MANUFACTURING PROCESS DESCRIPTION 1.] 2,3 Di Chloro Phenol

Process Description of 2,3 Di Chloro Phenol:

STEP:

2,3Dichloro Aniline [2,3 DCA] is converted to its diazonium compound with Nitrosyl

Sulfuric Acid in presence of Sulfuric Acid. The reaction is carried out under very controlled

condition of temperature.

The Diazonium salt formed is further subjected to acidic hydrolysis leading to formation

of the product 2,3Dichloro Phenol. The product formed is isolated by means of distillation.

2.] 8 Hydroxy Quinoline [8-HQ]

Process Description of 8 Hydroxy Quinoline [8-HQ]:

STEP:

2-Amino Phenol is reacted with Glycerine leading to cyclization in presence of Sulfuric

Acid. The reaction leads to form 8-Hydroxyquinoline; the excess of 2-Amino Phenol is

removed by distillation.

The residual mass diluted with water and pH adjusted with C S Lye followed by filtration

and washing. The wet cake dried to obtain product 8-Hydroxyquinoline [8-HQ]

3.] 5-Chloro-7-IODO-8-Hydroxy Quinoline [IODO]

Process Description of 5-Chloro-7-IODO-8-Hydroxy Quinoline [IODO]:

STEP:

4-Chloro-2-Amino Phenol is reacted with Glycerine leading to cyclization in presence of Sulfuric Acid. The reaction leads to form 5-Chloro-8-Hydroxyquinoline; the excess of 4-CAP is removed by distillation.

The residual mass diluted with water and pH adjusted with C S Lye followed by filtration

and washing. The wet cake is further taken for Iodination with Iodine.

The Iodination is carried out under controlled parameter in alkaline condition. The

Iodinated mass is then subjected to filtration and washing. The wet cake obtained is dried

to obtain product IODO.

4.] Meta Chloro Aniline

Process Description of Meta Chloro Aniline:

STEP:

3 Chloro Nitro Benzene [3 CNB] is subjected to reduction using Iron Powder under acidic

condition to form 3 Chloro Aniline. 3 Chloro Aniline thus formed is then suitably isolated

from the reaction mixture by means of filtration and distillation.

PROPOSED TERMS OF REFERENCE

The generic structure of Environment Impact Assessment Study Report will be as

under:

1. Introduction

This will cover the location and justification of the proposed project and scoping and

methodology for the EIA study.

2. Project Description

It will include the below mention details.

• Location of the project

• Product profile

• Resources requirement

• Manufacturing process and raw material requirement

• Material handling and storage

• Details on proposed Environmental Management System and Monitoring.

• Storage and handling of hazardous chemicals

3. Baseline Environmental Description

The data regarding baseline environmental conditions will be collected

/generated as per the guidelines of MoEF. The methodology for collection of

baseline data for each of the component/environmental attribute is as follows:

1. Air

a. The study area will be of 10 Km radius considering the project site as center and

study period will be of one season except monsoon.

b. For estimation of back ground concentration of PM10, PM2.5, Oxides of Nitrogen

(NOx), Sulphur Dioxide (SO2), H2S within study area, and 6 monitoring stations

will be established as per the guidelines of CPCB and Ministry of Environment &

Forest, Government of India. At each station monitoring will be carried out on 24

hourly bases twice in a week for entire study period except monsoon.

2. Meteorology

Meteorological data like wind speed, wind direction, humidity, temperature, will

be collected at the location under consideration / from authorized agency, so as to

prepare wind-rose diagram and to predict the concentration of pollutants using

dispersion models. These data will be collected for a period of 12 weeks.

Water samples will be collected and analyzed of raw water supply of the Notified

area.

4. Noise

The noise level will be measured once in a study period in Leq. at least at 6

different location within study area using an integrated sound level meter.

4. Identification and Assessment of the Impacts

The activities having the potential to cause environmental impact will be

identified and the degree of impact will be assessed using standard matrix methods.

The following environmental attributes will be considered to establish the cause-

effect relationship with the various activities of the proposed project.

5. Environmental Management and Monitoring Plan

Environmental Management and Monitoring Plan will be prepared based on the

anticipated environmental impact. It will also cover details on Occupational Health

programs and as well as for corporate social responsibilities.

6. Risk Assessment:

The study will include risk assessment for storage, handling, transportation etc.

for the raw material(s) and products to be used in the plant. Occupational risk

involved during operational phase of the plant will be assessed and necessary safety

and protective measures will be recommended.
