Dear Partners and Friends

This is our third annual report of the Women’s Consortium of Ukraine. For 2010 we share our achievements, inform about our new directions of work, our publications and our funding At the beginning of the year, we realized the results of our

international advocacy work. The United Nations Committee considered the views of the WCU Network as elaborated in the alternative report on the Convention of Elimination of all forms of Discrimination Against Women (CEDAW) and reflected them in their concluding observations for Ukraine.

The web-site of the WCU, launched in 2009, has become one of the biggest

resources in Ukraine on the priority issues for the organization. 850 news and 160 articles on different aspects of gender equality as well as on children rights, were posted.

The WCU Network became more active in formulating its joint position papers. We

spoke against the propaganda of violence by political parties in the election campaigns, reported the absence of gender components in the pre-election programs by the candidates for President of Ukraine, together with the lack of consultations with women in the framework of pension reform.

In order to overcome gender stereotypes, we continued working with the media

industry resulting in several advertising associations agreeing to eliminate gender stereotypes in advertising with continuing guidance from NGO experts.

To overcome violence against children, we developed proposals for changes to the

laws aimed to increase the guarantees of protection for child victims in the legal process. With the same goal we have conducted more then 50 training sessions for school teachers.

Active development of women’s non-governmental organizations in Ukraine commenced in the late 1990’s in response to the time of economic recession and outbursts of social problems in society. The necessity of creating National policies to improve the situation of women and their implementation at the local level, had become a major issue. Thanks to international recognition of the issue and their generous support, opportunities for capacity building of women’s organizations were created for delivery of better services, advocacy and awareness. Many National and local organizations were established to address these urgent issues for women and their conditions. A further requirement of information exchange and establishing best practices, as well as of coordinated efforts towards common goals, stimulated establishment of NGO networks. As a result, Women’s Consortium of Ukraine was founded in summer 2001. Background Negative consequences of transformation of the Ukrainian economy from a centralized state-controlled economy to a market economy resulted in setbacks in manufacturing production, salary decreases and delays, rising unemployment, reduction of social programs, loss of social services, pre-school and other education programs, cultural and sports facilities. These adversely effected the social and working conditions for women. These factors resulted in deepening of such problems as domestic violence and human trafficking. Domestic violence - despite being a widespread problem in Ukraine, professionals in the criminal justice system did not treat it as a serious crime. The stereotype that violence at home is an exclusively home affair, prevented women from coming forward with complaints. The Ukrainian government had not met its obligations to protect women from violence and to ensure that victims of violence were provided with health and social services together with facilities, programs and other support structures to promote their safety and rehabilitation. Those women who seek assistance failed to receive it often because of the lack of rehabilitation centers and shelters. Trafficking of women into the commercial sex industry in the 1990s became a serious and increasing problem in Ukraine. It is a complicated phenomenon with many forces impacting a woman’s decisions to work abroad. Perhaps the strongest factor was the desperate economic situation impacting availability of satisfactory local employment. The laws did not provide adequate mechanisms to prosecute traffickers nor did they provide adequate protections or remedies for victims. The Ukrainian government has now created a Program for Prevention of Trafficking in Humans, but has not yet dedicated sufficient resources to effectively implement it. Non-governmental organizations are being created to meet the needs of victims, but the demand is much too high for their limited resources. The combined efforts of the State and non-governmental organizations are required to address the problem effectively. Participation of women in decision making Despite increases in the establishment of women’s non-governmental organizations, and participation of women in business, the management structure is still male dominated and does not reflect equality in the work place.

Who we are Women’s Consortium of Ukraine is a Non-Governmental Organization acting as a coordinator for advocacy, training and awareness focusing on: prevention of domestic violence towards women and children, the elimination of human trafficking in women and children and equal rights and opportunities for women. Today, Women’s Consortium coordinates a member network

of 32 non-governmental organizations in all regions of Ukraine. These are local and regional organizations that support the following priority issues:

Our achievements Increasing influence of NGOs in decision making The use of international instruments for lobbying positive changes in gender policy UN Committee on the Elimination of Discrimination against Women took into account views of the network "Women's Consortium of Ukraine", set in an alternate report on the implementation of the UN Convention on the Elimination of All Forms of Discrimination against Women and expressed during the dialogue with the experts of the Committee. As a result, concluding observations and recommendations of this Committee, approved in February 2010, reflected the problems and challenges that meet the vision of non-governmental organizations that work at the regional level in Ukraine. The proposals of NGOs in the draft Law on the State Programme on implementation of the UN Convention on the Rights of the Child (2009) Women's Consortium had initiated the process of finalizing the draft law on the basis of the parliamentary Committee for Family, Youth, Sports and Tourism. This initiative involved 12 organizations and more than half of the proposed amendments were included. The influence on the decisions of executive power February 1, 2010 Ministry of Education, Science, Youth and Sports of Ukraine issued a Decree number 59 of the measures taken to prevent violence against children. The Decree was approved in response to an analysis of the problem of violence between children at school, conducted by the Women's consortium of Ukraine in 2009. The conclusions of the analysis, in particular, state that the school is a place where children are most often face various forms of violence and aggression. Cooperation of NGOs working for children with the Parliament. Women's Consortium of Ukraine has initiated the establishment of the working group under the Parliamentary Committee for Family, Youth, Sports and Tourism for elaboration of legislative proposals to protect children from violence. As a result of working group activity, the draft Law of Ukraine "On Amendments to the Criminal and Criminal Procedural Codes of Ukraine» № 7340 (regarding interrogation procedures of juvenile victims and witnesses) was registered in the Parliament. The bill was introduced by MPs - representatives from all five political groups.

Сapacity building

Advisory Boards on combating trafficking in humans Non-governmental organizations in 17 regions of Ukraine established and implemented a model of public advisory boards to assist local State Commissions on combating of trafficking in humans. The Boards continue to play an active role in raising relevant critical issues with their local commissions.

Training for caregivers on better services for children By the end of 2005 over 1000 specialists from State care-giving institutions for children in Kyiv, Mykolayiv and Vinnytsa regions, were trained on the issue of violence against children and better services for child victims.

Awareness Website of the Women's Consortium of Ukraine is the largest information resource on Gender Issues and Children Rights There are news published daily on the organisation’s web-site on various violations of children's rights and status of women and men in Ukraine and abroad. Every week in the section "Articles" appear an actual researches, popular discussions etc. This information WCU disseminates among NGOs and other stakeholders through Googlegroups mailing and page on Facebook. For 2010: 390 news and 60 articles concerning children's rights 460 news and 100 articles on the status of women and men Collaboration with media decision-makers To date, more than 360 journalists, advertisers, government officials and NGOs have participated in awareness-raising seminars on sexism and gender stereotypes in the mass media. As a result of their increased awareness about the negative impact of sexist images in advertising, they commenced proposals for joint efforts to address this issue and the promotion of self-regulating mechanisms in the advertising indus

Equal Rights and Opportunities Programs

Equal rights and opportunities for men and women in the process of decision-making, 2006-2008 Women’s Consortium of Ukraine coordinated the Network of non-governmental organizations of Ukraine that were working on following directions:

o Training for women-candidates and women-deputies on planning and conducting pre-election campaigns, effective communication, public presentations, lobbing skills and problem solving at local levels.

o Training for elected female-state officials and female-leaders in the public sector to provide them with the skills and knowledge required for successful work in politics, state structures, public sector and local communities.

o Strengthening regional partnerships (between the NGOs and also between NGO’s and state structures).

o Analyzing and conducting monitoring of gender legislation at local levels. The Alternative Report on Implementation of CEDAW Convention in Ukraine, 2008

In 2007 the Government of Ukraine submitted the 6th & 7th Joint Regular State Reports on the implementation of CEDAW to the UN Committee on the Elimination of All Forms of Discrimination against Women. More information to the State report was provided by the network "Women's Consortium of Ukraine". Alternative report prepared by 22 civil society organizations, together with 6-th and 7-th joint periodic public reports were considered by the Committee of

the UN in January 2010. With the participation of NGOs, including representatives of the Women's Consortium of Ukraine, the final recommendations of the UN Committee include an objective and practical information on what should be done to improve the situation of women in Ukraine. Conducting a series of regional discussion clubs “Stereotyped roles of men and women in advertisements” and “Creative advertising without sexism”, based on the “World Café” method, 2008-2009

Representatives of advertising agencies, associations, PR companies, journalists, magazine editors, academics, representatives of the National Expert Commission on protection of public morality and NGOs in Kyiv, Cherkassy, Poltava, Lutsk, Kherson, Kirovograd and Vinnitsa discussed criteria of sexism in advertising.

This resulted in specific practical steps to be taken to overcome sexism and gender stereotypes in advertisements. About 350 people have already participated in discussion clubs. A series of training seminars for youth party affiliated organizations "Fundamentals of gender mainstreaming and equal democracy”, 2009 Young boys and girls, representatives of youth party affiliated organizations, participated in the training seminars. The main purpose of the training was identification and recognition of gender equality as a necessary condition for democratic change in the country and in the structure of political parties. During the seminar the following issues were discussed: fundamentals of gender equality, gender alphabet and regulatory framework of gender change, gender and electoral systems, gender quotas, male gender issues, political parties and gender politics. Informing the State and public on a gender-balanced society

Women's Consortium is in the process of creating a gender map of Ukraine as a free Internet access tool. This will enable organizations, institutions, and funds to work more efficiently and effectively, towards establishment of gender equality directing efforts and resources where needed. The Gender map will present the gender-differentiated statistics for all regions of Ukraine according to established indicators.

Continuation of series of regional discussion clubs "Creative advertising without sexism" based on the “World Café” method. Establishing partnership and cooperation with the representative of advertisement sphere on combating sexist and gender stereotyped advertisement. The Forum "Self-regulation in the advertising industry of Ukraine and approaches to solve the problem of gender discrimination" was organized, on which the experience of self-advertising industry was presented, involving national and international experts of the European and global levels (Oliver Gray, representatives of the European Advertising Standards Alliance (EASA) and Malte Lohan, the World Federation of Advertisers (WFA). The publication "Sexism in advertising: to overcome it through self-regulation of the advertising industry organizations." was prepared within the project. Promoting the idea of responsible fatherhood, 2010 Women's Consortium of Ukraine became one of the organizers of the contest and exhibition "Happy daddy", which aimed to promote a positive perception of the man who is responsible and loving dad, to draw attention to the importance of fatherhood for men and to consolidate on a national level and promote the formation of opinions in society on the equal responsibility of both parents (father and mother) for the upbringing of their children. Photo

exhibition lasted two weeks and hundreds of people were visiting it. Among plans for future – to renew and use photo materials for the exhibitions in other regions of Ukraine. Public Monitoring of State Program for Implementation Gender Equality in Ukrainian society till 2010, 2010 Public monitoring covers the level of implementation of State program for implementation gender equality in Ukrainian society, which had been implemented during 2006-2010 The document highlights achievements and challenges that accompanied the implementation of the Programme at national and local levels, summarizes conclusions and recommendations for the formation of gender policy in the future. Enhancing women skills for integrating in the labor market, 2010 Women's consortium of Ukraine has started a project aimed at raising awareness and education for women who want to open their own business and assist in rapid adaptation to new conditions in the labor market. Trainers of Women's consortium will hold a training course for women who have difficulties in employment and who lost their jobs due to economic crisis and gender and age discrimination in the Ukrainian labor market. Training materials for short-term training for women who have decided to start their own business will be developed and published in the end of the project. Plans for future Socially responsible advertising as a component of responsible marketing Within the program of overcoming sexism and gender stereotypes in advertising Women's Consortium plans to continue cooperation with representatives of business structures to foster a responsible marketing in Ukraine and improving the quality of advertising, as one of the most powerful information media, in terms of its social responsibility and non-discrimination principle. Within the cooperation it is planned to highlight international experience and present national good practices of responsible marketing. Developing of national standards for gender non-discriminatory advertising Representatives of the Women's consortium of Ukraine will participate in the work of expert group on development and practical implementation of standards for advertising free of gender discrimination. Representatives of professional associations and advertising marketers, leaders and activists of gender organizations, scientists, researchers in the sphere of unethical advertising will be involved in the work of expert group.

Prevention of Violence Against Children Children Rights

Capacity Building Solving the problem of violence at school Women's Consortium continued cooperation with schools in four pilot regions of Ukraine to solve the problem of violence among children. Results of the analysis showed that children do not feel safe at school and called the school a place where they face violence most often. 332 teachers and 1355 students participated in the analysis of needs to address the problem of violence in children's environment; To solve this problem WCU is actively working with teachers and other employees of schools. To enable this work 2 trainings for trainers were conducted: "The problem of violence among children in the school: understanding and solving" "The problem of violence between children at school: prevention and action" 21 coaches were prepared, including: practical psychologists - 12 people, social pedagogues - 3; methodists of social and educational services - 1, specialists of the Institute of postgraduate education of teachers - 2; activists of non-governmental organizations - 4. 4 training modules were developed to work with teachers and children: "Violence and its display in children's environment" "The child's right to protection from violence. The duty of adults to implement this right " "Successful communication as a way of preventing violence in children's environment" "Aggression, its display and how to work with its display in children's environment" 52 trainings were conducted for 228 teachers and other employees of the 20 pilot schools. Improving the quality of social and psychological services for children subjected to violence and human trafficking During 2008 – 2009, 56 specialists of four children’s care institutions participated in training and

consultation on the following topics: - Child adaptation to the new care institution; - Building of trusting relationships with the child; - Forming child relationships in the collective; - Forming child’s motivation in its various forms; - Forming positive relationships among school staff; - Creating rehabilitation space for the child in a particular institution.

Timely assistance for children who are victims of violence and human trafficking 495 specialists from child care institutions, boarding schools, children’s services, family social services in Kyiv and Kyiv region attended the seminars on identification of violence. As a result, the trainees could clearly identify children subjected to violence.

In 2006, 120 psychologists and social workers attended the long-term training on psycho-social rehabilitation of children who are victims of violence. This work continued in 2007, with supervisory groups, during which specific cases of child abuse were analyzed. To date 50 supervisors have participated. At two State Centers of psycho-social rehabilitation of children, staff training was conducted. It assisted in identifying children who are victims of violence and to develop individual rehabilitation plans. 50 specialists in Donetsk and Kherson regions involved in rehabilitation work with children at risk have improved skills through training on: - identification, rehabilitation and special needs of children who are victims of trafficking; - the role of caregivers in rehabilitation and reintegration; - consequences of trafficking in children for society; - methods on diagnosing child problems; - planning and organizing individual rehabilitation for the child. Awareness Motivating schools to prevent the problem of human trafficking WCU has produced two documentaries for teenage children «Destination is Life» (2005) included teachers guides for classroom application. In 2008 8,000 copies of videos were distributed to the secondary schools. Public influence Participation of NGOs in the policy development for children’s rights Women's Consortium of Ukraine initiated the establishment of the working group by Verhovna Rada Committee for Family, Youth, Sports and Tourism for elaboration of legislative proposals to protect children from violence. As a result of the groups activity the draft law of Ukraine "On Amendments to the Criminal and Criminal Procedural Codes of Ukraine» № 7340 (concerning interrogation procedures juvenile victims and witnesses) was registered in the Parliament. The bill was introduced by MPs - representatives from all five political groups. Joining the resources of NGOs working for children Newsletter Google Group has continued its activity and includes 45 representatives of NGOs, international and public organizations established to disseminate useful information and prompt discussion of actual issues related to child protection.

In January 2009 - Women's Consortium of Ukraine held a forum "Children's Rights: 20 years of action”, which was attended by more than 60 organizations. Experiences of monitoring, advocacy campaigns, involvement of children in decision making, provision of social services were shared. One of the results of the forum was the creation of electronic data distribution on child rights. Electronic distribution allows

fast sharing of information, monitoring of legislative projects, and conducting advocacy campaigns. Alternative Report on UNCRC WCU together with other NGOs initiated a working group to develop the Alternative Report on Implementation of UN Convention for the Rights of the Child. In November 2009 this report was presented to government authorities, the public and submitted to the UN Committee on the Rights of the Child for their consideration during the session on the implementation of the Convention in Ukraine. In June 2010, six representatives of the NGOs working group attended the meeting of the Committee on the Rights of the Child in Geneva, where they presented their vision on issues of child protection for the Committee experts. Establishing an Ombudsperson for Children’s Rights in Ukraine

WCU facilitated discussion on the establishment of a Children Rights Ombudsperson in the Parliament of Ukraine. In October 2006 an international conference was held including Human Rights and Children’s Ombudspersons from Azerbaijan, Greece, Latvia, Lithuania, Poland and Moscow together with the Parliamentary Committee on Education and Sciences. The conference theme was “Lessons Learnt on the Child

Ombudsperson: Prospects for Ukraine”. In addition, journalists from 25 regions of Ukraine attended creating several radio programs on the topic. From February to May 2007 an on-line forum was held where participants could receive the conference materials and input their comments. Later the information gathered about the ombudsperson position in other counties was disseminated to teachers by publication in the magazine “Social Teacher”. In 2008, in the Verkhovna Rada (Supreme Council) of Ukraine, two bills were registered to implement the Institute of Ombudsman on Children's Rights. Since then, the Women's Consortium of Ukraine was constantly following their progress and provided supporting information. At time of writing (July 2010) both bills have been recalled, however, the position of Ombudsman on children’s rights, equality and non-discrimination was established. Participation of NGOs in the development of legislation for the Children Since 2005, the Women's Consortium of Ukraine in cooperation with the Committee of Verkhovna Rada of Ukraine constantly conducts committee hearings, roundtables, workshops on the rights and interests of the child engaging public in discussions with parliamentarians. One of the results of this work was the incorporation of more than half of the proposals of NGOs into Ukrainian law, the “National Action Plan to implement the UN Convention on the Rights of the Child”, which entered into force in March 2009

Future Projects Addressing violence in schools In 2011, work to prevent violence against children will focus on approaches to plan and organize a comprehensive work on this issue at school. The experience gained during the training work with teachers and school management will be documented and published in the form of a textbook. Public influence In the beginning of 2011 recommendations of the Committee on Children’s rights for Ukraine will be formulated. Women's Consortium of Ukraine will actively participate in activities with the purpose their discussion and dissemination among government representatives and the public. We also plan to adapt this official document for children.

Activities of the network "Women's Consortium of Ukraine". WCU Network - an association of 32 NGOs that implement the idea of gender equality. Each organization is independent and implements activities at its field according to the priorities and needs. Together, we are joining to affect public policy, drawing attention to human rights violations, monitoring of national gender policy, holding a large-scale information campaigns and lobbying for legislative changes. Monitoring initiatives: 1. With a view to the next elections of the President of Ukraine Women's Consortium held the monitoring on priority of gender equality among the presidential candidates. The results of monitoring, such as only getting one response to formal requests, showed an extremely low priority of gender policy for presidential candidates and their low awareness of this issue. 2. Because of expiration of the State program on ensuring gender equality in Ukrainian society for a period till 2010 Network Women's Consortium of Ukraine initiated the monitoring of the effectiveness of the program. Monitoring was conducted at the state and local levels through formal requests to relevant ministries and regional administrations. Replies were received from 21 state agencies and from 23 regions. Conclusions and recommendations of the monitoring will be useful to representatives of public authorities, local governments, experts and the public to develop these programs and projects on gender equality and to integrate a gender component in the other state and field program. 3. Active discussion about increasing the retirement age for women motivated Women's Consortium to conduct the rapid survey to see if such a move is supported and who is primarily concerned. The survey was conducted in Vinnytsia and Khmelnytsky regions and generally covered 218 persons. Most respondents were women (180). Among the conclusions noted that the vast majority of both women and men (respectively 95% and 90% of respondents) do not support the idea of increasing the retirement age. This information is used in public discussions of pension reform. 4. According to the results of local elections that were held in the autumn, Women's Consortium generalized information regarding the representation of women and men in regional councils. The information was posted as an indicator on the electronic site of gender statistics gendermap.org.ua Open treatment and position of the Women's Consortium of Ukraine in 2010: 1. Letters to MPs, the President, Prime Minister, relevant ministers and governors of regions with information on the final recommendations of the UN Committee on the Elimination of Discrimination against Women, which were approved in February 2010 as a result of consideration of state and alternative reports to the UN. 2. Position of organization regarding pension reform, which included in particular, increasing the retirement age for women and men. Letter-position was written in response to the request of deputy of Ukraine, N. Korolevska, and announced to the assembly hall of the parliament during the debate on the draft law on moratorium on increasing the retirement age for women. 3. Letters of appeal to the deputies of Ukraine and Parliament on the unacceptability of extending the term of office of the Ombudsman to 7 years. In justification was said these

changes without improving the legislation does not meet international standards and the principle of independence of this body. 4. An open letter to party leaders on the unacceptability of promoting trafficking and sexual exploitation in the pre-election campaign. Writing this letters was prompted by promotional items of party "Freedom" (“Svoboda”) in which voters asked to sell a kidney, child and women to sell themselves, instead of selling his or her vote. Cooperation with authorities 1. Representatives of the Women's Consortium of Ukraine joined the working group on drafting a new state program on gender equality in Ukraine, which was established at the Ministry of Family, Youth and Sports of Ukraine. Within this group, the organization also has an active discussion of draft provisions on gender centers and gender advisors. 2. Representatives of the Women's Consortium of Ukraine took part in work at the Parliamentary Committee for Social Policy and Labour for handling proposals for legislation on gender discrimination. 3. Representatives of the Women's Consortium of Ukraine took part in work at the Parliamentary Committee for Industrial Policy and Entrepreneurship, created for the purpose of working out proposals for legislation on pension reform. Network development To increase the capacity of the Network "Women's Consortium of Ukraine" there was created a separate section on the website which contains pages of each member organization. Thanks to this technical capability organizations may post on the Internet basic information about themselves, post news and publications, as well as their contacts. To assist in self-completing of this information was developed special software, which provides turn-based information. To improve the quality of writing news network members have developed specific recommendations. For a permanent exchange of information, making operational decisions and positions on specific issues there was created the Google Group.

Publications and Videos

Sexism in advertising: its overcoming through self-regulation of the advertising industry organizations (2010) - publication presents analysis of the problem of sexism and gender stereotypes in Ukrainian advertising, and also raises questions about the introducing of self-regulation mechanism by the advertising industry itself, that, according to the authors, one of main ways of dealing with sexism in the Ukrainian advertising.

Refugees from Planet Earth (2010) - publication of children's comics, which make adolescents think about the situation of refugee children and the difficulties they face. Will be helpful in organizing extracurricular discussions on tolerance and intercultural dialogue.

Alternative report on implementation of the Convention on the Rights of the Child 2002-2008 in Ukraine (2009). Prepared by the Initiative group of NGOs, including the Women's Consortium of Ukraine.

Violence in schools: analysis of problems and assistance needed by children and teachers in solving it (2009) - research covered schools in four regions of Ukraine: Vinnitska, Kirovogradska, Kievska and Cherkasska. The objective was to promote a safe environment in schools by introducing new methods of interpersonal communication between children, teachers and parents.

Improving rehabilitation environment in institutions of social protection for children (2009) – This publication was designed as training materials for specialists who work with children in difficult circumstances. Topics included: How to work in child care centres; How to establish positive relations between the employees of the institution and children; How to help child - victims of violence using available resources.

Assessment of material needs of three regional shelters (2009) - study of resources available to support a child in social and psychological rehabilitation centres. This study was undertaken in order to attract additional resources that will improve rehabilitation centres for children.

Experience of Regional Discussion Clubs on “Stereotypical images of men and women in advertising" (2009) - this brochure, provides information about the phenomena of sexism and gender stereotypes in advertising. It includes a brief analysis of the importance and urgency of the issue for Ukraine and reflects the experience of regional discussion clubs. These became a platform for subsequent discussions at central and regional levels.

"Ukrainian alternative" - a movie that shows the lives of three young people who have chosen life in Ukraine to the alternative of earning money abroad. Issues raised in the movie includes: - How to build a successful life in Ukraine - Practical steps to be able to find satisfactory work - Recommendations on learning foreign languages - The need for completing education - Interviewing skills - Professional skills Next year there will be continuation of information in schools using this film.

The Alternative Report on Implementation of CEDAW Convention in Ukraine is a document prepared by non-governmental organizations from 22 regions of Ukraine in

respond to the regular report of the State on the level of implementation of the Convention of elimination of all Forms of Violence Against Women in Ukraine. The information is based on the in-depth situational gender analysis of Ukraine with the focus on covering the gaps, not reflected in the State Report, as well as on providing the community with the facts of discrimination and recommendations of the civil society of Ukraine on the elimination of all forms of discrimination.

Handbook for newly elected women deputies in local councils, published on the eve of local and parliament elections in 2006, the brochure gives an idea on how to make work of the local deputy more effective, which is based on the lessons learned by the colleagues in the past.

A series of 12 video programs “Inconvenient Issue” (2006-2007) dealing with position of women in society, gender stereotyping, domestic violence and others, which have been widely distributed and shown on national and local television.

Advisory Boards on Combating Trafficking in Humans: How They Work (2006) the brochure depicting lessons learnt from the work of advisory boards in 17 regions of Ukraine and giving prospects for future developments of this public body.

Training materials on “Psycho-Social Rehabilitation of Children, Victims of Trafficking” (2006), were used for training of around 50 specialists of the state institutions in Donetsk and Kherson oblasts in order to expand the awareness concerning the issue of trafficking in children for labour and sexual exploitation, its causes and consequences and to provide knowledge, necessary for the organization and provision of social and psychological support.

“The Destination is Life” (2005), a video and a guide for teachers, advising teenage children about safety issues when going to foreign destinations. By 2008 more then 10,000 copies had been distributed to the majority of secondary schools.

“Psycho-Social Rehabilitation of Sexually Abused Children” (2005), a video training and a brochure for caregivers, has been distributed to over 700 child care institutions in all regions of Ukraine.

“Parliament and Public: Formula of Cooperation” (2005) a brochure on possible measure of cooperation between non-governmental organizations and legislative branch. The information is based on the experiences of the Consortium in facilitating ratification of UN Convention of Transnational Crimes.

“When I come back” Handbook for women released from prison (2004) advising on how to re-integrate into social environment (communication with the family and children, job search, available services, etc.)

Training manual and self-training guide for caregivers in “Psychological Rehabilitation of Child Victims of Commercial Sexual Exploitation”, developed by ECPAT International (2001) and translated into Ukrainian (2004), was used for training of 270 specialists in Kyiv, Vinnitsa and Mykolayiv oblasts.

Swedish-Ukrainian seminar "Swedish gender approach and education", Ukraine, 2010 The seminar was attended by teachers from the Swedish Women's Popular School and representatives of NGOs, educators and representatives of scientific circles of Ukraine. During the workshop, participants learned about methods of gender mainstreaming in education in Sweden as well as on the activities and methods of Women's popular school. Meeting with Hillary Clinton, 2010 In July 2010 Head of the Board of Women's Consortium of Ukraine, Maria Alekseyenko, attended the meeting of public and international organizations with U.S. State Secretary, during which it was briefly discussed current issues of women's rights in Ukraine. Participation in the Regional Consultations on the implementation of the Recommendations of the Committee on the Elimination of Discrimination Against Women in Europe, Poland, Warsaw, 2010 The event was organized by IWRAW Asia-Pacific with KARAT Coalition. During the meeting the sides discussed the identification of barriers of implementation of the UN Committee recommendations and identify areas of advocacy activities of NGOs. Participation in the meeting of the UN Committee on Elimination of Discrimination against Women, Switzerland, Geneva, 2010 Representatives of Women's Consortium of Ukraine presented to the Committee on the Elimination of Discrimination Against Women Alternative report on the implementation in Ukraine the UN Convention on the Elimination of All Forms of Discrimination against Women. Ukraine received 53 recommendations, including recommendations proposed by the Network Women's Consortium of Ukraine. Visit of the Swedish Ombudsman for students Lars Arenius to Kyiv in the framework of the program "Prevention of violence at school", September 2010 The Ombudsman met with the representative of Ombudsman of Ukraine on children's rights, school directors and representatives of the Ministry of Education and Science and shared his experience of implementing the laws of Sweden concerning the prevention of violence among children, develop action plans for combating violence in schools, taking into account the views of children in improving the environment and security in schools. The result of the roundtable was the preparation of an action plan in school on prevention violence among children. International seminar "Regional network for children and youth on prevention of trafficking in Central and Eastern Europe and Central Africa" in Bansko, Bulgaria 20 - 26 November 2010. Sixth meeting of European networks that operate in the interests of children, in Florence, Italy, 20-22 October 2010, which brought together representatives from most European countries to discuss current issues in child protection. NGOs informed UN on the Rights of Children. June 14, 2010 the UN Committee on the Rights of the Child heard the position of Ukrainian NGOs working for children on the status of implementation of the Convention on the Rights of the Child.

Site Visit of Ukrainian Parliamentarians, Sweden, 2009. The visit was aimed to give an idea on approaches in children rights protection used in Sweden by members of parliament, government, ombudspersons, local authorities

and NGOs. It visit was a component of broader initiative aimed to establish Cross Political group on Children Rights in Ukrainian Parliament.

International Conference “Youth and Information Communication Technologies” - Challenges and Opportunities ", Sweden, 2009 The conference was attended by international organizations from Sweden, the UK, USA, Baltic States, Ukraine, Belarus and Russia. The conference objective – the protection of children from the flow of information coming through the Internet (particularly child sexual abuse). Also identified were organizations that can provide appropriate assistance or help with advice.

Black Sea NGO Forum, 2009 This forum brought together representatives of NGOs from 10 Black Sea region countries to discuss their experience in relaying information to the regional and transnational levels.

IWRAW Asia Pacific, 2009 Drafting Alternative reports on the implementation of the UN Convention on the Elimination of All Forms of Discrimination (CEDAW) and effective participation in Sessions of the UN Committee on the Elimination of Discrimination Against Women.

AGAPEDIA Foundation 2008 Study seminar within the tri-lateral project "Enhancing the partnership between

NGOs and local authorities from Romania, Moldova and Ukraine to implement the European standards of quality in child protection".

Canadian Executive Service Organization (CESO) is a not-for-profit organization that helps to build self sustaining capacity in developing communities. Cooperation of CESO with WCU started in 2007, when an external evaluation of the organization was performed. As a result the Gender Equality Strategy document was drafted. In 2008 the cooperation continued with discussion of broader technical skills training initiatives which were implemented in 2009.

Open World since 2005 WCU acts as a nominee organization for women and community leaders to be able to exchange expertise with their colleagues in the USA. By 2008 more then 30 representatives of WCU and the network have visited the United States. Most of them continues to collaborate with the Network of Global Leadership «Vital Voices».

Baltic Sea Region Mapping Project, November 2006 - October 2007 WCU assisted Svante Weyler, with his report describing cases of children that are trafficked in the Ukraine. The project was focused on how the authorities and agencies assisted the effected young persons and described what in the system worked and what did not work. Baltic Sea Region Comprehensive Assistance to Children Victims of Trafficking Training Programme, 2006-2007 WCU together local and international specialists from 12 countries of the Baltic Sea Region, Moldova and Byelorussia, participated in a training program including issues on:

o Protective care of children and young persons that have been trafficked

o Psychological support to trafficked young persons o Networking and family work with children and young persons victims of trafficking o Children’s participation in shaping their own healing context

o Reintegration into society

Kiev meeting on Care, Protection and Assistance to Children Victims of Trafficking, 2005 The lack of assistance to child victims of trafficking in the region of the Baltic Sea States has been recognized in the continuing programme "Unaccompanied and Trafficked Children in the Baltic Sea Region". This meeting brought together 55 experts from 12 different countries in the region to review issues and methodologies.

14th European Conference on Psychology and Law: Facing the Challenges of Changing World. Krakow, Poland. 2004 WCU gave an oral presentation on “Emotional Deprivation as a Factor of Distracted Personality Development of Child “

ECPAT International, 2004 Materials developed by the Agency to publicize child trafficking were translated by WCU into Ukrainian, which then formed the basis of training for network agencies.

XI ISPCAN European Regional Conference on Child Abuse and Neglect: Supporting Prevention and Recovery from Child Abuse and Neglect: Role of Professionals, Communities and Families. Lisbon, Portugal, 2007 These conferences brought experts and practitioners from the USA, Western and Eastern Europe in the subjects of child abuse & trafficking, children’s rights and foster care to review new methodologies and tools.

International Seminar on Prevention and Intervention in Child Maltreatment. Development and Assessment of Programs. Romania, 2003 This was a comprehensive two week training addressing the major issues of: o Domestic violence and child maltreatment; o The experience of child sexual abuse and issues of re-abuse; o The alcoholism of parents and the risk of the child; o Re-education of juveniles in institutions; o Interdisciplinary team intervention; o Universal and selective prevention of violence against children; o Medical problems associated with abuse and neglect.

Exchange with the colleagues from Armenia, 2003 Five colleagues from Armenian NGOs working on elimination of the problem of domestic violence visited Ukraine to learn which programs offered the best successes.
