• Should you be fortunate to get a registration number of a vehicle dumping illegally then please report such instances directly to JMPD on 082 779 1361. JMPD will fine the culprits!

20 big aloes were donated but first we had to clear the weeds and dig the bed over

The parking area was badly eroded and rocky
BlairgowriePrimary school asked if we could use 1000sq m of paving they were uplifting. Delivered.
What a huge heap!
The generous contractor donated half the cost. The BCA gave me an extremely generous donationand the rest of the money came from my regular donators. At the last minute CRA gave me enough to get the full amount. Whew – the money was all in the account!

The area above the new paving was Scraped and levelled.
The cars soon compacted it.

Arkim and Kenneth are paid by BCA and work three days a week. They remove alien plants and trees , do repair and construction jobs when needed.

Background:
A project of this nature has a life cycle of six stages as per ECSA guideline for professional
services as follows:
❖ Stage 1: Inception.
❖ Stage 2: Concept and Viability (Often called Preliminary Design).
❖ Stage 3: Design Development (Also termed Detailed Design).
❖ Stage 4: Documentation and Procurement.
❖ Stage 5: Contract Administration and inspection.
❖ Stage 6: Close-out

RoadsConrad Bridge Expansion Project
➢ Progress to date:
➢ Stage 1: completed.
➢ Stage 2: 95% complete. Preliminary Design and Environmental Assessment is
complete, we are awaiting the water-use license from the Department of Water
and Sanitation.
➢ Stage 3: Triakon was only appointed for the basic planning stage and a consultant
has been appointed to commence with detailed designs for the project whilst we
await the water-use license. Only once the design is completed and approved will a
contractor will be appointed to commence work on widening of the bridge. The
infrastructure project is estimated at R10 million and has been earmarked for the
2017/2018 financial year. Date of construction commencement is budget
dependent and will be confirmed once the formal processes have been met.

RoadsResurfacing of key roads in Blairgowrie:
➢ Hengilcon Ave has been resurfaced
➢ Roads Markings are complete
➢ Storm Water Drains (KI’s – Kerb Inlets) are nearing completion.
➢ Generally the quality of the finishes is looking good.
❖ Road looks very good
❖ Road Markings look professional
❖ New Kerb Inlets (Storm Water Drains) look good so far. Not finished yet.
➢ The consideration with respect to damaging existing infrastructure during the
project, needs to be highlighted and dealt with. Eg damaging Power / Water
cables/pipes.
➢ David Potter says : waiting on 2017/2018 approved Road Resurfacing list from JRA.

➢ My experiences using this no. are all very good. Can take/send pictures to using
WhatsApp etc.

Parts of Standard drive have been resurfaced and markings reinstated.
Lower end of Conrad resurfaced and markings reinstated.
Hengilcon in last stages of completion. Is looking good.

RoadsTo continue re-surfacing sections of roads.
To ensure blocked storm water drains are cleared regularly.
Regular repainting of road markings, particularly on main roads.
Replace or repair road signage.
Call out pavement issues too, like pavement outside “Blairgowrie Primary” Or pavement
reinstatement issues.
Strive to keep the Traffic Signal Synching on Conrad / Jan Smuts etc. functional … EVERY DAY.
Plug Potholes as soon as we see them.
A message to the JRA *** Spend a bit of time and do the job properly ***
Many pothole repairs break after just a short time. Eg. Like potholes sagging below
road surfaces.

• Electrical infrastructure in Blairgowrie is pretty stable• Blairgowrie falls under 2 City Power Depots – namely
Hursthill and Randburg• 99,9% of overhead copper cables have been replaced with
Aluminium ABC cables• As a result cable theft is virtually non-existent. Just a few
streets in Ward 99 need to have cables replaced• Smart meter issues – some residents still have old Hefcom
meters which need to be replaced / some residents are still having billing issues and getting estimated readings on their COJ statements
Electricity• City Power are not keeping to their agreed response times for power outages –
sometimes taking more than 24 hours to arrive and sometimes not arriving at all
• All reported power outages/streetlights are handled by outside contractors – many times they are not knowledgeable about the work and don’t do a satisfactory job
• Many times jobs logged are closed by the system without being attended to
• Streetlights seem to be one of our biggest stumbling blocks at the moment – its really difficult to get them repaired – sometimes it takes a few days – others take several months with one excuse being that they don’t have spares for the lights
• City Power have started installing palisade fencing around the substation cnrBlairgowrie Drive and End Rd thanks to Cllr David Potter for arranging this – and here’s to hoping that this will also be done to the other unfenced substations in Blairgowrie
• Last but by no means least a huge thank you to the 3 Cllrs – Cllrs David Potter, Tim Truluck and Nicole van Dyk who have been a huge help and are always there when needed

Town Planning & Heritage Status

• A BCA Town Planning Sub-Comm is being formed whose purpose is to:
• Assess Town Planning applications in our area submitted to the City, advise regarding Heritage Status and Educate: – What are residents and businesses permitted to build or do on
their properties?– What are the definitions of Residential 1 or Business 1 etc.?– How do residents know where to get further info if they intend
building or doing alterations?– What is the process and how long could it take?
• All of the above will be accessible on the BCA website in the coming year.
Town Planning
• Briefly, in terms of the National Heritage Resources Act (NHRA) 1999, Section 34 (1) states:
• No person may alter or demolish any structure which is older than 60 years without a permit issued by the relevant heritage resources authority. In the case of Gauteng this authority is: Provincial Heritage Resources Authority – Gauteng (PHRA-G).
• Professional architects, draughtsman, drawing technicians etc. should be aware that building control departments are now calling for previously approved plans before submitting building drawings to Council for approval. They are particularly looking for a copy of the first proposed new residence plan which would enable them to determine the age of the structure/s on the property. If theses plan/s are not available a letter will be issued by the Local Authority stating that this is the case. If the structure is older than 60 years, a permit from the Heritage Authority WILL BE REQUIRED.

• One of the requirements of PHRA-G is that a Residents’/Ratepayers’ Association provide the Authority with a letter stating that they have inspected the drawings and that they either object or do not object to the newly proposed works. This letter will be issued by a Plans Committee that has been elected by the RA.
• Some building structures in Blairgowrie have already turned 60 while others while many more are heading toward that age so if you are contemplating alterations and/or additions to your property, please check with your professional as to whether you will require an application to be submitted. I too am willing to make myself available to advise and assist on these issues.
