This presentation gives an overview of the experiences of Angola in climate change adaptation planning. This was presented in April 2014 at the NAP-GSP Africa Regional Training Workshop (Anglophone) in Addis Ababa, Ethiopia. This event gathered Government representatives from Ministries of Environment, Planning and Finance from 15 least developed African countries to consider the NAP process, which aims to address the medium to long–term climate change adaptation challenges for Africa. Main Steps of Climate Change Initiatives

Note: Climate Change Adaptation is a leading priority for the Government of Angola

1997 - National Climate Change Strategy

The Angolan Strategy to Fight Poverty (SFP) - approved by Resolution 9/04 of 4

June, includes environmental considerations in accordance with the Millennium Objectives, some of which relate to climate change

2011 - NAPA (concluded)

• Was curried out analysis of current climate

• Assess climate vulnerabilities and were identified priorities of adaptations

2012 - INC

• Future climate risks and uncertainty (with few limitations due to insufficient climate data)

Establishment of an Interministerial Commission on CC and Biodiversity

(coordinated by the Ministry of Environment, meeting on a regular basis, comunicating projected climate change information to various stakeholders)

Ongoing relevant national initiatives

• Project Title: Promoting climate-resilient development and

enhanced adaptive capacity to withstand disaster risks in

Angolan’s Cuvelai River Basin.

• The project is focused on strengthening the capacity of

national and sub-national entities to monitor climate change,

generate reliable hydro-meteorological information (including

forecasts) and to be able to combine this information with

other environmental and socio-economic data to improve

evidence-based decision-making for early warning and

adaptation responses as well as planning.

• At present, however, there are many projects and

programmes – both climate and non-climate related – being

implemented in Angola.

Poor intersectorial coordination and weak policy framework to

respond to change risks(not very clear about who leads the

process, need of mandate)

Limited knowledge and capacity to fully assess risks posed by

climate change

Low level of awareness and understanding of CC issues among

stakeholders

Limited research on climate change (few involvement of the

Universities)

Language barrier ….among others.

Development Capacity for Integration

Various sectors are invited to attend different training

workshops and conferences in and ouside the country (e.g.

COP, SBs and others)

Different sectors are involved in the NAPA implementation

initiatives

Preparation of publication on how CC is linked with different

sectors (health, agriculture, fisher etc)

To strengthen Angola,s capacity to plan for by informing the

policymakers about severe and extreme weather events, such

as flash floods and droughts, as well as long-term systemic

change triggered by climate change

Integration of Adaptation Into Existing Planning Process

Preparing national dialogue to collect views on how

adaptation can be integrated into existing planning process
