Stages

1. Behaviour Change: involve ~340 households in Transition Together

2. Energy efficiency: training, partnerships, guidance, motivation

3. Renewable energy: provide grants for bulk-purchased solar PV systems

4. Public awareness: install a large system on the Civic Hall with public display
