� WHAT: Nation’s premier organization established to

recognize outstanding high school students

What Parents/Guardians Need to Know

� Students with more than 8 unexcused absences in any course will receive an NCA (No Credit Attendance) for that course

If NCA is earned, the course may have to be repeated� If NCA is earned, the course may have to be repeated

(if required for graduation)

� NCA is shown on transcript and negatively affects the GPA

Understanding HIB(Harassment, Intimidation & Bullying)

About the Law

● January 5, 2011 - Governor Christie signed into

law the “NJ Anti-Bullying Bill of Rights”law the “NJ Anti-Bullying Bill of Rights”

● Amends 2002 Anti-Bullying Bill of Rights

● Took full effect with the beginning of the 2011-

2012 school year

● Further Revisions as of July 1, 2018 per NJ Administrative Code/Anti-Bullying Bill of Rights


According to the law…

Types of Behavior:

• Includes ANY gesture, or

• ANY written, verbal or physical act, or• ANY written, verbal or physical act, or

• ANY electronic communication ( )

• Can be a single incident or series of incidents

Location of Incident:

• On school property

• At school-sponsored function

• On a school bus

• Off school grounds (Cyber Bullying)



Motivation for HIB Behavior:

• ANY actual or PERCEIVED characteristic such as • ANY actual or PERCEIVED characteristic such as

race, color, religion, ancestry, national origin,

gender, sexual orientation, gender identity and

expression, or mental/physical/sensory disability,

or ANY OTHER DISTINGUISHING CHARACTERISTIC



Must meet one of the following conditions in addition to causing substantial disruption or

interference:interference:

• Has effect of insulting or demeaning student or

group of students OR

• Creates hostile educational environment for student

by interfering with student’s education OR

• Severely or pervasively causing physical or emotional

harm to student


Normal Conflict Bullying

� Involves people with similar degrees of power; equals

� Imbalance of power; seeking power or control

� One-sidedequals

� Mutual disagreement or differences in interests or likes

� Both parties participate in conflict

� Equal emotional reaction; both parties can recognize wrongdoing

� Effort by both parties to resolve differences

� One-sided

� Intentional; goal is to harm someone else

� Unequal emotional reaction

� No remorse- blames target

� No effort to solve the differences


Conflict and Bullying are NOT the same!______________________________________________________

HIB has occurred when:

1. There is a target

2. Motivation due to one’s characteristics(real or perceived)

3. Causes harm to target


If you believe your son/daughter has been a target of HIB you

should:

● Report It. Acts of HIB should be reported to the school

principal or Anti-Bullying Specialist (ABS) on the same day principal or Anti-Bullying Specialist (ABS) on the same day

of occurring (or next school day if it happens after school)

● Anonymous reporting can happen

● Anyone can submit a HIB report*******************
