Instructional Services The Academic and Professional Development team provides services that enhance classroom instruction and, ultimately, increase student achievement. Content specific professional learning activities are offered face-to-face, blended and online to support the needs of educators. A myriad of programs such as New Teacher Program, Title IV, My Virtual Classroom, Curriculum Support, Migrant Education, Leadership Academies, Prevention, Parent Leadership, and an Annual Leadership Conference are some of the methods utilized by our expert team to deliver up-to-date and innovative professional development ideas and activities geared towards student achievement, teacher success and administrator preparedness - all leading to alignment with state goals.

SERVICES

FDLRS/FIN/SEDNET 2 FDLRS PAEC proudly serves Educators, Administrators, Agencies, Support Personnel and Families of Students with Disabilities in Northwest Florida School Districts. The Florida Diagnostic and Learning Resources System (FDLRS) network provides diagnostic, instructional, and technology support services. The service center directly serves school districts in the areas of Child Find, Parent Services, Human Resource Development (HRD), and Technology. Participating districts include Bay, Calhoun, Franklin, Gulf, Holmes, Jackson, Liberty, Walton, and Washington.

PAEC Connects District Leader Network PAEC hosts District Leader Network meetings that bring together regional school district leaders in like-roles providing a regular opportunity to network and share best practices. Active groups include IT Specialists, Human Resource Directors, Transportation and Facilities Directors, Safety Specialists, Guidance Counselors, Principals, Assistant Principals, Career-Technical Education Directors, Finance Directors, MIS Directors, Risk Managers, Professional Development Directors, Curriculum Directors, and Guidance Counselors. Board workshops are also held, as needed, to address special topics of interest or acute regional issues. District Network & Advisory Hot Topic Workshops Council Meetings

PAEC Leadership Development The PAEC Principal Leadership Academy (PLA) is a comprehensive leadership

preparation program designed for highly motivated and highly capable educators who aspire to become principals or current principals acquiring Principal Level II Certification. PLA is a Florida DOE approved 15-month program. Sixty-two (62) participants have graduated from the program since its inception. The Teacher Leaders-Aspiring Principal Program (TLAP) provides leadership training and hands-on administrator experience for teachers who express interest in school leadership. Forty (40) participants have graduated from the program since its inception. PAEC now offers a Novice Principal Mentor Program to provide support and resources to new principals.

Gateway Business Systems Support

Provided Skyward Level 1 Support to our 14 districts-requests are submitted via email, cell phone, and office landline.

Facilitated district staff on reporting processes on the new DQ2 system. Coordinated with Skyward and district staff Lunch and Learns to better serve district needs. Facilitated and assisted with implementation of new modules added by the districts. Transferred processes to an SFTP server in the PAEC office for sharing of files with districts. Facilitated Skyward two-factor authentication. Coordinated and facilitated a Cost Report training for district personnel. Working closely with district personnel to determine training needs that might not be met by the current financial

software system.

The Business Services division provides a wide range of support for school districts to maximize resources, promote operational efficiencies, and strengthen district workforce capabilities through shared services collaboration.

Risk Management

Florida's first multi-district, self-insured property and casualty program was formed at PAEC in 1981 by small school districts in north Florida to provide property and casualty insurance to participating school districts. The program broadens the protection afforded by standard insurance policies and includes types of coverage not previously carried by districts. By combining into a consortium, the small school districts benefit from increased buying power and reduced costs for the coverages provided. In addition to insurance protection, the consortium provides loss control services and safety programs to prevent losses from occurring.

Since 2005, $12,450,594 in retained earnings has been used to reduce the annual school district assessments for insurance renewal premiums. In addition, $3,734,609 in retained earnings have been used to pay for safety items, student catastrophic insurance premiums, and fire & safety inspections for districts.

Florida Buy – Cooperative Purchasing

The PAEC Florida Buy State Cooperative Purchasing program provides substantial savings to PAEC school districts and other eligible entities utilizing competitively solicited contracts. The PAEC purchasing program began in 1967 and has taken many forms through the years. Today, the PAEC Florida Buy State Cooperative Purchasing program is the only educational purchasing cooperative in the State of Florida.

The PAEC “Florida Buy State Cooperative Purchasing” program is recognized by the Florida Legislature as a purchasing option under the 2016 law, FS. 1010.04 (1)(b), requiring the use of “state term contracts” (DMS) for purchases of non-instructional products or services. It also states “Each district school board may also use the cooperative state purchasing programs managed through regional consortium service organizations pursuant to their authority under FS. 1001.451 (3).” The Program partners with the Heartland Educational Consortium (HEC) and the North East Florida Educational Consortium (NEFEC) to extend the benefits to all consortia member districts in the state.

Training Goal: Expand training resources including audit preparedness Accomplishments: * Created guidance based on districts’ audit experience and audit findings. * Held an MIS webinar on what to do to prepare for audits. * Created an extensive training suite for Teachers available through the Focus portal. * Partnered with FLDOE to bring districts comprehensive training for ELL data entry, SESIR & Discipline to highlight both state policies and system functionality. * Embedded training articles & videos directly on the Focus portal screen for easier access. Support Goal: Help MIS staff utilize Focus to the fullest and make the system easier for the end-users to navigate. Accomplishments: *Organized fields to make them easier for end-users to find. Met with and completed field organization for 14 districts. *Completed an overhaul of the Graduation Report, making it easier for guidance counselors to identify requirements not met before graduation. *Designed custom login screen with direct links to parent registration and gave MIS staff new tools to identify students without parent accounts. Technical Goal: Tool for loading virtual school data programmatically. Completed roll out of module and testing. Accomplishments: * Designed and built custom tools to load virtual provider data. *Created training guides for utilizing the tool and provided in-depth webinar training.
