Welcome to the first newsletter for 2016. Hard to believe the first quarter is already over, but time does fly.

I’d like to first wish Lt. Commander Todd Wimmer a great and rewarding move to Honolulu. We’re sad to have to lose him to his new post

so quickly and will miss his presence around the San Francisco Post, but I’m sure Todd and his family will be enjoying the Hawaiian weather much more than our wet and cold winter here in the Bay Area. Todd’s been an active member of the post and his leadership and enthusiasm will be sorely missed.

As we take on the new year, I’m looking forward to continuing all the great work that LCMD Wimmer and Past President Tony Petroccitto have done with the San Francisco Post. We can be proud of how the post has grown and been successful over the past few years and I’ll work to keep that momentum going!

As you’ll see in this month’s edition, the Post has had plenty of recent successes. We just completed our scholarship program and have awarded five new scholarships to students graduating from high school this year. Scholarship Chair Ed Curran has done a bang-up job working with San Francisco State to administer the program and to identify the talented students that received scholarships this year.

The San Francisco Post was also recognized as the Honorable Mention, Top Middle Post from SAME National this year. The Virginia Peninsula Post was recognized as the Top Post, but we came in right behind them. This is a testament to our great work, great programs and great participation of our members.

FAREWELL TODD WIMMER

Lt. Commander Todd Wimmer was a valuable member of the San Francisco Post for four fantastic years. He came to the San Francisco Post in 2012 from the Hampton Roads Post. At the Hampton Roads Post, Todd was active in Readiness and served as the Readiness Director and was also heavily involved with the young member group. With the San Francisco Post, Todd served as Young Member Director from 2013 to 2015 and while in that position organized many young member events and forged relationships between young and “mature” members. He also was very active in promoting engineering camps, in particular the Air Force Academy Engineering and Construction Camp in Colorado. Because of Todd’s efforts, the San Francisco Post sponsored several high school students to attend the camp over the past few years, and in 2014, Todd attended the camp himself as a mentor, as he did in 2010.

Todd mentored Lt. Rachael Love as well and she took over as Young Member Director, when Todd was elected President of the San Francisco Post. However, shortly after being elected Todd was informed that he was rotating out of the Bay Area and moving to Hawaii. What a bummer for Todd! Todd is currently serving in Hawaii as the Commanding Officer of Coast Guard Civil Engineering Unit Honolulu on Oahu. His unit provides engineering and construction support for the Coast Guard for all of the Pacific Islands, including Hawaii and Guam.

Todd was nominated for the prestigious SAME 2015 Oren Medal and received an Honorable Mention. He was also nominated for the medal in 2014 and 2013.

Todd and his lovely wife, Denise, are now enjoying the Hawaiian life and culture. Mahalo, Todd, for all of your contributions to the San Francisco Post and to SAME in general, and Good Luck!

Farewell and good luck, Todd!

Vice Admiral (Ret.) Jody A. Breckenridge, former Commander, Coast Guard Pacific Area, delivered the keynote address at the SF Post’s annual Holiday Gala fundraiser held 9 December 2015 at the Marines’ Memorial Club in San Francisco.

Introduced by Mr. Zack Bedford of MacDonald-Bedford, VADM Breckenridge focused on the fact that the engineers and leaders within the military engineering community are well-suited to step forward to help society solve the infrastructure challenges of today. She extolled the benefits of public-private partnerships and encouraged the attendees to apply their scientific minds and creative talents, to think outside the box, and to derive solutions that not only meet the challenges we face but also improve our quality of life.

Lieutenant Commander Todd Wimmer, PE, USCG, SF Post President, expressed his gratitude to VADM Breckenridge by presenting her with a SF Post coin as well as an SAME picture frame.

Other Special Guests who delivered holiday greetings from the podium were Captain T. Wade Gesele, PE, USCG, Commanding Officer of Civil Engineering Unit, Oakland; Lieutenant Colonel John C. Morrow, PE, USACE, Commander and SF District Engineer; Lieutenant Colonel James S. Duke, USAF, Commander, 60 Engineer Squadron, Travis AFB; and Lieutenant Commander Ning L. Yuan, PE, USN, Resident Officer in Charge of Construction, Travis AFB.

The Gala started with an elegant reception within the festively decorated Marine’s Memorial Club and included the opportunity for the guests to have individual pictures taken with VADM Breckenridge, with voluntary donations going to The Wounded Warrior Project.

The program began with a stirring trumpet solo of the National Anthem performed by Mr. Tony Petroccitto, PE, GHD, and SF Post Past President, followed by the Invocation delivered by Ms. Dawn Antonucci, Towill, Inc., and SF Post Past President. Mr. John Jones, PE, LEED AP, F.SAME, Martinez Services and SF Post Past President, led the toasts; and, LT. Rachael Love, PE, USCG, chair of the SF Post Young Members group, and Cpt. Caleb Bury, USAF, delivered the Fallen Soldier Table tribute. MAJ James Boyette, Deputy SF District Commander, USACE, served as Master of Ceremonies.

STREAMERS....WHAT ARE STREAMERS?Streamers are a way for individual SAME posts to receive national recognition from SAME for their efforts in a variety of categories. These categories are as follows:

Education and Training Leadership and Mentoring Emergency Preparedness and Infrastructure Resilience Relationships and Recognition Membership

These awards, envisioned as ribbons, harken back to the Romans who flew strips of ribbons on their flagstaffs to represent successful campaigns. This fostered team spirit and inspired a sense of camaraderie amongst the ranks. In the United States, the concept of campaign streamers came to prominence in the Civil War when U.S. Army organizations embroidered the names of battles on their organizational colors. Today’s SAME streamers have past pins attached to them.

How do we get streamers awarded to our post?

Each year, SAME Posts compete for Streamer Awards in recognition of outstanding performance and achievement in the above-listed categories. The Post Streamer Awards are presented at the Post Awards and Leadership Transition breakfast meeting at the Joint Engineer Education & Training Conference and Expo held the following calendar year for which the Post met the criteria for the award.

SF Post is proud to have been awarded Streamers for all categories in 2015, three out of four with distinction. We attribute our success to careful planning of our annual program so that we can meet the criteria that have been established for each category. Following is a list of criteria we must satisfy, by category. The number desired depends on the size of the Post. As a Medium-sized Post, we must meet the number of desired criteria listed below, by category.

FREE PMP EXAM PREP COURSE FOR VETERANS

SAME’s Ed Curran is conducting a free exam preparation course for veterans interested in obtaining their Project Management Professional (PMP) certificate.

About the Exam:

The PMP Exam is reportedly more difficult than the California Bar.

The PMP Exam is 4 hours long and covers a myriad of topics based, in part, on the Project Management Book of Knowledge (PMBOK), and in part on “general knowledge of Project Management”.

PMBOK has over 500 authors (!), thus very difficult to follow.

“General knowledge of Project Management” is up to the individuals who write the PMP Exam questions.

It is no wonder that people find it very difficult to pass this exam.

(Commercial instruction companies charge as much as $2500 per person to take a course similar to this one).

About the Course:

The PMP Exam Prep course is 8 weeks long, 2 hours per session, usually Tuesday nights (5:30 PM – 7:30 PM) held at the offices of a SAME member firm. The next course is scheduled to start on 2 May 16.

The tuition is free. Each participant has to pay only for textbooks (approx. $55)

The Course covers each of the ten PMBOK knowledge area plus the PMI Code of Ethics.

Special emphasis is given to PMP Exam questions and strategies for dealing with them.

About the instructor:

WS INCOMING YM CHAIR: LT. RACHAEL LOVE

As many of you know, I recently became the YM Chair when LCDR Todd Wimmer transitioned to the San Francisco Post President role. I moved to the Bay Area from Washington D. C. in 2014 upon being assigned to the U.S. Coast Guard Civil Engineering Unit in Oakland. I am currently a Construction Manager for U.S. Coast Guard projects in California, Oregon, and Washington.

Having transferred from Washington D.C. Post as a young member, I look forward to sharing my experiences and continuing an active role in the San Francisco Post. One of my best experiences while serving as the Education Co-Chair in the Washington D.C. Post was promoting the SAME Engineering Camps; which I hope everyone has a chance to be involved in.

Since joining the San Francisco post, I have enjoyed participating in monthly luncheons, young member get-togethers, and the SAME Gala. I’ve met several of you at these events and look forward to meeting more in the events to come.

The first event I organized as the new YM Chair was a Happy Hour event at Smuggler’s Cove in San Francisco in December where we had a great turn out. In February, I organized another Happy Hour event to say farewell to Todd at Plank in Oakland where we played a few games of bowling and corn hole. And in March, we planned a special event with CBRE and Google for a job fair specifically targeting our YM group. The YM group also participated in volunteering for the MATHCOUNTS competitions that occurred in February. I look forward to organizing more happy hours, volunteer events and potentially a couple of construction tours alternating locations between East Bay and San Francisco. Please let me know if you have any ideas for upcoming events to keep our young member network a thriving part of our San Francisco Bay Area Post.

Kelyn is an aspiring mechanical-environmental engineer off to an impressive start.

It seems that it all got going when he read Inconvenient Truth by Al Gore in Elementary School. Since then he became focused on multiple projects on environmental science from science fair projects to writing and editing the school’s science magazine. He spent a summer studying oceanography with a Stanford graduate student and completed an independent research project on wind power, investigating the optimum geography for Savonian scoops. [Savonian scoops, invented in 1922 are vertical wind vanes, whose technology date back to the 17th century]. His research determined the geometry for nonlinear drag profile for the Savonian scoop, and will most probably result in a more efficient means of producing wind power.

Keyln’s enthusiasm for science has lead to his becoming President and Captain of the school’s Science Olympiad Club and Team. He managed to take a team of 15 totally inexperienced in science competition to where it eventually placed seventh (out of 28) in the State competition. His other achievements include:

2nd Place in the Meglev section of the Science Olympiad3rd Place in a competition of the National Ocean Sciences Bowl1st and 2nd Places in the Synopsis Science and Technology ChampionshipOn top of this, Kelyn has become an established musician playing the flute. He is now the Principal flutist with the California Youth Orchestra. He will be attempting to complete the Level 8 Exam given by the Associated Board of the Royal School of Music (ABRSM) later on this Spring. Meanwhile he has been assisting the ABRSM in the production of class curriculum and student aid.

Keyln’s other volunteer work includes being an assistant coach for the American Youth Soccer Organization, and as an assistant supervisor with the Science Olympiad Institute where he co-developed and presented training materials. He has also served as a science fair judge for the Springer Elementary School’s STEM Expo and /Science o Rama.

Keyln will be attending Stanford University, majoring in Mechanical Engineering.

In addition to academics, Sophia’s accomplishments in extracurricular activities are indeed impressive.

She served in the school’s student body organization, eventually getting elected President.

She was also elected Class President her Sophomore year.

Sophia has been quite active with the Girl Scouts of America where she was awarded the Ambassador Community Service Bar Award for her services (and hard work) in serving the Community. Among many other projects, she helped in the planning, organizing, fund raising, and building a garden for senior citizens at the Eden Village Assisted Living Community.

Sophia has proven herself to be formidable on the athletic field. As a member of the Pleasanton RAGE Girls’ Soccer Club, she has been the starting goal keeper since she was (get this!) ten years old, and of course, she is now Team Captain.

That’s not all. She is Captain of the Varsity Basketball team.

That’s not all. She is Captain of the Varsity Lacrosse team.

On top of her community service activities with the Girl Scouts, Sophia has been active with the National Charity League where she has served as Vice President of Philanthropy and Treasurer. The National Charity League is a mother–daughter philanthropic organization committed to community service, leadership development, and cultural experiences.

Sophia’s other volunteering activities are amazingly extensive:

She was appointed youth member of Pleasanton’s Parks and Recreation Committee, volunteered at the Pleasanton Public Library, assisted in the Special Olympics, worked for the Kids Against Hunger group, and volunteered as a Vacation Bible School counselor.

Finally, Sophia is an accomplished pianist. (Her favorite composer is Johan Sebastian Bach).

Sophia will be attending Cal Poly San Luis Obispo in the Fall where she will major in Aerospace Engineering and compete in Division 1 soccer.

Megan is from Livermore where she has been attending Granada High School.

Megan is Captain of the Track team and of the Cross Country team. In Cross Country, she placed 18th in the national cross country race held in Portland, Ore. She was also named Athlete of the Week 2014 and 2015 on local Television Channel 30.

She took her experience as a track and cross country star and applied it to planning and organizing a 100-mile relay for her team to raise over $3,000 for Camp Orkizu, a week-long camp for children with cancer, or for siblings; weekend programs for families, or teens and siblings.

Megan, showing her cross country skills, participated in a Philmont high adventure scout camp on a 12-day backpacking trek with a Boy Scouts of America Venture Crew.

Her volunteer efforts include helping out at the Livermore Public Library, participating in the local Fertile Groundworks (growing food for a food bank), and working at the Veterans Hospital where she talked with and read to Alzheimers patients. She has also tutored students in math and physics.

Keen in mathematics, Megan was given Sandia National Laboratory’s Women’s math award in her Junior Year.

Megan is an avid participant in the school’s robotics club where she has been President both her Junior and Senior Years. Her fascination with robotics came at an early age. To quote from her essay:

“I am seven years old, [ I like chocolate cookies] I begin thinking of [designing] a robotic system that would [automatically prepare and produce chocolate cookies.

I am now 15 years old. Having matured a little bit from wanting to mass produce cookies, I now think beyond myself. My grandmother has been having a hard time walking, so I am thinking about wheelchairs. I design (in my head) a chair that easily transfers the person sitting it to the bed and back again…I am now 17 years old. I find myself using a 3D printer to prototype my ideas and am designing pieces for the machine shop students to fabricate…

I want to design useful equipment, and a mechanical engineering degree would provide many opportunities to learn skills to bring my dreams to life.”

Megan will be attending MIT in the Fall. She intends to major in Mechanical Engineering.

Anya’s parents immigrated from the Ukraine 20 years ago and proceeded to become prominent scientists in local research institutions. Naturally she leaned Russian, but she also mastered Spanish when she spent an entire summer at the Spanish Language Intensive Studies at the University of Guadalajara.

Along with being tri-lingual, Anya is a talented ballerina. Among other performances, she was a soloist and ensemble dancer with the Dance Connection of Palo Alto Youth Ensemble (a non-profit organization dedicated to community outreach).

More of her volunteer efforts are with Art in Action which is another non-profit, only this time dedicated to art education. Another where she is quite active is the Project Read at Redwood City Library, which is a program connecting student-tutors (such as Anya) with K-8 students in need of academic and social help.

Anya became fascinated with science when she participated in the Large Hadron Collider research program. Note: The Large Hadron Collider (LHC) is the world’s largest, most complex experimental facility ever built.

Anya traveled to Geneva and then down 500 feet underground to work at the facility. Her program consisted of two parts. For the majority of it, she worked through junior year on a research project on muons which she then presented at Cal Poly. Then in the summer, for the last two weeks of August, she was at the LHC, where she continued helping develop a basic particle analysis program using the Python software.

Anya was also active in the summer COSMOS Program at UC Davis, concentrating in the math program. Another summer she participated in the Johns Hopkins Center for Talented Youth.

Anya is very interested in entering the software engineering profession. Last summer she became “immersed” in the Girls Who Code organization which she founded, and became President of her school’s Girls Who Code Club. Her experience with Girls Who Code led her in developing an app for very important, though mundane, problem impacting our environment. Titled “Grow Green” the app allows a user of recyclable material to type into the app the material they are discarding. Grow Green will then instruct the user what to do with it. Ultimately this will lead to developing a bar code program for the entire waste recycling industry.

Anya will be attending UC Berkeley on a Regents scholarship.

As an understatement, Howard thinks outside the box.

As such, he has an intense interest in Robotics and has made great strides in this area. He commits as much as 14 hours a week with the Robotics Team (as Lead Engineer), as well as considerable time with the school’s Math Club and Programming Club. He spent last summer teaching himself to program projects involved with machine learning. Also in his free time, he learned how to apply the software, Solidworks to create models for 3D printing.

Howard volunteers as a Teacher’s Assistant for the computer science courses at his school. As a Teaching Assistant, he helps students “de-bug” their computer programs, and helps explain to them logic that was introduced in class.

Howard extends his volunteering in computer science to outside the classroom where he has donated time to the Resource Area For Teaching (RAFT) group in San Jose. RAFT is a non-profit organization which has as its primary focus “to inspire, engage, and educate children through the power of hands on teaching”.

His volunteer work extends beyond robotics, computer science, and software. More humbly, he donates his time for the San Jose City Team which provides hot meals, safe shelter, showers, and clean clothing to the City’s homeless population.

In Howard’s words, “My dream job is to become a position at NASA-perhaps designing a rover that could survive other planets besides Earth and Mars”.

Howard has applied to Cal Poly San Luis Obispo, MIT, UC Berkeley, and UC Davis. He has been accepted at Cal Poly.

Hospital design and construction are considered by many industry experts to be too complex for design/build much less P3 delivery models. The technical demands of the building’s systems combined with evolving models of care and the latest generations of equipment present significant real time challenges to successful project delivery regardless of provider or location. The project’s a moving target. Those challenges, however, are not the only ones facing the VA. Of even greater concern to the Department is its commitment to provide greater access to care for all Veterans, a commitment that demands rapid delivery of new facilities at new locations. Speed to market is essential, but so are cost and quality control. In response, the VA has developed a P3 pipeline for major capital, outpatient facilities. When it opens this month, the Kernersville Healthcare Center in North Carolina, at 400,000 GSF, will be the largest of its type in the VA system. Valued at more than $130 million, the fast track, LEED Gold for Healthcare project was led by international developer/builder Lend Lease using a design team headed by Perkins Eastman Architects. Relying heavily on natural light and on local references from the Smoky Mountains to the Outer Banks, the facility is meant to be a place of respite as well as focused care. Specialty clinics include Women’s Health, Cardiology, Radiology, Dialysis and Rehabilitation among others. In addition to a green roof, side porch and outdoor dining, sustainable highlights include:

30% savings in potable water use, 75% of waste diverted from landfill, 31% energy savings over AHSRAE, 40% of building materials sustainably sourced and green cleaning and maintenance programs.

The success of the project is due in great measure to the VA’s vision in adopting a developer led P3 delivery model as well as to Lend Lease’s leadership of the D&C Team within that model. Because of its complexity and speed, the project benefitted continuously from the integrated approach the VA and Lend Lease implemented together, an approach fully supported by the A/E Team. The building was fully modelled using Revit and similar building information softwares, and cost and schedule were aggressively managed with no sacrifice of quality. Kernersville should put to rest any questions that may linger about the suitability of P3 for the delivery of technically demanding, urgently needed federal facilities.
