Project Category: Transportation Alternatives Bike/Pedestrian Facilities Project Location: Along west side of NE Delaware from NE 18 Street north across Fourmile Creek to NE 22nd Street Project Description: Construct approximately 1,000 feet of 8-foot shared-use pathway along the west side of NE Delaware Avenue. Also widen the existing bridge across Fourmile Creek. These improvements are needed to improve regional trail connectivity and to provide pedestrian access to Northeast Elementary School. This segment of trail is the missing link in the trail that runs along NE Delaware Avenue and NE 18th Street. Having this gap closed will complete the recreation trail and provide a vital route for students in the northeast neighborhoods of Ankeny to access Northeast Elementary School by foot or bike. Additional Information: Those that live in the neighborhoods south and east of Hwy 65 have no safe pedestrian, ADA compliant or bicycle access to the north and west side of the highway. In this location, US Hwy 65 is a four lane divided high speed travel-way with limited situations where traffic is slowed to a manageable speed. A reinforced concrete box culvert with lighting and security cameras would be constructed below the highway gaining access that is not exposed to vehicular traffic along the high-speed US 65. Walk connections would be made to existing walks along Lincoln Street both sides of the highway. This connection also becomes the only ADA walkable access for those on the east side traveling to the west side. Additional Information: The project area represents a key portion of the 42 Street corridor that is a significant north-south artery for circulation in the City of Des Moines. This area also acts as a primary gateway into the Drake and Waveland Park neighborhoods, is a major through-way for vehicles to two schools and is a connector to a multi-use trail. The corridor is part of DART’s Route 60, which is currently one of the systems’ most utilized transit routes and is proposed for future bus rapid transit service. The plan calls for reducing 42 Street from four lanes to three lanes to provide space for pedestrian, transit and other amenities. The project includes a traffic signal at the intersection of 42nd Street and Crocker Street. If the bridge were to be closed, detours using the surrounding street network would result in an additional 20 to 30 minutes of bicycling time between the western parts of Des Moines to downtown. Usage of this trail segment is extremely high. Based on 2012 and 2013 counts and surveys of bicyclists and pedestrians on 19 locations throughout the City of Des Moines, use is estimated to be second only to the Kruidenier Trail around Gray’s Lake Park. The 2011 City-Wide Bridge and Structure Evaluation identified deck decay, truss corrosion and concrete footing deterioration. The estimated remaining life was identified as 8 years or 2019. Des Moines Water Works will commit $85,000 in funds in the 2018 budget and has maintenance responsibilities per the Maintenance Alliance Agreement. Additional Information:

The development of a mixed use town center in Norwalk would have various side benefits to many in the region. The development would promote many of the sustainable practices identified through The Tomorrow Plan, elevating the sustainability status of the region. The area would provide more jobs and retail opportunities for the residents of Norwalk. This would decrease the amount of travel that Norwalk residents make throughout the region, thus reducing the congestion and maintenance costs in neighboring communities.

Current problems include the movement of trucks from current industrial businesses and how they interact with future development. Future problems are the impact that growth in Norwalk will have on the future transportation system in the region.

Developing a master plan for the area will help plan how the transportation system will handle current industrial uses and future commercial, office, and residential growth. While the project is not a roadway construction, it will impact the region by decreasing the need for the growing population of Norwalk to travel on the regional transportation system to access jobs and services.

As a part of the Alice’s Road project currently under construction, two below grade crossings are being developed which will allow for the free flow of pedestrian traffic from both sides of Alice’s Road. The proposed project to which the City of Waukee is requesting funding for will connect into these pedestrian underpasses as well as the planned ten foot wide trails which will be located parallel to either side of Alice’s Road and will be constructed in 2014. Longer term the proposed trail system will connect into other regional trail systems both to the north (Raccoon River Valley Trail System and Clive Greenbelt Trail) as well as to the south into West Des Moines. Additional Information: The first phase of this project, proposed for the 2017 funding cycle, will focus on the main transportation corridor of 5th Street from Walnut Street on the north to Railroad Avenue on the south.
