As per the provision of Ministry of Environment and Forests, Government of India, New Delhi,Notification No. S.O. 1533 dated September 14, 2006 and subsequent amendment S.O.3067 (E) dated 1st December 2009. Public hearing was fixed for the proposed exploratory drilling of 8 well in Block CB-ONN-2005/10 (Total Block area 270 sq.km.) of M/s Oil & Natural Gas Corporation Limited, which is covered under category – A of the schedule at 1(b) at Amod, Vagra and Bharuch Taluka of Bharuch District. Shri R. S. Ninama (GAS), Additional District Collector, Bharuch supervised and presided over the entire public hearing process. Shri D. L. Bhatt, Regional officer, GPCB, Bharuch and Representative of the Member Secretary, GPCB welcomed all present in the public hearing. He outlined the various provisions of the Notification and briefed the procedural details for conducting this public hearing including actions taken by GPCB for wide publicity of this public hearing. He informed that advertisement were published in “The Indian Express” and “Divya Bhaskar” news papers dated 03/08/2012. He informed that presentation will be made by project proponent and thereafter locally affected persons will be allowed to represent in the Public Hearing, while people plausible stake will be allowed to represent in writing, which will be included in the Public Hearing proceedings. With the due permission of Additional District Collector Shri. R. S. Ninama, Regional Officer Gujarat Pollution Control Board Bharuch had invited official Representative/Consultant of Project proponent to give introduction and presentation of their project. Thereafter power point presentation in Gujarati language was made by audio visual presentation covering Information of the company, proposed project, site block CB-ONN-2005/10, details of the location of proposed exploratory drilling wells, technical information about project, resource consumption during drilling, information on baseline environment (details of various sampling of AAQM, Noise, Water and Soil), Impact due to proposed project, environmental management plan, proposed safety measures, details of socio economic benefits from the project and conclusion. After the presentation by project proponent, Regional Officer, GPCB with the due permission of the Additional District Collector opened the forum for representations/ suggestion / objections / questions from the locally affected people and also informed the forum that three written representations are received prior to public hearing 1) Mr. Pravin Seth senior citizen and technocrat Ankleshwar (Annexure C1) 2) Mr. Predeep Thaker Human Welfare, Environment and Safety Association NGO Ankleshwar.( Annexure C2 ) 3) Ms. Falguni Joshi , Paryavaran Mitra NGO, Ahmedabad ( Annexure C3). He further added that project proponent will reply to these written representations and same will be sent to the persons who have submitted written representations. The written representation along with their answers will be minutised. Written representation is annexed as per Annexure C1 to C3 and its reply received from Company is annexed in Annexure D1 to D3 respectively.

1) He has informed that 2 years back the company Alpha has carried out 400 to 500 numbers of drill without any permission and they had done a lot of damage to the area. He further added that half of the farmers have not yet received the compensation for the damage.

2) He enquired how the compensation is given? He informed that many times the owner of the land residing outside India and farming is done by local persons. Weather the company is giving the compensation to the owner or the occupier?

1) He informed that presently M/s Alpha is not engaged with ONGC. He further added that in the study area M/s Mahabir Enterprise was engaged by ONGC during the survey work.

2) Regarding the compensation he answered that compensation is given to the person whose name is appearing in 7/12 document. He further added that compensation is given by cheque /ECS payment

He informed that Alpha company was a private company and he further added that they have enquired at ONGC Ankleshwar and Alpha company was hired as a contractor by ONGC Ltd. 1) He praised the work of ONGC in Ankleshwar

2) For resolving the problems of the land losers a committee was made in Ankleshwar area. He further added that transparency is required in compensation issues.

3) He informed that due development by ONGC is needed for development of the nation. ONGC is having technological capabilities as well as resources and funds. He asked ONGC to carry out research activities so that after the completion of drilling activities they should restore the farm to its original condition so that farming can be done as per pre - project status.

4) He informed the forum that first well of ONGC was established in Ankleshwar and at that time with the request of Kanaiya lal Munshi(1st Forest Minister and son of Bharuch) prime minister Jahwaharlal Nehru ji had visited Ankleshwar and

inaugurated first well of ONGC at village Bharudi (Ankleshwar) this year we are celebrating 125th Birth anniversary of Kanaiyalal Munshi as we should not forget him. In his memory ‘A Smruti van” is planned in available open land area (125 to 150 Acres) and ONGC should contribute financially to the same.

5) He also informed that they welcome this project of ONGC and he further added that he gave his best wishes for all the eight wells.

6) He informed the forum that instead of cutting the trees ONGC should use a machine that shifts and replants the trees at another location. ONGC should use such a machine for protecting the trees.

4) Mr. Vasant Bhai Vasava Village: Kadodara Taluka: Vagra District: Bharuch

He informed that 13 wells are existing in their village out of 13, 2 are in operation and informed that ONGC has not fulfilled their promises made in past. ONGC can contribute funds for the development of villages for example rooms in village schools, village roads and they can provide facilities for drinking water.

Shri. R.S Ninama (G.A.S) Additional District Collector has concluded with following points:
