Introduction
What is PEAF
This document forms part of the Pragmatic Enterprise Architecture Framework. PEAF is part of the Pragmatic family of Architecture Frameworks.
PEAF is a vendor and consultancy independent, technology neutral, Enterprise Architecture Framework which allows organisations to kick start or re-start an EA initiative and provides a comprehensive set of Products and Processes of everything required to hit the ground running.
PEAF bridges the gap between minimal "EA Frameworks" which do not provide a complete set of what is required or huge monolithic “EA Frameworks” that are too difficult to understand and difficult to use.
PEAF achieves this by “Cutting EA to the Bone”, and providing everything you need, and nothing you don’t. For more information, visit www.PragmaticEA.com.
PEAF is composed of two fundamental parts; Products and Processes.
Products
This part contains all the products required for an EA initiative: -
• Foundation - Provides the products required for starting and/or progressing an existing EA initiative.
• Culture - Communication and relationships are the key to EA. Without them and their understanding, everything else is superfluous.
• Model - The main artefact of EA are the models which allow information to be gathered, viewed and analysed.
• Governance - Providing an environment to guide change as it happens throughout the organisation.
Processes
This part contains all the processes required for an EA initiative divided into 3 distinct phases: -
• Prepare - Scoping and gaining approval for an EA initiative.
• Implement - Making the changes to prepare the organisation to operate EA.
• Operate – “Doing” EA.

The Analysis This analysis was carried out during March 2010.
Having not been able to find any linguistic analysis tools or anyone else to perform a more detailed analysis, it was (unfortunately for some) left to my brain to do the analysis.
Whilst this “manual” analysis was very time consuming it was, I believe, worthwhile.
The downside, of course, is that this analysis can be largely subjective and therefore many people may disagree with my analysis. If so, I do not take this disagreement as an indication of failure, but more of an indication of valued discussion.
Ultimately, while anyone can disagree with the results, the only person that can disagree with the structuring of the definitions (which the results are based on) is the person who wrote the original definition.
Source Data Ued
The source data used was those defintions identified in the “Purpose” Responses section.
Process used
PHASE 1 Each definition was reviewed and split into three parts: -
1) WHY - A reason – an end goal or something you want to ultimately achieve.
2) HOW - A verb or verbs – things that you do - that helps to achieve the WHY.
3) WHAT - A noun or nouns, physical or non physical you use when performing the HOW.
such that a new generated sentence can be formed using the following construct: -
“The purpose of Enterprise Architecture is to WHY, by HOW using WHAT”
Some definitions decomposed into all three constructs, some into only 2, some into only into 1.
• Where the WHY was missing the string “<achieve something>” was used
• Where the HOW was missing the string “<doing something>” was used
• Where the WHAT was missing the string “<using something>” was used
The table on the following pages lists the orginal definitions followed by the reconstituted definition after structuring.
All contributors are encouraged to check their respective reconstituted defintions to make sure that their original meaning has not been lost and to notify the author of any changes required to [email protected].

As can be seen, there is generally speaking an equal split between those who define EA in terms of its purpose (WHY), those who define EA in terms of “doing” it (HOW) and those who define EA in terms of what things are produced or used (HOW).
This is the first thing that can confuse the issue when people are
discussing or trying to understand what EA is because at any one
time three fundamentally different things can be being discussed as
if they were the same thing.
Any definition we create or discussion we have should
always address these three perspectives.

Risk, 15, 3%
In terms of why people think we do EA and it’s purpose, there are many different ideas. The truth is that not one of these is correct but they all are.
This is the second thing that can confuse the issue when people are
discussing or trying to understand what EA is because in general a
person will list 1 or more of these things but never more than 5. This
means that any one person generally only has a piece of the overall
picture.
Any definition we create or discussion we have should
always address this fact and any argument and counter argument about some of these things is futile. Let’s stop argueing about which ones are addressed
and agree that all of them are valid.

In general terms the same small number of actions are put forward time and again. There is no “clear winner” to speak of with all being tabled generally equally. Again, it is not that one of these is correct but they all are.
This is the third thing that can confuse the issue when people are
discussing or trying to understand what EA is because in general a
person will list 1 or possibly two, maybe occasionally even 3 of these
but never all of them. Again, this means that any one person only
has a piece of the overall picture.
Any definition we create or discussion we have should
always address this fact and any argument and counter argument about some of these things is futile. Let’s stop argueing about which ones are addressed
and agree that all of them are valid.

WHAT (using…) a noun, things
Models, 140, 55%
Processes, 70, 28%
Guidance, 27, 11%
Tools, 15, 6%
It can be seen that the vast majority of people think of Models as the main artefact or thing to be used when thinking about EA. Processes are also very well represented. Again, it is not that one of these is correct but they all are.
This is the fourth thing that can confuse the issue when people are
discussing or trying to understand what EA is because in general
the vast majority of people will only talk in terms of models, which
only represents 50% of the whole. Again, this means that any one
person only has a piece of the overall picture.
Any definition we create or discussion we have should
not be about models to the exclusion of processes, guidance and tools.

Einstein said that we should make it as simple as we can, but no simpler. EA is not a core process. It's not a value-adding process -- no customer would say that a company EA was of value to him or her. Steering wheels and GPS units are value-adding parts of value to the car. EA is the diagram used by the assembly and maintenance people to locate the parts of the car. Perhaps a document that guides analysts in gathering data to decide how to modify the next version of the car. It's an artifact of some management process.
