INTRODUCTION

Food Safety and Quality Division (FSQD) is one of the programme Ministry of Health Malaysia (MOH) is responsible for the planning, coordinating, implementing, monitoring and evaluating food safety and quality activities at the national, states, districts and entry points. The main objective of the programme is to protect the public against health hazards and fraud in the preparation, sale and use of food and matters connected therewith.The activities carried out by this programme are based on the mandate given under the Food Act 1983 and its Regulations.

The programme consists of two (2) divisions i.e. the Planning, Policy Development and Codex Standard Division and the Compliance and Industry Development Division. Under both divisions, there are five (5) branches respectively as shown in Figure 1 and Figure 2.

POLICY AND DEVELOPMENT BRANCH

INTRODUCTION The Policy and Development Branch is responsible for managing and monitoring activities related to policy, quality and innovation, human capital development and monitoring the development, maintenance and application of information system. Among the main activities are formulation of policy and the permanent Secretariat to the National Food Safety and Nutrition Council (NFSNC).

ACTIVITIES & ACHIEVEMENTS

1. Activity Regarding Policy of Food Safety and Quality Division (FSQD) In 2014, Policy Section is the secretariat responsible in coordinating the activity and input in the preparation of document for the Malaysia 11th Plan (RMK-11) regarding Ministry of Health planning 2016 – 2020. The section also act as the secretariat for the planning and evaluation of the achievements of the Food Safety and Quality Programme. Activities under Key Result Area (KRA) which also the Key Performance Indicator (KPI) for the Minister of Health and Director General of Health had been monitored and the achievement for year 2014 is as stated in Table 1.

2. Secretariat of National Food Safety and Nutrition Council (NFSNC)

The 12th Meeting of the NFSNC was successfully organized on 11th November 2014.

3. Certification of MS ISO 9001:2008

FSQD had undergone two (2) audits regarding MS ISO 9001:2008 certification in 2014.

• Second Stage Surveillance Audit MS ISO 9001:2008 by SIRIM Berhad on 20th – 21st February 2014

• Internal Audit on 24th – 1st August 2014

In addition, Management Review Meeting was held on 11th December 2014. Two (2) courses regarding the MS ISO 9001:2008 were also conducted in 2014.

4. Innovation

Innovation Award Ceremony 2013 for Food Safety and Quality Program was held on 26th August 2014. A total of 19 participants from State Health Department, District Health Office, Food Safety and Quality Laboratory and National Public Health Laboratory had taken part in the product, service, process and technology category. Logo and Theme Creation Competition in conjunction with the ceremony had also been held and attracted 34 participants for theme creation and 19 participants for logo creation.

5. 5S Practice / Public Sector Conduceive Ecosystem (EKSA)

In 2014, the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) took the initiative to improve the 5S Practice by rebranding it into Public Sector Conducive Ecosystem (EKSA). The move is in line with the effort to strengthen high performance organization and innovative culture amongst public sector agencies.

The 5S Practice Certification was expired on 30th May 2014. Therefore, the 5S Practice Certification Renewal Audit by MAMPU was carried out on

8th – 9th May 2014 and the Food Safety Zone managed to renew the EKSA Certificate for two (2) years (1st June 2014 until 31st May 2016) and recognized under Excellent Category.

5. Human Resource Development

A total of nine (9) generic courses had been organized by the Human Resource Section for staff to improve soft skills, communication, computer usage and foreign language. Integrity and spiritual course had also been conducted to strengthen staff personality.

A one week Orientation Course for Food Technology Officer (FTO) had been conducted at the FSQD head quarters for officers who reported for duty in 2012 – 2013 and had been attended by 23 officers. Meanwhile, one (1) team building course was conducted at the end of the year which was attended by 30 Food Technology Officers of Grade 48 and above.

7. Information System Application

The FSQD owns a few online service i.e. Food Safety Information System of Malaysia (FoSIM) Import, FoSIM Domestic and Official Food Management System for Export to European Union (FEXoC). From 4th July until 6th July 2014, the server for FoSIM Import, FoSIM Domestic and FEXoC was moved from MyLoca Data Centre to Public Sector Data Centre (PDSA).

Beginning from 2nd June 2014 until 1st June 2016, maintenance contract for FoSIM and FEXoC was awarded to ENCoral Digital Solutions Sdn. Bhd. Meanwhile, maintenance contract for FoSIM Import was awarded to Persada Digital Sdn. Bhd. beginning from 14th December 2014 until 13th December 2016.

STANDARD AND CODEX BRANCH

THE ACTIVITY OF THE ADVISORY COMMITTEE ON THE FOOD REGULATIONS 1985This Committee was established to approve proposed amendments to the Food Regulations 1985. This Committee comprises representatives from government agencies, public institutions of higher education, consumer and professional organizations. There are 11 Expert Working Groups established under this Committee to review applications from the industry or other parties to amend the Food Regulations 1985. In addition, the Expert Working Groups will also discuss amendments to the Food Regulations 1985 for the purpose of harmonization with Codex standards.

The list of Expert Working Groups is presented in Figure 3. The number of meetings held in 2014 for each Expert Working Groups is presented in Table 2.

1. Label Screening

A total of 1,184 labels have been screened in 2014 which is a 32% increase in the number of label screening compared to 2013. Through this service, the industry will be informed generally on the status of their product label and if they require more clarification, they are advised to apply for the Labeling Advisory Services

2. Labeling Advisory Service

The charge for this service is RM1,000.00 per label. The applicant is required to amend their product label based on the comments provided by the Labeling Advisory Committee. A total of 84 labels were reviewed by committee in 2014 which is a 51% increase in the number of advisory label compared to 2013.

LABEL SCREENING AND LABELLING ADVISORY SERVICES

to 10th October 2014. As coordinator of the Programme on Monitoring and Surveillance and Programme on Inspection and Certification, Malaysia presented the current status of activities carried out under both programmes.

i. Monitoring and Surveillance Programme

Malaysia presented a discussion paper on the operationalisation of ARAC and potential projects for food safety risk assessment that can be carried out as a pilot project, the development of rules and work procedures including the Scientific Committee and Scientific Panel. For this purpose, the meeting agreed to develop four (4) main procedures. The Meeting also agreed that a workshop to be held in the first quarter of 2015 to finalise the draft procedures and subsequently to organize the first Scientific Committee Meeting and Scientific Panel Meeting in the final quarter of 2015.

ii. Food Inspection and Certification Programme

Malaysia updated the meeting that the project “Development of Curriculum Model for Regional Harmonisation of Food Inspection and Certification for Export” which was developed in collaboration with the Australian Maritime Safety Authority (AMSAT) under the Food Inspection and Certification programme has been approved by the 9th Senior Officials Meeting on Health Development (SOMHD) and the 12th ASEAN Health Ministers Meeting (AHMM). Hence, the module can now be used by ASEAN countries as a reference for training individuals involved in food safety inspection and certification.

ii. Malaysia as National Focal Point of the ASEAN Task Force on Codex (ATFC) The 14th ATFC Meeting was held in Singapore from 3 to 5 June 2014. Malaysia as the Focal Point for the Codex Committee on General

ACTIVITIES UNDER CODEX AND INTERNATIONAL SECTION

This Section is responsible in coordinating Codex activities at the national level and is also responsible for international relations and regional affairs related to food safety in which the Food Safety and Quality Division acts as the Malaysian Codex Contact Point (CCP) and the Secretariat to the National Codex Committee (NCC).

1. Codex Activity at the National Level

One (1) NCC meeting and 35 NCSC meetings were held in preparation for and as follow-up to international Codex meetings which Malaysia had participated in eight (8) Codex meetings in 2014 involving 24 delegates.

2. Food Safety Activities at ASEAN Level

a. Malaysia as the Coordinator of the ASEAN Expert Group on Food Safety (AEGFS) Malaysia participated at the 11th Meeting of the AEGFS in Siem Reap, Cambodia from 7th

Principles (CCGP) and the Codex Committee on Fats and Oils (CCFO) reported the current status of the issues discussed in these meetings. In addition, Malaysia also presented proposal for Malaysia to be the Codex Member Elected on Geographic Basis for Asia in the Executive Committee for consideration as joint ASEAN position.

c. Malaysia as National Focal Point for the ASEAN Consultative Committee on Standards and Quality Prepared Foodstuff Product Working Group (ACCSQ-PFPWG) Two (2) series of PFPWG ACCSQ meeting and related meetings consist of Task Force for Harmonization of Standards Prepared Foodstuff (TFHPFS), Task Force for Mutual Recognition Arrangement (MRA) for Prepared Foodstuff Product dan ASEAN Food Testing Laboratory Committee (AFTLC) was held.

During the meeting, Malaysia as the lead country for the ASEAN Common Principles and Requirements for the Labeling of Pre-Packaged Food (ACPRLPF) presented the results of a survey related to the needs of ‘date marking’ ASEAN member countries and has recommended the needs to update and harmonize the documents to be in line with Codex. In addition, Malaysia has also presented a proposal for the harmonization of nutritional labeling at the ASEAN level.

The TFHPFS meeting has agreed that Malaysia and Thailand to work together to prepare a discussion paper on The Possibility to set Maximum Level of contaminant for the 1st and 2nd Priority Products Based on Codex Standards. Meanwhile at the TFMRAPFP, Malaysia acted as the co-chair with Brunei in the discussion on the development of the ASEAN MRA on Prepared Foodstuff Products. At the AFTLC Meeting, Malaysia as the ASEAN Food Reference Laboratory on Genetically Modified Organisms (AFRL GMO) presented the current status of activities carried out by AFRL GMO at national and regional level.

d. Involvement in Free Trade Agreement, Bilateral and Multilateral Negotations

FSQD had engaged in several Free Trade Agreements (FTA), bilateral and multilateral negotiations and provided inputs pertaining to SPS, TBT and economic cooperation on food safety.

SURVEILLANCE BRANCH

INTRODUCTIONSurveillance Branch consists of Surveillance Section, Risk Assessment Section and Food Analyst Section. The branch is responsible to identify and investigate food safety issues and evaluate the effectiveness of food safety and quality activities. Input from activities carried out by the branch will be used to determine appropriate action in handling food safety issues.

Planned Surveillance

This activity is planned to get baseline data for food safety issues based on food safety trend analysis from information bank. Any contravention against the Food Regulations 1985 found during any Planned Surveillance, initial report will be issued to relevant branch to take immediate action. In 2014, a total of 13 Planned Surveillance was carried out as in Table 5.

b. Food Safety Information Bank

There are four (4) sources of food safety information bank.

i. Food Search

Food Search is information searching activity on food safety issues through browsing on more than 90 web page globally. In 2014, a total of 1,907 issues were reported in five (5) major categories as in Figure 4.

ii. Crisis Alert Team (CAT)

CAT is another source for food safety information bank which is being monitored through nine (9) main media such as TV1, TV3 and TV7 every day. A total of 792 paper cuttings regarding food safety issues were compiled in 2014 as in Figure 5.

iii. EU Rapid Alert System for Food and Feed (EURASFF)

The system enables rapid and effective information exchange between European Union (EU) countries as well as other countries when a risk on human and animal health is detected along the food and feed supply chain. If the issue involves imported or exported food or feed, this branch will channel the information to the relevant parties. In 2014, a total of 10 EURASFF notifications were received as in Table 6.

iv. International Food Safety Authorities Network (INFOSAN)

International Food Safety Authorities Network (INFOSAN) is a system developed by the World Health Organization (WHO) to facilitate member countries in managing and handling food safety risk or threat. INFOSAN also acts as facilitator in information and experience sharing in handling food safety issues. In 2014, INFOSAN did not issues any notification or food safety issue related to this country.

a. Total Diet Study (TDS)

TDS is carried out to estimate exposure level towards chemical residue or contaminant through diet or food taken. The exposure level will be compared with the Reference Health Standard set internationally to identify exposure risk of Malaysia population towards chemical residue or contaminant. TDS project involved all states in Malaysia and is carried out every two (2) years. TDS activity achievement in 2014 is as in Table 8.

b. ASEAN Food Consumption Database

Food Consumption Survey is carried out to gather information regarding type and amount of food taken as well as diet pattern of a specific group within a population. Food consumption data is an important element under food safety risk assessment to estimate exposure against contaminant, food additives and other chemicals through food consumption. Besides, the data can also be used to determine nutrient intake through the food. ASEAN Food Consumption Database activity achievement year 2014 is as in Table 9.

c. ASEAN Risk Assessment Centre for Food Safety (ARAC)

The 12th AHMM Meeting on 18th September, 2014 in Hanoi, Vietnam agreed with the establishment of ARAC and annouced the establishment of ARAC. The 11th ASEAN Expert Group for Food Safety (AEFGS) from 7th to 9th October 2014 in Seam Reap, Cambodia agreed to establish four (4) main procedures in which the draft will be prepared by the following countries:

• Establishment and operations of the ARAC Scientific Committee (Indonesia)• Establishment and operations of the ARAC Scientific Panels (Phillipines & Malaysia) • Prioritisation and commissioning of risk assessment (Malaysia &Thailand)• Secondment officer(s) from AMS to ARAC (Malaysia)

3. Analyst Practice Section Activity

Activities carried out based on Food Analyst Act 2011 which was enforced on 15th March 2014.

a. First Meeting of the Malaysia Food Analyst Council

The First Meeting of the Malaysia Food Analyst Council was held on 3rd July 2014 chaired by the Director General of Health as the Chairman of Malaysia Food Analyst Council. Six (6) members of the council attended the meeting which include the Senior Director for Food Safety and Quality Division as Deputy Chairman, two (2) food scientists from Universiti Putera Malaysia and Universiti Kebangsaan Malaysia and three (3) representatives from government agencies involving the Chemistry Department, Department of Standard Malaysia (DSM) and Malaysia Agriculture Research and Development Institute (MARDI). The food scientists and representatives from government agencies were appointed by the Minister of Health.

Malaysia Food Analyst Council had established the Food Analyst Evaluation and Registration Process Committee during the first meeting to evaluate all registration application and other matters regarding the registration of food analysts. The committee consists of three (3) members from the council and appointed by the Council Chairman

b. Registration of Food Analyst

A total of 211 applications were received in 2014 from which 187 applicants were approved as registered food analyst by the Malaysia Food Analyst Council. Registered food analyst by sector is as in Figure 6.

INTRODUCTIONThe branch is responsible in coordinating and monitoring information and complaints through the mass media regarding food safety and quality as well as planning and implementing promotional activities related to food safety and quality.

ACTIVITIES & ACHIEVEMENTS

1. Clean, Safe and Healthy School Canteen Competition 2014

In 2014, the Clean, Safe and Healthy School Canteen Competition was held for secondary school canteens at the National and State level and was organized by the Ministry of Health in collaboration with the Ministry of Education. The objective of this competition is to recognize schools which maintain the cleanliness of their canteens.

2. National Level Ceremony for Clean, Safe and Healthy School Canteen Award 2014

The National Level Ceremony for Clean, Safe and Healthy School Canteen Award 2014 was inaugurated by the Minister of Health on 2nd October 2014 at the Shah Alam Convention Centre (SACC), Selangor. The event was graced by the attendance of the Deputy Minister of Education II, YB P. Kamalanathan a/l P. Panchanathan and a thousand guests. Food safety promotion and health promotion by other agencies such as the Oral Health Division as well as innovation exhibition by the competing schools was also held during the event.

3. National Level Ceremony for Clean, Safe and Healthy Food Court Award 2014

The National Level Ceremony for Clean, Safe and Healthy Food Court Award 2014 was inaugurated by the Minister of Health on 13th November 2014 and was attended by the Hon. Datuk Abdul Rahman Dahlan, Urban Wellbeing, Housing and Local Government Minister at the Royale Chulan Kuala Lumpur. The event was attended by 500 participants and food safety exhibition was also held during the event.

DOMESTIC COMPLIANCE BRANCH

INTRODUCTIONThe role of the Domestic Compliance Branch is to plan, review and coordinate all enforcement activities based on the Food Act 1983 and its regulations. Such activities include food sampling, inspection of food premises, registration of food premises, enforcement activities such as closure of unhygienic food premises, seizure of non-complying food, investigation of complaints and management of food safety issues.

ACTIVITIES & ACHIEVEMENTS

1. Food Premise Inspection and Closure

Inspection of food premises is one of the routine activities to ensure that all food premises are clean and hygienic and food safety is assured. In 2014, a total of 120,169 food premises were inspected and 3,115 (2.6%) insanitary food premises were closed under Section 11, Food Act 1983 (Figure 7).

2. Food Sampling

The purpose of food sampling is to ensure that food prepared or sold in Malaysia adhere to requirements under Food Act 1983 and Food Regulations 1985. In 2014, a total of 35,848 food samples were taken for analysis and 1,117 (3.1%) of the samples contravened certain requirements under Food Act 1983 and Food Regulations 1985 (Figure 8). A total of 158 sellers/food manufacturers who contravened provision under Food Act 1983 and Food Regulations 1985 were prosecuted and sentenced to fines amounting to RM273,660.

3. Monitoring of Pesticide Residue

In 2014, a total of 578 samples (Figure 9) were taken for pesticide residue analysis consisting of 452 samples of vegetables and 126 samples of fruits. Results of the analysis show that none of the vegetable samples and fruit samples contained pesticide residues above the Maximum Residual Limit (MRL) as stated under Table 16, Regulation 41, Food Regulations 1985.

4. Monitoring of Veterinar Drug Residue

a. NitrofuranIn 2014, a total of 56 chicken meat samples and 7 egg samples were taken for analysis of nitrofuran residue and none of them were found positive (Figure 10).

b. Chloramphenicol A total of 44 chicken meat samples were taken for chloramphenicol analysis and none of the samples were found contain residues of chloramphenicol (Figure 11). Meanwhile, 18 fish samples were analyzed and were found free of chloramphenicol residues (Figure 12).

iii. Beta-Agonist A total of 214 samples were analyzed (Figure 13) including pork (97 samples), beef (14 samples) , mutton (2 samples) , buffalo (4 samples), chicken (52 samples) and others (45 samples). None of the samples contain beta-agonist.

IMPORT BRANCH

INTRODUCTIONThe main objective of import control is to ensure that food imported into this country comply with the Food Act 1983 and its regulations. Among food import control activities being carried out at entry points across the country are inspection and sampling of food consignments as well as enforcement activities such as seal, recall, rejection and prosecution if there is any contravention against the food safety laws.

ACTIVITIES & ACHIEVEMENTS

A total of 125,936 consigments were inspected from which 15,767 (12.52%) samples were analyzed (Figure 14) and it was found that 222 (1.48%) of the samples contravened the Food Act 1983 and Food Regulations 1985. In this regard, a total of 81 food alert against food consignments which contravened from 16 countries was notified to all the states and entry points for further actions.

DOMESTIC INDUSTRY BRANCH

INTRODUCTIONDomestic Industry Branch is responsible in the management and handling of licensing activities such as Natural Mineral Water License (AMS), Packaged Drinking Water License (AMB) and Water Vending Machine License (MJA). The branch also responsible in developing and managing food quality certification activities and carrying out verification activities along the food supply chain.

ACTIVITIES & ACHIEVEMENTS

1. Licensing Activity

a. Licensing of AMB/AMS

Licensing of AMS is based on the Regulation 360A, Food Regulations 1985 which stated that the production and importation of AMS must be licensed. Since this regulation was introduced in 1992, 94 AMS licenses have been issued up to 31 December 2014 (Figure 16). Out of 71 active licenses, 38 licenses were from local sources while the rest were foreign sources. In 2014, four (4) new licences were issued and none were revoked.

Licensing of AMB is based on the Regulation 360B, Food Regulations 1985 which stated that licensing of drinking water source is mandatory before starting a business. In 2014, 11 AMB Licenses were issued and thus the making total of AMB licences approved to date is 295 (Figure 17).

From the total, 233 licensees are active producing packaged drinking water in Malaysia. Based on Figure 18, 62 licenses have been revoked, i.e. two (2) licenses in 2014. The main reason for the revocation are due the manufacturers no longer interested in continuing the production of AMB as well as manufacturers had opened new plant at new drinking water source.

b. Ice Licensing

Regulation 394A, Food Regulations 1985 stated that all ice plant operators must obtain a license before starting a business involving the verification of premises and sampling of water and ice. Throughout the year 2014, a total of 73 license applications were approved, involving 34 new companies whereby the state of Selangor was manifested the highest number of licenses issued (a total of 16 licences issued), followed by the state of Perak was manifested 14 licenses issued. The issuance of ice licenses by state was shown in Figure 19.

c. MJA Licensing

Regulation 360C, Food Regulations 1985 stipulates that all water vending machines must be licensed before they are used for the purpose of trade or business. This regulation was gazette in September 2012. In 2014, a total of 2,540 applications have been received at the District Health Office. Three (3) applications were approved at headquarters.

2. Food Supply Chain Verification Activities

a. Food Safety Verification at Bird’s Nest and Seaweed Processing Premises

A total of 96 edible bird’s nest processing establishments have been verified. Verification also includes 22 bird’s nest house and 15 middlemen supplying the bird’s nest to the processing establishments.

Verification has also been carried on 11 seaweed processing establishments. Based on the verification, some of the premises were found still not implement food safety assurance program as required under the Food Hygiene Regulations 2009.

b. Success Story of Air Tebu Program

The objective of this program is to enhance the compliance status of the fresh sugarcane stall and to educate the food handlers on the requirement of Food Hygiene Regulation 2009. For a start, in 2014, the program has been run as a pilot project in five (5) states namely Kedah, Kuala Lumpur, Johor, Pahang and Sabah involving 11 premises. This program will be carry out in all states in 2015.

In the meantime, Garis Panduan Penyediaan dan Penjualan Air Tebu Segar has been developed as a guide for the food handler of fresh sugarcane juice in order to produce safe and high quality juice. Checklist also has been developed to enable consistency in verification

activities carried out by the officer in state and district. Based on the positive feedback from the state government, efforts are being made to include this program in the state activities.

3. Industry Development Program

a. Organic Food Certification

A certification scheme for organic food products has been developed to assist the food industry in complying with Regulation 18(7), Food Regulations 1985. The main objectives of the schemes are:

• To recognize food industries those are committed to produce food products using only organic raw material.

• To protect against fraud in labeling of the organic label.

• To ensure that consumers get only food products genuinely made from organic raw materials and certified.

b. Food Authenticity Certification

In general, the concept of the certification is based on the compliance of the products to the food standard and also verification of the main ingredient that represents the authentic component of the product. Other than that, laboratory analysis will also be used to detect any purposely added ingredients that can affect the authenticity of the product. This scheme is expected to be launched officially in 2015. The scheme is being developed to:

• Protect consumers against fraudulent of mislabel inauthentic food as authentic.

• Protect the rights of food industries who produce authentic food product.

• To ensure compliance of the food industries to the Food Act 1983 and Regulations underneath.

c. Development of Electronic Food Safety Learning (EFSAL)

A short course e-learning modul named EFSAL has been developed to expedite all officers or the food industries in getting training and understanding on food legislations and food safety issues. The system is expected to be used from 2015 and is divided into three (3) major components:

• Orientation of newly appointed Food Technology Officer

• Continuous education for food safety and quality officers

• On-line education for the industry

d. Food Safety Control for Home based food business

In order to enhance food safety control on foods prepared at home for sale purpose, the Handbook for Safe Food Handling at Home was developed. The main content of the handbook is the safe handling and preparation of food at home either for domestic use or even for sale.

PRE-MARKET APPROVAL BRANCH

INTRODUCTIONPre-Market Approval Branch is responsible in handling the Food Safety Assurance Certification Scheme such as HACCP, GMP and MeSTI to assist the food industry to produce products that are competitive locally and internationally. In addition, this branch is also responsible for planning, executing, monitoring and evaluating food service activities such as the recognition of Food Handlers Training School (SLPM), the BeSS (Clean, Safe and Healthy) Recognition Scheme for food outlet premises and various food safety activities in reducing the incidence of food poisoning.

As of December 2014, a total of 226 companies have received GMP certification. This certification will enhance consumer confidence on the products and assist industry in expanding their market. Figure 21 shows issuance of GMP Certificate by years.

c. MeSTI Certification Scheme / NBOS

“Makanan Selamat Tanggungjawab Industri’ (MeSTI) is a certification scheme which is the rebrand version of the 1Malaysia Food Safety Scheme. The scheme was introduced to facilitate industries especially the Small and Medium Enterprises (SMEs) to meet the requirements provided under the Food Hygiene Regulations 2009. Through this certification scheme, the food producers will be guided to develop and implement Food Safety Assurance Program before certification MeSTI is granted. Under this program, the entrepreneur needs to develop a system of planned and documented practices and control records. Among the key elements in Food Safety Assurance Program is an effective control of the premises, operational controls and traceability system. A total of 1,249 premises were certified MeSTI since it was introduced in year 2012 until 2014. Figure 22 shows issuance of MeSTI Certificate by years.

2. Food Service

a. Clean, Safe and Healthy (BeSS) Recognition Scheme

This recognition scheme which is on voluntary basis and free of charge served as an incentive to food outlets operators who provide safe and healthy food for customers. Until now, a total of 298 food outlets were successfully recognized BeSS since it was implemented in year 2013 (Figure 23).

b. Food Safety Activities in School

Self-Examination Program (KENDIRI) in schools is one of the strategies to reduce the risk of food poisoning incident in the canteen and the hostel kitchen as agreed in the Joint Committee Meeting of Food Safety and Quality and Nutrition between the Ministry of Education (MOE) and the Ministry of Health Malaysia (MOH) since 2008. The implementation of this program act as the first line of defense in the prevention of food poisoning incidents. The implementation mechanism of KENDIRI in the school canteen/kitchen hostel involves sharing of responsibility where the contractors/employers need to conduct their own inspection on the cleanliness of their premises on daily basis and monitored by the school, District Education Office, District Health Office, State Education Department, State Health Department, the MOE and the MOH on specified interval. Figure 24 shows number of schools implementing KENDIRI in 2014.

c. Food Safety Activities at National Service Training Centers (PLKN)

The KENDIRI program had been expanded into kitchen of National Service Training Centres (PLKN) Camps in 2010 with a few modifications to suit the conditions of the premises. The implementation mechanisms of KENDIRI in PLKN camps involve sharing of responsibility where the camp operators need to conduct their own inspection on the cleanliness of their premises on daily basis and the hygienic level of the premises were monitored by the Deputy Commander of the PLKN camp management, the District Health Office, State Health Department, National Service Training Department and the MOH on specified interval.

d. Monitoring On 1Malaysia Milk Program (PS1M)

Monitoring on PS1M was carried out in accordance with PS1M Distribution Control Monitoring Mechanism Procedures. Activities include monitoring of safety controls at the UHT milk processing plant, warehouse/storage area and store/storage area in the school. In 2014, a total of three (3) local processing factories and one (1) overseas processing plant in Thailand had been granted approval to supply milk under PS1M and monitoring audit on those factories was done twice. A total of 26 warehouses were inspected for approval to store the milk. To ensure the safety of UHT milk supplied, sampling was conducted at the warehouse before the milk being distributed to schools. Whereas, monitoring sampling was conducted at all levels of distribution from time to time as measures to detect any problems along the chain. A total of 3,775 samples were taken for analysis at both stages of sampling.

e. Food Handler Training Programme

The objective of this programme is to provide exposure and awareness to all food handlers on food hygiene and safety, personal cleanliness and hygienic food premises, and thus reduce the incidence of food poisoning throughout the country. A total of 187,552 food handlers were trained by 225 Food Handlers Training Schools (SLPM) in 2014 and Figure 25 shows the number of food handlers trained by the SLPM by state. In addition, a total of 143 persons had been successful in teaching evaluation Trainers Compulsory Courses held two sessions, in May, July, October and December 2014. Until the year 2014, a total of 403 persons from 976 trainers who have been recognized by the Ministry of Health actively conducting Food Handlers Training Course.

EKSPORT BRANCH

INTRODUCTIONThe branch is responsible to ensure official control activities carried out are in accordance with the requirements of the importing countries.

ACTIVITIES & ACHIEVEMENTS

1. Implementation Of Official Control For Export Of Fish And Fishery Products To The European Union (EU)

i. Approval Of Export Establishments, Transport Vehicles, Ice Producers, Independent Refrigerated Stores and Sources Of Semi-Processed Fishery Products

A total of 22 export establishments, 35 transport vehicles, three (3) sources of ice and one (2) cold store have been approved. Surveillance audits had been carried out by FSQD to verify the maintenance on the compliance status with the EU requirements by the approved facilities.

ii. Implementation of Monitoring Programs

A total of 570 samples of fishery end products, 217 samples of capture fishery products and 120 samples of water and ice were taken for the monitoring purposes. Corrective actions were also taken for any contravention detected.

iii. Issuance of Health Certificate for Export of Fish and Fishery Products to EU

A total of 367 Health Certificates were issued for export of fish and fishery products to EU by FSQD. The total export of these fish and fishery products amounted to 3,312.4 metric tonnes worth RM 56 million.

iv. Strengthening of the Official Control

EU Management System for Official Control of Food Export of Fish and Fishery Products to EU (FExOC) has been developed by FSQD and the system has been implemented in 2014. The objective of having this system is to strengthen the official control implemented by FSQD in which all information with regards to the surveillance and monitoring programmes of all approved fish facilities including rapid alert system and issuance of health certificate for the purpose of export of fish and fishery products are being integrated into this system.

2. Export of Fish and Fishery Products to the United State 0f America

a. Listing of Fish and Fishery Products Processing Premise Complying with the United State 0f America Requirements

A total of 29 processing establishments had been listed for export of fish and fishery products to USA. Surveillance audits had been carried out by FSQD to verify the maintenance on the compliance status with the US requirements by the complying export establishment.

b. Implementation of Monitoring Program

A total of 302 samples for Fishery Products Monitoring Program were taken and no contraventions were detected.

3. Export of Fish and Fishery Products to Russia

The FSQD is in the final stage of preparing the draft of Memorandum of Understanding between Government of Malaysia and Government of Russian Federation on Exportation and Safety of Fish and Seafood Products for Human Consumption from Malaysia to Russian Federation.

In addition, a total of 226 samples for Fishery End Products Monitoring Programme and 18 samples for Capture Fishery Monitoring Programme were taken at those premises interested to export fish and fishery products to Russia.

4. Export of Food Products of Animal Origin to Vietnam

A total of six (6) processing establishments have been approved and listed by National Agro-Forestry-Fisheries Quality Assurance Department (NAFIQAD), Vietnam for export of fish and fishery products to the country in 2014 and thus in total, 40 premises have been authorized to export fish and fishery products to the country. In addition, 3 processing establishments have been authorized to export

meat and meat products to Vietnam by NAFIQAD.

5. Export of Edible Bird’s Nest to China

The Certification and Accreditation Administration of the People’s Republic of China (CNCA) had carried out the inspection mission on edible bird’s nest processing premises in Malaysia from 7th July until 17th July 2014 to assess the compliance status of the processing establishments based on export requirements imposed by China. However, Malaysia is yet to receive the inspection mission report by CNCA.

On the other hand, 166 samples of raw clean edible bird’s nest were taken and 53 samples for water were taken for the monitoring purposes. Corrective actions were taken for the contraventions detected.

6. Export of Ready-To-Eat / Minimally Processed Fruits & Vegetables to Singapore

TThere are six categories of ready to eat for export to Singapore which are, rice and other perishable foods, mooncake, infant formula, baby cereals and dry products from soybeans. A total of twenty-seven (27) premises was listed as the exporter of ready to eat food to Singapore in 2014 after fulfilling the requirements listed in the Guideline for Ready-to-eat / Minimally Processed Fruits and Vegetable. In addition, one (1) export establishments exporting minimally processed fruits and vegetables to Singapore have been registered and certified by FSQD.

7. Export Of Minimally Processed Coconut to Singapore

A total of six (6) minimally processed coconut establishments have been registered and certified by the FSQD.

8. Export of Minimally Processed Sugarcane to Singapore

A total of two (2) minimally processed sugarcane establishments have been registered and certified

conduct of official controls related to the export of fish and fishery products.

9. Export of Frozen Durian to China

Since 2011 until 2014, a total of nine (9) processing premises have been approved by the General Administration of Quality Supervision Inspection and Quarantine (AQSIQ) for the purpose of exporting durian frozen to China. In addition, four (4) frozen durian samples and three (3) samples of cold-rolled durian water were taken by BKKM for monitoring purposes and no violations were detected.

10. Misi Pemeriksaan bagi Pengeksportan Susu dan Hasilan Tenusu ke China

China required that all processing establishment of milk and dairy products exporting their products to China must be registered with the CNCA effective from 1 May 2014.

The CNCA had conducted the inspection of milk and dairy products processing establishments in Malaysia from 30 June to 4 July 2014 and the outcome of the inspection mission was three (3) processing establishments i.e. Kerry Ingredients (M) Sdn. Bhd. (2 processing establishments) and F&N Dairies Manufacturing Sdn. Bhd. (1 processing establishment) had been registered with CNCA to export their products to China.

11. Issuance of Export Certificate Other Than Fish and Fishery Products to EU

A total of 33,163 Health Certificates and 3,170 Free Sales Certificates were issued by State Health Department and District Health Office for export of food products other than fish and fishery products to EU as well as 3 Non Genetically Modified Food (Non-GMF) certificates.

12. Training

A training regarding Water and Ice was conducted on 9 December 2014 at the Arachem Training Centre Kuala Lumpur. The purpose of the training is to upgrade the capabilities of the officers in the
