(ii) The Bills of Quantities are to be read in conjunction with the other documents forming the contract.

Method of Measurement - Bills of Quantities

(i) The method of measurement of completed work for payment shall be in accordance

with “Civil Engineering Standard method of measurement” CESMM4 fourth edition, reprinted 2012, published by the Institution of Civil Engineers of United Kingdom, and amended by the following paragraphs. The sections referred to below refer to the sections in the CESMMS4.

Items of equipment, tools, etc. are not measured under CESMM4 but in accordance with the methods indicated in this Preamble. In all cases where CESMM4 standard item code numbers have not been used, the method of measurement shall be as contained in the item description, or shall include supply, deliver, test and fix.

SECTION 5 PREPARATION OF THE BILL OF QUANTITIES

Daywork Bill is incorporated in these documents and payment against it will be made for labour, materials and equipment, if their use has been ordered in writing by the Project Manager prior to commencement of the Daywork.

SECTION 7 METHOD - RELATED CHARGES

Method Related Charges are explained in section 7 of CESMM4. The items under method-Related charges shall include for all work other than permanent Works not covered elsewhere in the Bill of Quantities but nevertheless necessary for the execution and completion of the Works, including but not limited to those items set out in class A3** of CESMM4 or detailed hereafter. Any such items not described and priced separately shall be deemed to be covered by the rates and prices entered elsewhere in the Bill of Quantities.

Method related Charges shall not be subject to admeasurement but shall be deemed to be prices where the items in the Bill of Quantities are used in accordance with the Conditions of Contract.

Method-Related Charges shall be certified and paid in interim payments to the extent that the work that is the subject of the Method-Related Charges has been carried out.

SECTION 8 WORK CLASSIFICATION

CLASS A GENERAL ITEMS

Additional Description Rules

Contrary to rule D1, all work - Other than the permanent works - Which is expressly stated in the Contract to be carried out by the contractor - Whether or not the nature and extent of the work is expressly stated - And for which no item is provided under specified requirements shall be deemed to be

covered by the Method-Related Charges or included in other rates in the Bill of Quantities.

D4 The volume used in classification of items D411 to D568 shall include the volume below the original surface.

CLASS E EARTHWORKS

Measurement Rules

M10 ‘Trimming of excavated surfaces shall be deemed to be included in the excavation rates unless it is specifically provided for in the Bills of Quantities.’

M11 If preparation of excavated surfaces is not specifically mentioned in the Bill of Quantities, then this shall be deemed to be included in the excavation rates.’

M12 If the disposal of excavated material is not specifically mentioned in the Bill of Quantities, it shall be deemed to be included in the excavation rates.’

M22 ‘If trimming is not specifically mentioned in the Bill of Quantities, it shall be deemed to be included in the filling rates’.

M 23 ‘If preparation of filled surfaces is not specifically mentioned in the Bill of Quantities, then this shall be deemed to be included in the rates for filling.’

CLASS G CONCRETE ANCILLARIES

Coverage Rules

C8 Items for inserts, unless otherwise billed, shall be deemed to exclude the supply as billed elsewhere.

CLASS I PIPEWORK - PIPES

Measurement Rules

M6 Service pipes and intensification pipes shall be separated into supply and install.

Coverage Rules

C3 Items for drainpipes shall be deemed to include the testing of the pipes.

CLASS J PIPEWORK - FITTINGS AND VALVES

Coverage Rules

C4 Items for fittings shall be deemed to include rust protection of the fittings.



C5 Items for hydrants shall be deemed to include all the fittings necessary to install the hydrants on the mains, and the chamber.

C6 Items for service connections shall be deemed to include all fittings required to complete the task.

C7 Items of meters, air valves, washouts, and reflux valves shall be deemed to include all fittings necessary, to install on the main and the chamber.

Additional Description Rules

A8 Items for fittings do not state the principal dimensions.

CLASS K PIPEWORK – MANHOLES AND PIPEWORK ANCILLARIES

Coverage Rules

C11 Items of washout outfall structures shall include the pipework and fittings.

(ii) Quantities and dimensions for reinforcement, pipes, valves and fittings, as indicated in the Bending Schedules and Drawings, are to be checked by the contractor before procurement orders are placed. The Contractor will be responsible for any errors incorporated into procurement orders

Rates and Prices

(i) A rate or price is to be entered against each item in the Bills of Quantities and Prices Schedules whether quantities are stated or not. The cost of items, against which a rate or price has not been entered shall be deemed to be covered by other rates or prices entered in the Bill of Quantities. The entered rates shall be deemed to include for all the Contractor’s obligations under the contract and all matters and things necessary for the proper execution of the work included in the contract including overheads and profit.

(ii) Item descriptions for specialised works, e.g. screens, handstocks, chambers, manholes, etc. do not include details of all ancillary equipment, connections etc. However, the rates and prices shall be deemed to include these and similar materials necessary for the correct fixing, setting to work and operation of the facilities.

(iii) Items against which no price or rate is entered shall be deemed to be covered by other rates and prices in the Price Schedules.

(iv) The rates and prices entered in the Bill of Quantities shall include for all taxes, duties, levies and charges other than the taxes to be borne by the Employer. The taxes to be paid by

the Employer shall be listed and VAT shall be added to the Grand Summary (Schedule 1 of



Section 7) at the percentage applicable in Uganda 28 days before the deadline for submission of tender.

(v) The rates for dayworks shall include for all on-costs.

(vi) When requested by the Employer for the purposes of making payments or part payments, valuing variations or evaluating claims, or for such other purposes as the Employer

may reasonably require, the Contractor shall provide the Employer with a breakdown of any

composite or lump sum items included in the Bills of Quantities or Price Schedules.

(vii) Provisional sums are to be expended in accordance with Clause 73 of the Special Conditions of Contract in Appendix 1 of the Contract Data.
