CANLUBANG, LAGUNA — Protesters staged indignation rally in front

of Camp Vicente Lim today demanding the immediate release of four peasants who were illegally arrested after a violent police and military search operation in Hacienda Looc in Nasugbu, Batangas on April 15.

The arrested peasants are Armando Lemita, spokesperson of local organization Ugnayan ng mga Mamamayan Laban sa Pangwawasak sa Kalupaan ng Hacienda Looc (UMALPASKA); Rosenda Lemita, wife of Armando, and Anatalio Lemita,

brother of Armando – both are members of UMALPASKA; and Alaiza Lemita, regional vice chairperson of Anakbayan-Southern Tagalog.

The arrest is part of the intensifying political repression towards groups and individuals who oppose development projects in the famous Hamilo Coast in Batangas by Henry Sy-owned Manila Southcoast Development Corporation (MSDC) and reclamation projects in Cavite coasts by Ken Ang-owned Cyberbay Corporation, said Porferio Resurreccion Jr., Anakbayan-Cavite provincial coordinator.

“We cannot simply ignore the relation of the

arrest of the four peasants with the escalating social unrest in Hacienda Looc and Cavite coastal areas with the villager’s opposition to anti-people and anti-development ‘development’ projects,” said Resurreccion.

He further cited the arrest in February 21 of two fisherfolk leaders in Maragondon, Cavite where land-use conversion is planned to transform a whole 602-hectare fisherman’s village in Brgy. Patungan, Maragondon for recreation and leisure purposes as part of the Hamilo Coast project of Sy’s MSDC.

These big businesses cannot pursue their plan without US-Aquino regime

backing, Resurreccion asserted.

“Aquino’s CARPER and National Reclamation Plan are the regime’s instruments to allow big businesses destroy the environment and the people’s livelihood,” he said.

CARPER or Comprehensive Agrarian Reform Program Extension with Reforms, the Aquino administration land reform program, which did not cover the 6,800-hectare Hacienca Looc in Nasugbu, Batangas despite its categorized as productive agricultural land. While the National Reclamation Plan is the administration’s grand development project, which includes 12 reclamation

Ana Mariz Lemita, daughter of Armando, demanded the police to surface her family who were illegally detained at Camp Vicente Lim without formal charges after they were transported from Batangas City last night.

At around 9 a.m. today, the police surfaced the three peasants during the height of the indignation rally. They were charged with obstruction of justice and direct assault.

Anatalio, on the other hand, was transported to Nasugbu from Batangas City last night and charged with illegal possession of firearms. ADN

Leadership Program (SLP) hosted by the Kiwanis Club of Lucena City and Clubs of Division 4C conducted a three (3) day live-in seminar or Summer Youth Leadership Training Camp – “Learn and Have Fun” on April 10 – 12, 2014 at Quezon National Agricultural School, Brgy. Silangan Malicboy, Pagbilao, Quezon.

Seventy-five (75) youths from Daet, Laguna and Quezon mostly from Key Clubs and youth friends of Kiwanians participated in the said activity.

According to Past Lt. Gov. Marilyn Jugueta, SLP District Chairman, the activity is

anchored in International Service Leadership Program with its theme “Serving the Children of the World” is designed to develop the youth’s service leadership skills, team spirit, sense of discipline, responsibility and love of community.

Aside from the fun and enjoyment brought by the camping, the participants also taught basic knowledge on public speaking, parliamentary system, good governance, photography and videography, good grooming and proper etiquette, life and behavior, journalism and reporting, entrepreneurial and urban gardening.

Jugueta also said that the activity was a success because of the support of all clubs of the Division 4C,

Kiwanis Club of Candelaria, different Kiwanians all over the Philippine Luzon headed by District Governor Nelson S. Tan and some friends of Kiwanis. The project was chaired by KC Lucena City President Ramoncito “Monching” Leynes.

MANILA – As representatives of the Aquino and the Obama

governments rush to finish an agreement seeking to legalize increased US military bases, facilities, installations, access, etc. in the Philippines, green groups raised the alarm over its dire implications on the Philippine environment. Kalikasan Peoples Network for the Environment cited the still unresolved violations of Philippine environmental laws by US troops here as just some of the compelling reasons why the Philippine government must stop railroading the

conclusion of this new military basing agreement.

Without closure to these infractions, the green groups led by the Kalikasan PNE warned, more damages could befall the country and, as experiences show, there would be no restitution, rehabilitation nor justice.

The latest and most controversial example of these violations by US troops is the trespassing, grounding and damages caused to the Tubbataha Reef by USS Guardian, a guided minesweeper.

On April 17, the Writ of Kalikasan petition filed with the Supreme Court on the Tubbataha grounding case turns one year old. Yet, the

Supreme Court still has to act or respond meaningfully to the case.

“The Supreme Court has allowed the Tubbataha grounding case to languish in court, severely hampering efforts to significantly rehabilitate the 2,345 square-meter scar caused by the USS Guardian in the world heritage site,” Leon Dulce, campaign coordinator of Kalikasan PNE, said in a statement sent to media on April 15.

The high court’s inaction is setting an unfortunate “precedent for impunity by US forces towards our people and the environment,” Dulce

Ugatin natin ng mas malalim. Sa ganang sitwastyong ito, ang problema ay sadyang nakaaapekto na sa isang signipikanteng bahagi ng populasyon kung kaya ito’y isa ng legal na problema. Problema sa karapatan sa pagmamay-ari at problemang malaki sa lupa ng mga mamamayan.

Isa na itong malaking problema ng ating panahon, katulad ng kawalan ng lupa ng ating mga local na magsasaka, kung kaya nangangailangan ito ng pundamental na solusyong pulitikal at ekonomikal kagaya ng repormang agraryo na matutugunan lamang sa pamamagitan ng pag-ugat ng ugat ng kahirapan sa ating bansa.

Higit kailanman, hindi dapat maging iskwater sa sariling bayan ang sarili nating mamamayan. ADN

Matagal na panahon na palang dumaan mula nung ako ay maka-graduate sa high school. Halos marami na ang mga magaganda at

mapapangit na alala ang nakalimutan pero may ilan pa ring iconic memories ang tumatak sa isipan dahil ito ay nakaka-tawa, nakaka-awa, o kaya naman nakaka-challenge.

Dahil buhaghag o kinky ang buhok ko noon, maraming panloloko akong natamo. Mula sa kantyaw na “mangkukulam” hanggang sa “black lady,” marami-rami na ring luhang sinayang ko at mga pag-hahahamon ng suntukan noon (Bwa ha ha! pareho tayong barako. - Ed). Ayaw na ayaw ko talaga ang aking buhok. Nangarap pa nga ako, sa maraming pagsakay ng dyip pauwi, na sana ay may magmagandang loob na mag-suggest na magpa-kalbo na lang ako at mayroon syang donation na peluka. Sa bahay, may nahalungkat akong peluka na nakatago sa dagmaan at pilit na pilit ko iyong pagpantasyahan na suotin sa eskwelahan. Kaya lang malaking pag-object ng nanay dahil raw ginamit ito noon sa patay at baka may pag-gamitan ulit. Hindi

rin nakatulong na may mga skeleton na ito ng lisa at kuto.

Dalawampung taon na pala ang nakalilipas at limot ko na rin ang aking palayaw na “patola.” “Mahalia Patola” ang laging tawag sa akin. Una dahil sa patpatin kong binti. Those policies are being applied to all his personnel, from members of his command staff, police chiefs down to the lowest Police Non- Commissioned Officer and even to members of all support units which are operationally controlled by the police director.

What boosts the morale of Quezon cops is the leadership style of Ronnie which according to them is entirely different compared to that of his two disgusting predecessors.

Dionard Carlos, they say Ronnie has a soft heart. He always care for the welfare of his men despite his being strict when it comes to one’s performance.

Syndrome Corona Virus (MERS-CoV) mapangalagaan ang kalusugan nila at maiwasan ang paglaganap ng karamdaman.

Binigyang diin ni Kalihim Herminio Coloma, Jr. ng Presidential Communications Operations Office na ang Kagawaran ng Ugnayang Panlabas sa pamamagitan ng Embahadang Pilipino sa Abu Dhabi ay nagpadala ng isang pangkat noong Abril 12 para alamin ang kalagayan ng mga Pilipino na ayon sa ulat ay nahawa ng naturang virus.

“Patuloy na nakikipag-ugnayan ang Embahada sa mga pinunong pangkalusugan ng Abu Dhabi para masubaybayan ang kaso ng mga Pilipino na malamang nagkaroon ng MERS Corona Virus at pinapayuhan ng DFA ang mga Pilipino roon na sundin ang mga tagubilin ng mga pinunong pangkalusugan,“ sabi ni Coloma.

Idinugtong ng Kalihim na isang Pilipino ang namatay dahil sa nasabing sakit noong Abril 10 tulad nang pinatunayan ng mga pinuno ng Ugnayang Panlabas, habang ang lima pa ay sinasabing nasa quarantine bilang pag-iingat.

Ipinaalam ng Kagawaran ng Kalusugan sa Pangulong Aquino ang tungkol sa pagkakaroon ng nasabing sakit sa mga bansa ng Gitnang Silangan.

Alinsunod sa utos ng Pangulo, nagpalabas na ang DOH ng karampatang payo upang bigyang diin ang pag-iingat sa naturang virus.

Bagaman hindi pa hinihigpitan ang paglalakbay para mag-ingat, ang mga Pilipino na nagpupunta sa Gitnang Silangan ay pinapayuhang iwasang makisalamuha sa mga taong may mga sakit na tulad ng trangkaso at palaging maghugas ng kamay.

Pagkagaling sa Gitnang Silangan, sino mang magkasakit sa loob ng dalawang linggo ay pinapayuhang umiwas magtungo sa matataong pook at agad magpatingin sa manggagamot.

Ang mga ospital ay intasang magreport agad sa DOH kung may sino mang pasyente na pinaghihinalaang nahawa ng MERS-CoV infection.

Lahat ng taong kagagaling lamang sa biyahe sa Gitnang Silangan na nakararanas ng matinding respiratory illness ay dapat magpatingin agad sa pinakamalapit na ospital.

Ang mga taong tulad nito ay ipaaalam agad sa National Epidemiology Center, habang ang Research Institute for Tropical Medicine ang kukumpirma ng

diagnosis.Alinsunod sa Centers for Disease Control and

Prevention (CDC) sa Estados Unidos, ang MERS-CoV ay isang viral respiratory illness na unang naulat sa Saudi Arabia noong 2012.

Sinabi ng CDC na karamihan sa mga taong napatunayang may impeksiyon ng MERS-CoV ay nagkakaroon ng napakalubhang respiratory illness.

Ang mga palatandaan ng sakit na ito ay lagnat, ubo at pangangapos ng hininga. Halos kalahati ng mga dinapuan ng sakit na ito ay namatay. Ang virus ay kumalat dahil sa pakikisalamuha sa mga taong mayroon ng karamdamang ito.

Ayon sa CDC, sa kasalukuyan, lahat ng kaso ng sakit na ito ay nasa anim na bansang malapit o nasa Arabian Peninsula. ADN

DAVAO CITY – Datus and representatives of the Talaingod-Manobo evacuees trooped to the

offices of the National Commission for the Indigenous People (NCIP) and Commission on Human Rights (CHR)

Kalikasan PNE is one of the petitioners in a series of legal actions filed with the Supreme Court (SC) since last year. They are calling for immediate indemnification for the damaged pristine coral reefs in Tubbataha, a series of temporary e n v i r o n m e n t a l protection orders on the operations of US military personnel in the country, and the formulation and i m p l e m e n t a t i o n of environmental guidelines that will govern US military activities and exercises.

‘Irregular’ silence of the Supreme Court

The Supreme Court’s rules of procedure for environmental cases require rendering a judgment within 60 days from the time the petition was submitted for decision. It is a day to one year now since the Writ of Kalikasan and subsequent petitions were filed, but the Supreme Court has still to explain why it has delayed making a decision on the case, said Dulce of Kalikasan PNE.

This delay is “highly irregular”, and it defeats the purpose of having a timely intervention in a

concern that threatens the people’s right to a balanced and healthful ecology,” added Dulce.

The delay appears to stem also from a continuing snub by the US government of the Philippine court’s order for it to reply to the Writ of Kalikasan petition on Tubbataha.

Until now, the Obama administration has not yet responded to the Philippine Supreme Court order to explain the US side on the Tubbataha incident, Kalikasan PNE said. According to Dulce, this shows “the US government’s disrespect for our justice system and its indifference on how we assert our sovereignty.”

If favourably decided upon by the Supreme Court, the Tubbataha petition will not only compel the Obama administration to compensate the damages on the world heritage site, it will also impose environmental protection orders on US military operations until environmental guidelines and regulations governing the activities of foreign troops are put in place.

The agreement being crafted by a panel from the US and Ph governments, called AEDC (Agreement for Enhanced Defense C o o p e r a t i o n ) , reportedly seeks to open the country’s military camps and facilities to the increased presence of US troops, their facilities and war materiel, “with no clear duration, and with no measures for accountability and regulation,” according to Kalikasan PNE.

After some rounds of negotiations, the Philippine panel held press conferences or issued statements claiming these were in the name of transparency. But up to now, the provisions and issues under negotiations are still

headed by Defense Undersecretary Pio Lorenzo Batino has even admitted that they started negotiations without a draft of their own, as such they had agreed on important points before they drafted their own “proposals” as their US counterpart had told them to do.

Where the US will locate their camps, how large these would be, how much arms and ammunitions they would bring, if these were nuclear-armed, nuclear-tipped, nuclear-powered, etc, how long troops would remain before another batch arrives, are so far not discussed yet to Filipinos.

M e a n w h i l e , reports are already streaming out that even as the agreement on the parameters of this hosting of US pivot is still being crafted, the Aquino government is already rushing to build, upgrade or expand its military camps and bases to accommodate more US troops, warships and their other equipment.

APRIL 18, 2014 – The Aquino government and

its concocted pro-human strategy cannot cover-up the continuing spate of human rights violations and the fascist actions of the military to political prisoners. Despite of the end of Marcos dictatorship and having international humanitarian law, the rights of political prisoners are repeatedly violated as current administration slapped trumped-up criminal charges and illegally arrested and detained without the right to due process.

With this, the College Editors Guild of the Philippines Southern Tagalog condemns the Aquino regime for its denying that there are no political prisoners in the country yet it continues to increase and human violations are as well elevates under his administration.

VIOLATIONS TO POLITICAL PRISONERS

Many years after Marcos dictatorship, yet exploitations to political prisoners in the country are unjust and non-bailable continuing along with violations of government and its military seems there’s no law before which respect the rights of citizens committed to one’s political beliefs. Herewith, they are filing fabricated offences, arrest, and detained them and label as common criminals motivated with trivial goals.

It is an alarming issue to rise as the numbers of political prisoners in the country are expanding. The KARAPATAN, a human rights organization, documented the numbers of political prisoners here in the country with 449 imprisoned in different detention nationwide, and more than 150 of them are arrested under Aquino administration. Despite of numerous pleas for the release of these political prisoners who are in fact illegally arrested and detained the government still ignored the demand

of various sectors, and there are just current human rights defenders and leaders who are arrested and detained with non-bialable offences.

In Southern Tagalog, Andrea Rosal the daughter of late New People’s Army leader Gregorio “Ka Roger” Rosal, arrested in Caloocan City by virtue of warrant of arrest for kidnapping and murder issued in Mauban, Quezon. Rosal is an eight-month-pregnant and tagged by military as a communist leader. It is clear that militaries and the government violated the rights of Rosal as a human and who has one’s political beliefs.

Followed to this, there are human rights defenders and leaders were arrested, Benito Tiamzon and Wilma Austria nabbed in Cebu with concocted criminal charges.

The Guild condemns the fascist and repressive action of militaries and authorities to political prisoners, “Aquino government denied that we have no political prisoners in the country, however,

this people continue surge their numbers and much worst of it, administration branding them as common criminals with trivial goals to veil their political beliefs and acts”, Paul Carson said, Chairperson of College Editors Guild of the Philippines Southern Tagalog.
