FOREWORD
The Annual Administration Reports (AARs) published every year highlights
various aspects of forestry working. The report for the year 2011-12 also
comprises updated details of the important events in and around the Forest
Area, its management and utilization, the targets and achievements under
Annual Development Plan, Minor Forest Produce collection, financial
aspects of forestry activities and incremental dimensions of organizational
set up of the State Forest Department. The series of Annual Administration
Reports provide insight into functioning of the department and details of
evolution of various programmes of department.
I am sure this report highlights different initiatives taken in the recent year in
the field of wildlife conservation, Joint forest Management and Agro
Forestry including quality seedling production.
Any suggestions for improvement, so as to make document viable and
effective are most welcome.

CONSTITUTION OF FORESTS
1. FOREST AREA
The area under forest at the end of the year 2011-2012 i.e. 31
st March 2012 was 21647.44 Sq. km.
which constitutes about 11.04 % of the total geographical area (196024 Sq. km) of the State.The forestry
working is covered by six territorial circles,four social forestry circles, two wildlife circles and one
MarineNational Park. The forest area is spread over ten forestry circles.The SF circle Ahmedabad also
hasterritorial forest areas.Two territorial cirlces viz Kachchh and Gandhinagar also control social forestry
area. The autonomous institution GEER Foundation also manages one wildlife sanctuary that has reserved
forest as well as protected forest. The foundation also has protected forest in a nature park. (Statement-1)

3. Settlement of Forest Areas
At the beginning of the year, an area of 2516.38Sq.km. was onhand for settlement. During the year
2011-2012, the settlement was carried out in an area of 405.46Sq.km. (Statement -2)
4. Demarcation
During the Year 2011-2012, total length of the demarcated boundaries where boundary marks have
been created was 23967.63 km. but of whichboundary marks in9504.04 km. were repaired and the
marks in 11866.46 km. were not repaired and boundary marks in 2597.13 km. ( length) were
demarcated during the year under report. Total4207.98 km. boundary remained to be demarcated at
the close of the year and only 912.70 km. of boundary did not require demarcation. Therefore the
total length of the boundary at the close of the year remained 29088.31 km. .(Statement -3)
5. Survey of Forest Areas
During the year 2011-2012, there wasno area surveyed by the Survey of India. The area of
12186.06Sq.kmremained to be surveyed. (Statement -4)

CHAPTER - III
FOREST MANAGEMENT AND EXPLOITATION
1. FOREST MANAGEMENT AND REGULATION
During the year area under sanctioned working plan was 19353.88 sq.km., Area requiring working
plan was 380.60 sq.km. and the area for which the plan is under preparation is 632.92 sq.km.
Therefore the total area covered or was to be covered under working plan was 19986.80sq.km.
Which is about 85.45 % of the total forest area of the state. (Statement : 5 )
2. FOREST COUPS WORKING.
During the year 2011-12 in all 114 forest coupes were harvested, out of which 66coupes were
allotted to Forest Labourers’ Cooperative Societies for harvesting and remaining 24 coupes were
harvested departmentally.
3. ROADS AND BUILDINGS
The expenditure incurred on forest roads and buildings during the year 2011-2012 is as under.

During the year 2011-2012 there were total 23 incidences of attack on the forest officers/ staff, in
which , 1 DCF, 7 RFO, 7 Foresters and 15 Beat Guard were injured, while performing their
protection duties.27 Mobile squads of various circles booked 355 offences, in which 10.08 lakh
worth forest produce was seized.

6. DAMAGE CAUSED TO FOREST BY FIRE
The forest area measuring 19145.83Sq.km. of forest and 21647.44 Km. of length under Road side,
Canal Bank and Railway side were covered by fire protection measures. During the year there was
887instances of fire. An expenditure of Rs. 437.50 lakh was incurred towards fire protection
measures during the year.(Statement – 6 & 7 )

8. SALE OF KHAIR TREESTO KATHA FACTORIES.
As per the Government of Gujarat, Forest and Environment Department resolution
No.VPS/102007/318/W, dtd.29/08/2011 the allotment of Khair to the Katha factories on Royalty
basis, has been discountinued with effect from date 01/04/2011. Hence no khair trees have been
allotted to any of the Katha factories on royalty basis during the year 2011-2012& 2012-13.
9. SALE OF BAMBOOS LOPS & TOPS TO INDUSTRIES.
The J.K. Paper Ltd has been allotted bamboo lops and tops on the royalty basis as per the following

Rs 973.81 lakh was collected by GSFDC during the year, and the Minor forest produce worth
417.22 lakh was collected by the Forest Department.(Statement-11&12)
13. WAGHAI SAW MILL
In the forest division of South Dangs at Waghai, there is a sawmill owned by the Department.
Defective and non-usable logs are sawn at this mill. During the year 2011-2012, the mill had
produced sawn material as under.

15. JOINT FOREST MANAGEMENT
Govt. of Gujarat has initiated Joint Forest Management (JFM) programme in the State in the year
1991 for the rehabilitation of degraded forests. This new concept was initially introduced in
Bharuch, Surat, Vadodara and Panchmahal districts and thereafter it has been extended to
Sabarkantha, Valsad, Banaskantha and Gandhinagar districts. As per Govt. of Gujarat F& E Deptt.
GR JFM/201005-191-G Dt.17-12-2005 , the JFM activities are extended even on good forest area
i.e above 0.4 density area with a specific condition of net profitdistribution between Government
and JFM at 80:20 ratio in place of 50 : 50 as was specified for areas below 0.4 density.
The JFM approach, has resulted in improvement in tree cover in many forest areas. This has been
further confirmed through the studies carried out by the GEER Foundation on the basis of satellite
imaginaries and ground truthing in 2010 villages in Sabarkantha Forest Division and two villages in
Vyara Forest Division.

To support the JFM villages, the much needed development works are carried out by availing funds
from other sources. These activities are popularly known as Entry Point Programme / Activities.
There has been significant progress in the field of JFM in recent times with total No. of 3259 JFMC

TARGET AND ACHIEVEMENTS UNDER ANNUAL DEVELOPMENT PLAN
The total outlay for the Annual Development Plan 2011-2012 was Rs49826.10 lakh. As against this
outlay, the total expenditure for the year was Rs. 49158.99 lakh, which works out to98.66 % of the total
plan outlay of the Forest Department which is 1.45%of the total State outlay. The expenditure under Tribal
Area Sub-Plan was Rs. 17856.33 lakh
For the review purpose, all plan schemes of the Forest Department are clubbed into 21 schemes. The
scheme wise details of the progress during the year are given below.
1. DIRECTIONS AND ADMINISTRATION
During the year 2011-12, Rs. 1152.00 lakh has been incurred as against the outlay of Rs. 1127.29.
lakh for continuation of staff and fire protection work contd.
2. STATISTICS
During the year 2011-2012, Rs.341.39 lakh has been incurred as against the outlay of Rs.332.32
lakh for continuation of staff and purchase of equipments etc, for the collection of data and preparation of
statistics.
3. COMMUNICATION AND BUILDINGS
The schemes included under this group are (1) Development of Communication and (2)
Construction of Buildings. The total outlay provided was Rs146.66 lakh and the expenditure wasRs. 148.69
lakh, which includes construction and maintenance of roads/causeways and construction of staff quarters/
seed store and maintenance of buildings.
4. CONSTRUCTION OF ARANYA BHAVAN
The total outlay provided was Rs. 61.00 lakh and the expenditure was Rs. 61.00 lakh during the year
2011-2012.
5. PLANTATION SCHEMES UNDER D& M WING IN THE FORESTS :
5.1 FOREST CONSERVATION AND DEVELOPMENT :
The following schemes are included in this group.
(1) Soil and Moisture Conservation
(2) Afforestation in Degraded Forest Areas (Merged in Sch. No. 1)

6. PLANTATION SCHEMES UNDER SOCIAL FORESTRY WING.
6.1 COMMUNITY FORESTRY PROJECT:
The following schemes were previously under implementation under this group.
1. Community Forestry Project (CFP)
2. Development of fore shore plantations
3. Promotion of non conventional energy saving devices (Merged)
4. Fruit tree plantations through farmers participation (Merged)
5. Fruit tree plantations through landless labourers participation (Merged)
6. Fruit tree plantations under SCP (Merged)
7. Green Guards Schemes.
Plantations along the roadsides, canal banks, village woodlots and raising of seedlings for public
distribution are generally included in the scheme (CFP). Under this scheme provision of Rs. 8093.05lakh
was made for undertaking advance works of plantation of 13222 ha. and old plantation maintenance works.
As against this, expenditure incurred was Rs.8093.95 Lakh during the year for achieving the targets.
7. SCHEMES OF TRO WING AND GEER FOUNDATION :
EDUCATION EXTENSION AND TRAINING.
The following schemes were implemented under this group :

to staff, forest publicity, maintenance of research plots and vehicles, preparation of micro plans and research
works and organizing education shibirs etc.
8. SCHEMES UNDER WL WING :
PRESERVATION OF WILDLIFE
8.1. The following schemes were implemented under this group. The total provision made for the year
was Rs. 3419.10 lakh. Against this, the total expenditure was 3337.51lakh for establishment, purchase of
medicines & food for wild animals and other developmental works. The scheme wise details are as under
1. Management of sanctuaries & National parks.

3. Development of Zoological wildlife & Natural Park.

10. COMPENSATORY AFFORESTATION SCHEME
The total outlay provided under the scheme of compensatory afforestation (a) to regularize
unauthorised cultivation and (b) for user agency was Rs. 1074.00 lakh, while the expenditure was Rs.
1067.09lakh for 1457 ha. and maintenance, establishment and other related works.
11. SPECIAL AREA PROGRAMME ( DANGS)
The outlay provided for the above scheme was Rs.606.17 lakh and the expenditure incurred for the
schemes was Rs. 582.27.

FINANCE COMMISSION
The outlay provided for the above scheme was Rs1024.34. lakh and the expenditure incurred for the
schemes was Rs. 1024.27
13. SPECIAL COMPONENT PLAN
The total outlay provided for the above scheme was Rs. 2435.00 lakh and the expenditure incurred
was Rs. 2432.43 lakh.
14. EARMARKED FOR TASP
The provision of 118.00 was made for this scheme and expenditure incurred during the year
was 2011-2012.
15. SECRETARIAT ECONOMIC SERVICES
The provision of Rs. 35.11 lakh was made for this scheme and Rs. 35.11of expenditure incurred
during the year 2011-2012.
16. GFDP ( JBIC Japan)-
The total outlay provided under GFDPs scheme was Rs. 18631.34lakh with the target of
maintenance and staff continuation. At the end of the year the expenditure was Rs. 18601.70 lakh with the
maintenance and staff continuation during the year.
17. 20-POINT PROGRAMME
There are two afforestation programmes being implemented by the Forest Department under this
group.
1. Point No.51 (A) Area covered underplantation in /out side forest areas.
2. Point No.51 (B) Seedling distribution to public
The target allotted by GOI under PointNo. 51(A) was 137500 ha of land to be planted. The
achievement against the target was 140512ha. i.e, 102.19 %..
Under the PointNo. 51 (B) 893.75 lakh target for seedling plantationwas given for the year 2011.-
2012. Against this, the achievement was 2219.69 lakh which is about 248.36% of the annual target.
18. MONITORING OF PLANTATION PROGRAMME
Tree planting being majoractivity of the IntegratedForestryDevelopmentProject (IFDP),the
monitoring and evaluation of this plantationprogramme has been regularly taken up by the Monitoring &
Evaluation cell of the StateForestDepartment on an annual basis. The results of the study are given below.
MONITORING SURVEY :
Out of total100127 ha. Ofplantation raised under GFDP, 7349 ha. of plantations were sampled out
formonitoring which shows that 7.70% of area was monitored and covered under the study. Samples were
selected from the list of modelwise, sitewise and yearwise plantations.
SURVIVAL OF PLANTATIONS:
The monitoringdata collected for the year 2011-2012from the field were compiled and analyzed. The
survival percentages of plantations modelwise are given in the tables below.

CHAPTER - VI
SOCIAL FORESTRY
Gujarat is a forest poor state. Approximately 10% geographical area of the state is legally
designated as forests. The forests are irregularly distributed and confined mainly to the eastern and
southern district of the state. The situation is aggravated by absence of tree cover from about half of the
area. On the other hand, the climate and rainfall of state are quite varied. Agro-climatically the state is
divided in to 8 agro-climate Zones. The rains are undependable and droughtare quite common (about 35%
of the area is chronically affected). Fodder becomes scarce during years and the state has to transport large
quantites of fodder from far-off places to save the cattle from starvation. Promotion of tree planting on
non-forerst lands has been considered to be the only answer to improve the situation in the state. The
Gujarat Forest Department, therefore, put forth a Social Forestry Programme for planting trees on all types
of vacant lands. Under this programme, tree planting is carried out on the following categories of lands :
(A) GOVERNMENT LAND : 1. Strip lands (along roadside, railway side and canal banks) 2. Government
wastelands. 3. Degraded forest lands. 4. vacant lands belonging to other Govt. Depts.
(B) SEMI- GOVERNMENT LAND : 1. Gaucher lands (Village Panchayat grazing lands) 2. Corporation
land and belonging to other Semi-Govt. Institute (C) PRIVATATE LAND :1. Private lands of individuals
2. Degraded farm lands.
During the year 2011-12 the following achievements have been made under the programme of
Social Forestry.
1. Strip Plantation (S)
Strip plantation are created on the vacant land of NHW, SHW, MDR, ODR, V.R. and canal Bank
and Railway side. No. of 1600 plants per ha. are to be planted. During the year 750 ha. of land wascovered
under this model.
2. Gram Van (Irrigated)
Gram Van (Irrigated) are created on village Gaucher land, 1666 seedling per hectare are to be
planted on block. During the year 650 ha. of land was covered under this model.
3. Gram Van (Rain fed)
Gram Van (Rain fed) plantation are created on village Gaucher land. No. of 1600 plants per
hectare are to be planted. During the year 1745 ha. of land was covered under this model.
4. Environmental Plantation (E)
Air and Noise pollution near the human habitation creates environmental problems. It is therefore
necessary, that all the vacant lands in and around cities belonging to Corporations, Municipalities,

Panchayats, Schools, colleges and other Institutions also near tourist and religious places are brought under
tree cover as far as possible. About 1111 seedlings per ha. are to be planted under this model at a definite
spacing (5m x 5m). During the year 440 ha. of area was covered under this model.
5. Farm Forestry (FF)
Land holdings of small and marginal farmers and those of farmers belonging to scheduled tribes
and scheduled castes, which are economically unsuitable for raising agriculture crops are covered under
this model to supplement their income by starting an activity which can give them quick returns. Under
this model, suitable trees including those of fruit are planted in the lands owned by these categories of
farmers. Planting is along the field boundary, or lines so as to create assets for the farmers. During the year
under review 5737 ha. area was covered under this model.
6. Drip Irrigation (D)
Drip Irrigation plantation are created in village Gaucher land and Barren Hillocks land. No. of
1350 plants per hectare are to be planted. During the year 400 ha. of land was covered under this model.
7. Van – Mahotsav
Under this programme, during the year 2011-12 about 1790.80 lakh seedlings and seeds have
been distributed to industries, educational institutions, Government/Semi-Government agencies, farmers,
religious institutions and individuals through farm forestry.
8. School-Kisan Nursery (D.C.P.)
Seedlings of various species are raised by the beneficiaries under this scheme. Technical guidance
and trainingare provide to the beneficiaries by staff of Forest department. During the year about 50.00
lakh seedlings were raised and distributed under this scheme.
9. Special component Plan
Five model viz (1) Rehabilitation of degraded farm land (RDFL) (2) MODEL-E (3) MODEL-E
Ashramshala (4) Kissan nursery and (5) Fruit tree plantation (FTP) are implemented under this programme.
These schemes include beneficiaries of small & marginal farmers belonging to scheduled caste. During the
year the achievements under the schemes are as under.

(2) Under Model-E Environment plantation 300 ha. was covered

Important Events :
1. Surat Circle:
1.1 Creation of self help groups and their success stories in Surat Circle.
Under the Gujarat Forestry Development Programme Phase-2, Various steps have been undertaken in the
circle especially in Rajpipla (East) Division. The villages covered under the Joint Forest Management and
ecotourism have been focused for this programme and 68 self - help women’s group and youth group have
been formed. In Rajpipla (East) the self- help groups have been formed by the Gharda Foundation,
Ankleshwar. The members of these groups have been trained in making various items such as candles, soap
etc. They have now become self reliant and out of the sales of these home- made commodities their
economic position is also uplifted.
The Forest Department have been organizing medical camps, children medical camps etc. These
villages have been provided with solar lights & lamps. These activities have considerably reduced the
dependence of the villager on the forest and at the same time their living conditions have improved.
1.2 Joint Forest Management Naghatpore Cluster
Taking a cue from the success story of Panchla the idea of Naghatpore cluster was borne. In Panchla
at present most of the families have been brough above the poverty line.
Naghatpore, Zer, Durcha, Kothi, Jetpur, Gadkoi, Sarvani and Bhumalia villages had been
covered as a cluster. The programmes implanted by Forest Department such as GFDP, MNAREGA, FDA,
Bamboo mission and other routine programmes had been concentrated in around the villages of this cluster,
which created good opportunity of employment for the villagers. The villagers are no more migrating for
employment else-where. The dependence on forests nearby has also reduced considerately. The availability
of water has also increased and the villagers are, now, able to take more crops. More benefits are now,
obtained from the sale of the MFPs from the forests.
1.3 Ecotoursm- Visalkhadi
Situated on Shamalaji-Vapi state high way and 20 kms from Rajpipla on the banks of Karjan lake,
Vishal khadi has retained the glory of pristine beauty of rolling hills, surrounding water body and good
forest. The people from adjoining villages and towns frequently visited this place for enjoying natural
ambience. One end of the lake touches the famous Shoolpaneshwar Sanctuary. Near the water body there is
a palace, once belonging to kings, which attributes a historical touch also to the place. The water body
attracts number of birds both local and migratory.
This place is now being developed as an important ecotourism place and has earned liking of the
visitors since, on this road there are hardly any such places. The Gujarat Tourism Development has made
budgetary provision and some of the amenities and facilities have already been created by the Forest
Department.

2. Junagadh Circle:
2.1 Lion gene pool Breading Centre Rampara Sanctuary
Rampara a small sanctuary in Vankaner Taluka of Rajkot Forest Division under Junagadh Circle has
got a rare distinction since it has been selected for preserving the gene pool of Astatic Lions with a view to
promoting this place as a home for Ascetic Lions. This small patch of forest which is akin to the lion habitat
is being readied for transferring and habilitating some of the lions in this forest. The population of lions has
been gradually increasing and some of the animals have already migrated to adjoining similar habitats and
settled there. So as to avoid the cross breeding and let the lions evolve on there- own and preserve their rare
gene pool it was felt necessary that some of the lions be shifted at other places, having similar habitats and
therefore this sanctuary has also been chosen.
The brief note including the location of the sanctuary and the works carried out keeping in view the
lions along with their prey base etc. are as mentioned below.
Location : Rampara Sanctuary, Area 1501.2 Ha. Taluka- Wankaner.
Dist: Rajkot.
Name of Scheme: Lion Gene pool Breeding Center.
Object : To preserve Gene pool of the Asiatic Lion & to promote the Breeding of
the Asiatic Lion.
Facilities Available : 6 Enclosures each having area of 0.5 ha. 2 Animal houses, 2 water
points, 2 Rest huts, Animal Hospital, Meat Preparation Room & Watch
Tower.
Capacity : Maximum 12 lions can be accommodated.
Nos. of Lions at gene pool : 5 Male, 3 Female, (Brought from different area of Gir Forest) at present
5 Males 3 Females & 6 cubs Total 14 (Fourteen)
Starting Date : 3/12/2010
Spotted deer : In the month of 11/2008, a breeding center for spotted deer was
established. 40 Female & 27 Male Total 67 spotted deers’ were
transferred in the Rampara Sanctuary, with initial stocks of 69 spotted
deer in each enclosure.
Note : Rampara Sanctuary Management Plan for the year 2007-08 to 2016-17
& eco-Fragile Zone proposal sent to higher office.
Nos. of Lions at gene pool : 5 Males, 3 Females, 3 cubs. Total- 11 (Eleven) 3 Female cubs have born
on date 4/5/2011. Thus the total animals are 11 (Eleven)
Food : Male lion- Meat 7.5 Kg per day. Female lion- Meat 6.5 Kg per day.
Starting Date : 3/12/2010.
3. Rajkot Circle
3.1 Success story regarding afforestation carried out at Malavia-Pipalia Village, with people’s
participation.
Malavia-Pipalia village in Lathi Taluka of Amreli district is in Rajkot circle,. The village is 18 kms away
from Lathi. As is the fact with almost all the villages, this village too has a cremation site for dead bodies in
the outskirts. The place is in the vicinity of a plantation of Neem trees carried out around five years, back.

The villagers gather at this place often for the cremation of dead bodies. On one of such occasions,
when they had gathered there, the Sarpanch floated an idea of creating good plantation, at a place nearby
where there were prosopis trees grown up naturally. The idea was quickly accepted. The RFO of the Taluka
Mr. Turk was contacted at the Range office and was apprised of the idea. The villagers were advised by the
RFO to prepare the area before taking up plantation. The villagers immediately managed to collect necessary
funds from the financially better positioned citizens of the villagers living at Surat. A citizen, at present,
residing in USA was also contacted who responded positively and the Sarpanch of the village, in no time,
took up the ensuing steps and cleared the 3000 Sq.mt area. When RFO was informed about this he could
hardly believe that such a task would have been made possible within just five days. Sarpanch, then, under
the guidance of the RFO erected fencing all around the plot, with cement poles and barbed wire. It was a
great sight to see the aged ( more than 50 years of age) inhabitants of the village erecting the fencing
manually. Encouraged by realizing strong determination of the people, the RFO helped them by giving
alignment for planting Ficus trees grown in nursery from seeds. Soon the pits of size 45 X 45 X 45 cm were
dug up and in the following monsoon 110 Ficus trees were planted in pits. After the monsoon arrangements
were suitably made by the villagers to irrigate all the plants by drip irrigation. A Sintex tank was installed on
a raised platform to facilitate irrigation. The plantation is taken care of by the villagers very well and today
all the plants have attained about 9 to 10 ft height. The higher officers who saw this activity were spellbound
after seeing this excellent example of people’s participation in afforestation activity.
4. Research :
4.1 Study on the growth of Ailanthus excelsa
Ailanthus excelsa, locally known as Ardusa trees have fast attained popularity and demand for its
use in plywood industries in Gujarat. The farmers of Gujarat have adopted plantation of Arduso either on the
boundaries of their farmlands or as pure plantations, and the trees have been giving them rich dividents for
its ever increasing demand in plywood industries. The research wing of the Forest Department, therefore
took up a study on the growth of Ardusa trees on farm lands.
The study team of the Research wing visited (1) 48 farmlands and measured total 5033 Arduso trees
(girth at breast height and the height) planted on the boundaries of their farmlands. Similarly, the team
visited (2) Farmlands belonging to farmers where entire areas of the farmlands were covered with pure
plantations of Ardusa trees and measured 1763 trees ( the girth at breast height and total height of the tree).
The study commenced in March 2012 and was completed by January 2013.
The analysis of the data so collected showed definite trends as follows.
In the first instance, where the trees had been planted on boundaries of the farmlands at 3-4 mt.
distance had relatively good growth compared to the trees planted at 2 mt. distance on boundaries of the
farmlands belonging to 12 farmers.

In case of farmers who opted for pure plantation in their farmlands, nine farmers had planted the
trees at 4 X 4 mt. espacement and 3 farmers had planted the trees at 3 X 3 mt. espacement.
However when the growths of trees planted on the boundaries of the farmlands and those in the pure
plantations were compared, the trees which were planted on the boundaries of the farmlands showed better
growth in terms of girth, height and weight at 10 years of age viz. the girth was found 38% more, height was
found 19% more and the weight was found 2.5 times more, than those in pure plantations.
This conclusion would definitely benefit the farmers who opt for planting of Ardusa for economical
gains.
4.2 The trial of various mixtures of soil, compost and vermi compost on the growth of the plants in
nurseries.
Farmers adopting Agroforestry are gradually increasing in Gujarat and Saurashtra. Therefore to
provide them with the best seedlings in terms of health and good height is the primary function of Forest
department. Now a days vermi compost is also fast getting popularity because, it not only acts as a good
fertilizer for a given plant but also fixes very essential micro nutrients in the soil helping the plant to attain
vigor and sturdily.
The Research wing of the state therefore took up these trials in case of two species i.e. Neem and
Ardusa which are most preferred by the farmers in Agroforestry. These trials had been taken up at four
locations of the state. They were Mehsana, Deesa, Rajkot and Gandhinagar.
The mixtures of soil, compost ( cow dung manure ) and vermi compost were filled up in the bags of
size 15cm x X 25 cm. The mixtures were filled up in bags in different ratio as shown in the following table
and Neem and Arduso were tried in nurseries at above mentioned locations.

The above trial took up at three locations gave following results

mixed gave best height. Similarly at Rajkot centre 10% quantity of vermi compost mixed soil and cow dung
manure gave very good result in terms of the height.
Neem : In case of Neem at Mehsana centre 20% vermi compost mixed with, soil cow dung manure gave
best result in terms of height.
Whereas at Deesa centre 10% to 20% vermi compost mixed with soil and cow dung manure
gave best results.
At Gandhinagar centre also the result was similar to Deesa centre.
These trials establishes the fact that vermi compost mixed with soil and cow dung
manure gives better results.
4.3 Status of Clonal Production Nurseries in Gujarat
Sixteen clonal plant production nurseries have been established or in progress of

in this regard is in initial stage. The production capacity of this nursery may be about 10 lakh
seedlings of Eucalyptus and Sharu.
Demand and supply situation for clonal nursery will be reviewed in Sept./Oct. -2011 to take
appropriate decision for establishing new clonal plant production nurseries.
In addition to above, Teak Tissue Culture Plant Lab at Gandhinagar under the Reserach Wing has
annual production capacity of over 2.0 lakh which may be increase in near future.

5. Canopy plantation A Lively Livelihood Enhancement Programme with Forest Conservation.
Canopy Plantations
Canopy plantations are essentially plantations under which all plant forms such as trees, shrubs,
herbs and climbers are grown together to give shape to forest with more species and product
diversity. It represents a symbiotically integrated multi canopy forest capable of providing socio
economic security to local people along with achieving the objectives of bio diversity augmentation
and ecological conservation.
The Canopy Plantation Project, finally conceptualized in 2010,
Objectives of the Canopy Plantation Programme
The project envisages the following objectives:
1. Development and Conservation of forests and biodiversity.
2. Multi layer densification of forests leading to healthier forest structure and nutrient recycling.
3. Ecological conservation – particularly -soil and water conservation.
4. Achieving Product Diversity by directly promoting biodiversity on forest and farm lands.
5. Enhancement of the productivity of the forests and farmlands.
6. Improvement of the economic conditions of the people through marketable products and by
providing forward market linkages of the products
7. Strengthening the people forestry linkages.
8. Enhancing the skills and managerial capabilities of the stake holders.
Choice of species under canopy plantation
The selection of species under canopy plantations is guided by
1. Desirability for conserving floristic diversity in terms of trees, herbs, shrubs and climbers as
well as grass for milch cattle.

Canopy plantations and economic upliftment of people
The project was conceived and formulated keeping in mind socio economic needs of poor and
marginalized population along with the aim of furthering forest conservation.
Since plants of different gestation period are raised together, the benefits from different species
begin to flow at different times. The village level committees harvest the benefits from the forest
land and distribute it among themselves as agreed collectively.
The Canopy Project marks a new paradigm of development wherein economic and social
transformation of poor people is suitably adjusted to the goals of forest conservation and
environmental protection / ecological balance.

Canopy Plantations and Gender Equity
The Programme has many elements viz. nursery works, value addition etc. which facilitates
Employment of women (indicated at Fig 1). Further, the programme results into benefits in the form
of nutrition, food, herbal medicines etc. which are crucial for the well being of each family.
Therefore, the programme is expected to result into women empowerment.
Canopy Plantation – a holistic approach for blending natural resource conservation with economic
development
The canopy plantations represent a holistic approach which blends conservation of natural resources
with economic gains by the local community. The key element which connects the economic gain
to the forest conservation and regeneration is the local human population.
The major stake holders of the project are:
The local tribal communities,
The Gujarat Forest Department because its basic goal of forest conservation is dependent
on the level and form of economic development of people.
Other Departments of the Government viz. Rural Development Department, Tribal
Development Department, Agriculture Department, Horticulture Department, and other
departments engaged in the development of the people.
Market including Ayurvedic Pharmacieswhich depend on raw material that can be
produced by the tribal communities through the Canopy Plantation Programme.
The working mechanism
The Canopy Project has so far been operationalized through funds under the National Rural
Employment Guarantee Scheme (NREGS). It has proved to be an excellent example of
convergence of two separate government departments at the field level. The Project acts as a
source of employment for tribal women and men who are involved in maintaining and
developing the plantations.
