1. Background for The Establishment of KannadaUniversity

In 1985 when the first world conference was held in Mysore thethought of establishing Kannada University sprouted. To considerThe feasibility of undertaking such a venture Prof. S.S. Wodeyar,Ex-Vice-Chancellor of Karnataka University was requested on 31Dec 1985 to examine and offer valuable suggestions in the matter.Sri S.S.Wodeyar consulted many eminent educationists and intellec-tual personalities, in and outside the state and submitted the compiledreport to the Government of Karnataka. The then administrators inthe Government after examining the report in detail arrived at thedecision that it is imperative to establish Kannada University to pre-serve, protect and to pursue further research in the fields of KannadaLanguage, Literature, Arts, Culture and Social Sciences of KarnatakaState. When Shri. S.Bangarppa, the then Chief Minister annoucedthe establishment of Kannada University the joyous decision waswelcomed and hailed by the millions of people of Karnataka. To presenta concrete shape to this highly ambitious project the government rec-ognised the organising capabilities of Shri. Chandrasekhar Kambar, agreat litterateur, expert in Drama, Art, Cinema and other creativemedia and decided to entrust this gigantie task to him. On 23-10-1991The government of Karnataka appointed Sri. Chandrasekhar Kambar, who had the rich experience of organising and building National andInternational Literary and Cultural Institutions, as the Special Officerto start the functioning of Karnnada University at Hampi, the worldfamous historical place of Karnataka.

and land. This survey resulted in preparing and presenting the layoutof plans and proposals of the to be established kannada university. The Government of Karnataka appointed Sri. Chandrasekhar Kambaras the vice-chancellor of Kannada University on 8-1-1992 after dulyrecognising his meritorious creative ability. The people of Karnatakawere over joyous about this appointment. Dr. ChandrasekharKambar’s services were extended for a second term from 7-10-1995 and he completed his tenure on 7-3-1997 in an exemplary waywith approbation from the Government and the people alike. On 7-3-1997 the government appointed Dr. M.M.Kalburgi, the eminent re-searcher and “Pampa Prasasti” awardee as Vice-Chancellor.

2. Objectives and Features

Kannada University has its existence at Hampi which representsas one of the Cultural Centres of the entire South India. The mainobjective of this University is the study and research of Kannadaland, language, literature and culture. Through this work the univer-sity aims to present the rich and refined picture of our heritage.

Hon’ble Chandrasekhar Kambar, Vice-Chancellor has expressedhis aspirations about this university in these words. Hampi KannadaUniversity is established with the sole purpose of fulfilling the culturalnecessities of Karnataka. There is no other competitive relationshipbetween this and other universities of the state. There will be norepetition of the research work being carried on in other universities. The prime purpose of the research here is to enlighten the learningprocess. It is to enlarge the horizon of learning. It is our earnestdesire that the research to be carried on here is to be of the highestorder and of supreme quality. The other aim is to strengthen Kannadalanguage. The great ‘Prosaic Writers’ (Vachana Kararu) of the twelfthcentury utilised Kannada to express their spiritual emotions and pro-vided it a new source of spirit. As a result the Spiritual experiencesfound an outlet through Kannada language giving less importance toSanskrit.

Today we are at a transitional stage. At present we are studyingscience, Engineering and other Technical Subjects through English. Now we also learn to effectively express in Kannada along with

English subjects connected with Art, Literature, Philosophy, Politiesand Social studies. Through an alien language we not only acquireknowledge but also learn the various methods of acquiring furtherknowledge. Kannada language is yet to strive to offer a proper tech-nique to pursue the scientific methods. Only after acquiring perfeettechnique we can claim learning as our own. We have not tried seri-ously to apply our mind to know what techniques our forefathersadopted to build the stupendous temples that exist today as embodi-ment of their great skill and ingenuity. That is the reason why kannadauniversity has ventured to study the traditional knowledge and skilland to adopt it to real life sitnations.

14. CHAIRSDALIT CULTURE STUDY CHAIR

Dalit Culture Study SeriesNote on Objective Details

Low Castes as symbols of old tradition and culture have passedthrough modernity, pursuing technical knowledge and education fornew avenues and have become the main centre of discussion. In thehistory of India these communities while adjusting and accepting theruling power are developing themselves even under pressures. Thecommunities are engaged in frictions to gain power and equality. Thehand of caste holds the key of power. Research has to be done howthe innate strength and morality of the communities become latent. These castes rule and decide the Indian politics by extending theirtentacles to the other remaining areas. What kind of socio-economicrelationships can these weak communities, castes and tribes developis to be examined. None can neglect to study to which extent thesesensitive subjects like culture, folklore, politics, literature and languagecould prosper in the developing new world.

Many have been pleading all throuh the century about the socialjustice to be meted out to one and all. Many movements and strug-gles are continuing and are now posing a challenge of separation. Allalong any change in development that takes place in a communitycan create discontent to another. They are intensely active in evolv-ing a technique to have a grip over the situation. The relationships areconcerned over sharing the power. Due to such an attitude there arebreaches in the plans and as a result the creative moral strength ofthe communities is dissipating. The communities are not pursuing thenight path because of lack of will power and proper spirit. As a resultmany castes are not passive in their efforts but are adopting cunningways and means awakening to modern era without exercising intel-lectual thoughts. The position they are in is neither one of awakening

nor of slumbering. At present it is imperative to examine minutely theawakened state of communities. As it is no caste is innocent in itsnature. Hence it is unnecessary to examine the present situation onlyon the sole consideration of sympathy that all these lower castes aresubjected to injustice. If we do not have a balanced, sensitive intro-spection of the situation the advocacy of for and against the commu-nities continues.

Hence it is expedient to discuss correct and reshape the relation-ships of all the communities at the same time. At a time when thescientific, political and economic powers of modern India are to bedeveloped in tune with the global management, our effort should bedirected towards the moralistic purity of the communities. Otherwiseall the studies become meaningless.

With a view to provide a new motive force for the contemporarychallenges and thoughts on daliths ‘The Dalith Culture Study Chair’has undertaken the project of the publication of a series of books onDalith Culture.
