Introduction
EUROCLIO turned 20 in 2012! This landmark is aunique opportunity to reflect on the achievementsof the past, the challenges of the present and theperspectives for the future.Born in theearly1990sunder the impulsion of Joke van der Leeuw-RoordandencouragedbytheCouncilofEurope,EUROCLIOgrewintoavibrantcross-bordercommunitybringingtogetherthousandsofhistory,heritageandcitizenshipeducation professionals. Over these 20 years theAssociationhasbeenatthecentreofmanypersonalstoriesandcollectiveadventureswhichcontributedtoshapingthefaceofcontemporaryhistoryeducationinEurope.
Wechosearesolutelyforward-lookingwaytocelebrateour20yearsofexistencein2012,andlaunchedthefirst version of our cross-border online educationaltool“Historiana”inSeptember.Analternativetotheidea of a European history textbook, this initiativeembodiesEUROCLIO’slastingambitiontobringtolifeacomplexunderstandingof thepastasapromisingpathforyoungpeopletoexploretheirownmultipleidentities and changing sense of belonging. Nowthat thewebsite is up and running, the ambition isthatHistorianawilldevelopintoatrulycross-borderinteractive platform and community of users. Theattentiontheinitiativereceivedin2012createshopeaboutthepotentialof this initiativetoovercome itsinitiallimitationsandmakearealdifference.
EUROCLIO’s internationally oriented approach tohistoryeducationcanprovehighlyusefultoprepareconfident and open-minded citizens for nowadaysmulticulturalandglobalisedsocieties.
Weenthusiasticallyembracetheconceptoflearningmobility as promoted for instance by the EuropeanUnion and look for any possible way to give it aconcrete shape. In 2012 again hundreds of historyeducatorsmovedthankstoEUROCLIOevents,whichwerehighlypraisedasplacesforuniqueencountersandforwideningprofessionalhorizons.
The “Annual Conference and ProfessionalDevelopment Course 2012” in Antalya, Turkey,broughttogether196history,heritageandcitizenshipeducators from47differentcountries,making it themost international EUROCLIO event ever. Amongmany other fruits, this unique event opened newperspectives for cooperationwith history educatorsin theMiddle East and North Africa, and triggeredEUROCLIO to launch its Mediterranean Dialoguesprogrammeandpublishananalysison“HistoryandCitizenship Education in theMiddle East and NorthAfrica”. These recent developments show that ourEuropean anchoring is certainly not incompatiblewithourexpansiontootherregionsoftheworld.
In 2012 the EUROCLIO Facebook group wasestablished.Sincethenithasbeengrowinginscopeand it proofs to be a great instrument to keep ourcommunity engaged with the Association and eachother.
The vitality of EUROCLIO stems from the incrediblepassion people put in their participation in, and intheirworkfortheAssociation.Aslongasthisisthere,the Association will thrive and remain an inspiringforce forhistory,heritageandcitizenshipeducators,despitethedifficultytoestablishtheorganisationonstableandsustainablegrounds.

Historiana-Your Portal to the Past TheHistoriana-YourPortaltothePastwebsitewaslaunched,containing35on-linemodulesfordigitalhistorylearning.Thesemoduleswereproducedbycontributorsfrom29countries.
TurkeyIn 2012 theprojectinTurkeypublishedbothahard-copyandanon-lineversionof“Yenilikçi Tarih Öğretimi, Etkinlik Örnekleri”, tosupport theteachingof the innovativehistorycurriculuminTurkey.Thematerialsfocusison4elements:multi-perspectivity,controversialissues,creativityandcriticalthinking.Thematerial isavailableonthewebsiteofthe Association of History Educators in Turkey and several other websites. Theonline publication has been downloaded almost 12000 times during 2012 andhasbeensharedviauniversitynetworks.Thispublication iscomplementedbyaTurkishlanguageresourceDVD,containingaudiovisualmaterialsandonlinelinkstoaudiovisualmaterials.Todisseminatethematerialamongawideinternationalaudience,8modulesfromthepublicationweretranslatedintoEnglish.“Innovative History Education, Exemplar Activities”waspublishedasahardcopyandisalsoavailableonlineonthewebsitesoftheAssociationofHistoryEducatorsinTurkeyandEUROCLIO.
GeorgiaThe teaching tool “How We Lived Together in the 20th Century in Georgia”,a collection of 29 modules, is targeted at teaching tolerance and interculturalunderstanding.ItwaspublishedinGeorgianin2011andhasnowbeentranslatedintoRussiantoallowstudentsfromminoritycommunitiesinGeorgiatoworkwiththematerials.

EUROCLIOdevelopedanddisseminatedseveralsurveys.
ThefirstsurveyfocusedonmappingtheknowledgeacrossEuropeandbeyondofthehistory of present day Turkey.Thequestionnairereceivedfeedbackfrom50countries.TheresultswerepresentedduringtheAnnualConferenceinTurkeyandareavailableontheEUROCLIOwebsite.
1. Thesecondsurveyfocusedontheconditions, opportunities, challenges and needs of the EUROCLIO Member Organisations,93%oftheactivemembersreplied.Theresultsofthissurveyarepresentedduringthe2013EUROCLIOGeneralAssembly.
2. A third study is initiated, looking at thewayGerman history features in European curricula andtextbooks.Theresultswillbeavailableinthefirstmonthsof2013.
In2012EUROCLIOwasofficialpartnerinthe“Teacher Training for Civic and History Education in Europe” project.TheUniversityofViennalaunchedthisprojectaimingtoinvestigatethestructures,conceptsandstandardsofassessment,tutorialsystemsandinitialeducationinthefieldsof:“Political/CivicEducation”,“Social/CulturalStudies”and“History”.EUROCLIOwasrepresented inthisprojectbyDr.DeanSmart,FormerBoardPresident.

General Assembly
In 2012 EUROCLIO’s Annual General Assembly was held in Antalya on the 6th of April withrepresentatives from 35 Member Associations. The representatives discussed and approved theresultsof2011andtheplanningfor2012andbeyond.TheyadoptedEUROCLIO’srecommendationon teachingmigrationandweremade familiarwith theactivities related toEUROCLIO’s20yearsanniversary.
New EUROCLIO Members
TheBoardcontinuestobothstimulateHistoryEducatorsNetworkstobecomeorganisedandnewlyorganised associations to become EUROCLIO members. In 2012 the Assembly accepted 2 newFullMember organisations: The Society for History Didactics in Austria and the History TeachersAssociationofBuriatia inRussia.6OrganisationsobtainedAssociatedMembership:theAuschwitzJewishCenter,Poland;theAssociationforCitizenshipTeaching,England;DigitalHeritage,England;theEducationalResearchCentre,Poland;theFacultyofPhilosophy,UniversityofSplit,CroatiaandthePedagogicalInstituteofCyprus.

During the2012GeneralAssembly,PresidentVassiliki Sakka (Greece) steppeddownafter serving theorganisation for 6 years. Sylvia Semmet (Germany) became her successor as President of EUROCLIO.TreasurerMarjan de Groot-Reuvekamp(TheNetherlands)tookthepositionofVice-PresidentandSemih Aktekin(Turkey),Peder Wiben(Denmark),andErwin Capitain(TheNetherlands)maintainedtheirpositionsin the Board. The sole Board vacancy attracted 12 candidates from Azerbaijan, Bosnia-Herzegovina,Estonia,Greece, Iceland, Italy, theRepublic ofMacedonia,Moldova, Tunisia and theUnitedKingdom.After2electionsequencesLóa Steinunn Kristjánsdóttir fromIcelandwaschosenasnewEUROCLIOBoardMember.
In2012theBoardheld3meetings,respectivelyinTurkey,theNetherlandsandGermany.TheFinanceandGovernanceCommitteeconvened5timesinTheNetherlandsandTurkey.TheAuditCommitteehadtheirannualmeetingwiththeFinanceandGovernanceCommitteeinthedaysbeforetheGeneralAssemblyinTurkey.
TheAssociation’s Board has continued to streamline theAssociation. The Board furthered policies onmember communication, public relations, project acquisition and general policy aims, as laid down inthePolicy Plan 2020andtheAction Plan 2012.TheinternalruleswerefinetunedandweresubmittedinApril2013duringthenextGeneralAssemblyinErfurt,Germany.TheBoarddecidedthatthePresidentwillmeetwiththeSecretariatStaffonaregularbasis.ThePresidentwillalsoparticipateintheFinanceandGovernanceCommittee.
Member Involvement and Volunteering
The Association’s Board is aware that most Member Associations are voluntary organisations, andis therefore investigating how it can serve theseMembersmost effectively. To acquire insight in theconditions,opportunities,challengesandneedsoftheMemberOrganisations,aquestionnairehasbeendesigned.93%oftheActiveMemberAssociationsreplied.Theresultswillbeprocessedinthebeginningof2013andpresentedduringtheGeneralAssemblyinErfurt.In2012more than 78%oftheMemberswereinvolvedinanyofEUROCLIO’sactivities.

The current 29 EUROCLIO Ambassadors have been officially presented during the AnnualMeeting inAntalya.Theyarehistoryeducatorswho,overa longerperiodoftime,haveshowngreatcommitmentto implementing theprinciplesof theAssociation.Theyare requested topromote theAssociation, itsmissionandprinciplesintheirdailyworkandinevents,wheretheyofficiallyrepresentEUROCLIO.In2012,8AmbassadorsactedonbehalfofEUROCLIOinCyprus,Estonia,France,ItalyandPortugalduringeventsheldbyorganisationssuchasUNESCO,theCouncilofEuropeandtheEuropeanUnion.
EUROCLIO Honorary Board
EUROCLIO continued also in 2012 to invite notable scholars and individuals to support the work ofEUROCLIO by acceptingmembership of theHonorary Board. TheHonorary Board in 2012 consists of21members,afterAntoon de Baets (TheNetherlands),Margret MacMillan (Canada)andPeter Seixas(Canada)becamememberofthisBoard.

The13thAnnualReportwaspublishedunderthetitle“History Alive”.Astudentengagedininnovativedesignwasaskedtocreateanewlayoutandformat.
Action Plan 2013
TheBoardagreedtoanewandmoreconciseActionPlanFormatfor2013thatisstillfullyintunewiththe requirements of the Policy Plan 2020 “Responsible History Education in a Globalising Society, EUROCLIO’s Roadmap towards Innovative History Education” and the FrameworkAgreement for the“Operating Grant Framework Partnership for European Associations Active at European Level in the Field of Education and Training”.

The Friends of EUROCLIO Foundation
TheFriendsofEUROCLIOFoundationwas launchedon4April2012,duringtheEUROCLIOAnnualMeetingin Antalya. The Friends of EUROCLIO Foundationfound an appropriate President in Ms. Sandra Kalniete, Former EU Commissioner and current EUparliamentarianfromLatvia.Shehostedthe20yearsanniversarycelebrationofEUROCLIOintheEuropeanUnionParliament.20 years Anniversary Celebration, Brussels

EUROCLIOisamemberoftheAdvisory Board of the Georg Eckert InstituteforInternationalTextbookResearch,whichmeetsonceperyeartodiscusstherecentresultsoftheInstituteandtheplansforthefuture.TheInstituteisgettingmoreandmoreinvolvedinon-linelearningandisplanningtointensifyitsrelationwithEUROCLIOespeciallyinthisfield.TheEuropeandivisionoftheInstitutewillcarryouttheexternalassessmentoftheHistorianawebsitein2013.
Europeana Foundation
EUROCLIO isacceptedasBoard Member of the Europeana Foundation,whichfocuses on creating newways for people to engagewith their cultural history.Europeanadoesthisbothbymakingculturalheritageresourcesopenlyaccessiblein a digitalway andby promoting the exchangeof ideas and information. TheFoundationisasingleaccesspointtomillionsofbooks,paintings,films,museumobjectsandarchivalrecordsthathavebeendigitisedthroughoutEurope.OverthelastyearsEUROCLIOandtheEuropeanaFoundationhavebeenworkingtogetherwithintheHistorianaProgramme.From2012EuropeanaandEUROCLIOwillrunEuropeana Creative, a common project looking at innovative digital learningopportunities.

EUROCLIO is anactivememberof theEuropean Civic Platform for Lifelong Learning – EUCIS-LLL. ThisEuropeanPlatformpromotesEuropean-widecooperationamongcivilsocietyorganisationsthatpromoteavisionoflifelonglearningbyintegratingformal,non-formalandinformallearning.ThePlatformconsistsof31Europeannetworks.EUROCLIOExecutiveDirectorJokevanderLeeuw-RoordisVicePresidentoftheSteeringCommitteesince2010.TheSteeringCommitteehad4meetingsinBrusselsandLeuvenin2012.EUROCLIOalsoactivelycontributedinboththeEUCISGeneralAssemblyandAnnualConferenceon“Social Innovation for Active Inclusion. Life Long Learning Contribution for a better Tomorrow”,organised inLeuvenandthe“European Education, Training and Youth Forum 2012 and the EUCIS- LLL-Working Group on EU2020 and Education&Training Policies”.

EUROCLIO continuouslystrives tomaximise the access and exchangeof information related to history,heritageandcitizenshipeducationusingavarietyofdisseminationtools,includingLinkedInandTwitter.InSeptember2012thedailyupdatedEUROCLIOwebsitewww.euroclio.euwasremodelledandsimplified.Thisresulted inmorevisitorsandmorepagesvisitedpervisit. In2012around40.000peoplefrom179countriesworld-widevisitedthissite.MostvisitorscamefromEUcountries.

6 EUROCLIO Project Application in 2012
Project AcquisitionThe Secretariat spends considerable amounts of time to writing projects. The effect of the growingfinancial and economical crisis has noticeably influenced the likelihood to obtain projects, as theinternationalcompetitionforgrantshasbeenincreasedconsiderablyandthedonoropportunitieshavebeensignificantlydecreased.Thethresholdsforobtainingprojectsare incessantlyaugmenting.Projectproposalswithpositiveassessmentsandhighscoreswerestillrejected.Nevertheless4newprojectsandconsultancieswereobtained.
Core-funding
In2011EUROCLIOwassuccessfulinobtainingthe3yearcore-fundingviaanOperatingGrantFrameworkPartnershipfor“European Associations Active at European Level in the Field of Education and Training”,fundedthroughtheEULifeLongLearningProgrammeandtheJeanMonnetProgramme.Fortheyears2012and2013individualapplicationsstillhavetobesubmitted.TheEUOperatingGrantfor2012wassuccessfullyobtained,andtheapplicationfor2013hasbeensubmitted.

Thenetincomefortheyearis€955.Thisisinlinewiththebudgetandwithpreviousyear.TheprojectsareincontrolandthecostsoftheSecretariatarecoveredbytheEUoperatinggrantof€125.000andthesubscriptionsfeesof€12.540.Ifonelooksmorecloselytotheprojects(seealsonote13tothefinancialstatements),thereisanoverruninprojectexpendituresofabout€47.000,whichisabout5%oftotalprojectbudgets.Theoverrunsaremainlydue toextrahours spentbyEUROCLIOstaffmembers, sinceEUROCLIO sets itsquality andperformancestandards veryhigh.By thismeansEUROCLIOdelivers theoutstandingquality,wherewewanttobeknownfor.Thefundingofthisoverruns ispresentedasself-financing.Basicallythiscouldhavebeenbyawithdrawnoutoftheoperatingreserve.Sincethisreserveisalmostnil,EUROCLIOstaffmembersdecidedtowaivetheirovertimerights,bywhichtheyarereallysupporting thefinancialhealthandcontinuityofEUROCLIO.TheBoard is grateful for this gesture.WeperceiveprudentfinancialmanagementasolvencypolicywherethefixedcomponentoftheexpendituresfortheperiodofanundesiredliquidationprocessiscoveredbytheAssociation’sequity.Currentlythisisnotthecase.TheAssociationEUROCLIOfollowstherequirementsoftheHerkströterCommitteeregardingtheuseoftheoperatingreserveofCharityorganizations.TheBoardthereforestrivestocreateareservecoveringatleastforoneyearthecostsofthepermanentstaffandotherlegalobligationsoftheFoundation.TheAssociationwould liketostrivetoextensionof it isoperatingreserve,butduetoEuropeanUnionNon- Profit regulations has not been able to do so. Euroclio’s business environment ischanging: we experience that donors applya more strict policy on awarding grants,competition between NGO’s gets more andmoretough.InthiscontextEuroclio’savailablefinancial reserves do not reflect a healthyfinancial position. EU-regulations howeverdonotallowustoretainrealisedoperationalprofits.
The past seven years (2006 - 2012), Eurocliohas been awarded with an annual grant ofthe Jean Monnet foundation, a EU relatedbody.Thisgrantcoversasfrom2008almost€100.000ofthegeneralcostsofEuroclio.Inspiteof the fact that our cost-structure is flexibleenoughtoabsorbdecreasesinfunding,wedoseecontinuationofthisgrantasessential forcontinuingouractivitiesonthepresentbasis.
In September 2011 this grant of € 100.000 -€ 150.000 is awarded for a period of threeyears (2011: 100.000, 2012:125.000 en2013:150.000).
General accounting principles for the preparation of the financial statements
General Theannualaccountsarepreparedinaccordancewith the Dutch accounting standards forsmall and not for profit organizations (RJ640). Valuation of assets and liabilities anddetermination of the result takes placeunder the historical cost convention. Unlesspresented otherwise, the relevant principleforthespecificbalancesheetitem,assetsandliabilitiesarepresentedatfacevalue. Incomeand expenses are accounted for on accrualbasis.Profitisonlyincludedwhenrealizedonbalance sheetdate.
