...16. Anny personnel test material will remainFOR OFFICIAL USE ONLY unless specific instructions are issued by USASSC-NCR.
2-3. Loss, compromise, or possible compromise of test materialsLoss or possible unauthorized disclosure of Anny personnel lesl malerials has been delennined 10 have potenliaJ Anny-wide implications. Upon discovery of loss,compromise, or suspected compromise, the followingprocedures will be strictly followed:
a. The responsible TCO will-(I) Immediately notify the local commander or the
cenler commander in Ihe case of USAR units.(2) If one or more alternate fonns of the tests are
available and use is authorized by current directives,SlOp all Iesling wilb the fonn of the lest or test batteryjeopardized. For example. if fonn X- I is jeopardi7.ed.stop tesling wilh fonn X- I; however, tesling may continue with alternate fonns such as X- 2 or Y-1.
(3) Impound all tests. test batteries, and completedanswer sheels of Ihe jeopardized fonn of Ihe lest. Theanswer sheelS completed before the compromise. suspected compromise. or loss occurred will nol be impounded. Place Ihese malerials in a locked cabinet.
(4) Resume lesting with the fonn of the tesl or testbattery concerned only when direcled to do so by Ihemajor commander.
(5) If no other fonns are available, continue testingwith the jeopardized tesl or test battery. Monilor all future testing sessions very closely for any evidence ofcompromise .
b. The local commander will-(I) Immediately notify USASSC- NCR lbrough
command channels. The nOlification will include Ihefollowing:
(a) Description of lbe material lost or compro-mised.
(b) Identity of the releasing party.(c) The recipient.(d) All other persons involved.(e) Circumstances surrounding the loss or com
promise.(f) The recurrence of such an incident.
(2) If the circumstances surrounding Joss or compromise of Anny personnel test infonnalion show thatan investigation is warranted under AR 15-6, forward2-4

the results of lbe investigation through command channels to USASSC-NCR, ALEX VA 22332. US AnnyMilitary Enlistment Processing Command (MEPCOM)results will be forwarded to HQDA(DAPE-MPE-CSP),WASH DC 20310. The investigation under AR 15-6will in no way prevent or delay lbe submission of reports required by (I) above.
c. The commander or Slate Adjutanl General wiJI-(I) Insure lbat a lborough investigation of the com
promise, possible compromise, or loss has heen made;also, that proper actions 8re initiated to prevent recurrence of loss or compromise of test materials.
(2) NOlify USASSC-NCR through command channels of lbe nature and findings of any additional investigation and actions taken to prevent future compromiseor loss.
(3) Direct resumption of retesling wilb the test orlesl ballery concerned when authorized by USASSCNCR in conjunction with the proponent of the personnelprogram in which the lest is used.
(4) Take furlher aClion if requested byUSASSC-NCR.
d. The DC, USASSC-NCR will-(I) Review the investigative report and recommen
dations.(2) Coordinate wilb the test proponent, Ihe point of
contacl (POe) for testing mailers in ODCSPER, and thcCommander, USARIBSS or the Commandanl, DLlFLC.
(3) Authorize lbe major commander or State AG toresume testing or take other appropriate action.
2-4. Records of testinga. Test score transmittal dala. Activities conducting
Anny personnel tesls will prepare correspondence totransmit test scores to custodians of personnel records.selection and evalualion boards. or other agencies authorized to receive test scores. Testing activities willkeep copies of this correspondence for I year in accordance with appendix A of AR 34(}... 2 or AR 34(}... 18-7.Records will contain, as a minimum, the individual'sname, social security number, organization. and allpans and composite scores. These records are requiredto be recorded on personnel qualification records or applications for programs for which the test was administered.
b. Testing operations records. The TCO will maintain records of the ilems shown below. These recordswill be maintained in accordance with appendix A ofAR 34(}...2 or AR 34(}...18-7.
(I) Requisitions for lest materials.(2) Test materials received by automatic distribu
tion or requisition.(3) The number of each personnel test adminis
tered, including a separate count for each fonn of thetest.

(4) The reasons for testing. Indicate whether thetest is an initial, first retest, second retest, tbird retest,and so forth.
2-5. Destruction or transfer of test materialsa. DeSlruClion of lesl malerials. TCOs will destroy
Anny personnel test materials that are withdrawn fromoperational use upon direction of USASSC-NCR. Theywill use metbods and procedures in paragraph 2-2b(7),unless the directive that announces their withdrawalgives specific retention guidance.
b. Transfer of lesl malerials. A TCO may transfersurplus tests to another TCO who needs them. The activity commander must approve and monitor all trans·fers of FOUO test materials between TCOs. Botb TCOswill update lhe most recent inventory to reflect thetransaction. The gaining and tbe losing TCO will keep a

copy of the document transferring the test materials forI year in accordance with appendix A of AR 340-2 orAR 340-18-7.
c. Loan of lesl malerial. Activities autborized a TCOmay administer their own testing programs. When aneed arises, the activities may borrow a common usetest from the nearest active duty, National Guard, orAnny Reserve TCO. In such cases, the TCOs involvedmust take proper security precautions in handling testmaterial; they will use tbe methods and procedures inparagraph 2.,.2.
d. Disbandment of a Teo aclivity. When a TCO activity is disbanded or discontinued, tbe TCO will destroy all personnel test materials in the organization'sinventory according to paragraph 2-2b(7). Test materials will not be returned to tbe US Anny AG PublicationsCenter in SI. Louis, MO.

Chapter 3Test Administration
3-1. Standard test administrationa. General. Testing procedures and conditions can
affect test scores. Poor conditions may decrease testscores significantly below the scores of those tested under favorable circumstances. For this reason, Army testsmust be given under standard condilions and proceduresthat give each person the opportunity to do his or herbeSI. Such test conditions and procedures are outlined inthis chapter.
b. Authorized lest instructions. Specific directionsfor test administration and scoring are contained in manuals Ihat accompany each Army personnel tesl. Theymust be strictly adhered to. Test e..miners and proctorswill use only Army personnel test materials in preparation for or during the administration of tests.
3-2. Test administration personnela. Test eUlminer. The persons shown below may be
designated by the TCO or alternate TCO to administerArmy personnel lests. Such appointments will be inwriting. These persons must be physically present during all phases of testing.
(I) Any commissioned or warrant officer or enlisted personnel in grade E- 5 or higher.
(2) DA civilian employees, GS- 3 or higher.(3) ARNG technicians or AGR personnel,
GS-5/pay grade E-5 or higher. (Maintenance techiciansor AGR personnel in organizational maintenance positions are excluded.)
b. Test proctor. Test proctors are military personnel(E-3 or higher) or DA civilian employees (GS-2 orhigher). The number of test proctors may vary according to the physical facilities available and the number ofexaminees taking the test. However. examinees taking atest will not be left unattended under any circumstances.When giving tests to fewer than 25 examinees. the testexaminer may serve as the test proctor. When using audio equipment, a proctor should be made availab~e for10 or more examinees. At least one proctor wIll beprovided for each additional 25 examinees or fractionthereof. Formal written appointment is not required.The test proctor performs duties described in paragraph3-4c and as assigoed by the test examiner.
3-3. Favorable testing conditionsa. The procedures for administering tests should
bring out a person's best performance. Make sure thatthe person who takes the test is-
(1) Reasonably free from distractions in the surrounding environment.

(2) Aware of the imponance of. and reasons for,taking the test.
(3) Comfortable and rested.b. Tesling environment. Ideal testing conditions are
very hard to achieve. However I close attention to thefollowing features will provide adequate conditions:
(1) Make sure the testing room is quiet; frequent orloud noises may interfere with the lest performance.Never give tests in a location where ordinary business isconducted. Testing facilities located near frequent loudnoises should get soundproofing of the testing buildingand rooms.
(2) Make sure testing instructions are loud andclear to all examinees. When using loudspeakers andmicrophones, carefully place the speakers.
(3) The examiner's voice must be clearly heard byall persons heing tested.
(4) The examiner should be provided with a raisedplatform or rostrum in a pan of the room where he orshe can see and be seen by all persons beiog tested.
(5) Provide adequate, comfonable lighting for theroom and working surfaces. Avoid shadows and strongglare on working surfaces.
(6) If possible, control the ventilation, temperalure, and humidity to provide for the examinee's comfon. Do not conduct testing when environmental conditions 8re so extreme that they interfere withconcentration.
(7) The space allotted to each individual must bewide enough to hold both a test booklel and a separateanswer sheel. Chairs with wrining arms should not beused for testing.
(8) When seating arrangements do not permit adequate separation of examinees, alternate versions of thesame test may be used where available and not otherwise restricted by governing directive. The tests will bedistributed alternately so that adjacenl examinees do nottake the same version of the tesl.
(9) No examinee may give or receive help on themeaning of test questions during the tesl. The use ofpartitioned booths or alternate seating will help to prevent collaboration.
(10) Immediately before the instructions are readby the test examiner, all examinees will be given verb~1

All in-serviceexaminees will complete and sign the "Test Administration Statement" as shown at figure 3- I before beingtested. If the person shows on this stalement Ihat he orshe is not physically or mentally able to be tested,testing will be rescheduled. The new test date should beacceplable 10 the TCO. the unit commander. and theperson concerned. The examinee's signed Test Administration Statement will be maintained in accordancewith appendix A of AR 34{}- 2 or AR 34(}- 18-7.
(12) Tesling should not continue for more than 2hours without a break; nor sbould it last more than 4hours in one session. However. a break will not be given when testing with the Armed Service Vocational Aptitude Banery (ASVAB) or the Armed Forces Classification Test (AFCT). When more than one session isneeded for the same examinees. separate sessions wouldbe scheduled on separate days, preferably mornings.Evening testing is not conducive to adequate evaluationof the examinee's performance and should be avoided.
3-4_ Preparation for testing sessiona. General. Examiners will be selected for the quali
ty of their speaking voice and ability to handle groupsof people. An examiner's accent should be indigenousto the group being tested. If the examinees being testedare from many parts of the country, the examiner's accent should be easily understood by all. Good testingadministration requires-
(I) Careful selection of the testing team.(2) Thorough preparalion.(3) Following directions exactly.(4) Accurate timing.(5) Care of test materials.
b. Examiner's preparation. The examiner will makea careful study of Ihe manual prescribing the proceduresfor administration of the test. This will help the examiner to know the purpose and use of the tesl. the materialsneeded to give the test. the directions to be read, andthe problems thaI may arise. The examiner will studythe ora) directions until he or she can read them in anormal manner. Examiners and proctors will lake eachtest before trying to give it, unless instructions in spe·cific test manuals or directives prohibit this. Resullsachieved by individuals tested under these provisiooswill not be recorded on the individuals persoonel qualification records. This procedure will be standard when anew test is installed or new examining people aretrained. In this way. the examiner gains an appreciationof the examinee's viewpoint on the test and learns howto anticipate questions that most commonly arise.
c. Duties of proctors. The examiner will instruct theproctors in their duties. When practical, regular testing

teams will be appointed to administer tests. Each proctor will be assigned responsibility for a certain sectionof the room. Before the testing period, the proctors willcheck the materials to be used to make sure that tbereare enough. They will know the order in which thesematerials are to be distributed and collected. While directions are being read and the test is being taken, theproctors will patrol tbeir assigned areas. They will-
(I) Carry out io sequence all instructions given bythe examiner.
(2) At the proper time, see that each examinee hasthe necessary materials for taking the lest.
(3) Insure that examinees are following directionscorrectly; also that they understand what must be doneand how to do it. The proctors should be alert to detectand correct wrong methods of making answers whereseparate answer sheets are used. They should observethe examinees in their section to be sure that each isworking on lhe proper part of the test during the prescribed time.
(4) See that each examinee is doing his or her ownwork.
(5) Excuse from the test any person who is or becomes too ill to continue.
3-5. Administration of testa. Standard directions. The examiner will read the
oral directions from the administration maoual of thetest concerned. The oral directions will include astandard statement on the test to be given, how resullswill be used. and why it is important for each person todo his or her best. These remarks help to dispel anxietyand release tension. yet stress the necessity for earnesteffort. The examiner will tell the examinees what to doby reading aloud the directions in the manual. These directions will be read verbatim. They will not be paraphrased or given from notes or memory; nor will they beadapted to the examiner's idea of what is more appropriate for local conditions. After reading the directionsthe examinees will be allowed to ask questions.
b. Time limits. Time limits that are stated in the testmanual must be strictly observed. When the elapsedtime indicator is not used, the start and stop times foreach test or subtest will be conspicuously posted. Examiners will review maouals carefully before giving a testto be sure they Irnow how the time limits are to be applied. Some tests bave parts that are separately timed.Examiners must be sure that examinees stop work whenthe time limit for a part of the test is reached, and do notstart to work on the next part of the test until the timefor that part begios.
c. Standard test materials. Examinees will use penciland paper only during the test session. They may noluse unauthorized testing aids such as calculators, sliaerules, and so forth_ Army personnel tests listed in DA

Pam 310-8 were standardized on personnel who wererequired to take these tests using pencil and paper only.The value and accuracy of lest scores can be affecled bythe procedures and conditions of test administration.Score norms are based on the administration of tests under standard condilions. Such standards are eSlablishedfor the benefit of both the examinee and the test administralor. This will insure thaI Ihere is an equal opponunity for examinees and that proper testing and tesl con·trol are possible.
3-6. Answering examinees' questionsRoutine questions will be answered by lhe examiner.Such ~uestions concern testing procedures. time limits,purpose, and uses of the lest. Administralors and proctors will avoid revealing information thaI might influence the proper evalualion of the individual. Explanations or answers to test questions will nol be furnished.At no time after the complelion of testing will examinees be permitted to have access to their answer sheets.
3-7. Collection and disposition of test materialsa. Collection. After Ihe signal to stop work has been
given, the materials will be collected as quickly as possible. All test forms and scratch paper, if provided,must be slrictly accounled for. Test booklets must becollected from all examinees. They must be counted andexamined to insure that no pages are missing before examinees are dismissed.
b. Dismissal of examinees. Frequently, some of theexaminees may finish before the lime limit for lhe testhas expired. If these persons are permitted to leave before the end of the tesl, care will be taken to insure thatthey do not dislurb the other examinees. The lest administralor will be sure that they have complied with all directions in the administration manual; also, that alllesting materials and scratch paper have been lumed in.Test materials will be checked for compleleness prior tothe dismissal of an examinee from the testing room forany reason.
c. Disposition of muti/aJed or marked materials. After each lesting session, all answers or stray marks ofany kind will be erased from test materials that are to bereused. If marks cannot be erased or if the booklel isworn or tom and cannot be repaired, it will be destroyedin accordance wilh paragraph 2-2b(7). All used scralchpaper will be destroyed. All tesls and tesling supplieswill be stored according to lest securily procedures inparagraph 2-2.
d. Retention of scored answer sheets. Unless specificguidance is given in test directives, answer sheets forArmy lesting programs will be retained for I year by theelemenl adminislering the tests. (See app A of AR340-2 or AR 340- 18-7 .) During the retention period,Ibe answer sbeets should be organized by date of

testing. This is done to aid idenlification of answersheets completed hy particular individuals or groups.Answer sheets will be destroyed after I year by shredding, mulching, or burning.
3-8. Reporting test results to examineesThe TCO or alternate TCO will repon all test resulls 10
the person tested. This will be done as soon as possibleafler the test has been scored. Scores should be explained 10 the person tesled in terms of significance forthe various personnel programs concerned. ASVAB orAFCf scores will be recorded on DOD Form 1304.12K.
3-9. RetestingQ. Policies governing retesting.
(I) Retesting may be permitted when acquired inservice education. job experience. and training are considered 10 have changed Ihe person such that Ihe original score no longer is representative of the person'spotential qualification for the following:
(a) Advancement.lb) Specialized training.(c) Retenlion in the Service.
(2) Retesting will be done as authorized by the ARthaI applies 10 lhe specific test and personnel selectionprogram.
(3) Retesting may be permitted on any test whenthe retesling authority delermines that extenuating circumstances invalidated test results.
(4) When possible. differenl versions of the teslwill be used for each relest. However. this must be aothorized by the AR thaI covers the personnel programfor which retesting is being done.
b. Time limilS for retesting. Unless specified in theapplicable regulation, retests on Army personnel testswill not be given until at least 6 months from the date ofthe last administration of the test.
c. Approval of retesting for in-service, ARNG, andUSAR personnel.
(I) First and second retesls may be accomplishedon approval of the person's immediale commander.
(2) Requests for third and subsequent relests andfor relesting as an exception to policy will be forwardeddirect 10 USASSC-NCR(ATZI-NCR-MS-D), ALEXVA 22332.
d. Requests for retesting of in-service, ARNG, andUSAR personnel. Such requesls will be initiated andsigned by the person concerned. Requests will be on DAForm 4187, (Personnel Action) and will contain Ihe following information:
(I) Specific purpose for which retest is desired.(2) Reasons previously attained scores are not con
sidered valid.(3) Extent of effon the person has made to improve

his or her general ability and effcctiveness in the Armysince the last test was given.
(4) Date and score attained on each previous test.This may be extracted from the individual's personnelrecord.
e. Retesting on the ASYAB or AFCT. Retest ofArmy enlisted personnel on the ASVAB or AFCf underooe of the following conditions will consist of all components of the battery or test.
(l) Duty performance by the person reflects a progressively higher level of technical skill, verbal comprehension, or job knowledge.
(2) The person successfully compleles preparatoryhigh school instruction under the Army Continuing Education System (ACES) (AR 621-5).
(3) The person successfully completes the highschool level general education development (OED) tesl.
(4) Persons who successfully complete the BasicSkills Education Program (BSEP).

(5) The person applies for Officer CandidateSchool (DeS), commission or appointment as a warrantofficer.
(6) The Active Army member applies for immediate reenlistment in the Regular Army (RA) and does nothave the required aptitude arca scores of 85 or higher.
/. Recording and use of test scores. Scores of authorized Army personnel tests will be recorded on the individual's Personnel Qualification Record. These scoreSwill be used in lieu of previously auained scores for allclassification, selection, training. assignment, or retention purposes. Entry on DA Form 2-1 should be postedin accordance with AR 640-2-1.
g. Retention of requests for retesting. Activities giving Army personnel tests will keep copies of requestsfor retesting. These requests will be kept in accordancewith appendix A, AR 340-2, or AR 340-18-7, as applicable.

Chapter 4Test Scoring
4-1. Authorized scoring InstructionsTest scoring instructions normally are in the manual foradministering an Army personnel test. For some tests,there are separate manuals of instructions for scoring.Scoring instruClions must be followed exactly.
4-2. Meaning of scoring formulaThe stalement of how the score is obtained is called the"scoring formula" for the test and is stated in thescoring directions. It also appears in abbreviated formon the scoring key. For example:
"R" ]be score is the number of right answers.
•'R- W" TIle score is the number of right answersminus the number of wrong answers.
"R- 'hW" The score is the number of right answersminus one-third the number of wrong answers.
4-3. Computation of composite scoresMany Army personnel tests are parts of a test battery forwhich a composite score, using the scores on the individual tests of the battery, is computed. In some testbatteries, the scores of one or more of the individualtesls are adjusted, usually by multiplying by a prescribed weight or conslant such as 2 or 3. This is doneso thaI the individual's test score may be weighted, asrequired in the design of the test battery. When testmanuals prescribe that a weighted composite score willbe computed, directions prescribe entry of test scores inappropriate boxes of answer sheets, for adjustment oftest scores to provide proper weighting, and for computation of the composite score. Care must be taken to insure Ihal such computations are correclly made and thatproper tables and charts are used. Failure to adjust thescore on one or more tests by multiplying by the prescribed weights before adding the scores is a commonerror in test scoring. This type of error has serious consequences because of the large discrepancies in numerical values associated with such errors. Applicants canbe severely penalized through failure of test scorers tocompule this type of score correctly. TCOs and otherpersons responsible for the accuracy of test scoring willhave a second person check all composite scores.
4-4. Type of scoringa. Scoring procedures. Some tests must be hand
scored; others, when special answer sheets and pencilsare used, may be scored either by hand or by optical

scanner scoring machines. All machine-scorable testsmay also be hand-scored for quality control. Both handand machine-scoring methods make use of scoring forrtiidas. When the formula requires subtraction of a proponioo of wrong answers, the necessary arithmetic isperformed automatically by the scoring machine. Themachine yields the adjusted score directly when controlsare properly adjusted. Specific procedures for machinescored tests are found in scoring directions for Ihat lest.General operating instructions are provided with the operator's manual for each type of scoring machine. Thegeneral method for hand-scoring all Army personnellests is found in the appendix B.
b. Machine scoring.(I) Requisites. MaChine-scoring of answer sheets
has two advantages over hand-scoring; speed and accuracy. In order 10 use these advantages, the followingfour requisites must be met:
(a) Examinees must properly record their answers on the answer sheet.
(h) The scoring machine must be in proper functioning order.
(c) The operator must set up and operate the machine correctly.
(d) Each scoring machine must be used with itsspecific operating equipment. All scoring machines require specially printed answer sheets. The design of theanswer sheets and the alinement of the marking spaceson the answer sheets and control fonns must be compatible with the type of machine being used. They mustmeet the specifications for the proper functioning of thetype of scoring machine involved.
(2) Familiarity with scoring instructions. All persons involved in machine-scoring will become thoroughly familiar with the operators manual for the machine used. They must also be familiar with themachine-scoring procedures for the specific test beingscored. For aid in scoring procedures not described inthe proper test administration and scoring manual. contact USASSC-NCR, ALEX VA 22332.
(3) Checks on accuracy of machine scores. If thereare no quality control instructions in the manual for aspecific test, the following procedures will be used:
(a) Five percent of all machine scored lest answer sheets will be rescored by hand if the total numberof tests of a single type administered exceeds 20.
(h) Atlesst two out of a total number of tests ofa single type administered will be recorded by hand ifthe number is 20 or less.
(c) Samples from machine-scored test batcheswill be randomly selected from the top Ihird, middlethird, and lower Ihird of each hatch of lest answersheets.

Chapter 5Procurement and Release of ArmyPersonnel Test Materials
5-1. Procurementa. By lesl control officers.
(I) Newly developed Army personnel test materialsmay initially be dislributed automatically to the TCOsof the activities where they will be used. Some or all activities may require a requisition. The manner of initialdistribution will be announced either by a DA circularor lemer.
(2) After initial distribution, all requirements foradditional tesl materials musl be filled hy requisition.Requisitions will be sent to the US Army AG Publications Cenler, 1665 Woodson Road, SI. Louis, MO63114. ARNG TCOs will send requisitions throughARNG publications channels to the US Army AG Publications Center.
(3) The AG Publications Center will provide testmalerials to designated TCOs of specific clcments of theAClive Army or Reserve Components. Thcse elcmentsare authorized or directed by Army regulalions to useArmy personnel test components. TCOs will use DAForm 4569 (USAAGPC Requisilion Code Sheet) to requisition test materials. The written appointment of theTCO musl either be on file with the AG PublicationsCenter or attachcd to DA Form 4569 when requisitioning. It is mandatory Ihat TCOs requisition only theamounl of test materials that are actually needed to carry oul their testing mission. This is due to paper shortages, increased printing costs, and reductions in theprinting budgct. TCOs will submit requisitions for testmaterials to the address shown in (2) above.
b. Special use oj Army personnel lesls olher IhanJoreign language aplilude and proficiency lesrs. Whcn testmaterials are desired for a purpose not specifically authorized in a directive, the requisition fOT or request touse test materials will be scnt to USASSC-NCR. ALEXVA 22332, for necessary action. A detailed justificationmust accompany such a requisition or request. The justification will state the purpose for which the test will beused, the number and type of personnel to be tested, andthe qualifications of those who will administer the test.
c. Tesling oj Army civilian employees, Normally,Army personnel tests are nol used in civilian personneladministration. Approval for such use will be obtainedfrom USASSC-NCR in accordance with b above. Thisapproval must be consistent with the guidance regardingthe usc of personnel tests issued by the Office of Personnel Management (OPM) or contained in CivilianPersonnel Regulations issued by HQDA.
5-2. Releese of test materielsa. Release procedures.
(I) Copies of Army personnel test components may

be released to proper representatives of Federal, State,or local government agencies; friendly foreign governments; and private organizations and individuals. Thesereleases will be made only if it does not jeopardize theusefulness of the test materials for current or future DAand DOD purposes. Also, releases must comply withthe specifications of AR 340-16, AR 340-17, and 5USC 552.
(2) The DCSPER will establish policy for the release of Army personncl test materials (except foreignlanguage selection and proficiency tests). DCSPER willmake final determination for such release.
(3) The Commandant, DLlFLC will set policy forthe release of foreign language aptitude and proficiencytest matcrials and will make final determination for theirrelease.
(4) The DC, USASSC-NCR will release otherArmy personnel test materials in confonnance with policy established by DCSPER.
(5) Requests for release of Army personncl testswill be sent to USASSC-NCR (ATTN: ATZINCR-MS), ALEX VA 22332. In the case of release ofArmy personnel test matcrials, the gaining Governmentagency or foreign government may be rcquested to furnish operating statistics rcsulting from the use of thesematerials.
b. Special control for forei?,n government requests.Correspondence and materials to be forwarded to friendly foreign countries will be reviewed by the DC,USASSC-NCR for technical factors or rcasons of sensitivity. They will be transmitted as follows:
(I) Replies that contain classified materials will berouted through the Assistant Chief of Staff for Intelligence (ACSI) (ATTN: DAMI-FL), WASH DC 20310,when sent to-
(a) Military Assistance Advisory Groups(MAAG) and Missions.
(b) Fricndly forcign attaches in Washington, DC.(c) Friendly governments to addresses outside
the continental United States (CONUS).
(2) Replies that contain only unclassified materialwill be routed as shown below.
(a) Direct to Military Assistance AdvisoryGroups (MAAG) and Missions.
(b) Through DAMI-FL when sent to foreign attaches or other officials of friendly foreigngovernments.

B-1. GeneralAll Army personnel tests can be hand-scored eventhough they may also be machine-scorable. The guidance below applies to all tests that are hand-scorableand have only one correct answer for each question. For'scoring a test with more than one correct answer foreach question. see the scoring section of the manual forthat test.
B-2. Preparing answer sheets for scoringa. Test having rights (R) score only. Examine each
answer sheet for test questions that more than one answer has been marked and where there is no clear indication of the intended answer. For such questions. drawa blue line through each answer mark. Draw the blueline only through the marks and not through blank boxesfor the item.
b. Tests with rights (R) and wrongs (W) in the scoring formula. Examine each answer sheet for omissionsand for questions that more than one answer has beenmarked.
(I) For each question that has more than one answer marked and there is no clear indication of the intended answer. draw a blue line through each answermark. Do not draw a blue line through the blank responses for these questions.
(2) When no answer has been given for a question,draw a red line through all answer spaces for the questions.
B-3. Scoring the answer sheeta. Counting right answers. Place the rights scoring
key, printed side up, over the answer sheet. Be sure thatthe edge of the key opposite the identification margin ofthe key is alined with· the edge of the answer sheet opposite the identification margin of the answer sheet.Count all marks that appear through the boles except

those with a red or blue line drawn through them. Thisis the number of right (R) answers. Record this numberin the box on the answer sheet as shown in the scoringdirections for that test.
b. Counting wrong answers. To count wrong answers, aline the rights scoring key over the answersheet. Count all unmarked answer spaces and all answerspacing having a blue line drawn through them. (Do notcount those having red lines drawn through them) Thisis the number wrong (W). Record this number in thebox on the answer sheet as shown in the scoring direc·tions for that test.
c. Checking. All scoring must be checked independently by a second person. The accuracy of the count canbe checked by totaling the number of red lines (omissions). wrong answers. and right answers. The lotalshould equal the highest possible score for the test. Thismaximum possible score will be shown in the scoringdirections. Check to be sure that the response positionsfor all omitted questions have been marked with a redline; otherwise, omitted questions will be counted aswrong and the raw score will be incorrect.
B-4. Raw scoresa. Tests having a rights (R) scoring formula, the
number right is called the raw score.b. Tests with the scoring formula rights minus a frac
tion of wrongs. hand-scoring tables are usually foundin the scoring directions. This allows the raw score tobe read directly from a .. table. If there are no tables, theproponion of wrong answers shown in the scoring instructions will be subtracted from the right number.This result will be the raw score.
e. The raw score will be recorded in the box on theanswer sheet as shown in the scoring directions.
B-5. Converted scoresIf tests require conversion of raw scores, use conversiontables in the scoring manuals. The manuals contain directions for deriving percentile scores or standard sCOresfrom raw scores.
