ANNEX-IV to Report from EEA-led EMMA workshop on “Operational oceanography” EEA-EMMA Workshop on “Connecting operational oceanography with the European Marine Strategy and EEA assessments” Copenhagen, 23-24 October 2006 Workshop Background Document Overview of determinands measured by current operational oceanography programmes of European seas in the context of the proposed Marine Strategy Directive’s “Initial assessment” Draft: 20-11-2006 The purpose of this document is to provide an overview of the present monitoring capacity in European seas through Operational Oceanography (OO) systems / programmes, with emphasis of parameters relevant to the proposed Marine Strategy Directive’s (MSD) “initial assessment” (Article 7, Annex II, Tables 1-2). Such an overview is necessary for analysing complementarity with in situ monitoring; identification of gaps; and planning of “next steps” to assist implementation of the MSD, in particular the “initial assessment”. The overview (and ensuing discussions at the workshop) is a component of the EEA-led work towards fulfilling EMMA road map objective A.2 (An inventory per region and country of existing monitoring elements in the proposed MSD Annex II Tables 1-2). The structure of this overview document and possibly of the bigger “inventory” should be discussed and agreed during the workshop. This should also consider putting forward a recommendation to the EMMA Plenary on how its content (tables) could be filled by Member States, Regional Sea Conventions and Regional Systems representatives. It should be noted that: The following tables include an overview of available OO products (observations and model analysis). In situ and other monitoring activities of relevance to the MSD “initial assessment” (e.g. periodic sampling carried out for the needs of Regional Sea Conventions) have only been included as an indication, and to help discussion on the complementarity of in situ monitoring and OO products. They do not intend to be exhaustive. Information originates in the document EMMA 06/5/1-Annnex I 1 . In case EMMA considers there is a need to have an exhaustive compilation of this information at the national and regional levels, it would then be up to Member States and Regional Sea Conventions to ensure this is included, accurate and/or updated. 1 Available at: http://forum.europa.eu.int/Public/irc/env/marine/library?l=/workingsgroups/europeansmarinesmonitori/meeting_april_2006&vm=detai led&sb=Title 1

EEA-EMMA Workshop on “Connecting operational oceanography with the European Marine Strategy and EEA assessments”

Copenhagen, 23-24 October 2006

Workshop Background Document

Overview of determinands measured by current operational

oceanography programmes of European seas in the context of the proposed Marine Strategy Directive’s “Initial assessment”

Draft: 20-11-2006

The purpose of this document is to provide an overview of the present monitoring capacity in European seas through Operational Oceanography (OO) systems / programmes, with emphasis of parameters relevant to the proposed Marine Strategy Directive’s (MSD) “initial assessment” (Article 7, Annex II, Tables 1-2). It should be noted that: • The following tables include an overview of available OO products (observations and model

analysis). Information originates in the document EMMA 06/5/1-Annnex I1. In case EMMA considers there is a need to have an exhaustive compilation of this information at the national and regional levels, it would then be up to Member States and Regional Sea Conventions to ensure this is included, accurate and/or updated.

• Although the MSD makes no reference to targeted temporal and spatial resolution, effort has been made to include this information since it is considered necessary when assessing the relevance of OO products to the needs of the MSD. However, this does not apply to information on accuracy / reliability of products since, in most cases, it is difficult to quantify.

• The tables are filled for national, regional and pan-European systems and thus overlaps are

expected. However, note that the national information an not for all European countries. In case EMMA considers there is a need to have an exhaustive compilation of this information at national level, it would then be up to Member States to ensure this is included, accurate and/or updated.

• In any event, the tables are not exhaustive/detailed, and cannot replace the

products/systematic work carried out by the EDIOS and SEPRISE projects. This applies specifically for monitoring elements since not all platforms / systems can be listed.

• Model analysis and observational products are described separately. However, in most

cases, model analysis has incorporated operational observations through data assimilation. • Only large scale programmes and long-term initiatives have been considered (although

frequently considered pre-operational). Pilot systems or purely research programmes are not included.

List of Tables: • Pan-European (Operational Oceanography) • Pan-European in situ regional data sets and monitoring programmes Regional • Baltic Sea • Iberian-Biscay-Irish Seas • Mediterranean Sea • NW European Shelf Seas National • Denmark • Finland • France • Greece • Ireland • Italy • Malta • Portugal • Spain
