Impact of EO13514
• Section 13 of the EO requests Federal agencies to determine the
“…feasibility of working with Federal…contractor community to
provide information that will assist Federal agencies in tracking
and reducing… greenhouse gas emissions related to…services
to the Government”
• Section 2, paragraph b (i), requests that each agency consider
target reductions associated with “pursuing opportunities with
vendors and contractors to address and incorporate incentives to
reduce greenhouse gas emissions”

BLUF: It’s not just a Federal government issue…the executive order will
impact everyone and anyone working for/with any Federal agency

Impact of EO13514 (cont)
• What can it mean to non-government organizations?
– Requiring vendors and contractors to register with a voluntary
registry or organization for reporting GHG emissions
– Requiring contractors, as part of a new or revised registration under
the Central Contractor Registration or other tracking system, to
develop and make available its GHG inventory and description of
efforts to mitigate GHG emissions
– Using Federal Government purchasing preferences or other
incentives for products manufactured using processes that
minimize GHG emissions

The Sustainment System
• By using a systems approach to assess the
interrelationships and impacts of the EO requirements on
sustainability, the corporation can target high leverage
activities to maximize benefit early in the sustainability
cycle. The sustainability systems perspective integrates

– Business Travel
– Water Usage
– Paper Usage
– Waste Recycle Rate
– Electronic Stewardship
– Green Contracting

Summary
Executive Order 13514 has been signed and
impacts government and industry alike.
It provides strong motivation for all organizations to
adopt sustainability measures.
A systems approach to sustainability will provide
significant benefits beyond the environmental,
ultimately resulting in organizational sustainability.
