Police and city agencies will report in to the city governor (not the State government or municipal corporation)

It should be bottom up – i.e., citizens should speak to ward officers who should speak to representatives who should instruct the bureaucrats accordingly – and accountable
Lok Satta is committed to this type of local self government, with a live model currently active in the Juhu corporator ward
Mumbai contributes about 50,000 cr annually to the centre and state; against that it receives about 1,500 cr a year (3%)
Other states received 30.5% of their contribution back
Mumbai MUST get the same treatment
15,000 cr a year for 15 years works out to 225,000 cr, about what McKinsey has estimated as the necessary capital outlay for the plan
