GENERAL BUSINESS Club motions This motion is put forward on behalf of Club Presidents (meeting 26/04/2016) - commencing from the 2016/2017 season and remaining in force until repealed or altered by the presiding SDCA Inc committee: 7.1.a Motion: “In the event that a player in any SDCA sanctioned A, B or C grade game (including any special fixture outside of the ordinary competition) is reported for an Act of Misconduct or another offence involving misconduct, the captain of that player’s team shall be required to appear before the same tribunal as the charged player or before the SDCA executive where the captain is unable to be present at the original hearing.  Following any finding of guilt on behalf of the charged player, the captain must show cause as to why he should not be suspended for failing to adhere to the Spirit of Cricket.  In considering any submission made by, or on behalf of the captain,

the tribunal or executive members must take reference from ‘The Spirit of Cricket’ as published on the SDCA website and must take into account the actions of the captain, or inactions, of the captain in their effort to control the conduct of the reported player.  Should the hearing body find that the captain failed in his duty to ensure the conduct of his players in accordance with the Spirit of Cricket and that the captain failed to show good cause as to why, the captain shall be suspended from play as follows: A Grade - First offence - two (2) playing days  - Second & subsequent offence - four (4) playing days B & C Grade - First offence - one (1) playing day - Second & subsequent offence - two (2) playing days”. 7.1.b Motion: “That the SDCA Executive prepare and endorse a new tribunal procedure to be in place before the commencement of the 2016/2017 playing season”.   Moved by  M Layton, Seconded by  W Tarran For:  13 RESULT: Unanimous

Alexandra Cricket Club 7.2.a. Motion: “That the A Grade one day matches be set to 45 overs per innings.  (Not Time)” Result: to be put aside, Scott Whitehead to re-write the motion and provide possible feedback from other Associations using a similar rule. 7.2.b. Motion: “That in the event of A Grade having a bye that a maximum of 2 players from the selected A grade team the previous week be allowed to play B Grade”. Moved by S Whitehead, Seconded by B Tresize For: 6 Against: 7 RESULT: Defeated. Alexandra Cricket Club (ACC) wish to submit an A & C Grade in the upcoming 2016/2017 season. We understand that players cannot play A Grade one week and then play C Grade the following. Therefore we wish to suggest the following: That any A grade player unavailable in A grade, being chosen to play C grade the game after playing  an A grade game be allowed to play conforming to: 1/ That the player may bat, unless dismissed must retire at 50 2/ That the player may bowl but may only bowl a maximum of 4 overs 3/ That only 2 players from A grade be permitted to play C Grade under the above recommendation unless approved by SDCA executive. 7.2.c. Motion: “An exemption be given to Alexandra Cricket Club for the 2016/2017 season in respect to entering an A Grade & C Grade. Upon application of a permit to SDCA, ACC are able to select no more than two (2) players in their C Grade, from the previous A Grade game”. Merton Cricket Club 7.4 Motion: ‘That B grade be able to name 12 players in their side - a designated batsman and a designated bowler’. Moved by Chris Anderson, Seconded by Scott Whitehead For: 10 Against: 3 RESULT: Carried

Nagambie Cricket Club 7.5 Motion: ‘In season commencing 2016/2017, Grand Finals of all senior grades be played on grounds in Seymour, A grade to be played at Kings Park, B Grade at Chittick Park and C Grade at Bennett Oval.  Presentations of B Grade and C Grade premierships be made at Kings park at the close of play of the A grade game. Locating all games in one central area will help to create a sense of atmosphere were spectators will be able to view multiple games, thus creating a bigger crowd turnout’.  Moved by J Brook , Seconded by B Sherwood For: 3 Against: 10 RESULT: Defeated

Seymour Cricket Club The Seymour Cricket Club proposes to amend sections 21.8a and 21.8b in relation to the Under 12 competition. Particularly in Seymour, Little Athletics is conducted on a Friday night and is extremely popular, reducing the ability for Seymour clubs to field under 12 sides. We propose to have Under 12 matches played on Thursday nights, which will also have the potential benefit of increasing senior player involvement given that matches might be played at venues where there is senior training being undertaken.

Specifically, we propose section 21.8 to read: 21.8 Conduct of Matches (a) All matches are one day games to be played on Thursday evenings (Daylight Savings and if agreeable between the two clubs) or Saturday mornings. (b) Hours of Play. Thursday evenings. 5.30pm-7.45pm (Daylight Savings) Saturday morning 8.45am- 11.00am.

7.6 Motion: ‘Under 12 competition to be played on any evening of the week or Saturday morning, as agreed by the junior coaches and/or SDCA sub-committee’.

Yea Tigers Cricket Club

7.7.a Motion” When game scheduling permits, if the A Grade competition has the same number of teams as last season, then the four teams that had one (1) bye last season, should receive two (2) byes this season. The fifth team to receive two (2) byes should be the team who finished lowest on the ladder in the last season. The should be the standard practice for all future seasons”.

For 16 or more teams, there should be a top 8 playing over 4 weeks of finals. (This will allow more eligible sides the opportunity to win a premiership).

12. Affiliation Season 2016/2017 Motion: “That the SDCA Inc affiliate with Northern Rivers Region 5 in Under 17, 15 & 13. Junior Country Week Under 16A, 16B and 14 and Melbourne Country Week”. Moved by M Layton, Seconded by P Baxter. CARRIED.

13. Commencement of Season 2016/2017 Motion: “That the 2016/2017 start of season for A & B Grade be 8th October, 2016. C Grade to commence 15th October & Under 16s on 16th October, 2016”. Moved by M Layton, Seconded by C Emmins. CARRIED.

I commend the SDCA Inc Annual Report to you and thank secretary Fiona Tarran and treasurer Jason Tarran for the volume of outstanding work that they completed during last season which enables the association to report in such a strong position. I also want to thank our Cricket Victoria Regional Manager Ben DeAraugo. From the time, he started in this position he changed the accessibility and level of service provided to the SDCA markedly and I encourage the new executive to work closely with Ben and his colleagues to assist our association to develop further.

As this will be my last president’s report I have many people to thank for their contributions and support over the last 8 seasons, and indeed before that whilst in both VP positions prior to Kevin Inness stepping down. I do so collectively rather than singling people out because this report would go on and on if I did. Thank you to past and present delegates and the many volunteers along the way that just got things done. Your assistance and contributions are valued and well remembered.

In my view, the SDCA body of delegates are committed people who have the interests of their club foremost in their minds. My advice moving forward would be that you should also consider the future of the SDCA jointly in your decisions and when back at your club meetings you should provide a balanced view on what is best for the longevity and success of the association as well as the shorter-term benefits for your club.

10 years ago, we were still faxing scores and My Cricket wasn’t in use. 10 years from now it is difficult to say what the framework for local cricket will be, but with the funding announcements in the allocations to grass roots cricket I am optimistic that the SDCA will be strong and well supported by Cricket Victoria.

I have always maintained at our meetings that the SDCA is the ultimate democracy – the President does not control It. It is a one club one vote system. On each occasion that a topic is voted on, each club has one vote in true democratic virtue. Please take your role seriously and vote cautiously and wisely as your votes will influence the success of the SDCA for years to come.

Secretary’s Report

Congratulations to all our clubs and their teams on a successful year.

A big thank you to our representative coaches for this season - Brett Tarran (U17 NR), Paul Rix (U15 NR), Dan O’Dwyer (U13 NR), Ben Tarran & Max Jones (JCW U16) and Mark Berens (JCW U14) and to hosting clubs:

Avenel, Nagambie, Royals, Seymour, Tallarook, Yea & Kilmore. The effort our clubs put into having the grounds available and prepared, with lunches & drinks being provided is greatly appreciated. Unfortunately we had to

forfeit several rep games this season due to lack of numbers. I’d like to remind our clubs that its not only important for our Association to continue to be represented in the region, but its vital for our juniors’ cricket development.

T20 Blast was held again this season, hosted by Kilmore. Its a junior development program aimed at 9 -11 years olds that Cricket Victoria encourages us to undertake. Participant numbers were down on our first

year, but we are grateful for Mel’s effort in facilitating the program.

Thanks to our umpires Eric Franklin, Wayne Tarran, Ron Jessop, Jim Hadfield, and to Pete Baxter and Darren Deeble for making themselves available to umpire the finals series. Unfortunately we struggled to get

umpires for all our A Grade games this season. We haven’t had much success in recruiting umpires to the Association, and advice from Cricket Victoria’s Manager of Umpires, Richard Paterson, is that clubs should be

supplying their own umpires for home games. This could be something we look at for next season. But as usual, we welcome any ideas from our clubs.

In January, SDCA was again represented at Melbourne Country Week. Thanks to our players and

‘officials’ for the commitment they make in taking time off from work etc to represent our Association. We didn’t see success, but our boys played well and all enjoyed the experience. Thanks to Jack Hesse for driving

the bus for the week (and for bringing his whites).

This season we couldn’t get anyone interested in taking on the MyCricket role for the Association. If you think you might like to help out for the upcoming season, please let me know.

We are now officially on Facebook - Seymour District Cricket Association.

Again, thanks to Seymour Cricket Club for hosting our Association’s

Presentation Night. Murph and the boys have hosted the last few years and the effort they put in is appreciated by all those who attend. It was disappointing to see some clubs not represented on the evening.

At the end of the evening, Life Member Doug Dainton presented Mick Layton with his own life membership to the SDCA. After a thirteen year

commitment with six in the top job, Mick will look to step down as President. On behalf of all clubs, I thank Mick and wish him the very best in his ‘retirement’ from the Association. I’m sure Mick won’t disappear completely, and maybe if

called upon, will make himself available for the occasional medal presentation.
