The Western European economy is in a recession, and the debt crisis continues. The economy on the whole is expected to decline slightly in the coming year. The Finnish technology industry predicts less than a two percent growth in exports, though is still on the alert for the

continuation of the European debt crisis which can make the loss of confidence spread elsewhere in the world. Global economic growth is still dependent on developing Asian economies although the situation in Europe is having an effect on them as well.

The level of Finnish exports has suffered a significant drop, which is feared to be permanent. This is an exceptional situation, as in the past after an economic downturn exports have always returned to their former level and begun to climb. Approximately half of the drop has occurred in the electronics industry and a third in the machine and metal industries. Within the countries Finland is competing with, exports exceeded pre-crises levels during autumn 2011. There is a risk of Finnish industry loosing its competitive edge. It would seem there is not a sufficient capacity for exports to return to their previous level. Only competitive businesses in Finland can succeed, invest and employ.

The corporate revenue of electronics and electrotechnical industries in Finland, including telecommunications equipment, electrical machinery and instruments, decreased by approximately 10 % during 2011 and was 17 billion. A challenging situation in the telecom-munications industry made the volume of new orders decline further throughout the entire electronics and electrotechnical industries. Therefore, the turnover for companies in these sectors is expected to remain at a low level.

It is important to protect Finnish companies’ ability to maintain and improve productivity and competitiveness. Standardization and standards are important development tools, which allow access to the global markets. Competitive enterprises are able to send knowl-edgeable experts from Finland to prepare international standards. It is essential to ensure that the existing resources of expertise are maintained and that there will be new and adequate generations of experts.

Business revival despite the recession

ForSESKO,theyear2011waseconomicallyslowerthanthepreviousyearsdueto anotablylowdemandforpublicationofstandardsaswellasagrowthinexpenses. Theusersofstandardsawaitedthenewknowneditioninthestandardseriesaboutlow-voltageelectricalinstallationstobepublishedwhichhadadirectnegativeeffectonSESKO’srevenue.Thenecessaryrecruitmentsandaneedofspecialexpertiseinstandardizationalsoincreasedtheexpenses.Horizontalwideninginstandardizationactivitiesaswellasthenewstandardizationareasintroducedbynewtechnologiesandinnovationsrequiredadditionalexpertresourcesandnewcompetence.Recruitmentwasalsomadeinthecaseofforeseeableretirements.Fortunately,SESKOwasabletomakeuseoftheassetsaccruedoverthegoodyearsforthisessentialinvestmentinhumanresourcesandtherewerenoneedforloans.

Despitetheadversedevelopmentin theeconomy,actualstandardizationhasbeenveryactive.FromFinlandwehadaltogethernearly400membershipsinIECWorkingGroups,whichrepresenteda14%increasefromthepreviousyear.FinishexpertshavehadchallengesandplentyofinvolvementwithnewHorizontalCoordinationandFocusGroups.AmongSESKO’sstandardizationtherewereover460expertparticipants,equaltothatofthepreviousyear.Theyrepresentedseveraldifferentareasinsociety,businessindustry,authorities,testingandinspectionsectors,researchinstitutes,universitiesofscience,polytechnicsandsoon.

Future Standardisers

Studentsarethefutureexpertsmakingup alargegroupofpotentialthestandardsusers.Fromthisgroupalsothefuturestandardiserswillemerge.Forseveralyears,SESKOtogether

withTheFinnishStandardsAssociation(SFS),haveworkedoneducationalcooperationviaourwebportalSFSedu.fiandalsobypublish-inghandbooksofstandardsforstudents. In2011SFSedu.fihadasupple-mentaryten-partseriesofpresentationmaterialonindustrialautomationinitselectrotechnicalpart.Theportal’sawarenesshasincreasedandthenumberofvisitorshascontinuedtogrow.Thepresentationmaterialshaveprovedtobethemostpopularsections.

Theseminarsateducationalinstitutionshavebecomewell-established.Inautumn2011,therewasalreadyafifthseminaratTampereUniversityofAppliedSciences(TAMK)with150studentsofelectricalengineering,electronicsandautomation. Themainthemeoftheseminarwastheuseofstandardsintheses.TheTAMKDepartmentofElectricalEngineeringaimstohaveatleastonereferencetoarelevantstandardineverythesis.SESKOhasalsobeenactiveinacorrespondingEuropeanworkandhasintroduceditseducationalaccomplishmentstotheCEN-CENELEC-ETSIJointWorkingGroupofEducationaboutStandardization.

Common European criteria

TheEuropeanStandardizationOrganisationsCENELECandCENaremakingastrongefforttohavealltheirNationalBodiesactaccordingtothesamebasicprinciples.Thereforetheyhavedefinedcriteriafortheirmembers. InFinland,SESKOisaNationalBodyofCENELECandSFSisaNationalBodyofCEN.Thememberbodiesareexpectedtomeetthesesixcriteriaateveryturn:Transparency,OpennessandDevelopmentDimensions,ImpartialityandConsensus,Effectiveness andRelevance,CoherenceaswellasViabilityandStability.

Transparency,OpennessandDevelopmentDimensionssignifyaccesstoinformationandpotentialstandardisation.Impartialityshouldassureequalrightstoexpressanopinionand

tobeheardforeveryactiveinterestgroup instandardization.

Standardizationisefficientwhilerelevantmarketandlegislativerequirementsaswell asscientificandtechnicalprogressaretaken intoaccountindraftingastandard.Standardsmustnotdistortthemarket,hindercompetitionorpreventinnovationandtechnologicaldevelopment.

ACENELECmemberbodymustbeanofficiallyrecognisedandauthorisedorganisationinitsowncountry.InFinland,bothSESKOandSFSmustsecuretheireconomicalviabilityfortheirfunctions andliabilities.

In2011,SESKOtogetherwithSFSdraftednationalguidelinesforthesecriteria.SESKOwillruminateandupdateitsoperatingsystemagainstthesecriteria.Themembers ofCENELECandCENshouldimplement thecriteriasothatitwouldbepossible toauditoperationnationallyasearlyas in2012andonaEuropeanlevelduring thefollowingyear.

AlongwiththeAGM,SESKO’sSpringSeminarwasheldfortheexpertsof theSESKO’scommitteesandfollow-upgroups,andfortherepresentativesofSESKO’smemberassociations.Morethan150partnersandexpertsinelectrotechnicalstandardizationconvenedattheseminarinHelsinki.Thethemeof theeventwasSmartGrid.Among thepresentationsheldwas‘About thefutureofenergyonaworldwidescale’byProfessorPeterLundfromAaltoUniversity.AlsoPaavoTammisto,ManagerforWiringAccessoriesforABBFinland,presentedhowintelligentbuildingsandstandardizedcontrolsystemsplayasignificantpartinthereductionofemissionsandenergyuse.

Management

TheSESKOBoardusuallyconsistsoftenmembers.TheendoftheyearsawtwomembersresignfromtheBoarddueto achangeintheirresponsibilitiesatwork,oneofwhichwasreplacedbyhisvicemember.KimmoSaarinen,VicePresidentofKemetElectronicsCorporation,continuedtochairtheAdministrativeBoardandtheassociation.DirectorKariJ.LångatNokiaOyjactedasVicePresident.TheboardmetfivetimesduringtheyearandheldastrategicseminarinAugust.

TheBoardMemberswereelectedfromthememberassociationsaccordingto anewgroupingsystem–fourmembersfromthelargestinterestgroupof standardusers(group1),fourmembersfromthegroupofelectrotechnicalauthorities,inspectionandtestingorganisations(group2),andtwomembersfromotherinterestgroupsofelectrotechnicalstandards.

Auditing

SESKO’saccountswereauditedbyMasterofEconomicSciencesHeidiVierrosAPA

fromKPMGOyAbandthedeputyauditorwasKPMGOyAbcollectively.ExecutiveDirectorRistoHiltunenfromElectricalConsultingEngineersNSSactedas theinspectorinaccordancewiththelawregardingassociations.

Committees

BytheendoftheyearthenumberofnationalcommitteessetupbytheSESKOAdministrativeBoardwas46.Inadditiontherewereapproximately90nationalfollow-upgroups,whichtogetherwiththecommitteesconsistedof463experts.TheAdministrativeBoardapproved449standards,ofwhich34werepublished inFinnish.

Personnel

Bytheendof2011SESKOemployed 12people–seventechnicalexperts andfiveinthesupportingservicerole. Onepersonhadashorterworkingday. AttheyearendSESKOrecruitedanewtemporaryprojectdesignerfromAaltoUniversityProfessionalDevelopment, AaltoPRO.

In2011,SESKO’sErkkiYrjöläMedalwasawardedtotwodistinguishedexperts

instandardization:TechnicalDirectorEsaTiainen(ElectricalContractors’AssociationofFinland,STUL)andSafetyEngineerOlliTiainen(FinnishSafetyandChemicalsAgency,TUKES).

Esa Tiainenwasawardedforhiscreditasthechairmanandamember instandardizationcommitteeforElectricalInstallationsSK64.Hehasalreadybeeninvolvedinstandardizationofelectricalinstallationsforover20yearsandthechairofthecommitteesince2009.

EsaTiainenplayedanessentialrolewhenthedetailedregulationsforelectricalinstallationsweremadeinacontrolledway,replacedbygeneralinstructionsandstandards,whichsupporteachother.Asearlyasinthebeginningof1990hehas

takenpartindraftingregulationsforelectricalinstallationsbasedonthefirstIECandCENELECstandards,theprecursors ofmodernstandards.Withhisexpertise hehasaccomplishedarecognizedstatus inthefieldofelectricalsafety.

Olli TiainenwasawardedErkkiYrjöläMedalforhislongterminputasasecretaryandmemberfortheLampCommittee SK34.Hehasbeeninvolvedin thecommittee’sworkforoverthirtyyears, eversincetheendofthe1970’s.

InadditionOlliTiainenhasbeen amemberonthecommitteesforElectricalHouseholdAppliancesandforElectricalSaunaStovesaswellasforPlugandSocketOutletsinthe2000’s.

Asanexperiencedsafetyauthorityhishasplayedanimportantroleindiscoveringfaultsinsafetyofelectricalappliancesandbroughtinvaluableinformation tothecommittees.Asaconsequence ofhisexpertisestandardshavegainedmanyimprovements.

Theassociation’soperatingcostswereeuro1,405,117.81,andincreased

fromthepreviousyearby7.4%.Personnelepensesrose13.4%.Thiswasprimarily duetoincreaseinsalaryexpensesandrelatedcosts,asSESKOhiredtwonewemployeesandoneparttimepersonenteredfulltimeemployment.Therelativeshareofpersonnelcostsincreased3%comparedtothepreviousyearandwas 59%ofthetotaloperatingexpenses.

Theassociation’sfinancialresultfor2011wasanegativesumofeuro181,319.92.Thedeficitfinancingwasmostlyaffectedbyincreasedsalaries andemployeecosts,asmentioned. Theincreasednumberofemployees andspecialconsultantsaddedtothetravellingcostssubstantially.

TheprofitfromtheSFS’scompilationcompensationdroppedconsiderablybecausethestandardusershavepostponedpurchasingoftheSFSstandardline6000untilthepublicationofits revisedversioninthefollowingyear.

Distribution of standards

Thecompilationanddistributioncompensationbasedonsellingthestandardscovered39%(46%)ofSESKO’sfinancing.ThecompilationcompensationofSFS-standardsandmanualsaccumulated23%(29%).Thepreviousyear’sfiguresareinparentheses.

Participation fees

InSESKO’sstandardizationcommitteesandfollow-upgroups,therewere463(463)electrotechnicalexpertsfromvariousareasoftheFinnishsociety.Thenumberofparticipantsremainedexactlythesame.Thereturnfromtheparticipationfeescoveredapproximately26%(23%) oftheentirefinancing.

Assistance from Promotion Centre for Electrical Safety

Duringtheyear,theassistanceforstandardizationonelectricalsafetyfromPromotionCentreforElectricalSafety(STEK)waseuro175,000,whichaccountedforapproximately15%ofthefunding.

LicentiateinTechnologyLauriHalme wasinvitedasHonoraryMember oftheBoard.Halmehasenteredthearea ofstandardizationasearlyas1968 intotheCommunicationCableCommitteeandstillparticipatesveryactively ininternationalstandardizationoneverylevel–inworkinggroupsandteams aswellasincommitteesandadvisoryforums.Halmehasa35yearlongcarrierwithTelecomFinlandatvariedmanagementpositionsinResearchandProductDevelopment.Forthepastalmost50yearshehaseducatedgenerations ofexpertsinAaltoUniversityofTechnologyandstillteachescommunicationtechnologyandEMCissues.

Thecompaniesandorganizationscloselyrelatedtoelectrotechnology,alongwithSESKOmembercommunitiesandexperts,arethetargetgroups.Tothem,it’simportanttoobtaincurrentinformationaboutthenewstandardsaswellasstandardizationprojects.Consequently,eachpartycancontributetothestandardsattheappropriatetimeandobtaininformationtopromotetheirownactivityatthepropertime.Also,studentsandteachersareanimportanttargetgroup forcontinuouscommunications.

SESKO in the spotlight

SESKOapproachesitstargetgroupthroughallocateddigitalandprintedmedia.Altogether222(174)articlesandnewsletters,aboutelectrotecnicalstandardizationorstandards,werepublishedinvariousmediaformatsduring2011.SESKO,alongwithelectrotechnicalstandards,weredisplayedthroughoutmanywebsites,activedirectories,seminarsandeducationalevents.

SESKO’sownmediaconsistsofprintedpublicationofSESKOmagazine,issuedfivetimesayear,andit’swebsitewww.sesko.fi.SESKOalsoparticipatesintheeducationalportalwww.SFSedu.fiforstudentsandteachers.EachyearSESKO’sfirstannualissueofSESKOmagazineincludesalist ofestablishedandpublishedstandardsfromthepreviousyear.

In2011communicationmainlyfocusedonthestandardizationofelectricvehicles,SmartGrid,technicaldocumentation,installationcables,lightingstandards,electronicsurveillanceandalarmsystemsaswellasthefuturevisionsofEuropeanandglobalstandardization.

Visitingfrequencyofthesitehascontinuedtoincreasegraduallyasnewgenerationshavestartedtouseelectroniccommunicationtoolsandchannels. Thecontenthasbeenkeptuptodate andasearchfeaturewasaddedtothesite.AcurrentIECpublicationpricelistwasrequestedbytheusersofIECpublications.Besidestheprices,thelistincludesashortdescriptionofeachpublicationandisupdatedmonthly.TheconstantlygrowingEnglishsectionofthewebsiteservesSESKO’sinternationalpartnersand alsoparticipantsininternational meetingsinFinland.

Fairs and events

Electrotechnicalstandardizationandstandardswerepresentedinseveraldifferenteventsduringtheyear.InMay,SESKOpresentedtheeducationalportalSFSedutotheteachersandrectorsforpolytechnicsattheAMKDaysinSeinäjoki.SESKOhaditsownfairstandattheELKOMfairandtheFORUM2011eventinOctober.TogetherwiththeFinnishStandardsAssociation(SFS),METSTA,theChemicalIndustryFederationofFinland,YTLand theTampereChamberofCommerce, aminiforumwasorganizedforTampereregioncompaniesonthebefits ofstandardization.

Educational cooperation

SESKOsuppliesinformationtoinstitutionsprovidingeducationinelectrotechnicalsectorabouteducationaleditionsof thehandbooksandtheutilityofstandardsforlearningandwork.

AStandardizationAfternoonwasheldatTampereUniversityofAppliedSciences.Altogether150studentsalongwiththeirteachersreceivedsometipsfortheirthesistopicsbesidesotherinformation.

TheeducationalinstitutionsgroupconsistingoftheteachersforvocationalschoolsandpolytechnicshelditsmeetingatSESKOinautumn.

TheinternationalIEC-IEEEChallengeonthetheme“Howdoeselectrotechnology

impacteconomic,socialandenvironmentaldevelopment?”waspromotedforacademicsinFinland.

SESKOmaintainsthepagesrelatingelectrotecnicalsectoronSFSeduwebsitescommontoallstandardizationsectors.

SESKOparticipatesinthemeetingsoftheCEN-CENELEC-ETSIjointworkinggroup“EducationaboutStandardization”inBrussels.Theworkinggroupaimsatincreasingeducationandawarenessofstandardsandstandardizationaswellaspromotingeducationalcooperation inEurope.SESKOalsoparticipatesintheSFSsteeringgroupforeducationalcooperationalongwithotherSFSstandardizationsectorbodies.

Education

SESKO’spersonnelgavelecturesin anumberofevents,whichwereorganizedbymanymembercommunitiesandotherorganizations.Ingeneralthelecturesdealtwiththestandardizationsystem,standardscontentandtheirstatusaswellastheirguidance.Specifictopicsincludedamongotherslowandhighvoltageinstallation,intelligentelectrification,electromagneticcompatibility,electricvehicles,cameramonitoringsystems,documentationof theelectricalsystems,measuringofelectricenergyandelectricalsafety.

Thestandardizationcommitteesassembleregularlyandhaveadesignatedchairpersonandsecretary.Committeesareusuallysetupforthenationallysignificantelectrotechnicallinesofbusiness.NationalcommitteesmayalsoberequiredwhenthereisaspecialneedtohavestandardspublishedinFinnish.IECandCENELECsubjectswhichdealmainlywithinternationalstandardization,andwhenthereisnoneedforanationalcommittee,SESKOprovidesfollow-upgroups.Besidesmembers,acontactpersonisappointedforeachfollow-upgroup.

Thefocusareasofthestandardizationcommitteesandfollow-upgroupsvarybyeachtopic.Intheworkofallgroups,activeandcomprehensiveparticipationinIECandCENELECvoting,commentingandgroupworkisimportant.Thisisthebestwaytoinfluencethecontentsofstandards.FieldsinwhichtherearemanyactorswithinFinland,thetranslationofstandardsandpreparationofnationalpartstostandardsisanessentialtothework ofacommittee.

SK 3 Information Structures, Documentation and Graphical Symbols

Thecommitteepreparednewsymbolproposals,draftedstandardtranslationsintoFinnishandpreparedtwonewSFShandbooks:616ReferenceDesignationsandApplicationsand617GraphicalSym-bolsforDiagrams.Inadditiontoanumberofnationalmeetings,themembersofthecommitteeparticipatedinseveralIECWorkingGroupsregardinggraphicalsymbols.SESKOhostedtheTC3,SC3C andSC3DmeetingsheldduringOctoberinHelsinki.ThesecretaryofSK3,ArtoSirviö,isalsothechairmanofIECSC3C andtheconvenorofMT60617.FinlandwasgiventhedutiesofthereportingsecretariatofCLC/SR3C,tobecarriedoutbyArtoSirviö.Thestandardsofthisareahaveanimpactinlargecircles,andtheyformthebasisandterminologyforallothertechnicalstandardizationcommittees.

onOverheadLines,inwhichthecurrentstandardsonVoltagesAboveandBelow 45kVhavebeencombined.Thepub-licationofbothstandardsinasinglevolumeisparticularlysignificantforthecompaniesoperatingthepowerdistributiongridandthecontractorsbuildingthegrid.Thechairmanof thenationalcommitteeSK11,PekkaJ.Riisiö,hascontinuedhisactivepartici-pationinEuropeanstandardizationwithsupportfromhiscommitteemembers.

SK 13 Equipment for Electrical Energy Measurement and Load Control

ThenationalcommitteehasworkedefficientlyrelatedtotheSmartMeteringmandate.FinnishmembersparticipatedinseveralEuropeanworkinggroupandcommitteemeetingsontheDataCommunicationsRelatedtotheMeteringofElectricalEnergy.NordicNOREKactivityinthisfieldwasrevivedanditsmeetingwasattendedbyseveralFinnishmembers.FinlandtookaninitiativetoincludeOpenSmartGridProtocol(OSGP)asoneoftheEuropeanelectricalenergymeteringprotocolsmeantbymandateM/441.ThecommitteeandthemanagementofSESKOworkedrelentlesslyattheEuropeanlevelintheTechnicalCommitteeandTechnicalBoardlevelinordertohavethisprotocol,inuseinFinlandandotherNordiccountries,approvedasthebasisofthestandard.ThiswillbenefitNordicmanufacturersofmeteringequipment,powergridconstructorsandoperators inthefuture.

NewversionsofthreenationalstandardsonElectricalEnergyMeteringCentreswerecirculatedforcomments andonewasproposedtobewithdrawn.Duetotheincreaseingeneralinterestinthearealecturesonsmartmeteringhavebeengiveninvariousevents.

Active Committees and Follow up Groups in 2011 SK 17D Low-Voltage Switchgear and Controlgear Assemblies

Thepreparationofthestandardseries61439onLow-voltageSwitchgearandControlgearAssemblieshascontinued attheEuropeanandInternationallevel.Thesecondeditionofthebasicparts1 and2hasbeenapproved,andfirsteditionsoftheotherpartsarecurrentlybeingdrafted.Thecommitteeiscommented onthedraftsunderpreparation.Because themanufacturersofLow-VoltageSwitchgearandControlgearAssembliesincludemanysmallandmedium-sizecompanies,thestandardsarebeingtranslatedintoFinnish.Parts1and2of thenewstandardserieshavealreadybeentranslatedandtheotherpartswillbetranslatedoncetheyhavebeenfinalised attheinternationallevel.

SK 20 Electrical Cables

ThecommitteepreparedanationalstandardonLow-voltageInstallationCablesandclarifiedtherequirementsfortheMMJcable,duetosomepiratedproductswhichdon’tfullymeettherequirementshaveenteredthemarket. ThemembersofthecommitteehaveactivelyparticipatedintheworkofworkinggroupsattheIECandCENELEClevel.ItisintheinterestofthecablemanufacturersandimportersinFinlandtoparticipateactivelyinstandardizationandtobeconsciousofwhethercablescomplywiththesestandards,becausethosewhodonotplaybytherulesweakentheoperatingpossibilitiesandthecompetitivenessofthosewhoactappropriately.Thestandardwillprimarilybenefittheconsumers,manufacturersandimporters,butalsodesignersandthecontractorsinstallingthecables. Thechangesinthestandardsrequireactivecommunicationthathasalreadystartedindifferentmediaandlecturingevents.

SK 22 Power Electronic Systems and Equipment

ThecommitteepreparedcurrentEuropeanandinternationalstandardizationmatters,duetoFinlandhavingpowerelectronicsdesignandmanufacturingactivities.Finlandhasastrongpresentationin theworkinggroupsofIECTC22/SC22G”Adjustablespeedelectricdrivesystemsincorporatingsemiconductorpowerconverters”andSC22H“Uninterruptiblepowersystems(UPS)”.AsaPmember,FinlandjoinedthesubcommitteeaboutPowerElectronicsforElectricalTransmissionandDistributionSystems. Allthesegroupsstartedthepreparation ofnewstandardsandtheupdatingof oldversions.

SK 23 Plugs, Socket-outlets, Switches and Connecting Devices

FinnishdelegatesinthecommitteeparticipatedinthemeetingsoftheIECandCENELECcommitteesandworkinggroupsstandardizingrequirementsforplugs,socket-outletsandconnectingdevices.TherewasactiveparticipationinthestandardizationofplugsforelectricvehiclesbothinEuropeanandinternationalprojectteams.ThemainpointwastoensurethattheeffectsoftheFinnishclimaticconditionsaretakenintoaccountinthedrafting.Thiswaytheutilisationoftheexistingcarheatingsolutionsisensuredalsoforthechargingofelectricvehicles.TheIECstandards (IEC62196-1and-2)werepublishedandtheworkonturningthemintoENstandardswasstarted.SK23prepared adraftoftherequirementsforextensioncordsforhouseholduse.

SK 31 Electrical Apparatus for Explosive Atmospheres

ThestandardsforexplosiveatmospheresarepreparedintheIECcommitteeTC31

anditssubcommittees.Attheinternationallevelalsothestandardsfornon-electricalequipmentandsystemsarepreparedinthesecommittees.IECstandardsareapprovedgloballyandinEuropetheyareratifiedasENstandardsgenerallywithminorformalamendments.

Themembersofthecommitteeandotherexpertsfromthecompaniestheyrepresenthaveparticipatedactivelyin theworkinggroupandcommitteemeetingsattheEuropeanandinternationallevel.TravelgrantsfromSESKOhavemadeitpossiblealsoforrepresentativesofsmallcompaniesandtestingestablishmentstoactivelyparticipateininternationalmeetings. InFinland,onlyVTTisqualifiedtocarryoutIECExcertificationactivities.VTTgrantedthefirstIECExproductcertificatein theworldtoaproductofVaisalaOy,anotherFinnishcompany.Manyof thestandardsinthisfieldhavebeenpublishedinFinnishandcompiledinto SFShandbookseries604.Demandonthesehandbookscontinuestobehigh, forthereasonthattheyhaveawideuserbaseinFinland.

SK 34 Luminaires and Associated Equipment

Thecommitteehasparticipated,amongotherthings,inthepreparationofIECstandardsonenergysavinglampsandLEDs,LEDlampsandtheirauxiliaries.FromFinlandwehavehadparticipantsinthemeetingsoftheworkinggroupsdraftingstandardsforlamps,auxiliariesandluminaires.MarkkuNorhio(HelvarOy)isactingasthechairmanofthecommitteeIECSC34Cthatstandardizesauxiliariesforluminaires.ThecommitteepreparedhandbookonLEDs,andnumerousarticleshavebeenpublishedonLEDstandards.

SK 44 Safety of Machinery: Electrical Aspects

Thecommitteeputspecialeffortintothepreparationofthenewversiononthebasicstandardconcerningelectricalinstallationsformachinery.Thedraftwaswidelycommentedon,andFinnishdelegatesparticipatedinseveralmeetingsonthepreparationofthedraft.Otherwise,effortwasspentonworkinIECworkinggroupsandthenumberofFinnishmembersincreasedfromsixtoten.

SK 46 Communication Cables

InadditiontocommentsonIECandCENELECstandarddrafts,thecommitteepreparedanewversionofthestandardontelecommunicationindoorpaircableMHS.Inaddition,thecommitteewasconcernedregardingthequestionablereliabilityofcoppercladaluminiumcategory5eand6paircableswhichhademergedonthemarketandpreparedareportonthisissue.

IEC TC 59 Performance of Household and Similar Electrical Appliances

Thefollow-upgrouphasmadecommentstoseveralIECandCENELECdrafts.ThereisactiveparticipationintheworkofthetechnicalcommitteeIECTC59,thesubcommitteeSC59Kdealingwithcookingranges,andtheworkinggroupstandardizingtheusabilityofhouseholdappliances.Authoritiesandconsumersbenefitmostfromthesestandards.

SK 61 Safety of Household and Similar Electrical Appliances

ThecommitteehasactivelyparticipatedinbothEuropeanandInternationalstandardizationbysubmittingproposalstoIECinordertorectifyrecognizedsafetyissuesandbycommentingonnumerousInternationalandEuropeanstandarddrafts.Thecommitteehaspublished anewversionofthestandardonsafetydevicesforcookingrangesagainst

accidentstochildren,andamendmentstothestandardsongeneralrequirementsforhouseholdappliancesandonelectricfenceenergizers.DuetoFinland’sconsistentanddeterminedworkmanysafetyimprovementshavebeenachievedinhouseholdappliancestandards. Amongothers,radiationsafetyauthoritieshaveworkeddeterminedlytolimittheradiationdosesofsolariumequipment.FiresafetyofcookingrangeshasbeenadvancedfromFinlandinIEC andCENELEC.

SK 64 Electrical Installations and Protection Against Electric Shock

Thecommitteeisresponsiblefor thepreparationofthestandardseries SFS6000onlowvoltageelectricalinstallations.Thisstandardserieshaveaverylargeuserbasefromcontractorsactingassmallentrepreneursandfromdesignerstolargecompanies.Alsotheconstitutionofthecommitteereflectstheuserbasewell,asthereareseveralrepresentativesfromsmallcompanies. Thestandardseriesisestimatedtohavealmost20000individualusersinFinland.Thestandardserieshasbeenpublished asSFShandbook600,whichhasforseveralyearsbeenthebestsellingstandardpublicationinFinland.Inanaverageyearabout2000piecesaresold,aquarterofwhichareaffordablegreenhandbooksforeducationalinstitutions.Thehandbookisessentiallearningmaterialforstudentsofelectricengineeringandforelectricalsafetyexamination,andisalsoneededinpracticeforelectricaldesignandinstallationwork.Thecommitteeanditsworkinggroupshadintotal14meetingsduringtheyear2011.Theycompleted adraftforcommentsofarevisedversion ofthestandardseriesSFS6000andits39draftsofstandardswerewidelycirculatedforpublicenquiry.Theaimistopublish

thenewstandardseriesinthefallof2012.Therevisionhasbeenpromotedinmediaandintrainingevents.

SK 65 Industrial-Process Measurement, Control and Automation

Thecommitteecompletedamajorproject,translationofafunctionalsafetystandardseriesoffivepartsintoFinnish.Theupdatingoftheindustrialautomationhandbookserieshasbeenstarted,andfunctionalsafetyisthemainthemeofitsfirstpart.Morepartshavebeententativelyplannedfromthefieldsofprogrammingandinformationsecurity.Thecommitteemeetingsincludedalsolectureson thetopicslike‘Enterprisecontrolstandards’and‘AutomationresearchinFinland’.Theexpertiseofthecommitteehasexpandedintothefieldofwirelessdatacommunicationsalongwithnewmembersinthecommitteeandworkinggroups.ThescopeoftheEuropeancommitteeTC65XwasexpandedtocoverthetopicsofallIECTC65subcommittees.Underthecommittee,aworkinggroupIndustrialRequirementsforWirelessCommunications,IRWC,wasestablishedtoconsiderspecialrequirementsforindustrialwirelessnetworks.InFinland,therehasbeenanincreasinginterest alsoininformationsecurityof industrialautomation.

SK 69 Electrical Road Vehicles and Industrial Trucks

Thecommittee,whichhasbeenworkingforacoupleofyears,hascontinuedtoworkefficiently.Thecommitteeisfollowingandparticipatingviaitsexpertsinthestandardisationofchargingsystemstandards,lithiumionbatteriesandtheplugforelectricvehiclesbycommentingdraftsandparticipatinginmeetings.TherehasbeenactiveparticipationintheactivitiesoftheCEN-CENELECgroupdraftingEuropeanstandardizationstatusandEuropeanrecommendationsforelectricvehicles.IthasbeenensuredthatmattersthatareimportantforFinland,forinstance,utilisingcarheatersocketoutlets,specialclimaticconditions,havebeentakenintoaccount.AEuropeanreportonthestandardizationstatusoftheelectricvehiclehasbeenfinalised. Thecommitteehasparticipatedin thedraftingofthenationalinstallationstandardonthechargingofelectricvehicles.Thecommitteeprepared thenationalapplicationguide‘Installationrecommendationsforthechargingofelectricvehicles’.Lectureson thestandardisationofelectricvehicleshavebeengiveninvariouseventsandinformationonthetopichasbeenpublishedindifferentmedia.Therearelarge-scalenationalinnovationprogramsinthisfieldandthereforestandardizationisofinteresttomanydifferentparties.

SK 77 Electromagnetic Compatibility (EMC)

IECTC77withitssubcommitteesisdraftingandmaintainingmostlymethodsfortestingelectromagneticnoiseimmunity.ThecommitteepreparedeightIECdraftscontainingmostlyamendmentsandcorrections,whichwereimplementedasSFS-ENstandards.CompletelynewstandardshavenotbeenpublishedrecentlyintheEMCfield,butthefocushasbeenonthemaintenanceofexistingstandards.Themostsignificant developmentitemhasbeen thestandardizationoftestmethodsandtestfacilitiesforthetoleranceofelectromagneticfieldsatover1GHzfrequencies.AsanewtopicinEMCtestingstandards,estimationofthemeasurementuncertaintyhasbeenincluded.Inadditiontoauthorities,EMCmattersconcernverymanypartiesinFinland:productmanufacturers,designersand installationcompanies.

SK 79 Alarm Systems

ThecommitteepreparedFinnishtranslationsofthestandardsonfunctionalrequirementsforalarmcentresandtermsanddefinitionsforalarmsystems. ThecommitteepreparedapartoncamerasurveillancefortheSFShandbookseries670‘Electricbuildingengineering’. Themanufacturersofalarmsystemsandthecontractorsinstallingthemareinterestedinthestandardizationtopics,andtheirmeetingactivityduringInternationalmeetingsissignificant inthisfield.

ThecommitteepreparedtheFinnishtranslationofproductfamilyEMCandenvironmentalconditionstandardsforhomeandbuildingautomationsystems.ThecommitteestartedthepreparationofanewSFShandbookonelectricbuildingtechnology.Thispartwilladdressgeneralandinstallationrequirementsforhomeandbuildingautomationsystems,whichwillhaveagreatimpactonthedesignandconstructionofintelligentbuildings.CommitteemembersparticipatedinInternationalmeetingsandcarriedoutthedutiesofLiaisonOfficerwithCENELECcommitteeCLC/TC79.Thestandards inthisfieldareinvolvedalsoinnewtechnologyconceptssuchaselectricvehiclechargingsystemsandinthefieldsofSmartMeteringandSmartConsumption.Amongothers,safetyauthoritiesanddecisionmakerson energyefficiencyareinterestedinstandardisationinthefield.

Smartgridandrelatedstandardization hasemergedasoneofthefocusareas.Duringthepastyearanewhorizontalcommitteehasbeenestablished,withascopethatisrelatedtomorethan20IEC-CENELECelectrotechnicalcommittees.TheSGcommitteeinvolvedinterestedmembersfromseveralsectorsof theFinnishsociety,andtheworkwasstartedefficientlyinfall2011.Thecom- mitteewasestablishedastheforumcorrespondingtointernationalcommitteesanditstaskistofollowand toparticipateintheactivitiesofcor- respondingIECandCEN-CENELEC-ETSIcoordinationcommittees.Duetoitscoordinatingnature,theSGcommitteewillnotactuallypreparetechnicalstandardsbuttheywillstillbepreparedinthesubstancecommittees. TheSGcommitteeprovidesaforumforinformationdissemination,thepreventionofoverlappingandbalancingdifferentinterests,whichfollowsthecorrespondinginternationalactivityandkeepsdifferentpartiesinformedwhennecessary. Thepurposeistoidentifythestan-dardizationprojectsthatareessentialfromthestandpointoftheFinnishindustry,amongotherthingstoensureinfluencingpossibilities.MembersofthecommitteehaveparticipatedinthemeetingsofEuropeanSmartGridCoordinationGroup.AEuropeanreportdescribingthestatus oftheStandardizationoftheSmartGridwaspublished.ThecommitteehasdeliveredtotheEuropeanstandardizationorganisationsfourpracticalapplicationsofFinnishSmartGridapplicationsandprojects,amongothersrelatedto the‘Kalasatama’project,fortheirassessment.Lecturesrelatedtosmartgridshavebeengivenduringdifferentevents.
