Anderson County ADA Oversight CommitteeMinutes November 6, 2017

Roger Lloyd, ADA coordinator; Commissioner Jerry Creasey and chair of the ADA committee Louise McKown met with Mayor Frank, Houston Daugherty and Jeff Lashlee in a separate meeting at 3:30 pm on November 6th. At 2:00 pm the same day, Jerry Creasey, Roger Lloyd and Louise McKown toured the newly opened Anderson County Senior Center. At 5:00 pm the full ADA Oversight committee met.

Minutes for the 3:30 meeting are first:

Houston Daugherty introduced us to Jeff Lashlee who has served in several engineering positions, including City Engineer and Public Work Director with Bowling Green Public Works, for a total of 25 years. He has a BS from Tennessee Technological University and a MBA from Western Kentucky University. He has worked with transportation and pedestrian concerns his full career. He is also familiar with design of facilities, construction, inspection, and regulatory framework (local, state, and federal), and has been through the ADA transition planning self-evaluation process. Cannon and Cannon’s home office is in Bowling Green, Kentucky.

Jeff will spot evaluate the county’s most heavily visited facilities to do the field verifications for development of the transition plan. He showed us a very thorough ADA check list that he will use to document his findings. The checklist is much more extensive than the one the committee initially used to do its assessments 20 years ago.

The committee gave input of those facilities we though he should inspect of the county’s 20 buildings and parks on our list. The facilities we picked are the Courthouse, the Jolley building, Larry Dicken’s Building, Daniel Arthur Center, the Health department, Norris Crossing County Clerk and Trustee office, and the new Senior Center.

Because the county only owns one sidewalk (in Briceville) and one stoplight (on US 25W at Edgemoor Road), he will not need to do the GIS mapping that other counties and cities are doing for TDOT. However, he will note them in his report.

We had a discussion also of facilities that may be Anderson County Schools’ property, how the schools would be involved with this and if they are required to be part of it. They may also do their own self assessment. Mayor Frank offered to find out which of those facilities are technically county owned or are the school’s responsibility.

Jeff will also target polling precincts in his assessments, because TDOT is very concerned about these. Mayor Frank stated that because 55% of all voting happens during early voting, she suggested he start with those three sites out of the 27 polling sites we have. Mayor Frank also said Louise has done extensive research on these sites last year. Louise will get that information as well as the most updated county’s ADA to-do list to him.

Mayor Frank showed us her letter to TDOT that must be voted on and confirmed by the full county commission at its November meeting. We only made one minor correction to it. Houston Daugherty also thought it was a good letter and said what needed to be said.

The committee reviewed the plan for Cannon and Cannon’s field verifications and Mayor Frank’s letter to TDOT that must be verified by the county commission. We voted to approve the letter.

We also reviewed what we saw at the new Anderson County Senior Center. Louise said she expected that everything that was not ADA compliant that we discussed with Cherie when we initially saw the building would be done when before the center opened. Louise even gave Cherie the ADA technical regulations for those projects that were not compliant.

But none of this was done. Accessible parking is not marked, round door handles were throughout the building instead of lever hardware, the restroom sinks that have a box cabinet below them had not been replaced with a sink that a wheelchair user’s legs could get under, the mirror had not been lowered, and none of the toilets had grab bars next to them. Louise also noted that the two picnic tables out front that Cherie said would still be there, were not accessible. She suggested a wooden panel extension be attached to both tables. Door widths are 35 ½ inches wide, which we think are acceptable.

Louise asked how much of a budget Cherie has. Very little, other than from the East Tennessee Area Agency on Aging and Disability was the reply from the commissioners and Roger. Louise suggested we needed to see that these issues are addressed sooner rather than later. Roger said we still had $15,000 in the ADA budget for things other than the work Cannon and Cannon are doing. He said, once the new Oak Ridge General Session Court is open, those contractors are slated to start working on other needs at the Senior Center, such as the main entrance. For now Roger suggested we pay for grab bars in the restrooms, until we can get a grasp on what else the senior center will raise funds to fix. The committee agreed to use ADA funding for grab bars.

The next meeting will be December 4th at 5:00 pm. The January 2018 meeting will be Tuesday, January 2nd.
