प्राक्कथन

र्र्व 2017-18 का प्रशिक्षण कायवक्रम आपके हाथ में है I क्षेत्रीय रेल प्रशिक्षण संस्थान , पूर्व रेलर्े, भूली, धनबाद का यह र्ार्र्वक प्रशिक्षण कायवक्रम र्र्गत र्र्ों से थोड़ा शभन्न है I संरक्षा से जुड़ े रेल कशमवयों के पुनश्चयाव प्रशिक्षण कायवक्रम को बढ़ाया गया है ताकक टे्रन पररचालन के शलए ननरंतर दक्ष रेल कमी प्राप्त हो सके और प्रशिक्षण संस्थान में उपलब्ध आधारभूत क्षमता पर एक ही समय अधधक बोझ न पड़ ेI पररचालन और र्ाणणज्य र्र्भाग के कुछ पदों के प्रशिक्षण समयार्धध में रेलर्े बोर्व द्र्ारा पररर्तवन ककया गया है, उसे भी इस र्ार्र्वक प्रशिक्षण कायवक्रम में समायोजजत कर शलया गया है I टै्रकिक अप्रेंटिस और कॉमशिवयल अप्रेंटिस के प्रशिक्षण समयार्धध में बोर्व द्र्ारा पररर्तवन तो ककया गया है लेककन उसमें िेज और दो या दो से अधधक िेजौ के समयान्तराल का जजक्र नहीं है I इसशलए, हमने अपने प्रशिक्षण कायवक्रम में टे्रकिक अप्रेंटिस और कामशिवयल अप्रेंटिस के शलए शसिव ‘कुल कायव टदर्स’ का उल्लेख ककया है I इससे संबजन्धत और र्र्स्ततृ व्योरा शमलने पर इन दोनों पाठ्यक्रमों को पुनः सजाया जायगा I

ब्ांच ऑकिसर/ डर्पो इंचाजव कृपया इस बात का ध्यान रखें कक प्रशिक्षुओं को क्षेत्रीय रेल प्रशिक्षण संस्थान ,भूली, धनबाद में भेजने से पहले पूर्व रेलर्े द्र्ारा जारी ककया गया ज्र्ाइंि प्रोशसड्योर ऑर्वर (JPO) का पूणवरूपेण पालन कर शलया गया है I

1. Staff may be nominated as per the seat allotment to avoid wastage of training capacity . It

may also be noted that in case the Divisional /Units , HQs and other training centers fail to

spare sufficient number of trainees for a course , the subject course is liable to be cancelled .

Hence, action, may please be taken well in advance accordingly to avoid cancellation of

courses.

2. The staff being sent for training should report at ZRTI one day in advance from the date of

commencement of training. The trainees should be advised to report to Hostel Supdt,

ZRTI /Bhuli , in hostel no 2 , preferably between 8.00 hrs to 17 00 hrs .

3. In the spare letter of staff booked for training (Ref /Prom) particulars of Design. HQ, Division.

Rate of Pay, Date of Birth, and PF no. Father `s Name, whether SC /ST, particulars of

Passes /PTOs and CL /LAP of individual trainees should be mentioned clearly.

4. As desired by the General manager the back ground / history regarding working

performance of staff ,especially for safety category staff , should be sent with the sparing

letter when booked to ZRTI , detailing weak and strong areas of his working , so that training

may be imparted accordingly.

5. It has been decided by the competent authority that after completion of refresher courses,

the safety category staff of E.Rly & E.C. Rly shall continue three days more training for Safety

Camp at ZRTI /Bhuli.

6. Except for ALP /LP , in all other categories , only that staff who has been empanelled for

promotion by the Sr DPOs , in their respective Divisions , should be booked for

Initial /Promotional training .

7. Candidate should be spared with proper sparing format along with the sparing letter from

concerned Units /Divisional /Depot /HQ and individual ORS cheque Pass . Candidates should

also bring two recent stamp size photograph positively.

8. While sending candidates for Initial /Promotional Course training, guidelines issued by this

office confidential letter no ZRTI /Trg .Policy /05 dated 20.09.2005 should be complied with.

Examination

1. Examination is held at end of each course as per schedule.

2. As per laid down procedure answer can be given either in English or in Hindi.

3. Extracts from the Manual on Management issued by Rly Bd is appended below regarding

rules applicable for Train passing /Train Running staff failing twice in prescribed Refresher

Course :-

“ 5.5.2.2 – Staff employed in Train passing /Train running duties, like Station Masters , Cabin

master, Cabin Man, Guards and Drivers must pass an appropriate examination at the end

of periodical refresher course . In case he fails to pass the prescribed examination Special

arrangement will be made by the Rly. Administration to repeat the refresher course

immediately or after a short period , the staff being granted leave as due to cover the

intervening period or temporarily deployed in others jobs. However, if they fail in second

attempt also , they would be absorbed in an alternate category . An employee so absorbed

in an alternate category is allowed to undertake further course at interval of not less than

six months, but such a course is to be taken by the employee availing his / her own leave .

On passing the Refresher course examination such staff are reabsorbed in the original

category on the occurrence of the first vacancy at the end of prescribed Refresher course “

A driver , who also fails twice in the prescribed refresher course , is to be deployed as

Shunter without giving any refresher course prescribed for the Shunter “

4. Failed Trainees can see their evaluated Answer sheets if they so desire. Subsequently, if the

trainee finds an error in totaling of marks or any answer being left unevaluated , may submit

a written application in this regard within one month of the result . For transportation /

Commercial Refresher Course the application may be submitted within three days .

5. Pass marks in respect of examination will be as under :-

Safety Category - 60% Non Safety Category - 50%

Pay , TA , Pass etc :-

1. Divisions are required to make necessary arrangements as per system in vogue for payments

of the pay and allowance of their staff booked for training at ZRTI /Bhuli.

2. Advance TA to the maximum extent possible should be sanctioned to the Refresher

/Promotional trainees before sparing for training

3. Return journey ORS pass with the date of validity extended for seven days beyond

termination of the course must be given to the Refresher /Promotional trainees.

4. No ORS return journey pass will be issued to the trainees form this end .

5. Normally, trainees are not allowed to leave ZRTI on Holidays and Sundays.

6. 90% attendance is essential for appearing in the examination.

HOSTEL & MESS :-

1. Staying in Hostel and availing Mess facility is compulsory for the trainees except for the

trainees of Dhanbad station. The trainees from Dhanbad station are required to make one

time payment of Rs. 60/- only for folder etc. if for bonafide reasons, a trainee other than

Dhanbad base opts for exemption from staying in hostel, he shall be required to make an

application in this regard to Vice-Principal or any other official authorized in this behalf by the

administration. In case of exemption so granted, the trainee shall have not to pay the mess

fee @Rs.145/- but like others they have only to pay the establishment charge @ Rs.30/- per

day for mess outsourcing staff, mess ambulance, I.card, files, note book etc.

Other than those mentioned above, will pay mess membership fee @Rs.145/- per day and

establishment charge @ Rs.30/- per day totaling Rs. 175/- per day. However, to promote

vegetarianism, a trainee who opts for vegetarian dishes will enjoy a discount of Rs.300/- per

month. The messing facility is non-statutory but essential and it is managed by trainees

themselves through a mess organization (non-profit and non-governmental) consisting of

representatives of trainees duly elected/selected and faculties of the institute duly nominated

by railway administration.

RECREATION : The trainees are also required to deposit Rs.60/- for courses less than 15 days,

Rs.100/- for courses from 15 days to one month, Rs.150/- for courses upto two months, and

Rs.250/- for courses more than two months towards the subscription of the Trainees’ Recreation

Club, ZRTI /Bhuli on the day of their enrollment . Broadly, the Recreation Club provides Indoor and

Outdoor game facilities, televisions having tata sky pay packages, procure News Paper /Magazines,

organize cultural programmes etc.

DRESS.

i. Trainees must wear their respective uniforms during class hours at ZRTI /Bhuli.

ii. Newly recruited staff and staff who do not have any prescribed uniform shall wear

white shirt and khakhi trousers.

iii. The Uniform for lady trainee is Salwar –Shamij or Saree.

YOGA & MEDITATION: To combat tension, anxiety & to improve the level of concentration and

alertness of the staff, Yoga Training is imparted as per directives issued by Rly Board. Yoga classes

are regularly held for the nominated courses in the ground of the Administrative building from

05.30 to 6.30 Hrs and 6.30 Hrs to 07.30 Hrs.

JOINT PROCEDURE ORDER FOR BOOKING OF STAFF TO ZRTI /

BHULI FOR TRAINING COURSES

(Ref---CTPM/ER’No.TG.398/JPO(Optg)/07 dated 24.05.2007)

1. The staff reporting for training at ZRTI /Bhuli , Dhanbad must bring duly filled up sparing

format , as per the standard format given in the “Annual Training Programme`2017-18 issued

by Principal /ZRTI /Bhuli, Dhanbad . A release letter separately issued by the sparing

authority, should be attached to the said sparing format (Copy of format enclosed).

2. Release letter should contain photograph /photo identity card of the staff duly attested by

sparing authority. Besides, holograms should be pasted on office orders for training courses

(Initial /Promotional).

3. All the staff booked for training should be issued with individual return journey ORS cheque

pass , except in case of SMs ( Initial /Promotional) course where the course duration is more

than 02 months .

4. Prior to booking of staff for initial /promotional /special courses at ZRTI/ Bhuli, a copy of the

said office order (Promotional /Recruitment)i.e. in case of Promotion copy of Promotion

order and in case of Initial, copy of appointment letter /letter of de-categorization etc.) in

original and duly attested photograph of trainee shall be sent confidentially ,well in –advance

to ZRTT /Bhuli through special messenger.

5. In case of drivers, where it is not always possible to send the copy of the promotion order, a

letter listing the name of the candidates alongwith attested passport /stamp size

photograph, attested specimen signature of the concerned candidates and concerned Branch

Officer`s letter of booking for training should be sent confidentially in a sealed cover to ZRTT

/Bhuli /Dhanbad by the Tech. Training School / Divisions /Station/Unit /Depot /Hd Qtrs etc.

6. After completion of their training at ZRTI /Bhuli , when the staff report back to their previous

place of working , the genuineness of the person should be verified by respective unit in –

charge .

7. On the completion of Initial /Promotional /Spl course , ZRTI Bhuli shall confirm the respective

Units /Divns /Workshops/Hd Qrs. regarding the staff who underwent training at ZRTI /Bhuli ,

Dhanbad through special Messenger in prescribed format. In case any discrepancy is noted , it

should immediately be brought to the notice for necessary corrective action.
