This year, our annual report includes incredible accomplishments from the educators and departments in our organization. I am so proud to be involved with this remarkable group of devoted individuals. In the pages that follow, you will read about how York Professional Care & Education has been an innovator; striving to take childcare to the next level for our children, parents, and our educators. After all, we are a team sharing the same goal: enriching and nourishing the lives of the children and families in our communities.
We now consider ourselves one of the leaders in outdoor education. Throughout our sites in York Region and Simcoe County, our children are benefiting from all the advantages of outdoor programming; away from classrooms and in the Beyond. Our own Adventure Camp in Mount Albert, now hosts our school age children on Professional Development days on a regular basis; taking advantage of best, experiential learning in an outdoor environment.
In 2018 we introduced the new role of Policy and Compliance Advisor with the intention to consistently meet the requirements and regulations within the Child Care and Early Years Act and further support our sites. We continue to pursue excellence while providing our families and communities with the best quality of care.
We would not have achieved this level of service without our educators, providers, head office team, stakeholders and the support from the families we serve.

Heather is a Chartered Professional Accountant, Certified Management Accountant and has worked with the agency for over 25 years. Heather holds a Bachelor of Arts degree with a major in Commerce from the University of Toronto and is certified in Not for Profit and Charity Finance Leadership. Heather currently is the Treasurer of Hope House Community Hospice.

Jean has served as a Board Member since 1986. She is currently our Chair. Jean is a former nurse, and is now a business entrepreneur. She has a deep commitment to the work of the Agency. Jean provides strong leadership and donates many hours attending Agency events.

Ron had been engaged over the years by our Agency in his capacity of Building Inspector to provide us with information on our various facilities. He was subsequently invited to participate on the Board in 2009. He brings a wide scope of business experiences and vocational teaching to Board discussions.
Treasurer Liz Ryall B.A., P.F.P.
Liz is an Assistant Bank Manager for Bank of Nova Scotia. She is actively involved in the community and charitable activities. Liz has been a board member since 2012. Liz provides our organization with sound financial guidance.

Bob Egan
is a retired sales professional with 32 years of sales, marketing and management experience. He has coached community sports teams and served as an Auxiliary Constable with York Region Police for 13 years having been awarded the Badge of Honor for exemplary service in honor of commitment to the community. He joined the Board in 2010.
Lesley Loveless B.A.Sc., B.A Ed.
from Guelph University. With a major in Child Studies, her credentials include an Early Childhood Education equivalent. Lesley has taught various age groups in childcare and has been an elementary school teacher with York Region District School Board for 28 years. She has taught Kindergarten, grade 1, and is currently teaching Reading Recovery. Lesley was elected to the Board in 2015.
Roger Whittle
received a broad business education in London (U.K.), Montreal and California. He held senior, domestic and international, management positions with several U.S. and Canadian multinationals. He has served as a Board member of Habitat for Humanity and is currently an active supporter of two camps for disadvantaged children and volunteers as a Director of a non-profit organization. Roger joined the board in the fall of 2016.
Chuck Waterman
is a father, grandfather and retired educator who earned a B.A., B.Ed, and M.Ed. Throughout his 33 year career, he was a teacher, principal and superintendent. Chuck developed expertise in program design, implementation and evaluation, allowing him to lead the introduction of an innovative early learning program in a large urban Ontario school board. He has also been a camper, counselor, swimming instructor, coach, referee and president of a minor hockey association and a women’s gymnastics club. Chuck joined the board in the fall of 2017.

• Revised and updated all policies and procedures in the Operations Binder.
• Outdoor programs became visibly stronger since introducing the role of Outdoor Education Coordinator.
• Benefited from regional funding to pursue and build Naturalized Playgrounds in our York Region centres.
• Presented 19 rings for employees celebrating 5-25 years of service.
• Celebrated our 2nd Annual Holiday Celebration for Staff.
• Raised $6,998.40 for our Annual Walk for the Sick Kids Foundation.
• Experienced excellent response to the expansion of our 2018 Exploration Camp program; establishing precedent and expectation for upcoming years.
• Introduced an Intergenerational Program across the Agency Preschool groups visit retirement residences in their community bridging the two generations.

In anticipation of an amazing 2019, we will:
• Facilitate our first Family Engagement Day for Children and Families to be held at Adventure Camp.
• Celebrate our 20th summer of operation at Hidden Bay Leadership Camp!
• Welcome our largest group of four international staff at Hidden Bay Leadership Camp from England, Ireland, Whales and Australia.
• The prospect of introducing a weekly, Preschool Outdoor Education Program, at our Adventure Camp funded through Ontario Trillium Foundation.
• Chosen by Seneca College, along with only one other organization, to participate in - Ontario’s Centres of Excellence for Early Years and Child Care. This pilot project will establish Centres of Excellence for Early Years and Child Care in Ontario; with the process of planning and implementation for September 2019. The Centres of Excellence are intended to support professional learning across the sector in Ontario. The goals consist of strengthening pedagogical approaches and practices to align with How Does Learning Happen?; building pedagogical leadership of program staff; and providing professional learning resources and connections.
• Anticipate response to our application to engage in a 12 week, Pedagogist Network, program. Initiated by the provincial government, through the Provincial Centre of Excellence for Early Years and Child Care.
• Update our payroll system to ADP Workforce Now, a web-based payroll/human resources application. Workforce Now will provide a more stream-lined automated payroll process, and will allow our employees to access their pay statements and tax forms online. The first live payroll is scheduled for July 29th, 2019.
• In search of the perfect Child Care Software Tool to implement in our Centres, helping us manage and operate our business more productively.
• Further invest in our staff’s professional learning with:
1. Outdoor Education Coordinator and Executive Director engaging in a Forest School study.
2. Program Manager and Executive Director participating in the ECEBC (Early Childhood Education British Columbia) Canadian Child Care Federation Annual Conference.
3. Accessible Education for Children with Disabilities & The Duty to Accommodate workshop for Supervisors and Managers.
4. Behaviour Management System recertification and new certification for Supervisors and Managers.
5. Pedagogical Leadership Series for Child Care Centre Supervisors to support their role in implementing How Does Learning Happen?

A very strong growth of 15% of client fees in this fiscal year provided staff with substantial increases and created additional full time positions. This also allowed a 34% increase in professional development opportunities and staff recognition events.
The generous benefit program and registered retirement savings plan was maintained and offered to more full time permanent staff.
The additional staff wages and benefits was partially funded by the provincial initiative designed to enhance compensation for those working within Licensed Child Care. This was the fourth year for this initiative. Additional base funding received this year was given directly to Home Child Care Providers, significantly enhancing their compensation.
Substantial funding provided by the Region of York enabled wonderful natural play spaces to be constructed at some of the Child Care Centres.
The strong fiscal performance, will enable additional funds to be added to the existing Contingency and Property and Building improvement funds in the coming year. These restricted funds were established to cover any funding shortfalls in the future, unanticipated major costs and to finance any future capital investments.

Outdoor Initiatives
“Come forth into the light things, let nature be your teacher.”
Starting from the personal experiences and passion of Shirley Black, YPCE has been digging deeply into nature and the outdoors and learning how we can welcome it into our programs. Over the past five years we have been moving towards a natural, outdoor perspective in all our programs, but in 2018 it has become a priority.
Our first major steps into the outdoors went along with the purchase of Hidden Bay Leadership Camp in 2000 and the Adventure Camp property in 2009. These facilities have historically been used for well-loved outdoor summer camp programs and occasional visits during the school year. However, it was evident that there was more that could be done.
In 2016, we began by providing training from Claire Warden and Forest School Canada. In 2017, we invested in rain suits for all our Toddler & Preschool children and their Educators to support all season outdoor play.
From these strong foundations, 2018 was a big year for our outdoor initiatives. YPCE welcomed an Outdoor Education Coordinator, Colleen Pakkidis. With her background in Child Care and Outdoor Education, Colleen is able to work across the agency to provide support, training and resources to all our Educators and Supervisors. Since she joined in March, she has worked alongside Shirley and the management team to expand our Outdoor Education initiatives.
A major investment was made to develop our Outdoor Play Policy, which provides agency-wide policies, procedures and tools to support Educators as they take their programs outdoors for the
majority of their program day. One of these resources is “The Playbook” an outdoor and leadership activity book that has been developed by our Outdoor Education and Summer Camp teams and is available to all our Educators to use. Alongside these documents and resources, a team of Educators and Supervisors who have taken on leadership roles in their centres, have come together to form an Outdoors Group to support their colleagues in front line work with children in the outdoors.
We have also been connecting with parents, to make them a partner in our Outdoor Initiatives. Parent Engagement nights have been held at a number of centres and provide an opportunity for parents to learn from our Outdoor Education team about the benefits of outdoor play and ask questions. As well, parents at a number of our centres were surveyed about their interest in Outdoor Education and their beliefs align with the direction we have been heading.
As we look to today, these initiatives are only accelerating. Early in 2019, we surveyed all our Educators and Supervisors about their knowledge, beliefs and outdoor practices and have a clear understanding of the opportunities and needs gaps that exists as we continue on this project. Already this year we have provided more training for Educators on integrating the outdoors, risky play and tools into their programs.

The Children’s AcademyAt the Children’s Academy, children interact with their peers in a group setting that encourages problem solving, development in all areas and social/emotional security and expression. Families, educators and a play-based environment work collaboratively in the development of children.
Kids’ ClubsChildren will engage in a club-like atmosphere where they can explore ideas and interests with their friends in a safe environment with educators who facilitate respectful interactions.
Licensed Home Child CareIn a natural home environment, Providers encourage children to interact with the surroundings, supporting expression, movement and emotional security. York Professional Care & Education supports Providers in developing the whole child and giving families peace of mind.
Exploration CampOur Licensed On-Site Summer Camps bring the fun of Kids’ Club into the summer. Weekly sessions offer a range of indoor and outdoor activities, including games, sports, arts & crafts, science and cooking, as well as off-site excursions. Exploration Camp provides children with a summer filled with friends, creativity and exploration, conveniently located in a school in your community.
Adventure CampOur mission at Adventure Camp is to forge a lasting connection between children and the natural world inspiring them to appreciate the environment, and our agricultural heritage. The camp environment provides a unique backdrop to explore the interconnectedness of our world through relationships with counselors, their peers and nature.
Hidden BaySurrounded by the rhythms of nature children will build lasting relationships with counselors, their peers and the natural world becoming memories that last a lifetime. Children will have a first “away from home” experience developing their self-reliance and confidence with the support of camp staff in a safe, responsible and respectful community.
AOK Parenting ProgramsYork Professional Care & Education facilitates a York Region funded program that supports families in raising their children. The programs are delivered in environments that promote inclusiveness and cultural sensitivity while increasing awareness of the importance of the early years and positive early interactions.

Therefore, our Educators, in relationship with Children’s families, facilitate programs to encourage Children to be challenged in their daily play. Through keen observations as a classroom Team, Educators peak Children’s curiosity through provocations, daily expansion of interests, questions and exploring the natural world outdoors. The rich environment and the Educators commitment to guiding Children in building their skills, knowledge and understanding of the world, makes for quality learning at York Professional Care & Education.
