1. Eligibility Criteria

Reputed Companies / Firms fulfilling the criteria mentioned below will only be

considered for empanelment :

Eligibility criteria Documents that are to be

experience in the field of conducting electrical

fire safety audit or energy audit

Copies of work orders / audit reports

relating to the said period .

The Firm shall be certified energy auditor /

certified energy manager / accredited energy

auditors with Bureau Of Energy Efficiency .

Registration certificate with bureau

of energy efficiency

The firm must be IT assesse for the last three

years ie from 2012- 2013 onwards

Copies of IT assessment papers and

PAN card .

The firm should have received average annual

turnover of Rs 5 lacs during the last three

years

Audited balance sheets and profit &

loss a/c statements showing the gross

income of the firm

The firm should have carried out at least

THREE similar works ie electrical fire safety

audit for Banks / PSUs for buildings with a

minimum connected load of 20 KW in the last

three years

Copies of work orders and audit

reports . This shall pertain to similar

jobs only ie electrical audit .

The bidder could be a sole proprietary concern

/ partnership firm / company . It shall be

registered with registrar of firms / companies

which is applicable . The firm shall have

proper establishment at the place opted for .

Certificate of registration

The bidder must be having valid service tax

Note 1 : The relative documentary proof in respect of above stipulations / requirements and

company profile shall be enclosed to the application failing which that corresponding tender will

be summarily rejected .

Note 2 : Criteria mentioned above is minimum requirement . The Bank at its discretion may

upgrade the criteria upon perusal of credentials of the bids received . No complaints on this

account will be entertained .

2. Scope of Work : The scope of work includes extensive safety and electrical audit on the

following lines :

a) Safety audit

b) Energy audit

c) Power quality analysis

d) Suggestions on corrective measures

e) Comprehensive report

Safety Audit :

1. Physical inspection of the bank premises with reference to applicable Indian

standards , Indian electricity rules and other relevant codes of practice and

identification of electrical hazards ( shocks , fires etc )

2. Review of protection devices MCB/MCCB/ELCB systems of the electrical

installation and whether the performance is satisfactory or not

3. Assessment of adequacy of Wires / Cables based on actual load / current

measurements and existing wire / cable current carrying capacities , its insulation

resistance , tightness of terminations and quality of wiring practices

4. Evaluation of earthing system ( installation and maintenance ) based on IS 3043 and

to suggest recommendations

5. Check for any loose contacts at main switches , distribution boards , switch boards etc

6. Assessment of electrical distribution system ie whether power is uniformly distributed

among all the phases

7. Inspection of UPS and Batteries

8. Reliability of the electrical distribution system with the equipments like air

conditioners , UPS , Generators etc

9. Availability of fire fighting systems in the branch

10. Suggesting measures for improvement of the existing systems

Energy Audit:

1. Assessment of energy consumption vis – a vis connected load

2. Evaluating energy efficient alternatives

Power Quality analysis:

1. Power quality measurement

2. Identification and suggestive measures on internal problems from those due to power

quality

Comprehensive Report:

Report to be submitted in the standard format (annexure A to annexure I – hard and soft

copies) along with photos, relevant documents, non-scale layout of the branch. Two copies

shall be submitted (one for branch and 2nd

one for zonal office)

3. General information and instructions to bidders:

a) The interested and eligible bidders may collect this tender document from our Zonal

office duly paying the cost of application ie Rs 500/- by way of demand draft OR

application may be downloaded from website, “ www.andhrabank.in “ in case

of which , filled applications shall be accompanied with demand draft towards cost

of application . Tender forms without cost of application fee will be rejected for

evaluation . Application form is not transferable. Late bids will not be entertained.

b) The Tender form shall be submitted in the following fashion :

Envelope : superscribed as “ application for empanelment of energy auditor for

conducting fire safety audit in branches located in New Delhi zone “ containing the

following documents duly signed by the Competent Authority of the bidding firm (

in all pages with proper stamp / seal of the company ) :

1. DD for Rs 500/- ie cost of application

2. Complete set of tender document ( page 1 to page 29 )

3. Documents which are to be submitted in support of the eligibility criteria of the

firms - pl refer page 4 for full details

4. Company profile , additional information if any , etc

The bidder shall invariably write the address of the firm , name of the contact person

with phone number on all the envelops

c) Evaluation of applications :

The applications received in response to the tender notice will be evaluated based on

the eligibility criteria stated in the document . In complete / applications which are

not in order / in competent applications will be rejected . If required , Bank , at its

own discretion , may waive any minor nonconformity of the tender stipulations .

During evaluation of the bids , bidders may be asked for providing clarification on

any point mentioned in the bids .

Upon award of work , in case , any of these empanelled vendors failed to execute the

work on time or their services found to be non satisfactory , the Bank is having right

to cancel the work orders and entrust the work to any other vendor . The names of

the firms will be block listed and no bids will be invited from them subsequently . No

claims of the vendors will be entertained by the Bank in this regard .

Bank reserves the right to de panel the safety auditor at any stage in the event of non

response , non commitment and non completion of assigned task as per tender terms

and conditions . If the Bank observes that the auditor has not completed the task upto

its satisfaction , Bank reserves the right to ask for re auditing the premises without

any additional payment . Bank has every right to terminate the contract in between or

before / after award of work with 15 days prior notice .

d) Conditional tenders are not acceptable and will be rejected totally .

e) Adequate care should be taken by the electrical auditor during the verification ,

measuring and recording of the data. Any damage to the Bank’s property ,

equipments under testing and measurement during the electrical fire safety audit will

be charged to the firm . Bank is not responsible for accidental injury / un precedent

events to any of the operating personnel involving in the audit procedure . Personnel

should be well trained in electrical safety aspects and handling of electrical

equipments . No inconvenience shall be caused to the staff / customers during

working hours .

f) Time for completion of work including submission of report is maximum of two

days for each branch .

g) Any decision taken by Bank at any point of time in connection with the process shall

be final and conclusive and no claim or dispute from any quarter in this regard shall

be entertained . Bank reserves the right to accept or reject any of the offers without

assigning the reasons whatsoever .

h) The Bank also reserves the right to amend the RFP at any time prior to the last date

for bid submission . The Bank , may , for any reason , whether at its own initiative or

in response to clarifications requested by a prospective bidder , modify the RFP

contents by amendment . Amendment will be notified on the Banks website and will

be binding on participating bidders . The Bank shall not be liable for any

communication gap . In order to provide prospective bidders reasonable time to take

the amendment into account for preparation of their bid , the Bank may , at its

discretion , extend the last date for bid submission .
