3CR is a dynamic community hub that hasproduced radio for over 30 years.

Around 400 volunteer programmers present morethan 130 programs that go to air each week. Thestation broadcasts in approximately 20 languagesincluding English, 24 hours a day, 365 days a year.Listeners can tune in, stream live through the webor download podcasts of our shows.

Many 3CR broadcasters are community activistsand therefore uniquely placed to present alternativecurrent affairs, news and views. The station stages anumber of special broadcasts each year to promotehuman rights issues including Indigenous, women’sand workers’ rights.

3CR provides programming of interest to a broadgeneral audience and to specific interest groups.We actively discriminate in favour of Australianartists and composers, and play at least 55%Australian music. Groups broadcasting on 3CR coverthe areas of social justice, the environment, culturallyand linguistically diverse (CLD) communities, thearts and music, and trade unions.

Unlike almost all other media organisations inAustralia, 3CR is genuinely owned by the community.The Community Radio Federation (CRF) was set upin 1976 and is made up of representatives of Affiliatemembers, station workers and subscribers. TheCRF is the highest decision-making body at thestation and meets four times a year.

The station is financially independent, relying onmemberships and donations for financial support.We do not advertise nor do our programs dependon commercial sponsorship. Government fundingis accepted in the form of one-off grants for specificprojects or program payments through theCommunity Broadcasting Foundation.

I turned up at 3CR for my weeklybroadcast during one afternoonlast September to discover aphotographer setting up a photoshoot outside the station.

It turned out he worked for TheAge. They had hired a scout tofind a location suitable for takingphotos about late 1970s fashionand 3CR’s mural was the bestspot they could find.

In 2010, 3CR will replace thatmural with a new one through acommunity arts project, with grantsfrom the Victorian Governmentand the City of Yarra. However,for a station that is so ignored bythe mainstream media, it was acase of being grateful for anygood publicity we could get.

2009 turned out to be a bumperyear at 3CR on the recognitionfront, with the station gainingsome much-deserved credit forits cutting edge approach.

The station has won threesignificant awards over the lastyear. Our special RefugeeBroadcast won the 2009 VictorianMulticultural Commission’sMedia Award.

We also won two categories atthe Community BroadcastingAssociation of Australia awards.Our Beyond the Bars broadcastswon the Contribution to IndigenousBroadcasting category and the3CR Website won the Excellencein Digital Media category.

Meanwhile, 3CR’s Women on theLine program received anhonourable mention for its YoungPeople in Nursing Homes broad-cast at the Yooralla Media Awards.

One can only wonder about howmany more awards the stationwould receive if we had access tothe funds that many mainstreamoutlets have, such as The Age.The station continues to scrapenear the bottom of its coffers tosurvive each year.

Yet despite our tough financialposition, 3CR got through the2009 financial year, even thoughour Radiothon did not reach itstarget. The station is alwayslooking at options to try andimprove our financial position andwe plan to run a forum this yearto gain programmers’ ideas aboutwhat the station can do to improveour Radiothon funds in 2010.

Even though we often struggle tofind the funds to upgrade ourtechnology and facilities, a long-awaited project finally came tofruition in 2009 – therefurbishment of our upstairsstudio into the Bartlett-HartleyStudio in honour of broadcastersJan Bartlett and Bill Hartley.Special thanks must go to all ofour donors who made this projectpossible.

Other technology changesinclude a new microlink on thetop of the station. This sends ourradio signal from Smith Street tothe Atherton Gardens HousingEstate in Brunswick Street, beforeour broadcasts travel to our maintransmitter in Werribee.

The project was funded by theCommunity BroadcastingFoundation and numerouscommunity stations accessedits funding stream for similarprojects. Most of those stationselected to upgrade theirtransmission capabilities throughthe Internet but 3CR chose a

more tangible and possibly durableapproach through our microlink,which would enable us to broadcasteven if the Internet crashed. Specialthanks to Greg Segal for hiscreativity and hard work on theproject.

Other innovative projects at 3CRinclude the Carlton Arts Project,where up-and-coming localmusicians record their work in the3CR studios for a compilation CD.Although we are an AM station,3CR has supported local musicfor many years and has provideda springboard for many acts.

We also dedicated 12 hours ofairtime to a special broadcast in2009 to celebrate International Dayof People with Disability, includinga live-to-air broadcast fromFederation Square.

The station even broadcast fromBallarat in 2009 to cover a dawnservice to commemorate the EurekaStockade uprising in the 1800s.

Lastly I would like to say thankyou for another great year to allthe wonderful people involved inthe station: station volunteers,broadcasters, the Committee ofManagement and CommunityRadio Federation, the staff andof course our listeners.

Staffing

There were a number of staffchanges in 2009 with long-termstaff member Bree McKilliganleaving the position of SpecialProjects Coordinator after sixyears in the role. While at thestation, Bree coordinated anumber of projects that really set3CR apart from other communitystations in the sector, includingrebranding 3CR with the new,very popular dandelion logo(designed by Tom Civil andDamien Frost) and new stationslogan ‘spreading the Seeds ofDissent’. Bree secured fundingfor many new broadcast trainingprojects and coordinated theproduction of the 3CR Calendar,which is a fantastic collaborativeeffort from a team of volunteers.We wish her well in her futureendeavours. Bree’s position hasbeen filled by Juliet Fox, whopreviously was the 3CR ProgramCoordinator for seven years.

In October we recruited two newmembers to the staff team. MegButler has come on board as thenew full-time ProgramCoordinator. Meg has been avolunteer at the station foraround five years, involved withmusic programs Burning Vinyland Local and Live. She alsoreceived training and beganworking as a 3CR live-to-airaudio technician. We aredelighted to have her at thestation. Meg is the secondgeneration of her family to beinvolved at 3CR – her parentswere among the people who setup the station in the early 1970s.

Rachel Kirby is the new part-timeVolunteer Coordinator. She willbe working at the station for afixed term of 12 months on a job-

share basis with TrainingCoordinator, Leanne McLean.Previously Rachel worked withthe progressive left publishingcompany Ocean Press and weare excited to have her with ustill October 2010.

Thanks to Lee Heather for fillingthe position of Admin Coordinatorwhile Loretta O’Brien was onsick leave.

3CR Sponsorship Plan

At the end of 2008 the CRF (3CR’shighest decision-making body)endorsed the implementation of alimited sponsorship program. Wesee sponsorship not only as anopportunity to boost our incomebut also to promote and encouragelocal businesses who support thephilosophy of the station. Over thecourse of 2009 the station hastaken on three program sponsors.This was many less than wasanticipated, as there was not adedicated staff member to workon developing the plan. A reviewof the plan will be tabled at theCRF AGM in March 2010.

Bequests

In 2009 3CR received bequestsfrom two of our supporters wholeft money to the station: StuartWithers, an environmental activist,and John White, who was a devotedlistener to the shows GreatVoices and Nostalgia Unlimited.

The Committee of Managementhas developed a list of guidelinesfor using bequests at the station.3CR recognises and appreciatesthe special nature of bequestgiving; as the last gesture ofsupport a person will make, abequest indicates the commitmentthe donor has to 3CR and to itsphilosophy and practice.

Studio 4 upgrade

In 2005 3CR launched a specialappeal for funds to renovate thevery outdated Studio 4. We raisedapproximately $16,000 toward therefurbishment but were a longway from our target of $50,000. In2008 we launched a successfuldirect appeal to a number ofunions. This money, along witha major anonymous donation,enabled us to proceed with thestudio upgrade fully funded.

The studio was renamed inhonor of two long-term stationvolunteers, Jan Bartlett and BillHartley (deceased), and is nowcalled the Bartlett-HartleyStudio. In 2009 work wascompleted and the studio wasofficially launched in Septemberwith a party. In attendance wereJan Bartlett and relatives of BillHartley. Kevin Healey, a greatfriend of both Jan and Bill,amused those present withstories about their exploits inand out of the station. We areindebted to the many 3CRsupporters who made donationsand to the CFMEU – BuildingDivision, the ETU – ElectricalDivision, the MUA, the AEU (Vic)and the LHMWU.

Radiothon

We had a tremendous responsefrom our listeners and volunteersto our annual fundraising drive.Although the station failed toreach its ambitious target of$210,000, by December we hadcollected $173,866 in donations.Radiothon is the station’s majorfundraiser each year and providesone-third of the station’s annualoperating budget. A huge amountof work is put in by staff andvolunteers to achieve this goal.

Special thanks to the ConcreteGang, the Gardening Show, DOGS,Anarchist World this Week, TheTamil Program, NostalgiaUnlimited and Tuesday Hometimewho raised the most funds.

The Gardening Show raises fundsby selling donated products to oursupporters. Thanks to all of thosebusinesses who donated goods in2009.

Digital radio transition

3CR is one of nine communityradio stations in metro Melbourneto be offered access to the digitalradio spectrum as part of thefederal government’s commitmentto access for community radio.The other stations are ZZZ, RRR,PBS, KND, RPH, MBS, SYN andLight FM.

In 2009 the work of the MelbourneDigital Radio Company focusedon finalising the establishment ofthe digital radio company andsetting up the infrastructure toenable broadcasting access forstations. Funding from thefederal government coversinfrastructure costs forcontribution of services fortransmission and costs oftransmission; it does not covercontent creation or management.At this stage these costs will beborne by individual stations.

3CR is committed to embracingnew technologies. We plan touse the digital service to run asimulcast of our analoguebroadcast for the foreseeablefuture. The start date for digitalradio broadcasting by communitystations has been scheduled for1 May 2010. We will continue tobroadcast on analogue (855AM)as long as we are permitted.

Funding and support

The station received significantprogram funding from theCommunity BroadcastingFoundation in 2009. This allowsus to produce many high-qualityprograms including four of thenational programs that are sentout on the Community RadioNetwork satellite. The CBF alsoprovided funding to support ourIndigenous and CLD programs,to purchase equipment for thestation and to offset some of thetransmission costs.

Additional funding for specialbroadcasts came from theDepartment of Justice; the City ofMelbourne; Public Records OfficeVictoria; City of Yarra; the VictorianMulticultural Commission; andthe Neighbourhood JusticeCentre. Special broadcasts in2009 included Beyond the Barsprison broadcast in NAIDOCWeek; International Day of

People with Disability; WorldHuman Rights Day (broadcast atthe Asylum Seeker ResourceCentre) and the People’s HistoryTours.

The station also receives technicalsupport from Internode in theform of free live web streaming ofour broadcast, which allows us toreach a global audience.

Tunnerminnerwait andMaulboyheener

On request from Joe Toscano,a special outside broadcast washeld from the commemorationevent of Tunnerminnerwait andMaulboyheener, two IndigenousTasmanians who were the firstto be publicly executed in Victoria.12:00pm – 1:00pm, 20 January.

Survival Day

On 26 January 3CR commemoratedSurvival Day – acknowledgingand respecting Indigenouspeoples and their culture inAustralia. Monday Breakfast,Women on the Line, Accent ofWomen and Lentil as Anythingincluded special coverage of theday. 3CR produced specialprogramming from 12:00pm –4:00pm, including a rebroadcastof the Tunnerminnerwait andMaulboyheener special and livecoverage from the Share theSpirit festival in the TreasuryGardens. Thanks to allprogrammers for a successfulbroadcast including Joe Toscano,Gilla McGuinness and Clare Land.

Sustainable Living Festival

On 21 February, Earth Matters,Out of the Blue, RenegadeEconomists and Beyond Zerotook part in a two-hour outsidebroadcast from Federation Squareat the Sustainable Living Festival.

International Women’s Day

On 8 March, 3CR celebratedInternational Women’s Day with24 hours of special programming.From midnight listeners enjoyeda range of women's voices, musicand views. As well as specialeditions of regular programs,there were Indigenous, Cambodian,Latin American, Hindi andVietnamese shows. The dayfeatured interviews, news andviews on current affairs, health,education, gender, music, arts,environment and a live-to-airbroadcast from the QueenVictoria Women’s Centre IWDMarket (recorded on 6 March).

May Day

From 6:00am on Friday 1 May, 8.5hours of May Day programmingfeatured perspectives from localand international union organisers,environmental campaigners,students, women, veterans of thelabour movement and the left andupdates of May Day 2009 events.

Sorry Day

3CR commemorated NationalSorry Day and “the history offorcible removals and its effects”.On 26 May broadcasters exploredissues around Sorry Day eventsand the Stolen Generation.

NAIDOC Week

During NAIDOC Week 2009 3CRbroadcast from four prisons –Dame Phyllis Frost Centre, PortPhillip Prison, Fulham Prison and(for the first time) Barwon Prison.Thirteen Indigenous broadcasterswere involved with 12 hours ofprison broadcasts and a total of 18hours of NAIDOC programming.The Beyond the Bars 6 CD wasproduced with highlights of thebroadcasts. There was extensivemedia coverage of the project.

International Day of People withDisability

On 3 December 3CR celebratedthe achievements and promotedthe rights and interests of peoplewith disability in 12 hours ofdedicated programming. With theaim of increasing access to mediafor people with disabilities, a six-month project (initiated by 3CR)enabled participants to discussissues of social justice, currentaffairs and self-advocacy andrecord personal stories, musicand arts performances in theirown voices. Broadcast from6:00am – 6:00pm and featuringlocal and international content,the day included a live broadcastfrom Access My Ability – a jointTravellers Aid and WheelchairSports Victoria event at FederationSquare. The project was supportedby the City of Melbourne.

Where the Heart Is

The Roominations team broadcastlive from the Where the Heart Is …community festival, which focusedon homelessness and went to airon Friday 20 March from 2:00pm –4:00pm.

World Human Rights Day

Special programming included anoutside broadcast from theAsylum Seekers Resource Centrein West Melbourne.

3CR’s computerised playoutsystem ‘Dinesat’ has continued tobe an area of development andhas allowed a higher standard ofbroadcast during unstaffed timesat the station. Programmers arenow being trained to uploadcontent into Dinesat, allowinggreater flexibility for programmers.

Highlights andachievements

Five 3CR Broadcaster’s TrainingCourses were held in 2009.

The training sessions weredelivered by a pool of 25experienced volunteers. Sixty-three participants enrolled in thecourses, 36 women and 27 men.Seven people did not completethe training.

The following programs wererepresented: Hep Chat,Wednesday Hometime, Lost inScience, Tamil Manifest, SaayXaba, SUWA show, Beyond Zero,The Gut Response, Asia PacificCurrents, Breakfast, BlazingTextbooks, Spoken Word, WordShots, Jump Cut, Right NowRadio, The Heavy Session, Doneby Law, El Rincon H2, late nightmusic show and Des Pardes.3CR’s training continues to berated very highly by participants.Thanks to our great trainers!

The training course content wasrevised by the Training SubCommittee to incorporate newtechnologies such as Dinesat,Studio 4 and the new portabledigital recorders.

The acquisition of a dataprojector has really helpedtrainers in the delivery of certaintraining modules.

3CR also ran a series of specialtraining for programmers in2009, including:

> Five Media Law seminars.

> Train-the-Trainer Workshop:ten programmers from aselection of different programs

attended the workshop. Theparticipants have since beeninvolved in shadowingexperienced trainers anddelivering training.

> Studio 4, 3CR’s on-aircomputer (Dinesat) andPortable Recorder trainingwas delivered over a range ofSaturdays with the aim ofreaching programmers whocould not come into the stationduring business hours.

> Three days of radio trainingwas delivered to eightstudents from CollingwoodCollege. Podcasts producedduring the training were airedon 3CR’s website. The collegepresented us with a lovely DVDof the training.

> Two media skills workshopswere held for four youngpeople with disabilities whowill be media spokes peoplefor the Summer Foundation onthe issue of placing youngpeople in aged care facilities.

> Two radio training courseswere delivered to young peopleinterested in joining the 3alHawa Arabic MulticulturalYouth show.

> Gateway Living Music groupcompleted a two-day trainingcourse and now have aprogram on 3CR involvingyoung people in showcasingtheir music. Living Musicengages young people aged15– 24 dealing with a range ofissues including health risksand risk-taking behaviours.

Volunteers

Volunteers are the backbone of3CR. We have over 400 volunteersinvolved in all facets of runningthe station from broadcasting tomanagement committee, stationduty and behind-the-scenes worksuch as website design andcomputer technical support.

The 3CR reception has beenrunning relatively smoothlythroughout 2009. Special mentiongoes to Elizabeth Khourtis, KevinKennet, Elanor McInerney andBill Deller for almost nevermissing a shift. Thanks!

Approximately 110 prospectivevolunteers contacted theVolunteer Coordinator via emailin 2009. Another 80 people or sohave phoned or dropped by thestation including student enquiries.

Special mention must be madeof the passing of long-termprogrammer Ray Nilsen in 2009.Ray was a great supporter of3CR and a committed stationduty worker. The station alsofarewelled Alma Morton at theend of 2009. Even though Almastopped programming at thestation in 2004, her work as afeminist and social justice/peaceactivist will long be remembered.

The Volunteer/TrainingCoordinator has applied to splither position for one year.

In November 2009 Rachel Kirbyjoined 3CR as the VolunteerCoordinator for two days a weekand Leanne McLean is now theTraining Coordinator, three daysa week. Welcome Rachel!

3CR was established to contributeto the diversification of media inAustralia and you are welcome tobecome involved with the station.

Annual events at 3CR

Survival Day on 26 January. Thebroadcast by 3CR's Indigenousbroadcasters marks Australia'sInvasion Day.

Subscriber Drive in February.We encourage all broadcastersand listeners to be subscribersto the station. Membership isvital to the running of the station.

International Women’s Day isheld on 8 March each year anda special day of women'sprogramming takes place at 3CR.

May Day on 1 May. The broadcastfocuses on worker's issuesaround the world and featuresspecial programs by union,feminist, queer and Indigenous3CR presenters.

Radiothon in May/June is thestation's main fundraiser.

NAIDOC Week in July. 3CRcelebrates National Aboriginaland Islander Day ObservanceCommittee Week with a series ofspecial broadcasts during July.

Special Programming inDecember, produced by thestation for the International Dayof People with Disability andWorld Human Rights Day.
