President’s Report | 2013 Annual Report

It was a pleasure and honour to have been able to serve the RAIC as President during the past year.2013wasaveryexcitingandrewardingyear.

ThroughthehardworkofDavidCraddockandJimMcKeewewereabletogettheSyllabusRenewalProgram,inconjunctionwithAthabascaUniversity,upandrunningsmoothly.

OnJanuary31st we held a very successful Governor General Awards Ceremony at Rideau Hall. Theawardsthisyearcoveredthefullrangeofprojectsthatweasarchitectsdoonadailybasis,from public works buildings to housing and civic designs.

Forthesecondyearinarow,theRAICpartneredwithanAtlanticCanadaRegulator(NSAA)to present a very successful Festival of Architecture. We have heard positive comments about theFestival’sorganization,thecontinuingeducationprogram,keynotespeakersandtheextraactivities.

We continued to have meetings and correspondence with other International architectural associationstoadvancemutualcooperationonaglobalscale.InSeptemberwepartneredwiththeInteriorDesignersofCanadatohosttheIIDEXCanadashowinToronto.Thisshowofferedsome continuing education and keynote speakers for architects.

TheRAICboardhadthreeface-to-facemeetingsin2013todealwithassociationbusiness.Wealso dealt with a white paper produced by a number of board members and staff which charted optionsforthefutureoftheRAIC.Thepositivefacilitateddiscussionswhichfollowedwill,Ibelieve,leadtoastrongerandmorebeneficialRAIC.

InNovemberwewerehonouredtobeabletopresentHisHighnesstheAgaKhanwiththe2013RAICGoldMedal.TheceremonytookplaceattheDelegationoftheIsmailiImamatinOttawa and was attended by a number of well-known Canadian architects. Also in attendance weredignitariesfromembassiesandconsulatesfromaroundtheworldwheretheAgaKhanDevelopmentNetworkagenciesimprovethewelfareandprospectsofpeopleinthedevelopingworld.

I would be remiss if I didn’t thank the outstanding staff at the RAIC office for their dedication and enthusiasm. It is because of their efforts that the RAIC is efficiently run and provides an invaluable service to our members.

Membership

Improvements to the RAIC ServicesPortal have made it more user-friendly for memberstomakepurchasesinthestore,update contact information and directory preferences,andrenewmemberships.

In2013,theRAICinstitutedaParentalleavepolicy,allowingmembersa reprieve from fees – while retaining full benefits – during maternal and paternal leave.

TheRAICboardofdirectorsalsoapprovedanewpolicyallowinginternsfiveyearsofmembershipatareducedrate.Thepreviousdiscountperiodwasthreeyears.Thischangereflectsthetimeittakesinternstobecomelicensed architects.

AsofDecember31,2013,theRAIChad4,783membersinallcategories.Thisisanetincreaseof236membersfromDecember31,2012.

In2013,therenewalratewas93percent.Throughpromotionwithschoolsofarchitecture,provincialassociationsandadirect-mailcampaign,wewereabletorecruit456newmembers,143ofwhichwerelicensedarchitects.TheRAICiscontinuallystriving to increase this crucial area of the membership base.

Communications and Advocacy

In 2013, the RAIC employed a variety ofcommunications tools. These included monthlyelectronic bulletins and regular e-blasts to members. Press releases publicized award winners and the Festival of Architecture. The bi-annual Architecture magazinefeatured an awards issue and a healthcare-design issue.

On the advocacy front, board memberscontinued to write columns that appeared in theDailyCommercialNews,SABMag,AWARD Magazine and the CanadianJournalofGreenBuilding&Design.

The RAIC also became involved inthe debate about Canada Post’s plan for community mailboxes. Its pressrelease highlighting the need for urban-design thinking received cover-age in several media outlets.

The RAIC worked to promote bestpractices. For instance, the RoyalCanadian Mint heard concerns fromthe RAIC regarding an RFP that did not meet RAIC standards for fair com-petition and high-quality architectural services.

The digitization project for theRAICJournal continued to cre-ate archival PDF files of allissues from 1924 to 1974.

In response to a desire by members forastronger focusonadvocacy, theRAIC hired a full-time manager of communications and advocacy. Maria Cookpreviouslyworkedasa journal-ist for theOttawa Citizen, where shespecialized in architecture, urbanismand design.

Heritage conservation received attention.Forexample,theRAICjoinedotherexpertsurging the City of Ottawa to designate a 1960s neighbourhoodinOttawa,Briarcliffe,asaheritageconservationdistrict.Theseefforts resulted in it becoming the first post-war community in Canada to receive this designation.

TheRAIC,togetherwiththeHeritageCanadaFoundation,lobbied the Bank of Canada over proposed changes to the Bank’sArthurEricksondesign.Discussionisongoing.

Practice Support

Inkeepingwithhisinitialobjectives,JamesAnderson,MRAIC,thenewChairofthePracticeSupportCommitteemet with the committee members on a quarterly basis during 2013.

Some of the work focused onredesign of most of the Cana-dian Construction DocumentsCommittee (CCDC) contractdocuments. The committee’shard work saw the final endorse-ment ofCCDC14/15.Bothdoc-uments were released in late 2013. Work is also ongoing for CCDC2 (lumpSumContract),CCDC 23 (A Guide to Calling

Bids and Awarding Construc-tionContracts),CCDC29 (Pre-qualification Guide) as well asCCDC 40 (Rules for Mediationand Arbitration of Construction IndustryDispute).

In 2013, the RAIC undertookto reviseandupdateDocument6 (Canadian Standard Form ofContract for Architectural Ser-

vices).Considerationwasgivento review similar documents in conjunction, in particular theOAA’sdocument:OAA600.Thelatest version was released in April 2013 and a comparison of both documents was completed to identify potential areas for improvement.

FIRPAC

TheFederalIndustryRealPropertyAdvisoryCouncil(FIRPAC), composed of organizations such as theRAICandtheAssociationofConsultingEngineersofCanada(ACEC)aswellasfederalclients,metthreetimes in 2013. They discussed issues pertainingto jointly-supported contract language in order toaddress proper compensation and liability limitation concernsregardingre-useofdesignsbyclients.ThisprojectwasinitiatedbyfederalclientssuchasPublicWorks (PWGSC) and Defence Construction (DCC)showing interest in re-using designs for their facilities.

Federal Procurement

In2013,theRAICcontinuedtoadvocateonbehalfofarchitects by staying in regular contact with federal government/departmental agencies to addressimportant issues that affect architects in Canada. For example,2013sawthefederalprocurementsystemmove from Merx.ca to buyandsell.gc.ca developedin-house. Other issues pertained to RFPs issued by theRoyalCanadianMintandtheRCMP.

TheRAIC,alongwiththeACEC,continuedtomonitorthe new scoring system recently implemented by the DCCtoassessproposalsforprofessionalservices.

2030 Challenge

In2013,wecontinuedwithasecondcycle of case studies of projectsthatmeetorexceedcurrentcarbonfootprint reduction targets set out by theChallenge.Thissetofadditionalstudies was added to the website,which now displays 17 of Canada’s energy-efficient buildings.

With the conclusion of the case studies project, the RAIC hasrefocused its energy on advancing the Challenge to the next level.To accomplish this, we have hiredStephenPope,FRAIC,tospearheadtalks to embed the 2030 targets into the national model energy code. tOM arbaN

Followingseveralmeetings in2013, theIBCreleaseda PxP Toolkit overview that is now in the hands ofindustry partners for review. Allan Teramura, FRAIC,reported that current activities on the BIM committee

include development of an operations manual,finalizingcontractlanguageforBIMaswellasongoingdevelopmentofthePracticeManual.

With public-private partnerships on the rise at all levels of government (federal, provincial and municipal),thereisincreasingriskofarchitects’feesbeingeroded,affecting the ability of firms to operate. While the issue of architect fees is ultimately a responsibility of the regulators, the RAIC has agreed to coordinateeffortswiththeAlbertaAssociationofArchitects(AAA),the Ontario Association of Architects (OAA) and the

Architectural Institute of British Columbia (AIBC). Tothat effect, theRAIC partneredwith theOAA to holdasessionattheannualDesignBuildconference.Thesession was to advocate to clients as well as educate them on preferred models for contracting architectural services within set frameworks.

InNovemberof2013,theRAICwasproudtoannounceanewfundingagreementsignedwithEmploymentandSkillsDevelopmentCanada(ESDC).The$800,000agreementwillhelptheCanadianArchitecturallicensingAuthorities(CAlA)toengagewithinternationalbodiessuchastheArchitects’CouncilofEurope(ACE)aswellastheAsiaPacificEconomicCooperation(APEC)tocontinuedevelopmentofMutualRecognitionAgreements.FundingwillalsopermitcontinuingdevelopmentoftheTri-NationalMutualRecognitionAgreement(Canada-UnitedStates-Mexico)withtheNationalCouncilofArchitecturallicensingBoards(NCARB).

2014 venice Architecture Biennale

TheRAICinconjunctionwiththeRAICFoundation launched and continues to manage the fundraising campaign for “Arctic Adaptations:Nunavutat15”,Canada’sexhibitatthe2014VeniceArchitectureBiennale,andits2015-17Canadiantour.Todate,morethan100corporations,architecturefirms,engineeringfirms,developers,generalcontractors,individualsandothersfromtheextendedCanadianarchitecturecommunityhavebecomesponsorsordonors,andtheprojectisnow100percentfunded.

During the IIDEXCanada conference in Toronto, theRAIC executive met with the delegates from theNigerian Institute of Architects (NIA). Discussionsinvolved bi-lateral partnership and coordination in the areas of green architecture, public mass housing inCanada and sharing of national guides to assist the NIAwithdevelopmentoftheirdocuments.

Also at IIDEXCanada , the RAIC College of Fellowsexecutive met with the AIA College of Fellows toexploreopportunitiesforcooperation.ThisresultedinadecisiontodevelopaMemorandumofUnderstandingto address important issues common to both groups.

AstheFinancialOfficerfortheRAIC,Iamproudtoreportonourfinancialperformancefor2013.ThisyearmarkedanimportantmilestonefortheRAIC.FiveyearsofworktoupdatetheRAICSyllabuswascompleted.WhiletheRAICmaintainsdeliveryofthestudiocomponentoftheprogram,theRAICCentreforArchitectureatAthabascaUniversitynowdeliversallacademiccoursesyear-round.Asaresult,theVancouverofficeclosed.Thecostofclosingtheofficeandtransferring documents to Ottawa is reflected in the 2013 financial statements and represents one reason for the deficit.

Despitethedeficit,theRAICachievedmanygoalsin2013.Firstly,membershipcontinuestogrow.Wehave4,783members–anincreaseof236membersover2012,orfivepercent.Thereisacommensurateincreaseinmembershiprevenue.(Membershipduescompriseapproximately50percentoftotalrevenues.)Wealsoengagedtheservicesofaconsultanttoconductamembershipgrowthcampaign,withthegoalof500newmembersayearforthenextthreeyears.Thecampaignlaunchedattheendof2013andisexpectedtoshowresultsinthe2014fiscal year.

Asecondmajoraccomplishmentin2013wasthecompletionoftheBroadlyExperiencedForeignArchitects(BEFA)programwithfundingfromHumanResourcesandSkillsDevelopmentCanada(HRSDC.)TheprogramwrappedupinMarch,whichexplainsthesignificantreductioninrevenuesundertheGrants&GeneralSponsorshipfrom31percenttoninepercent.Attheendof2013,theRAICcontinueditsroleasfacilitatorbyobtaininganotherHRSDCgrantintheamountof$804,000forassistingregulatorswithMutualRecognitionAgreements.Whiletheprojectwasapprovedin2013,mostofthefinancialimpactwillnotbeseenuntil2014and2015.

Thirdly,theFestivalofArchitectureinHalifaxwasanenormoussuccess.InpartnershipwiththeNovaScotiaAssociationofArchitects,weachievedasurplusofabout$137,000thatwassplit50/50.Withover350delegatesinattendance,Halifaxwasoneofourmostsuccessfulfestivalsever.

Finally,takingintoconsiderationtheever-increasingriskofdependingsolelyonmembershipduestorunprogramsandservices,theRAICwasabletoincreaseitsnon-memberduesrevenuestosixpercent.Thatrepresentsanincreaseof$50,000or50percentover2012.
