04 July 2013 Dear XXX, As a way of introducing myself, my name is Janet Mkhabela. I work for the Environmental Resources Management (ERM), an environmental consulting firm based in South Africa. ERM was commissioned by the Lunsemfwa Hydropower Company (LHPC) in 2011 to undertake an Environmental and Social Impact Assessment (ESIA) for the proposed development of the Muchinga Hydropower Plant at the confluence of Mkushi and Lunsemfwa Rivers. The scope of the Muchinga project in 2011 comprised of the construction of the dam, inundation areas, pressure tunnel, powerhouse, and workers’ village. However, the LHPC has decided to add some new components to the project which include: • A transmission line and the road connecting the new Mulungushi HPP and the

Muchinga HPP; • Quarry and crushing area; • Multiple permanent and temporary roads in and around the Project Site; and • A transmission line connecting Muchinga HPP and Lunsemfwa HPP. These are significant changes to the project and by Law we are required to restart the ESIA and its related Public Participation Process, thus we write you this communication. We would like to request an audience with His Highness to provide you with more information regarding the project. My colleague, Lindsey Bungartz and I would like to visit His Highness at His palace on the 18th of July 2013 at 10:00am. The purpose of the meeting will be to: 1. Protected Areas How far is the Project from the nearest projected area?

It is adjacent to the Luano GMA, LHPC have obtained the necessary permissions to develop the Project so close to a GMA



Protected Areas The Lukanga Swamps are in located near Kabwe and they are fed by rivers and aquifers. There is a concern that the tunnel and construction activities will impact of these swamps.

This will be explored during the ESIA, we can include an overlay showing the proximity to of the swamps to the project, but they are over 100km from the site.

Groundwater The Department of Water has been mapping the ground water in the area, and it shows that the Lukanga Swamp aquifer is quite extensive.

Boreholes have been drilled (up to 50) and seismic surveys are being conducted as part of the goetech studies. This information can shared and there is potential to collaborate with Government on this.



Emergency Preparedness Is there an emergency preparedness plan in place? What will happen and who will be effected if the dam wall fails?

Dam safety is always a top concern, and LHPC are currently looking at the integrity of existing dams and the proposed new one. The communities below the dam that may be impacts by such an event will be mapped out during the ESIA.



Community Involvement Involvement of the chiefs, headman and communities is key in Project, sensitising them to the Project and ensuring that they are included and involved.

Recommendations included in the ESIA focus on maximising local employment and community involvement, creating opportunity for the local community.



Community Development Often with power generating projects, the local communities do not actually benefit from the power coming out of their area. The power lines just pass through without providing power

LHPC is aware of this, and does contribute towards the Rural Electrification Programme.

Compensation How will you prevent people from settling on land ear-marked for the 330kV servitude once they find out where it will be, just to claim compensation.

The existing communities will be mapped as part of the SIA, and then people who settle in the area following the mapping may not be eligible for compensation.



Existing HHPs Will the Project impact on existing HPPs?

The existing Mulungushi and Lumsenfwa HHPs will cease to operate once these projects come online.



Resettlement Will people be relocated? It is likely that a few households/ homestead might have to be relocated within their villages, especially those who reside close to the power lines and proposed roads.



Water Quality There is a concern that in projects such as this, the water need of the downstream communities, including fauna, flora and human communities. The project could have unforeseen impacts on downstream users, and funds could be set aside to deal with these

The potential impacts on downstream communities will be explored in the ESIA. Like any other development there will be a contingency budget in place that will be used to mitigate any negative impacts on the natural environment and people should the need occur.

Water Flow Water will be diverted from the Lumsenfwa diversion weir to the new HHP, correct. So there is quite a long stretch of river where the flows will change.

This is correct, there will be a 20km stretch of the Lumsenfwa, where at present it is 5km.

Borrow Pits Borrow pits/ quarries' tend to cause a lot of soil erosion and poses a danger to communities, how will this be mitigated?

This will be investigated in the in the ESIA. There are currently no people residing close to the borrow pit sites as such they are not expected to harm anyone but these will be fenced of when in use and signage will be placed to warn those who wander close to the areas.



Site Visit for Authorities The Provincial planners and some other key stakeholders need to see these sites.

The request has been noted and it will be forwarded to the LHPC for consideration.



CSR Programmes What CSR considerations have been made by the company?

Nothing concrete at present, the LHPC is waiting for the SIA to see what the immediate needs of the communities are. But they have undertaken some CSR projects in the past such as the upgrading/ renovation of the maternity ward at Kabwe General Hospital

Water Flow How low will the water levels be and when will this happen?

The environmental flow studies are being undertaken at present. Its important to note that the water levels will be affected upstream only, downstream there will be no effects. You are located downstream so you will not be affected.



Water Flow Usually water levels go down faster here than up there, clarify how worse that will be?

Again the environmental flow studies will provide a better information once completed.





Community Benefits When will the benefits for the community come?

Usually benefits linked to project start 1 to 2 years once operations begin.



Water Quality Won’t there be changes in the colour of water?

Not expected unless a non-routine event occurs.



Resettlement Chimika Village which is upstream near the proposed powerhouse. Will they be resettled then?

Chimika village is located 20km from the powerhouse so its not likely to be affected.



Community Benefits Will there be educational benefits? Yes, community benefits will be based on the immediate needs of each affected community.



Job Creation Are there jobs for women? Yes there will be opportunities for women especially in the construction camps as chefs, cleaners, etc. Furthermore, women can sell some of their food produce to the construction camps to feed the workers.



Community Benefits What will the company do for us? CSR programmes will be in place which will deal with benefits to communities. The community benefits will be based on the immediate needs of each affected community.



Water Quality Concerned about water quality Nothing will change the water quality unless a non-routine event occurs.



Water Quality What if you kill the fish because o f the changes in the water quality?

No.



Grievance Protocol The LHPC offices are far away from the chembe communities and it will not be practical for people to go and report any changes to the water quality and many people could die before LHPC hears about eventualities such as that

There will be community liaison officers during construction who will be able facilitate easy communication between the LHPC and the communities so no one will need to walk long distance to report anything.





Water Quality The last time you were here you said you will sink boreholes for us since water in the river will be contaminated during construction of dam.

No we did not say that: what we said was that construction activities closest to the river are likely to cause sedimentation and change the quality of the water but all necessary measures will be adapted to ensure that this doesn’t occur. Further, should the water quality change such that it is not safe to consume a contingency budget will be used to make that alternative portable water sources are available for the communities. Those present at the meeting suggested that the LHPC should just drill boreholes for them now rather than wait until something bad happens. We said that the suggestion will be noted and passed onto the LHPC for consideration.



Water Quality I support that there was no such promise from you people that you will sink a borehole here. Most people who are saying that did not even attend the first meeting you called. It’s good that you have clarified this issue to the people and we welcome your message today. You are welcome here

Yes, and thank you. Please in the future ensure that when relaying information to other people you do not distort it. Cause this can cause tension and unnecessary fears.



Communication Will we be updated on the progress of the project?

Yes, we (consultants) will be returning in March to feedback on the specialist findings and to go through some of the mitigation measures that have been developed with you.

No. the tunnel will be approx. 100m below ground. No villages will be affected even though some activities such as mining above these tunnels will be restricted to avoid damage. Agricultural activities will be allowed.

The project sounds good on paper but salaries/wages from such projects tend to be so low, that we don’t even feel excited about such projects. Kindly ensure that workers engaged on this project are properly paid and that proper working conditions are put in place.

The Muchinga Power Company Limited (MPC) is considering developing a 255MW hydropower project (HPP) on the Mkushi River, approximately 6km from the confluence of the Lunsemfwa and Mkushi Rivers. The Mulungushi HPP will be located in the Central Province of Zambia, approximately 80km to the south-east of Kabwe, and it is situated within the greater Lunsemfwa River Catchment. Project activities will include:

• Construction of a new surface powerhouse • Construction of a new dam on the Mkushi River • Construction of a pressure tunnel from the existing Lunsemfwa Diversion Weir to the

Muchinga Dam • Construction of a pressure tunnel from Mkushi Dam to new power house, which will have 3 x

Boreholes have been drilled (up to 50) and seismic surveys are being conducted as part of the goetech studies. This information can share and there is potential to collaborate with Government on this.

Is there an emergency preparedness plan in place? What will happen and who will be affected if the dam wall fails?

Dam safety is always a top concern, and LHPC are currently looking at the integrity of existing dams and the proposed new one. The communities below the dam that may be impacts by such an event will be mapped out during the ESIA.

Involvement of the chiefs, headman and communities is key in Project, sensitising them to the Project and ensuring that they are included and involved.

Recommendations included in the ESIA focus on maximising local employment and community involvement, creating opportunity for the local community.

Often with power generating projects, the local communities do not actually benefit from the power coming out of their area. The power lines just pass through without providing power

LHPC is aware of this, and does contribute towards the Rural Electrification Programme.

How will you prevent people from settling on land ear-marked for the 330kV servitude once they find out where it will be, just to claim compensation?

The existing communities will be mapped as part of the SIA, and then people who settle in the area following the mapping may not be eligible for compensation.

Will the Project impact on existing HPPs?

The existing Mulungushi and Lumsenfwa HHPs will cease to operate once these projects come online.

Will people be relocated? It is likely that a few households/ homestead might have to be relocated within their villages, especially those who reside close to the power lines and proposed roads.

There is a concern that in projects such as this, the water need of the downstream communities, including fauna, flora and human communities. The project could have unforeseen impacts on downstream users, and funds could be set aside to deal with these.

The potential impacts on downstream communities will be explored in the ESIA. Like any other development there will be a contingency budget in place that will be used to mitigate any negative impacts on the natural environment and people should the need occur.

Water will be diverted from the Lumsenfwa diversion weir to the new HHP, correct. So there is quite a long stretch of river where the flows will change.

This is correct; there will be a 20km stretch of the Lumsenfwa, where at present it is 5km.

This will be investigated in the in the ESIA. There are currently no people residing close to the borrow pit sites as such they are not expected to harm anyone but these will be fenced of when in use and signage will be placed to warn those who wander close to the areas.

The Provincial planners and some other key stakeholders need to see these sites.

The water quality should remain the same unless a non-routine event occurs something that can get the water dirty or contaminated.

How low will the water levels be and when will this happen?

The environmental flow studies are being undertaken at present. It is important to note that the water levels will be affected upstream only; downstream there will be no effects. You are located downstream so you will not be affected.

Usually water levels go down faster here than up there, clarify how worse that will be?

Again the environmental flow studies will provide better information once completed.

When will the benefits for the community come? Usually benefits linked to project start 1 to 2 years once operations begin.

Won’t there be changes in the colour of water? Not expected unless a non-routine event occurs.

Chimika Village which is upstream near the proposed powerhouse. Will they be resettled then?

Chimika village is located 20km from the powerhouse so it is not likely to be affected.

Will there be educational benefits? Yes, community benefits will be based on the immediate needs of each affected community.

Are there jobs for women? Yes there will be opportunities for women especially in the construction camps as chefs, cleaners, etc. Furthermore, women can sell some of their food produce to the construction camps to feed the workers.

What will the company do for us? CSR programmes will be in place which will deal with benefits to communities. The community benefits will be based on the immediate needs of each affected community.

Concerned about water quality Nothing will change the water quality unless a non-routine event occurs.

What if you kill the fish because of the changes in the water quality?

This is not expected, unless an extreme event occurs.

The LHPC offices are far away from the Chembe communities and it will not be practical for people to go and report any changes to the water quality and many people could die before LHPC hears about eventualities such as that.

There will be community liaison officers during construction who will be able facilitate easy communication between the LHPC and the communities so no one will need to walk long distance to report anything.

The last time you were here you said you will sink boreholes for us since water in the river will be contaminated during construction of dam.

No we did not say that; what we said was that construction activities closest to the river are likely to cause sedimentation and change the quality of the water but all necessary measures will be adapted to ensure that this doesn’t occur.

Comment/ Issue Response The main problem in these villages is the shortage of water; will the LHPC assist in this regard?

It is possible to assist only through the CSR programmes. This will be active once the project has started operating.

Will the road follow the current Longolong road or will it be a new one completely?

From what we have seen of the road, it is following some existing foot trails. A Google Earth map was shown to stakeholders of where the road will be located.

How are we going to take part in employment?


What is the application / qualification criterion?

Criteria will be set in the Employment and Recruitment Policy and communicated with the general public.
