1. Statement by the Chairperson of the Governing Body This year has been an extremely busy year for IT Tallaght. We now have all of the additional teaching facilities including classrooms, lecture theatres, workshops and laboratories in operation and this has allowed us to admit additional students and better serve our region. At last too, our academic staff have purpose built accommodation. The final phase provides us with facilities for the External Services and Development, some further staff accommodation and storage space. Last, May, Michael Woods TD Minister for Education and Science officially opened the £12 million extension. The Minister complimented the staff of the Institute, which he stated was a model for the future of higher education. This reference to our efforts to provide a substantial continuing professional and higher education programme for existing employees alongside our more normal full time programme is very welcome. However the Governing Body is extremely concerned that the Department of Education and Science, and successive Governments have not yet fully recognised the vital role of part-time provision. Many of our graduates today have completed their studies with high honours and in the shortest time, while continuing to put in a full day’s work in their enterprises. The Institute finds it increasingly difficult to sustain these programmes, catering for 2000 students, under the current funding arrangements. At that time he referred to the imminent finalisation of the Institute’s Campus Development Master Plan and promised substantial grants towards the first phase of its realisation. I am delighted to announce that the Master Plan has been approved and already we have initiated the detail work on the tenders for the infrastructure and the building for Catering and Tourism Studies. We look forward also to the early development of the exhibition and recreation centre and the Engineering facility. Tom Clarke Chairman Governing Body

2. Statement by the Director This year has seen a very significant change in Irish education. With the establishment of the National Qualifications Authority of Ireland and its two councils – the Higher Education and Training Awards Council (HETAC) and the Further Education and Training Awards Council (FETAC) – we move into a more formalised national qualifications framework which will facilitate access transfer and progression for learners. IT Tallaght welcomes this development. We thank the staff of the National Council for Educational Awards and the National Tourism Certification Board for their cooperation since our foundation. This year we have reorganised courses in the areas of Marketing and Languages. One consequence has been our decision to phase out the Marketing and Languages suite of courses. A language option is still available for those taking marketing. In Science, we have had our first graduates of the National Certificate in Science (Good Manufacturing Practice and Technology) who have been guinea pigs of a new form of cooperative education in partnership with industry. We will be commissioning our £2 Million National Pharmaceutical Technology Education Centre in the very near future. This represents our response to the major developments in this sector in South Dublin. IT Tallaght is now well placed to meet the needs of this important industry through full and part time programmes. In Engineering, we continue to provide a substantial programme of part time education especially in the Electronics Manufacturing Sector. I wish to acknowledge the special efforts of our staff in supporting the programmes. I am pleased to acknowledge the contribution of Intel of over $300 000 of new equipment to establish a Clean Room for the fabrication of large scale devices.

3. Mission Statement The Institute of Technology Tallaght aims to:

• provide high quality career focussed Higher Education relevant to the needs of society

• include a European Dimension in our programmes of study, and to

promote the study of the languages and cultures of the member states of the European Union

• be involved in the development of partnerships with industry and

commerce to make available the wealth of academic and industrial research experience of our staff in support of enterprise development and to ensure currency in our curriculum

• provide special programmes and support for individuals from the

wider community ensuring access and equality

• provide an environment which fosters the professional, intellectual, and personal development of our students and staff.

• conduct our dealings with students, staff, suppliers and others with

integrity and in a spirit of respect for the individual.

4. Irish Language Bliain an-ghnóthach ab ea an bhliain seo in Institúid Teicneolaíochta, Tamhlacht. Tá na háiseanna breise a bhí ag teastáil uainn réidh anois : seomraí ranga, léachtlanna ceardlanna agus saotharlanna. Tá sé ar ár gcumas mic léinn breise a thógaint isteach agus freastail níos fearr a dhéanamh ar ár réigiún dá bharr. Faoi dheireadh thiar tá spás oibre feiliúnach ag an bhfoireann chomh maith. Tá spás againn chomh maith don Roinn Seirbhísí Seachtracha agus Forbartha. I mí Bhealtaine seo caite, d’oscail an tAire Oideachais agus Eolaíochta,Micheal Woods an sciathán foirgnimh a chosnaigh £12 milliún. Mhol sé ár n-iarrachtaí chun Oideachas Proifisiúnta agus Ardoideachas ar Leanúint a chur ar fáil. Mar sin féin is cúis imní é don Bhord Stiúrtha nach bhfuil an Roinn Oideachais agus Eolaíochta ná go leor Rialtas i ndiaidh a chéile, ag tabhairt aitheantas ná tacaíocht cheart don Oideachas Páirtaimseartha. Fuair go leor d’ár gcéimithe torthaí iontacha agus iad ag obair go lánaimseartha ina bpostanna. Tá se thar a bheith deacair don Institúid leanúint ar aghaidh leis na cláir seo, ag freastal ar 2000 mac léinn leis an maoiniú atá ann faoi láthair. Rinne an tAire Woods tagairt don Ardphlean Forbartha don Champas agus gheall sé deontais mhóra don chéad chéim den obair sin. Senior Management Team The Senior Management Team (SMT) meets monthly to discuss and propose long term policy and procedural matters for the College and to inform management of College activities. While the Director has specific responsibilities these are normally exercised on the basis of advice and discussion with the SMT. The AMT deals with operational issues and interactivity between Schools, with Student Services/Registrar and with External Services. The AMT also advises the SMT on policy. Bachelor of Mechanical Engineering: Terence Phelan National Certificate Electro-Mechanical Systems: Ross Digan National Diploma in Manufacturing Engineering: Peter Somers Student Services Report The Institute continued to develop and maintain a comprehensive student support service. Medical Service The medical service for students was continued and expanded. The appointment of a full-time nurse, on site, was continued for the academic year 2000/2001. Additionally a nurse was on duty at night during term. Accommodation Service The accommodation service was continued and improved. The register of available accommodation was made available to students. Chaplaincy Service Fr Donal Roche OP (RC) and Rev William Deverill (CoI) continued as Chaplains to the College. Clubs and Societies Clubs and Societies are an essential and very important part of College life. All students were encouraged to take part in extra curricular activities. Over 20 Clubs and Societies operated in the Institute. These represented an extensive range of sporting, cultural and social activities. All clubs and societies were encouraged to participate in inter-collegiate competitions and tournaments. Clubs and Societies continued to rent pitches and facilities, including local resources such as the National Basketball Arena and Tallaght Sports Complex. Student Hardship Fund In order to assist students experiencing financial hardship, a special account was set up and funded by generous donations from local firms. The College continued to seek donations and sponsorship for this fund. Application for aid, from the fund, was made through the Chaplain’s Office or through the Student Services Office. Insurance All whole-time students in the Institute were covered by a personal accident insurance scheme. Cover operated on a world wide basis for 24 hours per day and 52 weeks of the year, irrespective of whether students were on campus or not.

Students’ Union Following elections Noel Aungier was elected as president of the Students’ Union, with Barry O’Connor as deputy President (Education) and Eoin O’Neill as Deputy President (Welfare). These positions were grant aided by the Student Services Committee as full-time sabbatical positions. Students were represented on the Student Services Committee, which determined the allocation of funds and facilities for clubs and societies and helped in the development of student services.

Campus Development June 2000 - The contact with Cleary Doyle Contracting Ltd. was extended for the construction of Priority 4 comprising 620 square metres of staff accommodation, central stores and the external services office at a cost of IR£1,386,340. March 2001 - Priority building 4 was completed in March 2001. April 2001 - In April 2001, Scott Tallon Walker completed a master development plan for the 45 acre IT Tallaght campus. Details of the first phase of the master plan can be found on the Institute web site. May 2001 - Phase 1a was officially opened by Minister for Education and Science, Dr. Michael Woods TD on 4th May 2001.

8. Personnel Industrial Relations During 2000/2001, Clerical and Academic staff continued to be represented by the Irish Municipal, Public and Civil Trade Union (IMPACT) for support staff, and the Teachers Union of |Ireland (TUI) for academic staff, while Manufacturing Science & Finance (MSF) represented the Technician staff. SIPTU represented several of the non academic Management staff. Relations between the Unions and the College Management were on the whole very amicable. Once again, the lack of an agreed Grievance and Disciplinary Procedure continued to be a cause for concern. This continued to be negotiated at a national level but was not resolved in this period. Training This year the total spend on training amounted to € 112,000 Under the Training for Trainers programme, which provides training in new and advanced technologies and in the management of those technologies, several Staff, were involved in continual professional development (CPD). Additionally, 17 staff were partly funded for post graduate courses at Masters and Doctorate level. The funding for this was provided out of the Institutes recurrent grant. An Induction course for new staff was held. Safety Training, including Fire Drills & Fire Extinguisher Training and Emergency Evacuations as well as courses in Health and Safety awareness were also run. There was a significant investment in training for Computing Technician staff this year. In the general administration area courses were run in such areas as Payroll, Asset Tracking, Interview Skills, Superannuation and Employment Law, Elsewhere in the organization, each Department sourced specialist training for their own staff throughout the year. Staffing Much of the personnel effort during 2000 / 2001 was focussed on recruitment. The Institute received sanction for an additional 5 posts this year.

10. Financial Report In accordance with the RTC Act 1992, the Institute must keep proper books of account and prepare financial statements to be submitted annually to the Comptroller and Auditor General for Audit purposes. The ninth financial statements of the Institute under the Act cover the period from 1 September 2000 to 31 August 2001. The accounts have been prepared in accordance with generally accepted accounting principles, under the historical cost convention (except for certain assets which are included at valuation), and with the requirements of the Minister of Education. Land and buildings in existence at 1 January 1993 have been valued by the College on the basis of open market for existing use. Income & Expenditure Account The results for the period ended 31 August 2001 are summarised below in graph format in IR£000’s. The principal source of finance is by a grant from the Department of Education (Recurrent Grant) and a transfer of European money in respect of tuition fees for full-time students. The Institute retains superannuation contributions deducted from full-time staff as a source of finance. Other internal sources of income are used in conjunction with grant income to fund the cost of sanctioned staff (“pay”) and the overheads to run the Institute (“Non-Pay”). Capital Account Movement on Capital Account is summarised below in graph format in IR£000s. The College has not got a capital structure in the traditional sense – there are no stakeholders. Therefore, its initial assets by and large the building equipment – are represented in the Balance Sheet as Capital. As these assets depreciate with the passage of time, the capital of the College depletes. The rate of capital depletion is affected by Capital Grants received directly from the Planning and Building Unit of the Department of Education or funds allocated for capital purposes from the College’s Recurrent Grant.
