Vinod Babu, 1/c HWMD, welcomed the members and invitees of the Committee and informed that 19 applications (new cases) have been received for approval for utilization of HW under Rule 11 of the HWM Rules, 2008 and all the applicants as referred below have been asked to make technical presentation before this committee; M/s Gajanan Ferro Pvt. The recommendations of the committee regarding grant of renewal permission forutilization of hazardous waste subsequent to the inspection by CPCB are given atAnnexure — IV.

6. It was recommended that while issuing approval under Rule 11 of the HWM Rules,2008, CPCB may put a condition that transportation of hazardous waste, including inter-state, shall be carried out in compliance with the provisions stipulated under the saidRules.

The committee in principle did not agree with theproposal for utilizing the disposed Drill cutting/Residual synthetic oil based mud/drilling waste inview of high soluble salts.

However, it was suggested that the proponent mayuse the treated mud being generated now andsubmit the proposal for same wherein TCLP testreport of dril ing cutting mud as per Schedule II ofHWM Rules shall also be submitted to CPCB.

ETP Sludge tobe utilized formanufacturingMill Board

ETP Sludge from PaperMill is mixed with jute scrapfollowed by beating and isput in pulper & mixed withwater to form pulp. Thispulp is further stored inchest under agitation andfurther fed into mouldmachine where wet boardis moulded. The wet boardis sun dried followed bypressing, cutting andpackaging.

The commi:tee observed that the informationsought by CPCB from the applicant vide letterdated 28.11.2013 has not been received.

The commitlee, therefore, recommended that theunit shall submit the information as sought videCPCB letter sated 28.11.2013.

Upon submission of the relevantdocuments/photographs, officials of CPCB andSPCB shall jointly visit the plant.

In case the installed facilities are found to besatisfactory, permission may be granted forutilization of ETP Sludge for a initial period of oneyear. ,

Further, for import of non activated glass cullet, theunit shall obtain permission from the concernedSPCB and/or MoEF, as applicable under the HWMRules.

Sources of procurement of iron and SpentAcid;Characteristics of Spent Acid and Ironfrom each of the above sources in termsof impurities present;Details of raw material storage andhazardous waste storage facilitiesalongwith their capacities;Details of air pollution control devicesattached to reaction vessel and ETP;Copy of the TSDF membership.Name of the industries to whom FeSO4will be sold.

Upon receipt of the above information alongwithrelevant photographs, permission for conductingtrial run may be given.

The committee recommended that trial utilizationof Spent Alumina may be permitted for a periodof 10 days during which monitoring shall beconducted jointly by CPCB and SPCB.

Spent Alumina isdirectly fed intothe Rotary kilnfor calcinationsat 1300°C. Thecalcinatedmaterial isgrounded andmixed withhydrated lime inball mills. Thisraw mix is againfed in Rotary kilnfor furthercalcinations at15500 °C to formcement clinkerwhich is furthergrinded todesired mesh toform finalproduct.
