As per the instructions of ITE&C Department, APTS has prepared RFP for Selection of Consultant for Investment Promotion and Development of Startups for the IT, Electronics and Communications (IT, E&C) Department, Government of Andhra Pradesh and floated on eProcurement web site on 21.03.2020
The scope, terms and conditions of the bid document were discussed before pre bid conference. Pre-bid meeting postponed to 04.05.2020 due to countrywide lock down. The following are the amendments recommended to the bid document after discussions.

This Amendments to Tender Document is not an agreement and is neither an
offer nor invitation by APTS to the prospective Bidders or any other person. The purpose of this Tender Document is to provide interested parties with information that may be useful to them in making their technical and financial proposals
(“Bid(s)”) pursuant to this Tender Document.

1.2 1.5 Consultancy period
The Firm will be required to provide services for an initial contract period of 3 (Three) years, extendable by another 12 (twelve) months, subject to the mutual
agreement of the APTS and the Firm. However, the decision to extend the contract is fully vested with the APTS. The fee quoted will be increased by 5% each year till the end of contract period. Will be read as “ The Firm will be
required to provide services for an initial contract period of 12 (Twelve) months, extendable by another 3 (years) in 12 monthly phases, subject
to the mutual agreement of the APTS and the Firm. However, the decision to extend the contract is fully vested with the APTS. The fee quoted will be increased by 5% each year till the end of contract
period.”
1.3 2.3.Eligibility of Firms – Pre-qualification Criteria
2.3.1.The Firm must read carefully the pre-qualification criteria provided herein. Bids of only those Firms which satisfy the pre-qualification criteria
will be considered for technical evaluation.
2.3.2.To be eligible for evaluation of its Proposal, the Firm shall fulfill the

Global Institutes outside India have to be a part of the top 100 business school rankings
either in QS world rankings/US News/Financial times/Princeton Review rankings in year 2019
Only the bidding firms scoring at least 70 marks in the technical score (ST) will be considered as qualified for financial bid opening
6.2 Scope of Work
The broad scope of work may vary based on the requirement of the APTS.
The Amended scope as follows:
• Conduct in-depth study of sub-sectors within IT and Electronics sectors and identify emerging areas of growth to focus the State’s investment promotion efforts
• To formulate a Strategic Action Plan for attracting investments to Andhra
Pradesh in the IT and Electronics manufacturing sectors and execute the same based on the budget allocated by the Government.
• Study Best Practices in other States / Nations in the areas of IT, ITES & Electronic Hardware Manufacturing sectors and providing
recommendations / advisory support for policy making and implementation of initiatives in the State
• Study the regulatory environment and business reforms for import/
export of Electronics globally, benchmark the State’s strengths and weaknesses against competing countries and make recommendations and track progress
• Undertake an investors pulse check to understand current starting point and perception about Andhra Pradesh
• Identify locations for potential hubs for IT, ITeS, analytics, emerging
technology and EDSM industries in AP; do demand supply assessment of

plug & play IT office space in the State; assess infrastructure requirement for IT and Electronics industry in the State
• Prepare Investors’ Guide for the State showcasing sharp value proposition of the state and the bubs identified above and opportunities available in IT, ITES and ESDM Sectors.
• Formulate a comprehensive Brand Promotion Strategy to create a robust brand image for the state from the perspective of IT and Electronics
• Support state in commissioning at least 2 location reports with reputed vendors
• Create / maintain “prospect database” of potential IT/ ITES companies
and ESDM industries – these should include global players from key hubs – Silicon Valley, East Asia, Israel etc.
• Reach out directly to decision makers in 500+ global companies in target segments
• Undertake targeted road shows with GoAP in key geographies – Silicon Valley, East Asia (China, Taiwan, South Korea, Japan etc.) and Israel.
• Schedule one-on-one meeting with Government Authorities before and
during the road shows / events / seminars to prepare thoroughly for the events to maximize outcomes
• Facilitate in organizing Conferences, Summits, Events within the State /
Country, Domestic & International Road shows to attract investors to the State
• Post-event reporting and follow-up with major leads for converting investment intentions to investment decisions
• Develop list of top 100 non-resident Andhra-ites and reach out to them
directly with opportunities in AP
• Create list of target skill sets to be developed in IT and Electronics sectors
in the state
• Create database of partners for skill development – these should include
international institutes of repute, skilling institutes/ organizations etc.
• Develop partnership thesis and pitch for target partners
• Reach out and facilitate discussions between GoAP and at least 20
potential skilling partners which should include at least 10 potential
international partners
• Digital tracking of outreach campaigns and new investment proposals
• Design a database template for dynamic tracking of plug & play office
spaces in the State
• Support state in developing documentation & collaterals
• Setup a war room to co-ordinate all action items identified
• Create / Maintain Database of IT, ITES companies & ESDM Industries in
the State and generate customized reports as per the requirement from
time to time
• Assist in preparing Presentations, MoUs, formulating Policies, Strategy
Papers, Status Notes, Key Process Indicators etc., as per the requirement of IT,E&C Department
• Study various factors affecting formulation of startups and suggest
financial and non-financial measures to jump start the startup ecosystem
and the follow up
• Any other work / assignment as is entrusted from time to time by the
Client (IT,E&C Department – GoAP)
