MESSAGE FROM THE VICE PRESIDENT FOR RESEARCH

Dear Colleagues:

Please join us for the 13th Annual Research Colloquium on April 30, 2013 from 1:00-3:30 pm as we congratulate all of our federally funded investigators and workforce development trainers for their excellent efforts and successes. Our guest speaker will be Tim Killeen, President of the SUNY/RF and SUNY Vice Chancellor for Research. His topic is: “National and International Global Change Research”, certainly appropriate given our recent awards in this arena!

Now more than ever, it is important that we redouble our efforts to obtain external sponsored funding. Honing grantsmanship skills is one important aspect of increasing the probability of getting funded but like the lottery, if you don’t play, you can’t win! The Division for Research is helping PIs by hosting a series of grant writing workshops. The first of these workshops held on March 18th and 19th emphasized NSF and Private Foundation funding. The response was impressive and there was a wait list for this workshop. Seventy seven faculty and staff registered for the workshop which included a 30 day follow up period of private consulting. Stay tuned for information on the next workshop which will be held in early summer!

Just when the economy is turning the corner and the

University budget has stabilized, we are faced with the uncertainties of Federal sponsors continuing resolutions and budgets that will negatively impact our federal funding. As of February 28th, our awards received totaled $44 million, down

ten percent. In March we observed that our expenditures are down by 16% totaling $63 million at this time. Despite

these setbacks, UAlbany researchers have garnered significant wins of external sponsored funds.

UAlbany’s brand, “The World Within Reach” is being recognized with federal awards including:

Brian Early (Political Science) who won three awards last fall from the State Department totaling $559,898, to conduct in country outreach activities concerning strategic trade management and legislation development in Mongolia and Saudi Arabia.

Thomas Bass (English) received $259,999 in Department of State funding for a joint U.S.-Tunisian program to assist in designing a curriculum in investigative journalism, developing course materials, and organizing academic exchanges, faculty training, and mentoring.

UAlbany's Center for International Development (SUNY/CID) has been awarded a $13.4 million grant to strengthen legislative development in Cote d'Ivoire. SUNY/CID will help the West African nation’s National Assembly improve its representational and oversight functions by implementing the Center’s "Legislative Strengthening Program.”

Katie Gonder (Biology) was funded $975,868 by the prestigious National Science Foundation’s Partnerships for International Research and Education (PIRE) program to conduct an international biodiversity conservation project in Central Africa by developing an evolutionarily-informed framework for protecting Central African biodiversity under climate change, while grounding the results in the socioeconomic realities of the region.

Also of note:

In November, the Center for Social and Demographic Analysis received a five year $1.7 million dollar renewal (funded in 1997) of their Federal NICHD National Population Research Center. Congratulations to Director Tim Gage (Anthropology).

The School of Social Welfare’s Professor Lynn Warner will be supported by a three-year, $480,253 competitive grant from the U.S. Department of Health and Human Services' Health Resources and Services Administration intended to increase social workers' capacity to address the mental and behavioral health needs of veterans.

Two big items for the Department of Atmospheric and Environmental Sciences (DAES): Lance Bosart, Distinguished Professor, won National Weather Association’s Lifetime Achievement Award. The Surface Water Prize of the 5th Award of the Prince Sultan Bin Abdul-Aziz International Prize for Water (PSIPW) was awarded to Aiguo Dai. The bi-annual PSIPW aims to give recognition to the efforts that scientists, inventors, and research organizations around the world are making in water related fields. DAES has also scored grants including Liming Zhou getting $500,000 from NSF Inspire Grant for Understanding Spatiotemporal Extent and Structure of Large Wind Farm Footprint on Weather and Climate by Combining Observational Analysis with Numerical Modeling.

COEUSCORNER Welcome to the Spring edition of Coeus Corner. We are still waiting for Spring though! Our aim with Coeus has always been to help make the submission process as easy as possible for all users and to facilitate data sharing with all offices that support principal investigators in their research programs. Since all post-award offices now have access to the same proposal and award documents as the preaward office, we hope this will help to reduce the number of

queries between offices and queries to PI’s. Additionally, as questions relating to use of human or animal subjects or use of biohazardous materials, radioactive materials, etc. are answered in Coeus, the Office of Research Regulatory Compliance and the Environmental Health and Safety Office are automatically notified by Coeus so they are informed of the PI’s intentions/requirements for their project. We would like to remind the Deans, Center Directors and Chairs, of the importance of completing the “Modify the Authorized Signatory List” form found on our website http://coeus.albany.edu. We cannot make any changes to the mapping in Coeus without written authorization. It is important to notify us as soon as you are aware of any signatory changes within your Department/Center or School to ensure that the proposals can be correctly routed to the authorized signatory and their alternates. Throughout the year, we continually talk about our campus requirement that all faculty members must be trained and made ‘active’ in Coeus in order to obtain departmental approvals and subsequently submit proposals to the sponsor. We understand that everyone has busy schedules, and we continue to run weekly training sessions to accommodate this, but there has been a marked increase in demand for last minute training. We do our very best to try to help everyone, but please note, that if you wait until the last minute to be trained, we may not be able to train you in time for your proposal to be submitted. In every issue of Accent, we also stress the importance of not submitting proposals to the Office for Sponsored Programs (OSP) or the agencies at the last minute. In order for us to ensure on time submission and for you to have confidence that the application will arrive at the appropriate agency on time, you must submit your proposal for approval 5 days before the deadline. This allows departmental Chairs and Deans time to review and approve proposals, and the OSP office the necessary time to do its obligatory diligence to comply with all the new and ever-changing regulations. Please try to submit as early as you can to provide adequate time for the application to reach its destination, and for corrections to be made in the event modifications are required by the department or the OSP office after the original submission. For those proposals being submitted system to system through Grants.gov, please also remember that Grants.gov states that we should allow 2 days for validations, so submitting at the last minute could mean rejection of that proposal by Grants.gov or the sponsor and then no time is left for corrections to be made.

Please remember that it is now a requirement for anyone submitting a proposal to a PHS agency, to file a PHS Financial Conflict of Interest for EACH submission. Also note that an ANNUAL UAlbany/RFSUNY Conflict of Interest is also required and for a PHS application both must be on file at the time of application. For all NON PHS applications, you must have a current UAlbany/RFSUNY Conflict of Interest form on file with the Office for Sponsored Programs at the time of application. Your Research Administrator (RA) is here to help you with your submissions and to answer any questions you might have. Please contact them as soon as you ‘think’ proposal and give them as much advance notice as you can. This helps everyone involved in the submission process. TRAINING

Training classes continue to be offered for Coeus Navigation, Budgeting and Routing and Approval. Please use our website (http://www.albany.edu/osp/coeus_home.php) to see the schedule and register for classes for the spring. We encourage any faculty not already trained to come to training as soon as you decide to submit a research proposal. The basic Navigation course is typically offered at least once a week, and more as needed. There are currently not any Routing and Approval classes offered, as most signatories have been trained, but if there is a change to the Chair/Dean or their alternates, please let us know and we will arrange for a one-on-one class as needed. The Coeus Helpdesk is always there for your questions and comments. If you have problems or changes, please let us know. Announcing the Launch of the SUNY Faculty Research Travel Grant Program

The New RF, February 21, 2013

The SUNY Faculty Research Travel Grant Program aims to improve the competitiveness of research proposals from SUNY faculty by facilitating interaction with perspective federal sponsors. The program grants travel funds of up to $1,000 for faculty to meet with program managers at federal funding agencies. Faculty members seeking to visit federal funding agency program officers are required to submit an application for a travel grant. Chief academic officers and deans from comprehensive, technology and community colleges are also eligible to apply for funding. The campus must commit to match $.50 for every $1.00 awarded through the SUNY Faculty Research Travel Grant Program. For more information, refer to the program guidelines and application. Questions? SUNY/RF Research Collaboration Fund Round Two Invitation for Proposals

The New RF, March 20, 2013

SUNY and the RF joined together last year to launch the SUNY/RF Research Collaboration Fund to capitalize on the Power of SUNY by encouraging inter-campus collaborations. That targeted investment of $700,000 generated 65 outstanding proposals, and the nine projects that received funding reflect SUNY’s broad strengths in the areas of biotechnology, chemistry, engineering, medical research, nanotechnology, physics, public health and social sciences.

Based on that success, we are very pleased to announce that the SUNY/RF Research Collaboration Fund is accepting applications for a second round of grants that will be awarded July 2013. Proposals for awards are due at the RF by May 15, 2013.

Proposals will be evaluated for originality and significance of research; student involvement; industry and other outreach efforts, and the ability to attract future federal, state, philanthropic or private funding. Program information and application instructions are available on the SUNY/RF Research Collaboration Fund website.

Congratulations to UAlbany’s 2013 National Endowment for the Humanities (NEH) Summer Stipend Recipient

David Hochfelder, Assistant Professor in the History Department, is a recipient of the 2013 NEH Summer Stipend award. We congratulate Dr. Hochfelder and wish him much success in his research.

NEH Summer Stipends support continuous full-time work on a humanities project for a period of two months normally carried out during the summer months. Only two nominations per institution are allowed. This year’s NEH Summer Stipend deadline is September 26th, however, the University has an internal deadline which must be followed. More information can be found in this issue of Accent on RESEARCH in the Humanities and Fine Arts section.

Fulbright Scholar Program Council for the International Exchange of Scholars (CIES)

Core Fulbright Scholar Program Flex Awards In order to engage U.S. scholars currently unable to spend extended periods of time abroad, the Fulbright Program welcomes applications from scholars who propose multiple stays of one to three months in the host country over a period of two to three years. The total proposed visits should equal approximately one semester of exchanges. In addition to their primary research or teaching activities, flex award scholars will be asked to give public talks, mentor students, and otherwise engage with the host-country academic community. Some programs may offer opportunities for multi-country research, but these should be discussed with the appropriate CIES staff. Fulbright flex grants are particularly suitable for scholars whose work requires longer than one year to accomplish, or who cannot be away from their home institutions for a single, lengthy period. They are also helpful in situations where collegial research projects mandate a series of in-person meetings.

NSF News NSF Notice Regarding Automated Compliance Checking of

FastLane Proposal Submissions NSF 13-066

Beginning March 18, 2013, the NSF will enhance the FastLane System to begin automated compliance checking for all required sections of full proposals. This will bring NSF systems in line with long-standing proposal preparation requirements as outlined in the NSF Proposal and Award Policies and Procedures Guide (PAPPG) (Chapter II.C.2 of the Grant Proposal Guide (GPG)). Preliminary proposals are not affected by this system enhancement.

The GPG-required sections of a proposal include:

Project Summary* Budget Justification Project Description Current and Pending Support References Cited Facilities, Equipment and Other Resources Biographical Sketch(es) Data Management Plan* Budget Postdoctoral Mentoring Plan (if applicable)*

*These proposal sections are already being auto compliance checked at the time of proposal submission by FastLane.

FastLane will check to ensure whether or not a document is included; it will not check formatting, page length, or content requirements. (The one exception is the Project Summary, for which page length is checked.)

Proposal submission instructions for conferences, symposia or workshops; international travel grants; or program solicitations may deviate from the GPG instructions. If the submission instructions do not require one of the above sections to be provided, proposers ill need to insert text or upload a document in that section of the proposal that states, "Not Applicable." Doing so will enable FastLane to accept the proposal.

Additionally, proposers providing Biographical Sketches and/or Current and Pending Support information for Principal Investigators (PIs), co-PI(s) or Senior Personnel in a single PDF file associated with the PI, must insert text or upload a document in that section of the proposal that states, "Not Applicable," for any co-PI or Senior Personnel so that FastLane will accept the proposal.

PIs will receive a warning message if any of the GPG-required sections is missing, however, the PI will still be able to forward the proposal to the organization's Sponsored Project Office (SPO). If the SPO attempts to submit a proposal that is missing any of the required sections, they will receive an error message identifying the missing section(s), and FastLane will prevent submission to NSF. After obtaining all required sections, the SPO may submit the proposal to NSF in accordance with established deadline date policy.

John Simon Guggenheim Memorial Foundation Fellowships to Assist Research and Artistic Creation Guggenheim Fellowships are grants to selected individuals made for a minimum of six months and a maximum of twelve months. The purpose of the Guggenheim Fellowship program is to help provide Fellows with blocks of time in which they can work with as much creative freedom as possible. LIMITED SUBMISSIONS

Procedure to Follow for Limited Submissions (November 19, 2009)

The University at Albany requires an internal review and selection process for funding opportunities where the program guidelines stipulate a limited number of pre-proposal or proposal submissions. In order to select the best qualified proposal, applicants must follow the University’s Limited Submission Process.

As limited submission funding opportunities are posted to the website, an email will be sent to the appropriate faculty, chair, and or dean. An internal deadline will be given for interested applicants to submit a one page summary of their anticipated project to the Dean of their School/College. If the submission is for a major piece of shared equipment or shared core facilities, a business plan for supporting on-going operations and maintenance is also required.

In cases where the guidelines stipulate a specific number per college/school, the dean will be asked to coordinate the process within their college/school. When guidelines indicate a limited number per institution, the process will begin at the college/school level. In those cases, a deadline will be given for applicants to submit a one page summary to the dean. The dean will then submit recommendations along with the applicant(s) one page summary, by a specified deadline, to Linda Nuzback [email protected]. Dr. James A. Dias, Vice President for Research, will make the final selection in consultation with the relevant dean(s).
